Yes. An airline can assign family members to separate seats when adjacent seats are unavailable, the aircraft layout prevents a suitable block, or the carrier does not offer a fee-free family-seating guarantee. A child is not automatically entitled to sit beside every member of the family, and a promise to place one child beside one accompanying adult is narrower than a promise to seat the whole party together.
The practical answer depends on two layers: the airline’s current written policy and the seats available on your specific flight. The U.S. Department of Transportation (DOT) maintains a dashboard of voluntary carrier commitments, while a broader federal age-13 adjacency rule described in a DOT notice was proposed rather than finalized in that notice. Reserve seats when possible, check the carrier’s conditions, and contact the airline before boarding if your reservation shows separated seats.
What the rule means for a family booking
Buying tickets in one reservation does not, by itself, create a universal right to one uninterrupted block of seats. Airlines sell and assign seats by aircraft configuration, fare rules, operational changes and remaining inventory. If only scattered seats remain, an airline may issue boarding passes that place adults and children apart unless its own policy commits to a particular arrangement.

That is different from seating two adults and several children together, guaranteeing a window or aisle, or keeping a group together after an aircraft swap. Even a carrier marked as committed by the DOT can apply limited conditions involving seat availability, the aircraft layout, booking timing or a request at the airport.

What the DOT family-seating dashboard actually shows
The DOT dashboard dated December 10, 2024 records whether each listed carrier makes this specific commitment: adjacent seats for a child age 13 or under and an accompanying adult at no additional cost for all fare types, subject to limited conditions. It is a record of carrier commitments, not a law that automatically covers every airline or every family configuration.
| Carrier | Dashboard status (Dec. 10, 2024) | What the listed commitment covers | Important qualification |
|---|---|---|---|
| Alaska | Committed | Child 13 or under beside an accompanying adult at no extra cost | All fare types, subject to limited conditions |
| American | Committed | Child 13 or under beside an accompanying adult at no extra cost | All fare types, subject to limited conditions |
| Frontier | Committed | Child 13 or under beside an accompanying adult at no extra cost | All fare types, subject to limited conditions |
| Hawaiian | Committed | Child 13 or under beside an accompanying adult at no extra cost | All fare types, subject to limited conditions |
| JetBlue | Committed | Child 13 or under beside an accompanying adult at no extra cost | All fare types, subject to limited conditions |
| Allegiant | Not committed | No dashboard guarantee recorded | Not committed does not mean families will always be separated |
| Delta | Not committed | No dashboard guarantee recorded | Not committed does not mean families will always be separated |
| Southwest | Not committed | No dashboard guarantee recorded | Its separate assigned-seating policy describes a narrower operational effort |
| United | Not committed | No dashboard guarantee recorded | Not committed does not mean families will always be separated |
Five of the nine carrier entries displayed on that dashboard were marked committed and four were marked not committed. That is a count of the table entries, not a percentage of the U.S. airline market. Policies can change, so check the carrier’s current family-seating page before purchasing.
Proposed federal rule versus a final nationwide requirement
A DOT notice proposed requiring U.S. and foreign carriers to seat children aged 13 and under next to at least one accompanying adult at no additional cost, subject to limited exceptions. The notice’s proposal is not the same as a final rule in force nationwide. Do not treat the proposed age threshold as an automatic entitlement on every itinerary.
The distinction matters when you are deciding whether to pay for seats, switch flights or ask an airport agent for help. A voluntary carrier commitment can be enforceable under that carrier’s stated terms even while a government-wide rule remains proposed. Conversely, an airline absent from the dashboard may still try to keep families together, but the dashboard does not record the specific no-fee guarantee.

Why a booking can produce separated seats
Only scattered seats remain
Late bookings, popular flights and passengers who paid to select seats can leave no adjacent pair in the same cabin. A reservation can contain several passengers while the seat map contains only isolated seats.
The aircraft or cabin changes
An equipment swap can alter the number and location of rows. Seats selected on the original aircraft may be released, blocked or renumbered, leaving the family separated after re-accommodation.
The fare or itinerary has conditions
Some family commitments apply across fare types but still require that the child and adult be on the same reservation, that suitable seats exist and that the request be made through a specified channel. A codeshare or a flight operated by another carrier can place the booking under the operating carrier’s seating process.

Seat selection is delayed
A carrier may hold seats for operational reasons or assign them later. Seeing no adjacent seats in the app does not always mean the final assignment is fixed, but it also is not a promise that adjacent seats will appear.

Airline-specific policies and what to do when online selection fails
Carriers marked committed by the DOT
Alaska, American, Frontier, Hawaiian and JetBlue are listed as committed to the dashboard standard for a child 13 or under and an accompanying adult. The commitment is for the child-plus-one-adult pairing, not necessarily an entire family block. Read the carrier’s conditions for the flight before declining or accepting a seat assignment.
Southwest
Southwest’s assigned-seating page says that, when seats are limited, it will work to seat children age 12 and younger next to at least one adult in the party. The page describes assigned seating for departures on or after January 27, 2026. This wording is an operational effort for a younger age group and is not the same as the DOT dashboard commitment covering a child 13 or under.
Delta
Delta instructs families who cannot obtain seats together on delta.com or in the Fly Delta app to contact Reservations and review available seating options. Contacting Reservations creates an opportunity to solve the issue before the airport; it does not guarantee that a preferred row or every family member will be adjacent.

Carriers marked not committed
Allegiant, Delta, Southwest and United are marked not committed to the specific DOT dashboard guarantee. That label records the absence of the listed commitment; it does not predict that every booking will be split or that an airline will refuse to help. Ask what the current policy provides for your children’s ages, fare and operating carrier.
How to maximize the chance of sitting together
- Confirm the operating carrier. On a codeshare, identify which airline operates each segment and read that carrier’s seat policy.
- Enter every traveler’s correct age and name. Child-age thresholds are central to the policies, and an incorrect date of birth can prevent the reservation from being recognized as a family booking.
- Compare the written commitments before paying. Look for whether the promise covers all fare types, the child’s maximum age, one adult or the entire party, and what happens when no adjacent seats are available.
- Choose seats during booking when the price is acceptable. Selecting a specific pair is the most direct way to control the outcome. Verify that the seats are on the same flight and cabin before payment.
- Save the assignment. Keep the confirmation email or a screenshot showing the seat numbers, passenger names and flight date. Seat maps can change after an equipment swap.
- Recheck after schedule or aircraft changes. Open the reservation after every notification and again during online check-in. A changed aircraft can invalidate the original arrangement.
- Contact the carrier before travel if seats are split. Use the airline’s reservations channel and state the children’s ages, the booking reference and the exact seats that are apart. Ask what adjacent options are available under the current policy.
- Arrive early if the issue remains. Bring the booking reference and identification to the check-in or gate desk. Explain that a child is separated from the accompanying adult and ask the agent to review the seat map before boarding begins.
What to do at the airport and on board
Before boarding
Ask the check-in or gate agent to look for an adjacent seat for the child and one adult. Be specific about the minimum acceptable arrangement: for example, one adult beside each young child, rather than requiring all four travelers to occupy one row. A broader range of acceptable seat combinations gives the agent more ways to solve the problem.
If the agent cannot make the assignment, ask whether a later boarding group, a standby seat release or an aircraft change is affecting the map. Do not assume that a verbal suggestion is a confirmed assignment; check the printed or digital boarding passes.
During boarding
Board with the seats shown on your passes unless airline staff direct you otherwise. Politely ask the flight attendant whether a compliant swap is possible, but do not pressure another passenger to surrender a paid or preferred seat. An informal swap may leave the other traveler without the seat features they purchased, such as an aisle or extra legroom.

When no solution is available
If the airline cannot place the child beside an adult, ask the gate or cabin crew to document the issue and explain the available rebooking or refund process. The exact remedy depends on the carrier, fare and circumstances; there is no single automatic remedy established by the dashboard.
Costs, trade-offs and decisions
| Option | What it controls | Trade-off |
|---|---|---|
| Pay to select adjacent seats at booking | Specific seat numbers while inventory remains | Additional cost; seats can still be changed after an aircraft swap |
| Use a carrier with a written fee-free commitment | Child-plus-one-adult adjacency under stated conditions | Does not guarantee the whole family block or a preferred row |
| Wait for free assignment | May avoid a seat fee if the airline later assigns seats together | Higher risk of scattered seats, especially on a full flight |
| Ask Reservations before departure | Early review of available alternatives | Options depend on remaining inventory and operating carrier |
| Ask at the gate | Access to the final seat map and last-minute releases | Limited time and fewer seats after other passengers board |
For a child who cannot safely or comfortably travel alone, treat adjacency as a requirement when comparing flights, not as a hope after purchase. For older children who can sit independently, decide whether avoiding a seat fee is worth accepting a possible split. The right choice depends on the child’s age, disability or medical needs, language ability, and your willingness to manage a seat change at the airport.
Common failure points and fixes
- The app shows no adjacent seats: call Reservations, then check again after a schedule or aircraft update. Some carriers hold or release seats later.
- The family is on separate reservations: ask the carrier to link or cross-reference the bookings and explain that a child must sit beside an adult. Linking does not create seats, but it helps staff see the relationship.
- A codeshare uses different rules: ask which carrier controls seat assignments for each segment and follow that carrier’s process.
- A child is just over the policy age: the dashboard standard is 13 or under, while Southwest’s cited assigned-seating effort is for 12 and younger. Ask for practical help, but do not describe the older child as covered by a lower threshold.
- An aircraft change breaks the seats: save the original assignment, contact the airline promptly and request the minimum safe arrangement rather than one exact row.
- An agent says the airline will try: ask what the written policy promises, which conditions apply and when the final seats will be confirmed. A general effort statement is weaker than a defined adjacency commitment.
A simple decision guide
Choose before booking
If sitting beside a child is essential and the fare difference is manageable, select a flight whose carrier publishes a fee-free child-and-adult commitment or buy adjacent seats during booking. Check the operating carrier and the age threshold first.
Choose after booking
If seats are separated, contact Reservations rather than waiting until the gate. Give the booking reference, children’s ages and preferred minimum arrangement. Recheck the assignment by the carrier’s stated deadline and during check-in.
Choose at the airport
If the reservation changed overnight or no seats were available online, arrive early and ask the gate agent to place each child beside at least one adult. Keep expectations tied to the written policy: one adult beside one qualifying child may be achievable even when a complete family row is not.
The practical bottom line is that airlines can separate families, but the risk is manageable. A DOT dashboard commitment, where available, is a narrower child-plus-one-adult promise; the proposed federal rule is not a final nationwide requirement in the cited notice. Verify the current carrier policy, reserve seats when possible, and escalate a split assignment through Reservations and the gate before boarding.
