Yes, with qualifications. Raspberry Pi lists the Pi 4 Model B as capable of H.264 encoding at 1080p30, so 720p is within its published encode capability. YouTube Live accepts H.264 over RTMP or RTMPS. That does not guarantee a particular Pi, FFmpeg build, video input, or internet connection will sustain a live stream. Start with 720p30, test the complete setup, and check YouTube’s stream health before relying on it.

What a Pi 4 needs to do to stream

A live FFmpeg setup has three jobs: capture or receive the video, encode it into a format YouTube accepts, and send it continuously to YouTube’s ingest server. The Pi’s published encoding specification addresses only part of that chain. A capture device, software build, audio path, power supply, and stable upload connection can all affect the result.

Raspberry Pi specifies the Pi 4 Model B’s video capability as “H.265 (4kp60 decode), H264 (1080p60 decode, 1080p30 encode).” This supports 720p encoding as a resolution within the stated capability; it is not a guarantee of end-to-end performance for every FFmpeg pipeline. The appropriate FFmpeg input and encoder depend on whether the source is a Pi camera, USB camera, HDMI capture device, or video file. The official guidance does not establish one universal FFmpeg command for all of those combinations. Check the input and encoder available in your installed build rather than assuming a command for another setup will work.

Recommended YouTube settings for 720p

YouTube’s current H.264 encoder settings give the same bitrate figures for 720p30 and 720p60. Its recommended bitrate is a target, not a measured Pi 4 streaming result. Leave reliable upload headroom for audio and network variation; if your connection cannot sustain the recommended rate, test a lower rate that remains above YouTube’s listed minimum.

These bitrate figures are YouTube’s published recommendations, not a promise that a particular upload connection or Pi will sustain them. YouTube advises choosing a reliable quality for the available connection, checking upload speed, testing before going live, and monitoring stream health. Its live encoder settings guidance recommends RTMPS, a secure extension to RTMP, as well as CBR and a two-second keyframe interval, with a maximum interval of four seconds.

Prepare and test the FFmpeg setup

  1. Identify the input and software. Determine whether FFmpeg will read a Pi camera, USB camera, HDMI capture device, or file. Confirm your operating system, drivers, and FFmpeg build support that input and the intended H.264 encoder. Do not assume every installation exposes the same hardware-encoding options.
  2. Choose a conservative first profile. Begin at 1280×720 and 30 fps. Use H.264, CBR, a two-second keyframe interval, and YouTube’s recommended 8 Mbps bitrate only if your stable upload connection has sufficient headroom for video, audio, and variation. If it does not, test a lower bitrate above YouTube’s 3 Mbps minimum.
  3. Set up the YouTube broadcast. In YouTube Studio, create or schedule the live stream and obtain its stream key and ingest details. Use RTMPS when supported by your FFmpeg setup. Keep the key private: do not publish it in commands, screenshots, or logs.
  4. Run a controlled end-to-end test. Before a public broadcast, test the real input, motion, audio, encoder, and network using a private, unlisted, or otherwise controlled stream. Confirm YouTube receives the stream and inspect its health feedback while it runs.
  5. Go public only after checking stability. A short successful connection does not establish that a longer stream will remain stable. Watch YouTube’s stream health and the Pi’s behavior during a realistic test; adjust frame rate or bitrate if the connection or encode cannot keep up.

The Picamera2 documentation describes H.264 encoding controls for camera use, including dimensions, frame rate, bitrate, profile, and intra-frame interval. It notes that the libav backend uses hardware H.264 encoding when present. That is relevant to Pi camera workflows, but it is not a universal FFmpeg command or guarantee for other capture devices and software releases.

720p30 or 720p60?

Use 720p30 as the conservative starting point. Choose 60 fps only if smoother motion matters for your content and your complete capture-and-encode pipeline sustains it in testing. YouTube’s published recommended H.264 bitrate is 8 Mbps for both frame rates at 720p, but that matching figure does not mean the Pi 4 has a certified 60 fps encoding pipeline: its published specification cites 1080p30 encoding.

Troubleshoot common failures

  • YouTube does not receive a usable stream: Check the ingest address, transport, stream key, and whether the broadcast is ready in YouTube Studio. Re-enter a key privately if it may have been exposed.
  • Stream health reports connection trouble: Run an upload speed test and check stability, not just peak speed. Test with a lower bitrate that stays above YouTube’s minimum, and prefer wired Ethernet where practical. The Pi 4 specification lists Gigabit Ethernet and dual-band 802.11ac Wi-Fi; those interface specifications do not guarantee a particular internet upload rate.
  • Frames drop or the picture stutters: Verify that FFmpeg is using the intended input and encoder, then reduce the workload by testing 720p30 instead of 720p60. Confirm the installed build exposes the encoder you expect and check the actual stream in YouTube’s health feedback.
  • Video works but audio is missing or unstable: Check that the selected input includes or is paired with the intended audio source, and test audio in the controlled broadcast before going public.
  • The stream starts but cannot be trusted for a long session: A successful start is not proof of sustained operation. Test for a realistic duration and monitor stream health; the cited hardware specification does not establish a population-wide sustained-streaming result for Pi 4 systems.

Use video and audio you have the rights to stream, and check YouTube’s live-stream requirements before broadcasting. A technically healthy H.264 stream does not establish that its content is permitted or eligible for monetization. In particular, do not assume that repeating the same recording avoids copyright claims or YouTube policy review.
