Yes—but first distinguish a YouTube playlist from a YouTube Live broadcast. YouTube can repeat a playlist and lets its owner reorder videos. A cloud streaming service instead plays media uploaded to that service in a configured sequence and sends it out as a continuous live stream. Providers describe these features, but the available sources do not establish a universal guarantee that order survives every playlist edit, restart, or session.
Two different ways to loop videos on YouTube

A cloud broadcast is not a way to control the repeat setting in YouTube’s playlist player. It creates a separate YouTube Live stream from uploaded files.
How to repeat and reorder a YouTube playlist
Turn on playlist repeat
- Desktop: Open the playlist and use the Loop control in its playlist box. Right-clicking the player and choosing Loop repeats only the current video, not necessarily the playlist. See YouTube’s desktop and TV or console instructions.
- Android: Open the playlist’s control box and tap Loop. Tapping the control again adds a “1” state to repeat only the current video within the playlist. For a single video, use the video settings and then Additional settings to turn on Loop video. See YouTube’s Android instructions.
- TV or gaming console: Use the Repeat control and select whether it repeats the current video or the playlist, as described in YouTube’s device instructions.
Change the playlist order
On a computer, open the playlist and drag a video up or down to move it. YouTube also describes temporary reordering from the watch-page playlist panel; if order matters, check the playlist itself after editing rather than assuming a temporary change was saved. YouTube says reordering is unavailable for playlists containing only Shorts. See Create and manage playlists.
Control placement and labels can vary by platform. Check that playlist-level repeat is active, not the single-video repeat state, and inspect the visible sequence before relying on it.

How cloud playlist streaming handles order
Cloud services take a different route: upload videos to the service, arrange them, provide the YouTube stream key, and have the service broadcast the resulting stream. The sequence is configured in the service, not in YouTube’s native playlist player.

Those descriptions indicate that providers offer sequence controls, but they do not establish independently verified behavior for every edit, restart, or session. Before relying on a cloud loop, confirm the selected mode and test the sequence after changing the playlist or restarting the stream.
