Treat that as a cautious reading of the available rules—not a platform guarantee. You still need to meet YouTube’s live-streaming requirements, have rights to the audio and image, and consider whether repetitive-content rules could affect monetization.
Does YouTube allow a still image during a 24/7 rain stream?
YouTube’s live-streaming setup guidance lists encoder streaming as an available method and does not say that a static image is forbidden. It also does not expressly approve this exact combination of an always-on stream, rain audio and a still image. So the careful answer is that the format is not explicitly prohibited by the guidance reviewed, but it is not specifically endorsed either.
Starting a stream is not the same as receiving approval for its content, rights or monetization. YouTube’s setup requirements concern access to live streaming; creators remain responsible for complying with the rules that apply to their content.
What you need to start the stream
YouTube says a channel must be verified and have no live-streaming restrictions in the previous 90 days to go live. You can stream by encoder, among other methods. Those are prerequisites for access to live streaming, not a certification that a particular rain stream is permitted or eligible to earn money.

For a still-image format, prepare a video that combines the image with the rain audio, then send that video to YouTube using an encoder or another streaming method you can manage. A static visual does not remove the need to check audio and image rights or follow applicable YouTube policies.
Can a still-image rain stream be monetized?
Possibly, if the channel and stream meet the relevant requirements, but a 24/7 schedule does not guarantee monetization or revenue. YouTube’s channel monetization policies apply to live streams. On July 15, 2025, YouTube clarified that its policy on repetitive or mass-produced content is called “inauthentic content.” It says monetized videos should be materially varied and deliver creative, educational or other value. A rain stream built from an unchanging image and repeating or interchangeable material could therefore face monetization-review risk; it is not accurate to call it automatically approved or automatically disqualified.

If monetization is enabled, YouTube may serve ads on a live stream, and eligible channels may have access to features such as Super Chat, Super Stickers and memberships. Each feature has its own requirements, and YouTube cautions that ad slots are not guaranteed to serve. Do not estimate earnings simply by multiplying a presumed hourly rate by 24 hours.
Use audio and images you have rights to
Use rain audio and imagery that you created or are licensed to use, and keep records of permissions. Copyright is separate from whether the visual is static: a still image does not make unlicensed audio safe to use.

YouTube’s Live Content ID guidance describes a specific matching feature with its own requirements: matching live content requires global rights and exclusive ownership, and a stream using that feature cannot contain third-party static images, commercials or background music. Those conditions concern operation of Live Content ID matching; they are not a blanket rule that every third-party still image or background track is forbidden in every YouTube livestream.

The fact that a stream is intended to run 24/7 does not establish that it will stay online continuously. YouTube’s reviewed guidance does not guarantee 24/7 uptime or specify a maximum duration for this exact format. Sustained operation depends on your streaming method, connection and stream management. Plan how you will detect an interruption and restart or recover the stream, and check the status in your streaming setup rather than assuming a long schedule is assured.

Practical checks before you go live
- Confirm that the channel is verified and has no live-streaming restrictions from the previous 90 days.
- Check that you have the necessary rights to both the rain audio and the image, and save the license or permission records.
- Review whether the stream offers enough original variation or value to avoid looking repetitive or mass-produced for monetization review.
- Decide how you will notice a drop and restore the stream; do not treat the 24/7 schedule as an uptime guarantee.
- If you plan to use Live Content ID matching, check its separate rights and content requirements rather than applying them as a general rule for all livestreams.
