Build or assemble a more configurable workflow when you need control over the media pipeline, resilience, advertising, DRM, or other requirements a managed service cannot meet, and can support that complexity over time. Neither path is automatically cheaper: compare the service’s billing units with your workload and include engineering, on-call, migration, and support costs.
What “build” and “buy” mean for video streaming
Buying a managed service does not mean buying your whole product. A provider may take responsibility for parts of the video workflow while your team still builds the application, viewer experience, identity, entitlements, and business logic.
For example, Amazon Interactive Video Service (IVS) is designed to manage core live-video workflow components while a business builds its own interactive app or website. At the other end of the control spectrum, AWS describes Elemental Media Services and CloudFront as more configurable building blocks for customers with granular media requirements. Cloudflare Stream presents a consolidated API for uploading, encoding, storing, and delivering video. These are vendor descriptions, not independent performance evaluations. “Build” can mean assembling cloud services rather than running every server yourself. “Buy” can still leave your company responsible for the product experience and important operational decisions. The useful question is which components to own, which to delegate, and whether the boundary fits your needs.

Choose the path that fits your requirements
Evaluate a managed platform when
- You want to ship live or on-demand video without staffing a media-infrastructure operation.
- The provider’s supported workflow, playback, security controls, and integration model meet your requirements.
- You can forecast the provider’s billing units against your expected usage.
- You have reviewed how the service behaves during ingest, transcoding, or delivery failures—and what your application or broadcaster must do in response.
Build or assemble a more configurable workflow when
- You need control over components such as transcoding, packaging, CDN or player selection, or resilience.
- You need capabilities such as personalized ad insertion or DRM and have verified that the chosen architecture supports them.
- Your team can implement, monitor, secure, and maintain the system, including failure recovery and vendor integrations.
- The operational and engineering burden is justified by requirements that a managed service cannot satisfy.
More configurable building blocks do not establish a lower total cost. Estimate implementation and ongoing operating costs for your own team and workload.
Consider a hybrid

Compare the workload before comparing vendors
Write down what you are actually delivering. Live broadcast, interactive real-time video, and video on demand (VOD) have different requirements and may use different billing dimensions.

Model total cost using each service’s billing units
Do not compare headline rates until you have mapped them to your expected workload. A rate per stored minute, delivered minute, video hour, participant hour, or chat message describes a different cost driver. Estimate usage for an ordinary period and a peak period, then add the internal costs of implementation and operation. The available vendor pricing information does not quantify those internal costs, so your organization must estimate them.

Cloudflare’s pricing documentation, last updated September 8, 2026, lists two billing dimensions: stored video minutes and delivered video minutes. It lists storage capacity at $5 per month per 1,000 minutes of capacity and delivery at $1 per 1,000 minutes delivered. The page lists ingress and encoding as free and bandwidth as included without an additional egress fee; it says on-demand and live video are billed the same way. These are vendor-published rates and terms, not a forecast of your bill. Verify the current page and calculate your expected usage before purchase. Cloudflare describes Stream as an API covering upload, encoding, storage, packaging, and delivery. Its documentation describes automatic encoding of uploaded videos to multiple resolutions and formats, adaptive-bitrate HLS and DASH delivery, and live streaming with automatic recording. AWS lists IVS low-latency pricing by hours of video sent in and delivered out. Its real-time pricing is based on participant connection duration, while chat pricing is based on messages sent and delivered. Model only the dimensions relevant to your workload and check the official page for current rates; the pricing dimensions alone are not enough to calculate a comparable total. AWS IVS FAQs
Check reliability and recovery responsibilities
A managed service reduces some infrastructure work; it does not make every failure disappear. AWS says IVS uses a global video CDN but does not automatically fail over ingestion or transcoding failures. AWS recommends configuring encoders or broadcasting clients to automatically re-ingest after a broadcast failure. Confirm the recovery behavior for your chosen workflow, decide who implements it, and test the failure cases that matter to your service. AWS IVS resilience guidance

For any candidate, establish what the provider handles and what remains yours: detection, reconnect or re-ingest, customer communication, and recovery verification. Do not infer a service’s failover behavior from the fact that it is managed.

Plan protected playback deliberately
If videos are for members, customers, or a limited viewing window, public playback by video ID may not be sufficient. Cloudflare documents signed URLs and tokens for videos configured to require signed access; a video in that mode cannot be accessed merely with its public video ID. Its documented use cases include logged-in member access, time-limited viewing, and geolocation restrictions. Check whether the provider’s controls match your entitlement and rights requirements, and review how token issuance, expiration, and geographic rules fit your application. This is a fit comparison, not a universal ranking: the services address different workflows, and the best choice depends on your requirements, current product details, and modeled usage.

- Define the audience experience. Specify live, interactive, or VOD use; latency expectations; interaction; devices; and public or protected access.
- Map the workflow. Identify who owns ingest, encoding, packaging, delivery, playback, monitoring, and recovery for each candidate.
- Estimate cost from usage. Forecast each vendor’s applicable billing units and include internal engineering, on-call, migration, and support effort.
- Test the important paths. Exercise the expected playback and integration flow, protected access if needed, and recovery behavior for relevant failures.
- Review portability and operations. Record what is specific to the provider, what your team must maintain, and how you would migrate if requirements change.
Buy when a managed workflow satisfies the requirements and the remaining responsibilities are acceptable. Assemble a more configurable system when its additional control solves a material need and your organization is prepared to own the work.
