Static artwork has no separate official bitrate recommendation. You can test a lower rate, but treat it as your own setting—not a YouTube recommendation—and keep it only if fine details stay clear and the connection remains stable.
Official YouTube Live bitrate settings
YouTube’s encoder settings vary by video codec, resolution, and frame rate, not by whether the scene is static. The table below reproduces the H.264 minimum and recommended bitrates in YouTube Help. These are live-ingestion settings, not a guarantee of the quality viewers will receive.

YouTube also lists AV1 and H.265/HEVC. At 1080p30, its page gives those codecs a 4 Mbps minimum and 10 Mbps recommended; at 720p30, it gives a 2 Mbps minimum and 6 Mbps recommended. Use those figures only if your encoder supports the selected codec. See YouTube’s encoder settings and bitrate guidance; the page does not state a publication date.
Choosing a bitrate for a still image or slow scene
Start with the row that matches your stream
Choose the resolution, frame rate, and codec you will actually send to YouTube, then use the matching recommended value as your starting point. For ordinary H.264 artwork at 1080p30, that is 14 Mbps. If you can use 720p30 instead, YouTube’s H.264 recommendation is 8 Mbps.

Do not assume a still image needs little bandwidth
Low motion can make a lower bitrate worth testing, but small text, fine linework, gradients, and detailed overlays can still expose compression artifacts. A table minimum is not a quality guarantee, and YouTube does not publish a special lower rate or safe threshold for artwork.
Test the actual scene and connection
- Set the intended output. Choose the resolution, frame rate, and supported codec for the stream, then set the corresponding YouTube-recommended bitrate as your baseline.
- Check upload capacity. Test the connection and leave practical headroom for bitrate variation and other network use. A single speed test does not establish that the connection will stay stable throughout a long stream.
- Recreate the planned content. Test the same artwork, overlays, transitions, audio, and movement you expect to use. YouTube advises testing before going live with similar audio and movement.
- Inspect picture and stream health. If testing below the recommended bitrate, check text edges, gradients, and transitions, and watch YouTube’s stream-health indicators and messages. Keep the lower rate only if the picture remains acceptable and the connection is stable.
- Monitor during the event. Continue checking stream health; conditions can change after a successful test.
Trying below the recommended value is a practical experiment, not an official YouTube setting or a guaranteed safe threshold.

Other encoder settings that affect the stream
- Protocol: YouTube recommends RTMPS; RTMP is also listed.
- Rate control: Use constant bitrate (CBR), as YouTube recommends.
- Keyframes: Use a 2-second keyframe interval; YouTube says not to exceed 4 seconds.
- Frame rate: YouTube supports up to 60 fps. Choose a rate appropriate to the actual motion rather than raising it solely because the image is static.
- SDR color: YouTube lists Rec. 709 and 8-bit video.
- Audio: YouTube recommends 128 kbps stereo; AAC and MP3 are listed as supported codecs.
- Latency: YouTube notes that 4K/2160 streams use normal latency and cannot use its low-latency optimization option.
When to choose 1080p30, 720p30, or a different setting
- Use 1080p30 when readable artwork and fine detail matter and your encoder and upload connection can sustain the recommended H.264 setting.
- Consider 720p30 when reducing resolution better fits your connection or production needs; its H.264 recommendation is 8 Mbps.
- Use 60 fps only when the content needs it, such as for meaningful motion. The matching YouTube recommendation is higher than for 30 fps at both 1080p and 720p.
- Try a lower rate only after testing with the exact artwork and transitions. Decide based on visible detail and stable stream health, not on the assumption that stillness alone guarantees clean encoding.
