Best overall for granular access control: 1Password Business. It lets administrators assign 13 separate vault permissions to individual employees, groups, and vaults, making it the strongest fit when different people need different levels of access.

Best value: Bitwarden Teams, at $4 per user per month when billed annually or $5 monthly, according to Bitwarden’s 2025 business-plan pricing. Best for structured team folders and delegated administration: Keeper Business or Enterprise. Best for credential-risk monitoring: Dashlane’s current Omnix Password Management, although its pricing is custom and older Starter, Team, and Standard comparisons are no longer reliable.

This guide focuses on the controls a small business actually needs: shared vaults and folders, least-privilege permissions, groups and delegated roles, SSO and SCIM, audit logs, offboarding, self-hosting, support, and predictable pricing.

What a small-business password manager must control

A team password manager is more than a browser extension that remembers individual logins. It is an access system for credentials, passkeys, recovery codes, API keys, documents, and other secrets that several people may need to use without giving everyone unrestricted visibility.

#1 Best Overall
Yubico - Security Key C NFC - Basic Compatibility - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

The critical distinction is between sharing and governance. Sharing lets a coworker use a credential. Governance determines who can view the password, edit the item, export it, share it onward, recover an account, or retain access after changing jobs.

For a small company, evaluate these capabilities before looking at cosmetic features:

  • Vault and item permissions: Can you allow use without allowing password visibility? Can users edit, export, or reshare an item?
  • Groups and delegated administration: Can a department manager administer only that department’s vaults?
  • Identity integration: Does the service support SSO, SCIM provisioning, or directory synchronization with the identity system you already use?
  • Auditability: Are sign-ins, sharing events, exports, policy changes, and administrative actions recorded?
  • Lifecycle controls: Can you transfer or revoke a departing employee’s vault contents without relying on that person?
  • Deployment model: Is a vendor-hosted service sufficient, or does your policy require self-hosting?
  • Pricing clarity: Is the published amount current, per user, recurring, and tied to annual or monthly billing?

A practical design is to create separate vaults for functions such as finance, customer support, engineering, marketing, and emergency recovery. Users should receive access through groups wherever possible, with exceptions documented and reviewed.

1Password Business: the strongest least-privilege model

Choose 1Password Business when the central problem is not merely sharing credentials, but controlling exactly what each person may do with each vault and item.

Why its permission model stands out

1Password documents 13 different vault permissions. They cover actions such as creating and editing items, exporting and sharing information, viewing passwords, and accessing item history. Administrators can assign those permissions per employee, group, and vault.

This granularity supports patterns that simpler plans often cannot express. For example, a customer-support group could use a support-vendor login while being prevented from exporting the vault. A finance manager could edit billing credentials without granting the entire finance team permission to administer every finance vault. A contractor could receive access to one project vault without inheriting the company’s emergency-recovery credentials.

Administration and deployment

The Business service includes custom groups and roles, usage reports, and security reports. Automated provisioning is documented for identity providers including Google Workspace, Microsoft Entra ID, Okta, OneLogin, and Rippling. SSO unlock can make the sign-in experience easier to manage while preserving the password manager’s security architecture.

1Password positions Business for companies of all sizes that need fast deployment and fine-grained controls. Each company member also receives a free 1Password Families membership, which separates personal credentials from business data while giving employees a supported way to manage both.

Who should select it

  • Teams with several departments sharing different subsets of credentials.
  • Businesses that need password visibility, export, and sharing controlled independently.
  • Administrators who want reports and identity-provider provisioning without building a custom system.
  • Companies willing to prioritize control depth over the lowest published seat price.

Bitwarden Teams and Enterprise: transparent pricing and a self-hosting path

Bitwarden is the clearest value candidate when a small business wants predictable per-seat pricing, unlimited users, and core organization controls. Bitwarden recommends creating an Organization when people need to share data with coworkers or a company.

Bitwarden Teams

Teams organizations support unlimited users and include premium features, secure sharing, event logs, user groups, organization-management API access, and Directory Connector. Bitwarden describes Teams organizations as suitable for sharing data with coworkers, a department, or the entire company.

The 2025 business-plan pricing lists Teams at $4 per user per month when billed annually or $5 per user per month when billed monthly. These are per-user recurring prices; confirm the current offer before purchasing because plan terms can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Teams is a good starting point for a company that needs shared collections, group administration, and an event trail but does not require Enterprise-only identity and hosting features.

Bitwarden Enterprise

Enterprise adds Login with SSO, enterprise policy enforcement, self-hosting, account recovery, custom management roles, and family sponsorship. The 2025 plan document lists $6 per user per month billed annually or $7 per user per month billed monthly.

Self-hosting matters only if your business can operate the infrastructure responsibly. You must account for upgrades, backups, monitoring, secure administrator access, disaster recovery, and incident response. A self-hosted option is not automatically safer than a well-managed hosted service; it shifts more responsibility to your team.

Who should select Bitwarden

  • Teams: Choose this when cost transparency and standard sharing controls are the priority.
  • Enterprise: Choose this when SSO, enforced policies, account recovery, custom roles, or self-hosting is required.
  • Either plan: Choose it when unlimited-user organization sharing is more important than highly granular per-item permissions.

Keeper: shared folders with delegated administration

Keeper is a strong fit for companies that naturally organize secrets into shared team folders and expect administration to be delegated as the business grows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sharing model

Keeper documents secure sharing of passwords, passkeys, files, photos, and other secrets with individuals or teams. Sharing can be persistent or time-limited. Time-limited access is useful for a contractor, temporary project, incident response, or a vendor relationship that should expire automatically rather than depend on someone remembering to revoke it.

Roles and organizational structure

Business and Enterprise features include delegated administration, advanced organizational structures, team management, policy enforcement, SCIM provisioning, SSO/SAML, role-based access control, and developer APIs. This combination lets a central administrator define guardrails while allowing trained managers to administer their own teams.

For example, an IT administrator can control global policies, while a finance administrator manages the finance team and its folders. Role boundaries should be tested with a non-administrator account before rollout so that delegated managers cannot see unrelated vaults.

Rank #3
Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more

  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

Offboarding and employee changes

Keeper documents vault transfer when an employee leaves. That capability is essential: the company should recover business credentials without asking a departing employee to reveal a master password or manually forward every item. Define who receives transferred records, how quickly access is revoked, and how the event is recorded.

Keeper Business also includes a free family plan. Its documentation does not state a current public seat price in the material reviewed, so obtain a quote and compare the complete recurring cost with the published Bitwarden figures.

Dashlane: choose it for risk monitoring, not an old price list

Dashlane is relevant when shared access needs to be combined with credential-risk detection. Its business materials describe secure sharing, audit logs, dark-web insights, password generation, zero-knowledge architecture, SSO, and SCIM.

Current plan naming matters

Dashlane’s current professional-plan support information says that Omnix Password Management includes a secure vault, AI-powered autofill, secure sharing, administrator vault policies, and integrations. It also states that Dashlane no longer sells Starter, Team, or Standard plans and that Omnix pricing is custom.

A separate current teams page displays a legacy Starter offer of 10 seats for a flat $20 per month. Treat that display as version-sensitive rather than as a current purchasable plan. Do not use it to undercut a current Omnix quote.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When Dashlane is the better fit

  • Your security program values dark-web insights and phishing alerts alongside password storage.
  • Administrators want risk-oriented reporting in addition to sharing and audit logs.
  • You are prepared to request current custom pricing and confirm exactly which Omnix controls are included.

Before signing, ask for the current seat minimum, billing period, SSO and SCIM scope, retention for audit data, support level, and offboarding procedure. Those details determine whether the quote is comparable to a per-user plan.

SSO, SCIM, and directory integration: what a small team actually needs

SSO

Single sign-on lets employees authenticate through the company identity provider instead of maintaining another sign-in flow. It can simplify onboarding and enforce central authentication policies. Bitwarden lists Login with SSO for Enterprise; Keeper documents SSO/SAML; Dashlane describes SSO for business; and 1Password Business documents SSO unlock.

SSO does not replace password-manager permissions. A user can successfully authenticate through SSO and still have no access to a particular vault. Configure both layers: identity-provider membership and password-manager vault or folder membership.

SCIM

SCIM automates user and group provisioning from an identity directory. When an employee joins, changes department, or leaves, the password manager can receive that change instead of relying on a manual checklist. Keeper documents SCIM provisioning, and Dashlane describes SCIM for its business offering.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Test deprovisioning before production. Confirm how quickly access is revoked, whether shared items remain available to the team, and who receives records owned by the departing user.

When you can defer these integrations

A five-person company with stable staffing may start with invitations and groups, provided it has a written joiner-mover-leaver process and reviews access regularly. Add SSO or SCIM when manual errors become likely, staff turnover increases, or customers and regulators expect centralized identity control.

How to design shared vaults without overexposing credentials

  1. Inventory business secrets. List financial portals, cloud consoles, customer systems, social accounts, software licenses, API keys, recovery codes, and shared documents.
  2. Assign an owner and backup owner. Every vault should have a responsible business owner and a second person who can act during absence.
  3. Create groups by job function. Use groups such as Finance, Support, Engineering, and Emergency Response rather than granting access individually wherever possible.
  4. Separate high-impact credentials. Keep payroll, production infrastructure, domain registration, and recovery keys in restricted vaults.
  5. Grant the least privilege that works. Give users access to use a credential without allowing export, reshare, or password visibility when the platform supports those distinctions.
  6. Set an expiry for temporary access. Contractors and short projects should use time-limited sharing where available.
  7. Record exceptions. If someone needs broader access, document the reason, approving manager, and review date.
  8. Run a quarterly review. Compare group membership with current job responsibilities and remove stale access.

Offboarding and vault transfer checklist

Offboarding is where a shared password manager proves its value. The objective is to revoke the person’s ability to authenticate, preserve business records, and avoid disrupting the remaining team.

  • Disable the employee in the identity provider, if integrated.
  • Revoke the password-manager account or organization membership.
  • Transfer business vaults, folders, and owned items to a designated manager.
  • Invalidate sessions and remembered devices where the service provides that control.
  • Rotate high-risk credentials the employee could view, especially administrator, finance, production, and recovery accounts.
  • Review event logs for exports, unusual sharing, or policy changes before and after the departure.
  • Remove the employee from groups, SSO assignments, SCIM directories, and emergency-contact lists.

Keeper explicitly documents vault transfer for a departing employee. Other services should be checked for the exact transfer workflow, retention behavior, and administrator permissions before purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adding phishing-resistant MFA with a security key

A hardware security key is an optional companion to a password manager, not a replacement for one. Bitwarden’s official documentation lists hardware security keys and specifically names YubiKey among supported two-step-login methods for premium and business plans.

Before buying a key, verify compatibility with the selected password manager and identity provider. Buy at least two keys per administrator: one for daily use and one stored securely as a recovery spare. Register the spare before an incident, record its custodian, and test the recovery process with a non-production account.

Common rollout mistakes and fixes

Putting every credential in one company vault

Problem: A single shared vault makes convenience the default and least privilege impossible. Fix: Split vaults by function and sensitivity, then assign groups.

Using individual shares instead of groups

Problem: Departures and role changes leave hidden exceptions. Fix: Grant access through department groups and review direct exceptions monthly.

Buying on a stale comparison article

Problem: Plan names and prices change, especially in Dashlane’s move to Omnix. Fix: Confirm the current plan name, seat rules, included integrations, and renewal price in writing.

Turning on SSO without testing recovery

Problem: An identity-provider outage or misconfiguration can lock out administrators. Fix: Maintain a documented break-glass administrator path, protect it with strong MFA, and test it before enforcing SSO.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring exports and resharing

Problem: A user who can export or reshare may create uncontrolled copies. Fix: Use the most restrictive permission set that still supports the job, and review export and sharing events.

Bottom line

For the broadest shared-access governance, start with 1Password Business. For transparent low-cost seat pricing, start with Bitwarden Teams and move to Enterprise when SSO, self-hosting, account recovery, or custom roles become requirements. Choose Keeper for folder-centric administration and lifecycle transfer. Choose Dashlane Omnix when credential-risk monitoring and phishing protection justify a custom quote. Whichever service you select, design vaults around least privilege, automate joiner-mover-leaver changes where practical, and test recovery before the first emergency.
