For most developer-led AI knowledge-management prototypes, start with Neo4j Community Edition when a native property graph, Cypher, ACID transactions, indexing and broad driver support fit your stack. Choose JanusGraph when distributed architecture and Apache 2.0 licensing are higher priorities than an all-in-one experience. Choose Apache Jena for RDF, Semantic Web and Linked Data work. Include Stardog when you need an enterprise semantic knowledge-graph platform, but do not classify it as a fully open-source database.

The right choice depends first on your data model and licensing obligations, then on scale, operations, governance and retrieval design. A graph engine does not automatically provide clean entities, trustworthy provenance, access control or useful retrieval for a retrieval-augmented generation (RAG) system.

Quick comparison

Database or platform Primary model License and availability Query and ecosystem cues Best fit for AI knowledge management Main caution
Neo4j Community Edition Native property graph GPLv3 Community Edition; separate commercial Enterprise Edition Cypher, native drivers, indexing and the APOC ecosystem Fast developer adoption, graph-backed RAG prototypes and property-graph workflows Community and enterprise capabilities differ; GPL obligations must be assessed
JanusGraph Distributed graph database Apache 2.0; fully open source Distributed architecture with separately evaluated storage backends and topology Large distributed deployments where permissive licensing matters More infrastructure and operational decisions than an all-in-one product
Apache Jena RDF, Semantic Web and Linked Data framework and storage tooling Free and open source Apache project RDF APIs, SPARQL-oriented workflows, TDB storage and management tools Ontology-led knowledge management, linked data and standards-based integration Java-centric framework approach and RDF modeling overhead
Stardog Enterprise semantic knowledge-graph platform Commercial platform with a free/community access path SPARQL, path queries, self-managed deployment and AWS Marketplace deployment Enterprise semantic governance and managed-support evaluation Not a fully open-source database offering; commercial terms require verification

No reliable, comparable benchmark figures or standard prices are established for these four options in the available evidence. Test your own workload and verify current licensing, editions and pricing before committing.

Start with the graph model, not the brand

“Knowledge graph database” covers two different design families. A property graph represents nodes and relationships as records that can carry labels and key-value properties. An employee node might connect to a document node through an AUTHORED relationship with properties such as a role, date or confidence score. This style is often intuitive for application developers and works naturally with traversal-oriented queries.

RDF represents facts as triples: subject, predicate and object. RDF vocabularies and ontologies provide globally meaningful identifiers and formal semantics. SPARQL is the standard query language used by RDF systems. This model is attractive when data must be combined across organizations, aligned to established ontologies or published as Linked Data.

Neither model is universally better for AI. A support assistant built around customer, product, ticket and entitlement relationships may be delivered quickly with a property graph. A regulatory or scientific knowledge base that must align with external vocabularies may justify RDF from the beginning. Converting between models is possible, but mappings, identifier policy and query rewrites create long-term work.

Questions to answer before choosing

  • Are your facts primarily application relationships, or must they conform to shared ontologies and Semantic Web standards?
  • Will users and services write transactional updates, or will data arrive as periodically rebuilt linked-data snapshots?
  • Do you need Cypher-style traversal, SPARQL, or both through a deliberate interoperability layer?
  • Which licenses can your organization distribute, modify or operate under?
  • Who will run storage backends, upgrades, backups, access controls and observability?

Neo4j Community Edition: the practical property-graph starting point

Neo4j Community Edition is the clearest choice in this shortlist for a native property graph queried with Cypher. Neo4j states that its Community Edition is licensed under the free GNU General Public License (GPL) v3, while Enterprise Edition uses a Neo4j commercial license. The distinction matters: “free” describes the Community license and availability, not parity with every enterprise capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why teams choose it

  • Developer-friendly modeling: Nodes, relationships and properties map directly to many application-domain concepts.
  • Cypher: Traversal and pattern queries are expressed in a language designed for graph structures.
  • Transactional behavior: ACID transactions are part of the Community Edition feature profile described for this comparison.
  • Indexing and drivers: Indexing support and broad native-driver coverage reduce integration work for common application stacks.
  • Tooling ecosystem: The APOC ecosystem is an important part of the surrounding developer experience, although each procedure and version should be checked against your deployment.

Where the boundary appears

Neo4j’s pricing and edition material separates Community from Enterprise capabilities for scale-out, security and manageability. Do not assume that a prototype using Community Edition can be promoted unchanged to a clustered production deployment. Confirm the edition required for your topology, fine-grained controls, operational tooling and support expectations.

GPLv3 also needs a deliberate legal review. The obligations depend on how you use, modify and distribute the software and on the surrounding architecture. An internal service, a hosted offering and redistributed software can raise different questions. Ask counsel to assess your specific deployment instead of treating “open source” as a blanket permission.

Best use cases

  • A graph-backed RAG prototype where documents, chunks, entities, users and permissions need explicit relationships.
  • An application whose team already knows Cypher or can learn one focused query language quickly.
  • Transactional knowledge management in which updates must be committed consistently with application events.
  • Proofs of concept that need a productive developer workflow before distributed infrastructure is justified.

When to look elsewhere

Choose another option if your primary requirement is a permissive Apache 2.0 license, if your data contract is RDF/SPARQL-first, or if your organization cannot accept the Community-versus-Enterprise boundary. Neo4j can still participate in a broader architecture, but forcing an ontology-led program into an application-first property model can create avoidable rework.

JanusGraph: distributed scale with more infrastructure responsibility

JanusGraph’s official project description calls it a “Distributed, open source, massively scalable graph database.” The project is fully open source under Apache 2.0 and is governed by the Linux Foundation. That combination makes it the strongest fit here when permissive licensing and distributed architecture outrank a single-vendor, all-in-one experience.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What its distributed positioning means

JanusGraph is not simply a local graph file with an optional cluster switch. Storage backends, topology, deployment automation, capacity planning, failure recovery and observability belong in the design. You must evaluate the selected backend and its operational characteristics alongside JanusGraph itself. Network latency, consistency expectations, partition behavior and backup procedures become application concerns rather than details hidden by a desktop installation.

Strengths for AI knowledge management

  • Permissive licensing: Apache 2.0 is often easier to fit into commercial products and internal platforms than a copyleft license, subject to your legal review.
  • Distributed architecture: The project is aimed at large-scale graph deployments where horizontal infrastructure is a first-class requirement.
  • Deployment flexibility: Teams can select storage and topology choices that match their platform engineering standards.
  • Open governance: Linux Foundation governance can be attractive to organizations seeking a community-led project rather than a proprietary platform dependency.

Costs to plan for

The flexibility moves work into implementation planning. Document the chosen storage backend, schema and indexing strategy, cluster layout, upgrade path, monitoring, disaster recovery and security controls before loading production data. A small RAG prototype may spend more engineering time on this foundation than on retrieval quality. JanusGraph is most compelling when that investment is justified by scale, distribution or licensing requirements.

Apache Jena: the RDF and Semantic Web choice

Apache describes Jena as “A free and open source Java framework for building Semantic Web and Linked Data applications.” It provides RDF APIs, TDB storage and management tools, making it a natural candidate when the knowledge model is standards-led rather than application-led.

Why RDF-first projects choose Jena

  • Semantic alignment: RDF triples and ontology-based identifiers provide a foundation for shared vocabularies and linked data.
  • Java integration: Jena’s framework approach fits teams building JVM services and data pipelines.
  • SPARQL-oriented work: Querying and managing RDF data follows Semantic Web conventions rather than a proprietary property-graph language.
  • Storage and administration: TDB and related management tools support persistent RDF applications.

Modeling overhead to expect

RDF rewards up-front discipline. Decide how entities are identified, which vocabularies are authoritative, how predicates are named, how provenance is represented and how ontology changes are governed. Teams accustomed to ad-hoc properties may find the formal model slower at first. That cost can be worthwhile when datasets must interoperate or when reasoning and explicit semantics are central to the product.

Stardog: semantic enterprise capability, not fully open source

Stardog belongs in an evaluation of semantic knowledge-graph platforms, but its category must be stated accurately. Stardog’s pricing page describes an Enterprise Knowledge Graph platform. Its documentation covers SPARQL, path queries, self-managed deployment and AWS Marketplace deployment. The platform has a free access path, yet Stardog’s pricing information says support packages are not available on a Stardog Free license.

Why it may fit

  • Organizations that want an enterprise-oriented semantic platform rather than assembling every RDF service themselves.
  • Teams that require SPARQL and path queries in a governed knowledge-graph environment.
  • Companies evaluating self-managed deployment alongside a marketplace procurement route.
  • Programs where vendor support, governance features and operational accountability are part of the buying decision.

What to verify

Confirm the exact license, feature limits, support terms, deployment rights and pricing for your geography and edition. A free license is not equivalent to a fully open-source database, and lack of support on that license may be material for production operations. Treat Stardog as a commercial option with a free or community entry path, not as a drop-in substitute for Apache-licensed infrastructure.

How to choose for a RAG or AI knowledge-management system

Choose Neo4j Community Edition when

  • Your entities and relationships are naturally expressed as a property graph.
  • You want the shortest path from schema design to a working Cypher-based prototype.
  • ACID updates, indexing and broad drivers matter more than RDF standards.
  • You can accept GPLv3 and have a clear plan for any enterprise features required later.

Choose JanusGraph when

  • Distributed architecture is a present requirement, not a speculative future goal.
  • Apache 2.0 licensing is a strong organizational constraint.
  • Your platform team can own backend, topology, scaling and recovery decisions.
  • You are prepared to benchmark and operate the complete deployment, not only the graph layer.

Choose Apache Jena when

  • RDF, SPARQL, ontologies or Linked Data are explicit requirements.
  • Interoperability with standards-based datasets is more important than property-graph convenience.
  • Your team is comfortable building around a Java framework and managing the surrounding services.
  • Provenance, identifiers and vocabulary governance are central to the knowledge model.

Evaluate Stardog when

  • You need an enterprise semantic knowledge-graph platform and are willing to assess commercial terms.
  • SPARQL and path queries are required with vendor-backed governance or support options.
  • You want to compare self-managed operation with AWS Marketplace procurement.
  • Your budget and compliance process can accommodate a proprietary platform.

Design the AI knowledge layer around the database

The graph is one component of an AI knowledge-management system. A useful implementation normally includes ingestion, normalization, entity resolution, provenance, authorization, retrieval and answer-generation controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ingestion and document structure

Extract documents into stable records before creating graph facts. Preserve source identifiers, publication dates, versions, page or section locations and extraction confidence. Store chunk boundaries and links back to the original source so an answer can be audited. A graph relationship without provenance is difficult to trust, regardless of the database selected.

Entity resolution

Resolve aliases, abbreviations and duplicate records before connecting facts. “Acme Ltd,” “Acme Limited” and an internal supplier identifier may refer to one entity or several. Keep the canonical identifier and the evidence for each merge. Avoid silently collapsing ambiguous names; an incorrect edge can be more damaging than a missing edge because retrieval may present it as authoritative.

Access control

Represent document and entity permissions in a way the retrieval service can enforce. Filter candidates before they reach the language model, not after an answer has already been generated. Neo4j Community, JanusGraph, Jena and Stardog have different security and enterprise feature boundaries, so map tenant isolation, row- or edge-level rules, secrets management and audit requirements to the actual edition you will run.

Retrieval strategy

Use graph traversal for relationship-aware questions, but do not assume every question should be answered by a traversal. Combine graph context with text retrieval when exact wording, long passages or semantic similarity matter. Define how the system chooses seed entities, limits traversal depth, ranks evidence, removes duplicate facts and handles conflicting sources. The graph database supplies structure; your retrieval layer supplies policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Answer controls and provenance

Require the generation service to return source references and to distinguish direct facts from inferred connections. Add evaluation cases for stale records, missing permissions, contradictory documents and ambiguous entities. Measure retrieval recall and citation correctness on your own corpus instead of relying on generic claims about graph performance.

A practical evaluation procedure

  1. Write the model decision. Document whether the authoritative representation is a property graph, RDF or a deliberately hybrid design. List the entities, relationship types, identifiers and provenance fields that are mandatory.
  2. Record licensing constraints. Have legal and procurement teams review GPLv3, Apache 2.0 and commercial-license implications for development, internal hosting, SaaS delivery and redistribution.
  3. Build the same thin slice. Load a representative set of documents, entities, permissions and provenance into each serious candidate. Implement the same five to ten user questions and the same authorization rules.
  4. Test operational work. Exercise backups, restores, upgrades, monitoring, failure recovery, schema changes and access-control changes. For JanusGraph, include the selected storage backend and cluster topology in every test.
  5. Measure retrieval quality. Create a labeled question set and record whether the correct entities, passages and citations are returned. Include adversarial cases such as aliases, stale versions and conflicting sources.
  6. Estimate total ownership. Count engineering time for modeling, connectors, operations, security, support, migration and future edition upgrades. A license with no fee can still have substantial infrastructure and staffing costs.
  7. Choose a migration boundary. Define export formats, identifier mappings and a rollback plan before production data accumulates. Avoid relying on undocumented vendor-specific procedures.

Common failure modes and fixes

Calling every option “open source”

Symptom: Procurement treats Neo4j Community, JanusGraph, Jena and Stardog as equivalent licensing choices.

Fix: Record the exact edition and license: Neo4j Community is GPLv3, JanusGraph is Apache 2.0 and fully open source, Apache Jena is a free/open-source Apache project, and Stardog is a commercial enterprise platform with a free access path.

Choosing a model after loading data

Symptom: A team stores ontology-like triples as arbitrary properties, then discovers that interoperability requires a rewrite.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Decide property graph versus RDF with sample queries and external vocabulary requirements before ingestion. Keep identifiers and provenance explicit from the first load.

Assuming a free edition is production-equivalent

Symptom: A prototype depends on clustering, fine-grained security or manageability features that belong to a commercial tier.

Fix: Map each production requirement to the edition documentation and test the actual deployment. Neo4j’s Community and Enterprise boundaries and Stardog’s free-license support limits are particularly important checks.

Underestimating distributed operations

Symptom: A JanusGraph deployment is selected for scalability, but no team owns backend tuning, topology, backups or incident response.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Treat the backend and infrastructure as part of the product. Assign ownership, document recovery objectives and test failure scenarios before scaling the corpus.

Returning graph facts without evidence

Symptom: The language model produces confident answers from edges that have no source, version or permission context.

Fix: Make provenance and authorization mandatory fields in ingestion and retrieval. Reject or downgrade unsupported facts instead of presenting them as verified knowledge.

Licensing and availability checklist

  • Identify the exact product and edition, not just the project name.
  • Confirm whether your planned distribution or hosting model triggers obligations under GPLv3.
  • Check Apache 2.0 notice and attribution requirements for JanusGraph and any bundled components.
  • Verify current Neo4j Community and Enterprise feature boundaries before designing cluster, security or management features.
  • Verify current Stardog license limits, support availability and marketplace terms for your region.
  • Recheck versions, releases, pricing and support because these details can change after this article’s publication date.

Bottom line

Use Neo4j Community Edition as the default starting point for a property-graph AI knowledge-management prototype when GPLv3 and the Community feature set fit. Select JanusGraph for a genuinely distributed architecture with Apache 2.0 licensing and the operational maturity to run it. Select Apache Jena when RDF, SPARQL, ontologies and Linked Data define the project. Evaluate Stardog for enterprise semantic governance and support, while treating it as a commercial platform rather than a fully open-source database. In every case, invest as much design effort in data quality, entity resolution, provenance, permissions and retrieval evaluation as in the graph engine itself.
