Short answer: use Markor when the priority is editing Markdown, todo.txt, or plain-text files without an internet connection. On a compatible Google Pixel, Google Recorder is the most practical device-specific choice for recording and working with transcripts, but support depends on the exact Pixel model, Android version, and downloaded language. Notta is not a fully offline option: its mobile transcription uploads audio to Notta’s servers.
The dependable setup is a two-layer workflow. A transcription tool turns speech into text on the phone, or on a service you knowingly allow to receive the audio. A separate local editor keeps the resulting text readable and editable when there is no signal, an account is unavailable, or a cloud service changes its terms.
Which offline Android app should you choose?
There is no single app in the available documentation that combines universal Android compatibility, guaranteed on-device speech recognition, long-recording support, and a full local text editor. The best choice depends on which part of the workflow must remain offline.

“Offline” should therefore be treated as three separate tests: can the phone record without a connection, can it convert speech to text without sending audio away, and can you open and edit the resulting file without a connection? An app can pass the first test while failing the second.

What “offline” means for voice notes
Offline recording
Offline recording means the microphone saves an audio file on the phone while the device has no data connection. It says nothing about how a transcript is produced later. A recorder can queue an upload as soon as Wi-Fi returns.
Offline transcription
Offline transcription means the speech-recognition model runs on the phone after any required language files have been downloaded. Check whether the app identifies the language as downloaded, whether airplane mode still allows transcription, and whether a long recording is supported. If the documentation only promises that recording works offline, do not assume transcription is local.
Offline text editing
Offline editing means the notes and source files remain readable and editable without an account or network. Local files are especially useful when a cloud service is unavailable, when you need to archive a transcript independently, or when a recording contains information that should not be uploaded.

Best offline Android text editor: Markor
Markor is the clearest documented choice for local Android text editing. Its project documentation calls it “an offline app,” and the F-Droid listing says it works completely offline. It is intended for Markdown, todo.txt, and plain text rather than for speech recognition, so pair it with a transcription source instead of expecting it to transcribe audio.
What Markor is good at
- Plain-text ownership: your notes are ordinary text files rather than content that can only be opened inside a proprietary account.
- Markdown editing: useful when a transcript needs headings, lists, emphasis, links, or a meeting-note structure.
- todo.txt support: suitable for turning spoken action items into a task list while retaining a simple text format.
- Offline operation: the project and F-Droid descriptions explicitly present Markor as usable without an internet connection.
- Share and open workflows: the F-Droid listing says Markor can receive shared text into notes and open files and links, which makes it a practical destination for text exported from another app.
Set up a local note structure
- Install Markor from a source you trust and open it once while connected so Android can complete installation and you can choose a local folder.
- Create a dedicated folder for source material, such as
VoiceNotes, and separate subfolders forInbox,Edited, andArchive. Use names that make sense in your own file manager; Markor does not require a particular naming scheme. - Keep the original transcript in
Inbox. Do not overwrite it while correcting names, numbers, or punctuation. - Open the transcript in Markor and save the cleaned version in
Edited. Markdown files can use a date and subject in the filename, for example2026-10-20-client-call.md. - For action items, copy only the tasks into a todo.txt file and retain the full transcript separately. This preserves context if a task is later disputed.
- Open a few files with airplane mode enabled. This verifies that the folder is genuinely local rather than a cloud-backed placeholder.
Editing a transcript in Markor
Start by adding a title, date, speakers, and a short context line. Then correct obvious recognition errors while listening to the original recording. Use Markdown headings to separate topics and bullet lists for decisions. Keep uncertain words marked with a neutral notation such as [unclear 02:14] so a later review is not mistaken for a confirmed quote.
When the transcript contains private information, avoid pasting it into an online editor merely to improve formatting. Markor’s value is that the text remains in a conventional file that can be opened, copied, backed up, or moved with standard Android file tools.

What Markor does not provide
The cited Markor descriptions establish offline text editing, not speech recognition, audio recording, transcription accuracy, battery performance, or a maximum recording length. Those functions must come from a recorder or transcription app. If your process starts with audio, test the hand-off into Markor before relying on it for a meeting or interview.
Google Recorder for supported Pixel phones
Google Recorder is the most relevant built-in-style option for Pixel owners who want recording and transcript features in one place. Comparison coverage describes Recorder as aimed at supported Pixel phones. A Pixel how-to guide describes saving recordings on the device and sharing a transcript to another app, such as Google Docs.
Check compatibility before recording something important
Recorder is device-dependent. Before you plan an offline session, confirm all three of these points for your exact phone:
- The precise Pixel model, not merely the Pixel family or Android brand.
- The Android version and current Recorder app version installed on that phone.
- The language or languages you need, including whether the required language data has been downloaded before you disconnect.
Do not infer compatibility from another person’s Pixel. Google enables features by device, software version, and language, so the same Recorder release can expose different transcript options on different phones.
Prepare and test a local transcript workflow
- While connected, update Recorder and install any language resources shown in its transcript settings.
- Record a short, non-sensitive sample in the environment where you will actually work. Include the accents, terminology, and background noise you expect.
- Turn on airplane mode, make a second short recording, and check whether Recorder can produce or display the transcript under those conditions.
- Verify that the audio remains available after closing and reopening the app with no connection.
- Use Recorder’s share action to send a transcript to a local editor or another app. The Pixel guide documents sharing to an app such as Google Docs; if your requirement is a local file, confirm that your chosen destination stores a copy on the device.
- Open the exported text offline and compare it with the recording. Check names, numbers, dates, and technical terms manually.
Pixel Recorder trade-offs
Recorder can reduce the number of steps between speaking and receiving text, but it is not a universal Android answer. Its availability, language coverage, and offline behavior must be confirmed on the specific Pixel. The cited material does not establish a universal accuracy percentage, maximum recording length, battery figure, or complete list of supported languages, so those values should not be assumed.
Can you transcribe voice recordings without uploading them?
Yes, but only when the selected transcription mode explicitly runs on the phone and has the required model or language installed. The safest way to establish this is a controlled airplane-mode test with a short recording, followed by inspection of the app’s storage and export behavior.

A practical verification checklist
- Before disconnecting: download language resources and read the app’s offline or on-device wording.
- During the test: enable airplane mode rather than merely switching off Wi-Fi; this prevents a hidden cellular upload.
- After recording: request a transcript while still offline. A message that says processing is waiting for a connection is evidence that transcription is not currently on-device.
- After reconnecting: check the app’s account or activity history for an upload event if privacy is critical.
- For sensitive work: use a local editor and retain the original audio so you can delete a cloud copy if a service was used accidentally.
No broad, model-by-model ranking of Android speech-recognition apps is established by the available sources. It would be misleading to label an unnamed app “fully offline” without documentation for its processing mode, supported devices, and languages.
Why Notta is not a strict offline recommendation
Notta is a useful comparison because it illustrates the difference between offline recording and offline transcription. Notta’s Help Center, updated May 26, 2025, states that its mobile recording and transcription features require audio recordings to be uploaded to Notta’s servers for processing, with results returned in real time or in segments.
A recording may begin when connectivity is poor, but the service still does not satisfy a no-cloud requirement. Choose Notta only when server processing is acceptable and you understand that the audio must leave the phone. For confidential interviews, unpublished research, legal discussions, or any policy that forbids external processing, use a verified on-device workflow instead.

A dependable offline workflow from speech to finished notes
1. Decide what must stay local
Separate the privacy requirement from the convenience requirement. If audio must never leave the phone, both recording and transcription need local verification. If only the final notes must be available offline, a cloud transcription service can be used while connected, followed by export into Markor and local storage.
2. Prepare before you lose the network
- Charge the phone and leave enough free storage for the original audio and at least one text copy.
- Download the required language model or language pack where the app supports that option.
- Open the destination folder in Markor and create the note file before the session.
- Test the entire chain in airplane mode, not just the recorder.
3. Record and preserve the source
Keep the original audio unchanged. Give it a filename that includes the date and subject, then create a separate transcript file. This lets you audit a correction and prevents an edited transcript from being mistaken for the raw output.
4. Transcribe under the correct privacy mode
On a supported Pixel, test Recorder’s transcript function offline after language downloads. With any other app, look for explicit on-device processing documentation. If the app requires an upload, treat it as cloud transcription even if it can record without a signal.

5. Edit and structure locally
Share or copy the transcript into Markor. Add headings, speaker labels, timestamps for important passages, and a short list of decisions. Keep uncertain passages visibly uncertain and verify high-consequence details against the audio.

Plain text and Markdown are portable, but portability is not the same as backup. Copy finished files to an encrypted local backup or another storage location that meets your security policy. If you later reconnect to a cloud drive, decide whether uploading the audio is allowed; the fact that the text was edited offline does not change the sensitivity of the source recording.

Troubleshooting an offline transcription and notes setup
The transcript option disappears in airplane mode
Reconnect briefly and verify that the language resource is installed. If the option still requires a connection, the selected mode is not offline on that device. Record locally if needed, then decide whether a later cloud transcription is acceptable.
The recording is local but the text is missing
Look for a pending-processing indicator. This usually means the audio was saved but recognition has not run. Do not delete the source file; it is your evidence that the recording succeeded and can be processed later by a permitted method.
Sharing sends text to the wrong destination
Use Android’s share sheet deliberately and select Markor or another local editor rather than a cloud document service. After sharing, open the destination with connectivity disabled and confirm that a real local copy exists.
Names and numbers are wrong
Speech recognition can confuse proper nouns, serial numbers, dates, and abbreviations. Replay the relevant audio, correct the text in Markor, and retain a timestamp or note for every consequential correction. Do not present an unverified transcript as a verbatim record.

The phone runs out of storage
Audio and transcript files are separate. Delete duplicate exports first, move completed projects to an approved backup, and keep the original recording until the transcript has been reviewed. You need reliable offline notes on almost any Android phone
Choose Markor for the editing layer. Pair it with a recorder or transcription method whose offline behavior you have personally verified. This is the least ambiguous recommendation because Markor’s offline status and supported text formats are explicitly documented.
You own a compatible Pixel and want an integrated recorder
Test Google Recorder with your exact model, Android version, and downloaded language. It can keep recordings on the device and share a transcript onward, but do not skip the airplane-mode test or assume that another Pixel has the same capabilities.

Notta may fit a connected workflow, but it should be selected as a server-based transcription service, not as an offline app. Export any text you need to retain independently and store it in Markor or another local editor.
You handle confidential audio
Use only a transcription mode that demonstrably works without network access, keep the source audio local, and edit the transcript in Markor or another file-based editor. If you cannot verify on-device processing, treat the app as cloud-dependent.
Bottom line
