Start with the High preset, keep your monitor’s native resolution, choose DLSS Quality on supported NVIDIA hardware (or FSR/XeSS Quality on other GPUs), use Hardware Lumen RT with Medium lighting if your graphics card can sustain it, and turn V-Sync and motion blur off. Keep screen-space reflections on. This profile preserves most of the game’s visual character while delivering a much better frame-time floor than Ultra on the RTX 4070 test system used by PCGamesN in 2025.
If frame rate is still below your target, reduce Lumen or global illumination, shadows, view distance, reflections, effects and foliage one step at a time. Lower textures last, because they mainly consume VRAM and are less damaging to image quality than reducing lighting or geometry detail.
The best starting profile
The High preset is the most useful baseline for players who want smoother combat and exploration without making Oblivion Remastered look obviously worse. PCGamesN’s 2025 measurements on an RTX 4070 system recorded 99 frames per second (FPS) average and a 37.9 FPS 1% low with its High-based profile, compared with 74.4 FPS average and a 24.6 FPS 1% low on the default Ultra preset. The measured minimum was 19.4 FPS on High versus 4.9 FPS on Ultra.

Those figures describe one test machine, resolution mix and game version, not a guarantee for every computer. They are valuable because the 1% low and minimum reveal the slow moments that cause hitching during combat, camera turns and busy outdoor scenes. A higher average that collapses into very low lows often feels worse than a slightly lower average that remains consistent.

How to apply the settings
- Open the game’s graphics or display options and select the High preset.
- Set the display resolution to your monitor’s native resolution. Bethesda’s graphics guidance notes that lowering display resolution improves GPU performance, but it should be a later step if you are trying to preserve sharpness.
- Choose the upscaler available for your hardware. Select DLSS Quality on a supported NVIDIA card. On other hardware, begin with FSR Quality or XeSS Quality, then compare a moving scene rather than a still screenshot.
- Set Hardware Lumen RT to On and the Lumen lighting mode to Medium if your GPU can hold the target frame rate. If GPU utilization is near its limit or frame time spikes in towns and forests, turn Hardware Lumen RT off or select a lower Lumen mode.
- Turn Frame Generation on only after the underlying, non-generated frame rate is already steady. If controls feel delayed or you see doubled characters, foliage trails or other artifacts, turn it back off.
- Turn V-Sync and Motion Blur off. Leave Screen-Space Reflections on unless reflections are a clear source of GPU pressure.
- Apply the changes, load a demanding save and test the same route for several minutes. Include a fight, a fast camera sweep, dense foliage and an indoor-to-outdoor transition.
- If performance misses your target, lower one setting at a time in the order below and retest after each change. This makes it clear which compromise is buying the frames.
Which settings give back the most FPS?
Bethesda explains the overall rule plainly: “Higher values increase visual fidelity at the cost of frame rate.” The practical value of that statement is knowing which compromises are least visible while moving through the world.
Lumen and global illumination
Lumen controls the game’s indirect lighting, reflections and the way light spreads through interiors and outdoor scenes. Hardware Lumen RT can look richer, but it is often the first major GPU-time expense. If the GPU is saturated, lower the Lumen quality or disable Hardware Lumen RT before sacrificing textures. A lower Lumen mode changes lighting more than it changes object sharpness, so inspect caves, torches, windows and interiors when deciding whether the difference is acceptable.
Shadows
Higher shadow quality increases processing work and VRAM use. Reducing shadows one step generally affects shadow edge detail and distance before it makes characters or textures blurry. If slowdowns occur when many characters or objects are on screen, shadows are a sensible second adjustment after Lumen.
View distance
View distance controls how far away terrain and objects remain detailed. Lowering it can reduce CPU and GPU work in open landscapes, but an overly aggressive reduction causes trees, rocks and architecture to appear or change detail close to the camera. Use the smallest reduction that removes your outdoor frame-time spikes.
Reflections
Reflections are most expensive in wet areas, water scenes and rooms with many reflective surfaces. Keep screen-space reflections on for the High profile. If GPU time is still too high, lower the broader reflection or Lumen reflection option before changing texture quality.

Effects
Effects quality covers particles, volumetric phenomena and other temporary visual elements. Lowering it can help during spells, fires, weather and crowded battles, where many effects are rendered simultaneously. Watch a busy fight rather than an empty corridor when judging this setting.
Foliage
Foliage affects the amount and detail of grass, leaves and vegetation. It is useful for outdoor bottlenecks, especially when camera movement through forests causes uneven frame times. Lower it gradually; a one-step reduction is usually less distracting than a large drop.
Textures
Textures consume memory and processing resources, but they are not usually the first setting to reduce for an FPS problem. Keep them as high as your available VRAM allows. Lower textures when you see VRAM-related stutter, texture streaming delays or sudden hitching after entering new areas, not merely because the average FPS is low. Texture quality changes surface sharpness, so it is a more obvious image-quality loss than a modest shadow or foliage reduction.
DLSS, FSR and XeSS: choosing the right mode
Bethesda lists DLSS, FSR and XeSS as supported upscaling techniques. Each renders the scene internally at a lower resolution and reconstructs it at your output resolution. Quality modes devote more internal pixels to the image; Balanced and Performance modes trade more detail for additional GPU headroom.
DLSS Quality versus Balanced
Use DLSS Quality first on supported NVIDIA hardware. Move to Balanced only when Quality cannot meet your frame-rate target after reducing the expensive settings above. Balanced can recover more GPU time, but fine geometry, distant foliage and moving hair are more likely to look soft or unstable. There is no universal FPS gain stated for the two modes because the result depends on resolution, GPU, driver and scene complexity.

FSR and XeSS on other hardware
Start with FSR Quality or XeSS Quality on hardware that does not support DLSS. Compare them in motion: walk through foliage, rotate the camera around hair and block attacks in combat. PCGamesN observed ghosting with both FSR and DLSS, particularly while blocking. PCGamesN also reported different ghosting or shimmer behavior between FSR and XeSS on Steam Deck, so select the cleaner option for your display rather than assuming one is always superior.

If the GPU remains fully loaded after using an appropriate Quality upscaler and reducing Lumen, shadows and effects, lowering output resolution is the next direct way to improve GPU performance. Bethesda specifically identifies display resolution as a performance control. Expect a larger sharpness change than you would get from lowering one secondary setting.
Should Hardware Lumen ray tracing be off?
Turn it off when GPU frame time is the limiting factor, when you cannot hold your target FPS in demanding areas, or when you prefer consistent frame pacing to richer indirect lighting. Cards that do not support the required hardware path fall back to software ray tracing, according to Bethesda’s documentation; the exact cost depends on the card and scene.
Keep Hardware Lumen RT on when your GPU has headroom and the lighting difference matters to you. The Medium lighting mode is a useful middle ground: it retains Lumen’s character without committing to the heaviest Ultra-style lighting workload. Test interiors, torch-lit rooms, wet surfaces and sunset scenes, because those expose lighting changes more clearly than a bright outdoor field.
Frame generation, latency and frame pacing
Frame generation creates additional displayed frames between traditionally rendered frames. It can make camera motion appear smoother, but it does not replace the work needed to render the underlying frames. Enable it only after the non-generated frame rate is stable. If the base frame rate is erratic, generated frames can make the counter look high while controls still feel uneven.

Frame generation can increase perceived latency and can produce artifacts such as ghosting or doubled edges. NVIDIA Reflex is a separate latency feature; Bethesda describes it as reducing input latency at a small frame-rate cost. Treat Reflex and frame generation as separate switches and judge them in an actual fight, not only in a benchmark overlay.
For consistency, use a frame-rate cap your system can sustain rather than chasing a peak it reaches only in empty areas. Bethesda notes that a frame-rate limit can improve frame pacing and stability. A stable cap below your monitor’s refresh rate is often preferable to oscillation between a high peak and severe dips.
Why High can look close to Ultra
PCGamesN reported that Medium through Ultra can be difficult to distinguish during movement. The largest visible preset differences were in lighting and additional detail on faces and hair. Low was noticeably blurrier and more jagged. That makes High a practical visual-quality floor: it avoids the most obvious Low-mode degradation while removing a substantial amount of Ultra’s performance cost.
Inspect screenshots only after stopping movement if you are comparing presets. Temporal reconstruction, motion and changing light can hide or exaggerate differences. In normal play, stable frame pacing and clean motion are usually more noticeable than small changes in distant lighting.
Diagnosing stutter on High or Ultra
The average FPS is high, but movement still hitches
- Watch the 1% low and frame-time graph, not only the average counter. The RTX 4070 measurements show why: High’s 37.9 FPS 1% low was materially smoother than Ultra’s 24.6 FPS 1% low.
- Apply a sustainable frame cap and retest the same route.
- Reduce view distance, shadows, foliage and effects if spikes occur outdoors or during combat.
- Lower Lumen or disable Hardware Lumen RT if GPU frame time is the clear bottleneck.
Textures pop in or the game hitches when entering new areas
- Check whether your graphics card is running out of VRAM. Bethesda identifies texture quality as a memory and processing-cost setting.
- Lower texture quality one step and retest streaming-heavy areas.
- Keep other settings unchanged while testing so you can distinguish memory pressure from general GPU load.
Combat looks smeared or leaves trails
- Compare DLSS, FSR and XeSS in motion, especially while blocking, turning quickly and looking at hair or foliage.
- Move from Performance or Balanced to Quality if the GPU has room.
- Disable frame generation temporarily to determine whether the artifact comes from reconstruction or generated frames.
The game feels delayed after enabling frame generation
- Check the underlying rendered FPS with frame generation disabled.
- Use a lower-quality setting or a sustainable cap to stabilize that base rate.
- Test NVIDIA Reflex separately; it is a latency control, not an image-upscaling mode.
Hardware-specific profiles
RTX 4070-class desktop
Use the High profile in the first table as your baseline. The published RTX 4070 test used an Intel Core i7-11700F, GeForce RTX 4070 12GB, 32GB DDR4-3200 and Windows 11 64-bit, with captures at 1080p and 1440p using CapFrameX. Its 99 FPS average and 37.9 FPS 1% low on High are reference measurements, not a promise for another processor, resolution, driver or game patch.

If your results are lower, first confirm the resolution and upscaler mode, then lower Lumen, shadows, view distance, reflections, effects and foliage in that order. Keep textures high while VRAM remains comfortable.
Other modern desktop GPUs
Use the same decision process rather than copying the RTX 4070 numbers. Begin with High and a Quality upscaler supported by your card. Hardware Lumen RT is optional: leave it on when GPU time allows, otherwise use software or a lower Lumen mode. Tune against your actual target—such as a stable 60 FPS or a monitor-specific cap—using 1% lows and frame-time consistency.
Steam Deck
Steam Deck requires a substantially lower profile. PCGamesN recommends Low settings, FSR Performance, Hardware and Software Lumen Off, and Frame Generation Off, and reports that the handheld often remains below 30 FPS. It also found different ghosting or shimmer behavior between FSR and XeSS. Use the cleaner reconstruction option for your preferred games and accept that a locked, lower target may be more realistic than attempting High settings.

Do you need an SSD?
An SSD is not required to run the game. PCGamesN reports that it can improve loading times, but that is separate from an FPS-focused graphics configuration. Do not expect storage alone to fix a GPU-limited frame rate or poor 1% lows.
A repeatable tuning checklist
- Record your current resolution, preset, upscaler and frame-rate behavior in one demanding save.
- Switch to High, native resolution and a Quality upscaler.
- Set Lumen to Hardware RT On with Medium lighting only if the frame-time graph remains stable.
- Disable V-Sync and motion blur; leave screen-space reflections on.
- Set a cap your system can sustain in combat and outdoor areas.
- Retest with the same route and compare average FPS, 1% low, minimum FPS and frame pacing.
- Lower Lumen, shadows, view distance, reflections, effects and foliage one step at a time.
- Keep textures high until VRAM or streaming problems appear.
- Try another Quality upscaler if ghosting or shimmer is distracting.
- Enable frame generation only after the base frame rate and latency feel acceptable.
The result should be judged by the whole experience: readable combat motion, stable traversal, acceptable lighting and textures that remain sharp at your normal viewing distance. The High-based profile gives those priorities more room than Ultra while avoiding the blur and jagged edges associated with Low.
