LibreOffice is the safest free starting point for converting DOCX, ODT and similar office files to PDF on a Mac without uploading them. It has official macOS packages for both Apple Silicon and Intel Macs, and PDF export runs inside the installed desktop app. If you need a dedicated local PDF toolkit, OffPDF is a promising open-source alternative, especially on Apple Silicon Macs running macOS 11 or later. PDF24 Creator should be removed from a Mac shortlist because its own documentation says the desktop app supports Windows only. PDF Expert has a Mac download, but the available documentation does not establish that its free conversion features are both unlimited and offline.
What “offline PDF converter” actually means
An offline converter completes the conversion on your Mac after installation. Your document is opened by a local application, processed by that application, and written to a local folder. A website that lets you download a converter is not automatically offline: if the app sends the file to a server, requires a web session, or refuses to convert without an internet connection, the document is not being processed locally.
Offline processing matters when files contain personal information, client material, source code, financial records, legal drafts or unpublished work. It also avoids upload limits and remains usable during travel or an outage. “Offline” does not necessarily mean that an application never connects for updates, crash reports or licensing. Test the conversion itself with Wi-Fi disabled, and review the application’s privacy and update settings if the documents are especially sensitive.

1. LibreOffice: the best general-purpose choice
LibreOffice is the strongest default when the source file is an office document. The desktop suite can export documents to PDF without handing the original file to an online service. Its official download pages publish separate macOS packages for Apple Silicon and Intel, which is important because the wrong architecture can prevent installation or cause avoidable compatibility problems.

Check your Mac before downloading
- Open the Apple menu and choose About This Mac (the wording may be System Information on some macOS versions).
- Note whether the processor is Apple Silicon or Intel.
- On the LibreOffice download page, choose the package matching that architecture and read the listed minimum macOS version. Do not assume that the newest build supports every older Mac.
- Install the application in the normal macOS Applications folder. Keep the installer until you have confirmed that the app launches and exports correctly.
Convert a DOCX or ODT file
- Launch LibreOffice Writer and open the source document.
- Check page breaks, margins, images, headers, footers and fonts in the print-layout view. A document can look different when a font is missing or when it was authored in another office suite.
- Use File and then the PDF export command. LibreOffice versions may label the command Export as PDF or offer an Export Directly as PDF toolbar button.
- Choose a local destination and save the PDF. If the export dialog is available, review options such as page range, image resolution, tagging and password protection before confirming.
- Open the resulting PDF in Preview or another local reader. Check the page count, selectable text, links, image placement and the final file location.
This workflow is especially useful for DOCX and ODT files because it preserves the document-to-PDF relationship in one application. It is not an OCR solution for a stack of scanned pages, and the result still depends on how closely LibreOffice can reproduce the source document’s fonts and layout.
When LibreOffice is not the right tool
- If your input is a scan or a photo, you need OCR rather than a normal office export. OCR accuracy, table recognition and reading order are separate questions.
- If you need specialized PDF operations such as rearranging, compressing or merging existing PDFs, a dedicated PDF toolkit may provide a more direct workflow.
- If installation fails, re-check the CPU architecture and the package’s minimum macOS requirement before troubleshooting the document itself.
2. OffPDF: a dedicated local toolkit to evaluate
OffPDF’s project description presents it as “23 private, open-source desktop PDF tools” for editing, merging, converting, compressing and OCR locally, with “no uploads, accounts or telemetry.” That makes it attractive when the main requirement is that a PDF operation stay on the Mac rather than being routed through a browser service.
The available project information specifically states support for macOS 11 and later on Apple Silicon. It does not establish equivalent Intel support, so Intel Mac owners should not infer compatibility from the Apple Silicon statement. Check the current repository release, architecture and installation instructions before downloading. A repository description is also not the same as a long-term support commitment: verify that the release artifact is current, signed or otherwise verifiable where the project provides such checks, and that the operation you need is present in that release.

A cautious first run
- Confirm that your Mac is Apple Silicon and runs macOS 11 or newer if you are relying on the stated support range.
- Download the release artifact from the project’s current repository page rather than an unrelated mirror.
- Read the release notes and inspect the application’s macOS security prompt. Do not bypass Gatekeeper for an unknown or modified file.
- Open a non-sensitive sample PDF first. Select the module for the operation you need, such as conversion, merging, compression or OCR.
- Choose an input and a local output folder, run the operation, and inspect the result in Preview.
- After Wi-Fi is disabled, repeat the operation with the sample file. A successful run without a network connection is useful evidence that the chosen feature is local; it does not prove that every feature in every release behaves identically.
Because OffPDF is a newer project than the established office suite, treat feature maturity as part of the decision. Test the exact files you handle: encrypted PDFs, complex tables, unusual fonts and large batches can expose limitations that a simple sample does not.
3. PDF24 Creator: skip it on Mac
PDF24’s product documentation states: “PDF24 Creator can only be installed on Windows systems. Linux and MAC are not currently supported.” That is a platform exclusion, not a minor installation caveat. The Windows application may be useful to a Windows user, and the same documentation describes it as a desktop solution that works offline with files remaining on the local PC, but those facts do not make it a Mac converter.
The product page displays a vendor-presented rating of 4.88/5 from 133,984 votes (accessed 20 October 2026). That figure is for PDF24 generally, is not an independent Mac-converter test, and cannot overcome the stated lack of Mac support. Do not install a purported “Mac version” from an unofficial download site claiming to repackage the Windows program.

4. PDF Expert: verify the free and offline boundaries
A Mac download is available for PDF Expert, but the cited information does not establish that its conversion tools are simultaneously free and fully offline. Before using it for a private workflow, verify three separate points in the current product documentation or in the app itself:
- Which input and output conversions are included in the free tier.
- Whether a free conversion can be completed with the Mac disconnected from the internet.
- Whether limits apply to page count, batch size, export frequency, watermarks or file size.
Do not treat the existence of a desktop download as proof of local processing, and do not treat a free reader or editor as a free converter. If any conversion step opens a web page, requests an account or uploads the file, it does not meet the strict offline requirement for this guide.

- Install the application while connected, then close any browser window associated with the download.
- Disconnect Wi-Fi and any wired network connection. If your Mac uses a VPN or proxy, disable that connection as well.
- Open a harmless sample document stored on the Mac, not in a cloud-synced folder that might upload changes independently.
- Run the conversion and save the output to a local folder such as Documents.
- Open the output while still disconnected. Confirm that text, images, page count and links are present as expected.
- Reconnect only after the result has been checked. If the app refuses to proceed, displays a sign-in requirement or launches a web conversion page, it does not satisfy your offline requirement for that operation.
This test checks the behavior of the particular feature and release you are using. It is stronger than relying on a marketing phrase such as “desktop app,” but it is not a security audit of every background process.
Scanned PDFs and OCR need a separate evaluation
A normal PDF export creates a PDF from an editable source. A scan is usually a collection of page images, so making it searchable requires optical character recognition. OCR can introduce wrong characters, lose columns, merge words or misread handwriting. A file may look visually identical while its hidden text layer is inaccurate.
OffPDF’s project description claims local OCR, making it the most directly relevant candidate in this shortlist for scan-to-searchable-PDF work. The available information does not provide a controlled benchmark for character accuracy, table preservation, languages or speed. No independent apples-to-apples statistic establishes a numeric winner. Test several representative pages, including a table, a low-contrast page and any language or notation that matters to your work. Search the result for known words and inspect copied text before trusting it.

Common problems and practical fixes
The installer says the Mac is unsupported
Check the processor architecture first. LibreOffice publishes separate Apple Silicon and Intel packages, while OffPDF’s stated support is macOS 11+ Apple Silicon. Then compare your macOS version with the package’s minimum requirement. Downloading a different build is safer than forcing an incompatible installer.
The PDF layout changed
Look for missing fonts, substituted fonts, altered page breaks and oversized images in the source document. Reopen the source in the same application, inspect it in print layout, and export again after correcting the problem. Compare the PDF page by page rather than assuming that a successful export means a faithful one.
The output is not searchable
You probably converted an image-only scan without OCR. Use a tool and module that explicitly perform OCR, then verify the text layer by searching and copying sample passages. Visual appearance alone cannot confirm usable recognition.

Cancel the operation and do not upload the file if local processing is mandatory. Re-run the Wi-Fi-off test with LibreOffice for office documents or with a verified local OffPDF feature. For PDF Expert, treat the prompt as evidence that the particular free conversion path may not be offline until its documentation says otherwise.
The PDF is unexpectedly large
Inspect export options for image resolution and compression. Keep an uncompressed or high-quality copy when archival fidelity matters, and create a separate smaller copy for emailing. Do not reduce resolution blindly when the document contains fine print, diagrams or OCR text.
A pre-conversion checklist
- Input: Is the source an editable office document, an existing PDF or a scan?
- Output: Do you need a standard PDF, a searchable PDF, a compressed file or a merged document?
- Privacy: Must the file remain on the Mac, with no account or upload?
- Hardware: Is the Mac Apple Silicon or Intel, and does the app list your macOS version?
- Scale: Are you converting one file or a batch? Confirm batch support instead of assuming it.
- Quality: Do fonts, tables, links, bookmarks and selectable text survive a sample export?
- Recovery: Do you retain the original files and an untouched high-quality PDF before compressing or OCR-processing copies?
For most Mac owners converting editable documents, install the architecture-appropriate LibreOffice build and perform a Wi-Fi-off export test. Consider OffPDF when you need a dedicated local PDF operation and its current Apple Silicon release matches your Mac. Exclude PDF24 Creator from Mac planning, and do not count PDF Expert as a free offline converter until its exact limits are confirmed.
