diagrams.net is the best first choice for most people who want a free tool for flowcharts, network maps, and org charts—especially if offline work and control over where files are saved matter. Lucidchart is a more guided cloud option with documented support for all three diagram types, but its free plan has document and object limits. Miro works for small collaborative projects that fit within three editable boards. Visio is worth considering if your organization already provides an eligible Microsoft 365 subscription, but its included version is not a full substitute for paid Visio plans.
How to choose a free diagramming tool
“Free” can mean a standalone app, a limited free plan, or a feature included with a subscription you already have. Before choosing, match the tool to the diagram and the way you plan to maintain it.
- Diagram type: Check that the version you can use supports the specific flowchart, network notation, or org chart you need.
- Free-plan limits: Compare editable boards, documents, objects, and storage where the vendor publishes those limits.
- File handling: Consider whether you need offline access and whether you can choose where diagrams are stored.
- Org-chart upkeep: A chart created from imported data is not necessarily refreshed automatically when that data changes.
- Collaboration and subscription: Decide whether shared editing is essential and whether you already have an eligible Microsoft 365 plan.
The available vendor documentation does not establish equivalent feature-by-feature performance across these products, so the best fit depends on these practical requirements rather than a universal ranking.

diagrams.net: the strongest free starting point
diagrams.net offers a free web application and a desktop app for Linux, Windows, and macOS. Its official white paper says diagrams can be created offline and that users choose the cloud storage platform or device where diagram files are saved. That makes it a useful first candidate if you want to work without an internet connection or decide where your files live. diagrams.net’s offline documentation

The cited official material does not enumerate its current shape libraries or establish every advanced network- or org-chart feature. If your work depends on specialized notation or a particular chart workflow, confirm that capability in the current product before committing to it.
Lucidchart: a cloud option for all three diagram types
Lucid documents flowchart creation using templates or its flowchart shape library, and lists Free among its supported plans. It also describes network mapping with shape libraries for providers such as AWS, Azure, and Google Cloud. Its org-chart documentation covers chart creation and importing data from CSV, Excel, or Google Sheets. Flowcharts, network diagrams, org charts, and org-chart data imports.

Free access is bounded: Lucid’s plan comparison describes document and object limits on the Free plan. It also lists org-chart data refresh as unavailable on Free, Individual, and Team plans, with refresh available on Enterprise. You can create a chart or import data on a free plan, but should not expect the chart to keep refreshing from a changing source automatically. Check Lucid’s plan comparison for the current limits; it was last updated August 14, 2026, and plan terms can change.
Miro: collaborative diagrams within a small board allowance
Miro says basic shapes, flowcharts, and connectors are free on every plan. Its free workspace allows three editable boards, which can suit a small set of shared diagrams but may be restrictive if you need to maintain many separate projects in one workspace. The cited Miro materials establish its free flowchart elements and board limit, but do not establish support for network maps or org charts. Verify those specific needs rather than assuming that a general diagramming feature covers them.

Visio in Microsoft 365 is a lightweight, web-based version available to eligible Microsoft 365 business subscribers for basic diagrams, including flow charts. It is not a free standalone product.
