It is not a promise of uninterrupted streaming. Google Cloud’s eligible free e2-micro VM is a weaker fit for a continuous feed because its Free Tier includes only 1 GB per month of eligible outbound transfer.

Which free cloud option is the best fit?

What OCI Always Free includes—and what can interrupt it
Oracle’s Always Free documentation describes up to two VM.Standard.E2.1.Micro AMD instances, each with one-eighth of an OCPU and 1 GB of memory. It also describes an Arm A1 allowance of 1,500 OCPU hours and 9,000 GB-hours per month; for Always Free tenancies, Oracle says that allocation is equivalent to 2 OCPUs and 12 GB of memory. Provisioning depends on your home region
Always Free resources must be created in the tenancy’s home region. Oracle says an “out of host capacity” error means the selected Always Free shape is not currently available there. Its suggested options are to try another availability domain, wait, or upgrade. A nominal free allocation is of no use until a VM can actually be provisioned.
Idle compute can be reclaimed
Oracle defines idle Always Free compute using a seven-day period: CPU utilization at the 95th percentile below 20%, network utilization below 20%, and, for A1 shapes, memory utilization below 20%. Oracle permits reclamation when the stated idle conditions are met. A low-duty-cycle encoder might risk meeting those thresholds, but the policy does not establish that every streaming workload will be reclaimed.
Trial credit is separate from Always Free
Oracle’s account offer includes US$300 in credit for up to 30 days on eligible services; that is trial credit, not a permanent VM allowance. Oracle says Always Free services continue after the trial if you do not upgrade. Its terms also limit each person to one free trial or Always Free account and say accounts idle for 30 days or more may be considered abandoned and become eligible for suspension or termination. Check Oracle’s current terms before creating an account, and monitor billing and account status.

Why Google Cloud’s free VM is a poor match for an always-on feed
Google’s Free Tier includes one eligible e2-micro Compute Engine VM per month in specified US regions and 1 GB per month of outbound transfer from North America to eligible destinations. An active billing account is required. Usage beyond free limits on a paid billing account is billed at standard rates, and Google reserves the right to change the program with notice. A continuous encoder sends data continuously, so even a modest-bitrate feed can exceed 1 GB per month. Actual charges depend on bitrate, traffic route, and billing configuration; estimate network use and check the applicable transfer rates before starting.
Do not confuse the free VM with Google’s Live Stream API
The separately priced Google Cloud Live Stream API is not a free alternative. Its pricing page states: “There is no free usage tier for the Live Stream API.” Billing is based on active channel time, including time when no input stream is present, and varies by resolution. How to build a practical free-VM setup
OCI is a reasonable free-tier experiment if you are comfortable administering a VM and can tolerate possible capacity or continuity problems. A VM does not itself create a YouTube broadcast: you still need an encoder, a working stream key, monitoring, and a recovery plan.
- Check eligibility and region capacity. Review Oracle’s current Always Free terms, choose an eligible A1 image and shape, and create resources in your tenancy’s home region. If provisioning returns “out of host capacity,” try another availability domain or wait; upgrading is an option, but it is no longer a no-cost setup.
- Prepare the audio-led video source. Assemble birdsong recordings into a video or playlist for the encoder to play. Keep a separate copy of important source audio. Only use recordings you own or are authorized to use for both live and archived use.
- Enable YouTube encoder streaming and obtain the stream key. In YouTube Studio, create or schedule a livestream using the encoder workflow, then use the server address and stream key YouTube provides. Treat the key like a password: do not publish it, and reset it if exposed.
- Configure the encoder for YouTube. YouTube’s published encoder guidance supports RTMP/RTMPS and H.264, and recommends constant-bitrate encoding. Set the bitrate to suit the VM’s available throughput and the quality your audio-led picture needs; avoid assuming the smallest VM can sustain an arbitrary bitrate. Configure a keyframe interval consistent with YouTube’s current encoder guidance, then test the feed and check YouTube’s stream-health indicators before relying on it.
- Run and supervise the process. Use a process supervisor or equivalent restart mechanism so an encoder process can be restarted after a crash or VM reboot. Monitor both the VM and the YouTube feed; a running VM does not prove that YouTube is receiving healthy audio and video.
- Keep a separate recording and recovery plan. YouTube says streams shorter than 12 hours can be automatically archived, while streams exceeding 12 hours may not be captured at all. If a complete archive matters, retain a local or separate cloud recording, or deliberately end and restart shorter sessions with the downtime and restart work that entails. YouTube itself recommends keeping a local archive.
YouTube’s livestream terms require compliance with its Community Guidelines and the necessary rights for live and archived material. Cost and continuity checks before you go live
- Estimate outgoing data: continuous bitrate, network route, and billing settings determine whether a free transfer allowance is enough and whether extra usage will cost money.
- Track the account and VM: check billing alerts, trial status, resource usage, and whether the process has stopped. A free-tier label does not remove the need to monitor account terms.
- Allow for interruptions: provisioning capacity, potential idle reclamation, VM failure, encoder failure, and YouTube session behavior can all affect continuity. The published allocations are not uptime guarantees.
- Recheck provider rules: free allocations, account terms, and platform limits can change. Confirm current regional eligibility, transfer limits, and service terms when you set up the stream.
The documentation reviewed does not establish a current AWS free-tier allowance suitable for this always-on encoder workload. Do not rely on older claims about a year of free hosting without checking current eligibility, duration, compute limits, and outbound transfer.
