PDFsam Basic: best for local page assembly
PDFsam Basic is the strongest match if your main PDF Fusion task is combining files or changing page order. The project describes Basic as “a free and open source app that splits and merges PDF files on your own computer, with no watermarks and no size limits.” Its listed page operations also include mixing, rotating, and extracting pages.
Because it runs locally, it is a practical choice when you want to avoid uploading documents to a web service. PDFsam lists versions for Windows, macOS, and Linux. Its Basic feature set should not be confused with PDFsam Enhanced: the project describes OCR, forms, signatures, and broader editing capabilities as features of the separate Enhanced product. PDF24: browser tools or an offline Windows app
Use the online assembler for quick page operations
PDF24’s browser-based assembler supports merging and splitting, moving pages between files, rotating, duplicating, deleting, and inserting blank pages. That makes it useful for common assembly jobs without installing a desktop program. The trade-off is that you upload the PDFs to the service; PDF24 says uploaded files are deleted after a short period. Choose Creator when you need offline processing on Windows
PDF24 also describes Creator as a free offline desktop application for Windows. It can suit someone who wants PDF tools without using the browser service, but the reviewed pages do not establish an open-source license. LibreOffice: an option for office-document workflows
LibreOffice is free and open source, so it may be useful when the work begins with creating or editing an office document rather than manipulating an existing PDF. The cited information establishes LibreOffice’s status as an open-source suite, but not that it reproduces PDF Fusion’s PDF assembly or editing functions. Treat it as a workflow-specific option, not a verified feature-for-feature substitute.

Match the replacement to the task
“PDF editing” can mean several different things. Before choosing, identify the operation you need; the options above are best supported for page assembly or document-suite workflows, not every PDF job.
- Combine files, split a document, or rearrange pages: Start with PDFsam Basic for local desktop use, or PDF24’s assembler if browser-based processing suits your documents.
- Edit existing PDF text: The reviewed descriptions do not establish a complete free, open-source replacement for this function.
- Run OCR, create or manage forms, or sign PDFs: PDFsam lists these capabilities for Enhanced, not Basic; the evidence here does not verify an equivalent feature set in the other options.
- Create PDFs from office documents: LibreOffice may fit a document-creation workflow, but it is not established here as a general-purpose PDF Fusion replacement.
- Handle sensitive files: Prefer an explicitly local application, such as PDFsam Basic, over a browser service that requires uploading files.
What to know about Corel PDF Fusion
WordPerfect’s product page describes Corel PDF Fusion as a PDF creator for assembling, editing, and creating PDFs, and advertises a 30-day fully functional trial. A historical Corel reviewer’s guide positioned the product around viewing, editing, assembling, and creating documents, and claimed support for more than 100 file types.
