If minimizing accelerator power is the first priority, start with NVIDIA L4. It is the clearest low-power inference and video option in this comparison, provided the model fits its memory. For large language models whose memory footprint would force work across several cards, a higher-power accelerator such as NVIDIA H200, AMD Instinct MI300X or Intel Gaudi 3 can use less energy per completed task by keeping more of the model on one device. The sustainable choice is therefore the GPU that completes your target workload with the fewest joules at the required latency—not automatically the card with the lowest TDP.
At-a-glance comparison
The figures below are vendor-published specifications. Maximum board power is not the same as energy consumed during your workload; actual draw changes with utilization, clocks, precision, batching and power limits.
| Accelerator | Memory | Memory bandwidth | Maximum board power | Best-fit workloads |
|---|---|---|---|---|
| NVIDIA L4 Tensor Core GPU | 24GB | 300GB/s | 72W | Efficient inference, video, graphics and virtualization |
| NVIDIA H200 | 141GB HBM3e | 4.8TB/s | 700W SXM; 600W PCIe | Memory-heavy large-model inference and accelerated computing |
| AMD Instinct MI300X | 192GB HBM3 | 5.3TB/s | 750W total board power | Large-model inference, training and HPC with ROCm |
| Intel Gaudi 3 | 128GB HBM2E | 3.7TB/s | 600W air-cooled TDP | Training and inference where its software and networking fit |
Only the L4 is designed as a single-slot, low-profile PCIe card in this group. The other three are data-center-class accelerators whose larger HBM pools can change the total system calculation: one high-power card may replace several smaller cards and the associated host, network and cooling overhead.

Thermal design power describes a board’s designed power envelope. It does not tell you how many tokens, samples or images the board completes per joule. A card running at a high utilization can deliver more useful work for each joule than a lower-TDP card that is repeatedly waiting for data, memory capacity or interconnect transfers.

Utilization and idle time
Measure accelerator utilization over the entire serving or training window, including queue gaps and warm-up. A nominally efficient card that spends much of its time idle can consume more energy per completed request than a larger card kept busy. Record active and idle periods separately; AMD’s system-level sustainability methodology explicitly includes both.
Precision and batch size
Lower-precision execution can increase throughput, but only when the model and quality target support it. Compare the same precision, model, batch size and service-level objective on every candidate. A benchmark using FP8 on one device and a different precision on another is not an efficiency comparison.
Memory capacity and model placement
When a model does not fit on one accelerator, it must be split across cards or offloaded. That introduces communication, additional boards and often a larger server. H200, MI300X and Gaudi 3 provide much larger HBM pools than L4, so their 600–750W board envelopes can still produce lower energy per completed task for memory-constrained models.
Host, network and facility overhead
The accelerator is only part of the energy bill. Host CPU and memory, network adapters, storage, fans, power supplies and cooling all draw power. Data-center power usage effectiveness (PUE) multiplies IT energy by facility overhead. Report both accelerator-only joules and complete-facility joules so a card is not rewarded for shifting work to a less efficient host or network.
GPU profiles
NVIDIA L4: the low-power inference starting point
L4 is the most straightforward choice when the priority is a small electrical envelope for inference or video. Its single-slot, low-profile PCIe form factor fits servers where high-power SXM or full-size accelerator installations are impractical. NVIDIA positions it for AI inference, video processing, graphics and virtualization, so it can consolidate several types of service in one server.
The 24GB memory pool is the boundary condition. If the model, weights, runtime workspace and requested batch fit without aggressive offload, L4 can avoid the multi-card overhead that undermines low-power designs. If they do not fit, compare the energy of a larger-memory accelerator rather than assuming that adding several L4 cards is greener.

NVIDIA lists FP8 and INT8 tensor performance of up to 485 TOPS with sparsity. That figure is a peak, sparse-operation result, not a guaranteed application throughput. Validate it with your model, preprocessing pipeline, latency target and sustained utilization. L4 is especially attractive for continuously running, moderate-size inference and video pipelines where 72W-class board power and a compact server materially reduce cooling and rack requirements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesNVIDIA H200: high-bandwidth memory for large models
H200 is built for workloads in which memory capacity and bandwidth dominate. Its HBM3e pool and 4.8TB/s bandwidth can keep a much larger model on one accelerator than L4, reducing partitioning and inter-card traffic. NVIDIA lists FP8 tensor performance up to 3,958 TFLOPS with sparsity.
The power envelope is configurable: up to 700W for SXM and 600W for PCIe. Those figures demand an appropriate server, power delivery and cooling design. They can nevertheless be justified when a single H200 replaces several smaller cards or when higher throughput allows the same request volume to be served with fewer occupied servers.
NVIDIA reported up to 45% more Llama 2 70B inference performance than H100 in MLPerf Inference v4.0. Treat that as benchmark context, not a universal efficiency ranking: software version, precision, system configuration, power mode and latency target must match your own test.
AMD Instinct MI300X: the largest memory pool in this set
MI300X offers 192GB of HBM3 and 5.3TB/s bandwidth, the largest memory capacity and highest bandwidth listed here. AMD’s datasheet gives a maximum total board power of 750W, and its product page lists peak FP8 performance of 2.6149 PFLOPS with ROCm support.

That capacity can simplify large-model deployment by reducing the number of accelerators required for a given model. The trade-off is substantial board power and the need to validate the complete ROCm software path, kernels, framework versions and serving stack. For training, inference and HPC, compare measured joules per completed task against H200 and Gaudi 3 at identical precision, utilization and batch size rather than comparing peak FLOPS.

Intel Gaudi 3: evaluate the alternative stack on your workload
Intel’s PCIe product brief lists 128GB of HBM2E, 3.7TB/s bandwidth and a 600W air-cooled TDP. That memory capacity sits between H200 and MI300X and can prevent some model sharding that would be unavoidable on a 24GB card.
Gaudi 3 belongs on a shortlist when its framework support, networking model and deployment tools match your application. Porting effort, collective-communication behavior and available operators can determine real energy per request as much as the board specification. A theoretically efficient accelerator that requires inefficient fallbacks or leaves the device underutilized is not a sustainable outcome.
Choose by workload, not by the spec sheet
Lowest-power inference or video
Start with L4 when the model fits in 24GB and the NVIDIA inference or video stack supports the required operations. Measure end-to-end requests per joule, including decoding, preprocessing and postprocessing. If the service is latency-sensitive, test at the real concurrency level; an idle gap between requests changes the result.

Evaluate H200 and MI300X first, with Gaudi 3 as an alternative when its software path is suitable. Their larger HBM pools can keep weights and runtime state together, reducing model partitioning. Compare a complete node, not only one board: include the number of cards, host CPUs, network links and cooling needed to meet the same latency and throughput target.
Training and HPC
For training and high-performance computing, peak theoretical throughput is an incomplete proxy. Run the exact model and precision at the target batch size, record samples or tokens completed, and divide total measured energy by that output. Account for synchronization and data-loading stalls, because communication-heavy jobs can spend a significant share of energy outside arithmetic.
Open or alternative accelerator evaluation
Include Gaudi 3 and MI300X when you can support their respective software ecosystems. Check framework coverage, operator availability, compiler behavior, distributed-training tooling and monitoring before committing hardware. A lower purchase or board-power figure does not compensate for a deployment that cannot sustain target utilization.

How to measure energy per useful task
Use a repeatable procedure instead of relying on a vendor’s peak number or a GPU-only telemetry reading.
- Define the service-level target. Record the exact model, prompt or input shape, quality requirement, precision, maximum latency, throughput target and batch or concurrency policy.
- Choose the output unit. Use completed tokens for language models, samples for training or classification, and images or video frames for visual workloads. Count only successful outputs that meet the quality and latency target.
- Establish a baseline window. Run long enough to include initialization, steady state, queue variation and representative idle intervals. Document software versions and power-mode settings.
- Measure the whole server at the wall. Capture accelerator, host CPU and memory, network, storage and power-supply draw. Keep a separate accelerator telemetry log so you can identify where energy is going.
- Record utilization and memory behavior. Log accelerator utilization, memory occupancy, throttling, host wait time and interconnect activity. Note whether the model was sharded or offloaded.
- Apply facility overhead. Multiply IT energy by the applicable PUE to estimate facility energy. If your site has separate cooling or cluster measurements, use those rather than a generic assumption.
- Calculate and publish the result. Report joules per token, sample or image, together with throughput, latency percentile, precision, batch size, utilization, server configuration and PUE.
- Repeat after tuning. Test batching, power caps, clock settings, data-pipeline changes and model placement one at a time. Keep any change only if it meets the service target while reducing energy per completed task.
How to read vendor efficiency claims
NVIDIA L4 video-efficiency statement
NVIDIA says L4 delivers up to 120 times better AI-video performance, with up to 99 percent better energy efficiency and lower total cost of ownership than traditional CPU-based infrastructure. This is a vendor comparison for specified video-pipeline tests. It should not be treated as a ranking against H200, MI300X or Gaudi 3 on language-model inference or training.
Intel Gaudi 3 comparison with H100
Intel reported that Gaudi 3 delivered 50% better average inference and 40% better average power efficiency than NVIDIA H100, at a fraction of the cost. The percentages depend on the cited workloads and test setup. Reproduce the comparison with your model, precision, batch size, software and power measurement before using it for a purchase decision.
AMD rack-scale sustainability projection
AMD reports a goal of a 20-fold improvement in rack-scale energy efficiency for AI training and inference by 2030 from a 2024 base year. AMD also says that, as of mid-2025, a system with four MI355X GPUs and one fifth-generation EPYC CPU achieved a 38-fold gain over its base system. AMD explains that its calculation includes active and idle utilization and multiplies node energy by PUE. These are AMD system scenarios, not an independent cross-vendor benchmark, and they do not directly establish MI300X efficiency against the other products here.
H200 MLPerf result
NVIDIA’s report of up to 45% more Llama 2 70B inference performance for H200 than H100 in MLPerf Inference v4.0 is useful when assessing memory-heavy inference. It does not provide joules per token by itself. Match benchmark software, precision, configuration, power mode and service-level target before drawing an efficiency conclusion.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Can a 72W accelerator run useful AI workloads?
Yes, when the workload fits the device and its software path. L4’s 72W maximum board envelope is suitable for sustained inference, video processing, graphics and virtualization services that fit within its 24GB memory. It is not a universal replacement for high-memory training accelerators. Large models that require sharding, high-bandwidth collectives or very large batches may consume less total energy on a 600–750W accelerator if that device completes each request much faster and avoids multiple cards.

Test the complete application rather than an isolated kernel. Include input decoding, tokenization, data movement, response handling and idle periods. A 72W board can look excellent in an accelerator-only measurement while the host and storage dominate the wall-power result.
System design choices that improve sustainability
Keep the accelerator fed
Use a data pipeline and host configuration that maintain target utilization without overprovisioning CPU or memory. Measure queue waits and input stalls; lowering accelerator power while doubling idle time usually worsens joules per task.
Batch within the latency budget
Batching often raises utilization, but excessive batching can violate latency or increase memory pressure. Sweep batch size and concurrency while recording both energy per output and latency percentiles.
Recommended Free Tools
Use power caps deliberately
Repeat your workload with a lower board-power limit when the platform supports it. The best setting is the one that reduces joules per completed task without missing throughput or response-time objectives. Record the cap with every result because it changes comparisons.
Reduce unnecessary replication
Large HBM accelerators can reduce the number of cards needed for a model, but only if they are kept busy. Consolidate compatible services when doing so raises utilization, and avoid packing unrelated workloads together if contention causes retries or latency failures.
Include facility conditions
Compare deployments using the same PUE basis. A workload moved from an efficient facility to a site with higher cooling overhead can increase total energy even when accelerator telemetry is unchanged.
Practical selection checklist
- Confirm the model, runtime workspace and target batch fit the accelerator memory.
- Set a measurable output unit: tokens, samples, images or frames.
- Benchmark identical precision, model version, software and latency target across candidates.
- Measure wall power for the complete server, not only the board.
- Record host, network, storage, cooling and PUE contributions.
- Test active utilization, queue gaps and idle periods.
- Evaluate sharding and interconnect overhead for models that exceed one card’s memory.
- Repeat measurements after batching and power-cap changes.
- Document vendor claims as scenario-specific evidence rather than universal rankings.
- Choose the accelerator with the lowest verified joules per successful task at required service quality.
Bottom line
L4 is the best first candidate for low-power inference and video when 24GB is enough. H200, MI300X and Gaudi 3 make more sense when memory capacity, bandwidth, training scale or distributed performance outweigh board wattage. Sustainable AI hardware selection requires a complete-node measurement: useful work completed, total wall energy and facility overhead under the exact conditions your service will run.
