For a 24/7 YouTube channel that loops prerecorded video, StreamNeo is the simplest cloud-first option to try: upload a recording or create a playlist, add your YouTube stream key once, and go live. For a custom broadcast workflow that needs cloud encoding and operator-designed resilience, AWS Elemental MediaLive is the strongest documented cloud-encoding candidate in the sources reviewed. Those solve different problems: StreamNeo runs uploaded videos as a YouTube stream, while MediaLive is a configurable video-processing service.

“Best” depends on whether you need to loop finished videos or operate a production pipeline. Neither the available evidence nor AWS’s service description establishes a cheapest provider or guarantees uninterrupted operation for a particular channel.

Which cloud service should you choose?

Use the workflow that matches what you are broadcasting. StreamNeo is for keeping uploaded video or a playlist live on YouTube without leaving a computer running. AWS Elemental MediaLive is a stronger fit when you need a configurable cloud encoder and can design and operate the surrounding pipeline. YouTube’s ingest settings apply to either workflow, but the way each service gets video to YouTube differs.

Rank and option Best fit What the evidence supports Important limit
1. StreamNeo Continuous YouTube streams made from uploaded recordings or playlists. It runs in the cloud, supports uploaded video up to 4K 60fps as uploaded, and is designed for 24/7 looping. One flat price per slot applies regardless of quality. It plays uploaded videos; it is not a camera-based live-production encoder, and it streams to YouTube only.
2. AWS Elemental MediaLive A configurable cloud-encoding workflow for a team able to configure and monitor its own production. AWS describes MediaLive as a cloud-based, broadcast-grade live video processing service. AWS has documented a 4K/HDR YouTube workflow using HLS ingest and describes 24/7 channel architectures using MediaLive. The documented architecture and service capabilities do not prove a specific channel’s uptime or establish a 24/7 4K60 price.
3. Google Cloud Live Stream API A technical comparison point for teams evaluating a cloud live-streaming API. Google Cloud’s own best-practices guidance specifies 2160p50/60 input recommendations and prefers SRT_PUSH over RTMP_PUSH for features including packet-drop recovery. Those are Google Cloud input recommendations, not a head-to-head reliability or cost result, and they are not directly comparable to YouTube’s ingest bitrate table.

If the channel is a continuous loop of finished content, start with StreamNeo. If you need to transform a continuous contribution feed in a configurable cloud broadcast pipeline, evaluate MediaLive. Do not add CloudFront automatically when YouTube is the destination: in AWS’s documented architecture, CloudFront is for delivering packaged video to viewers, not a required step for sending a stream to YouTube.

What YouTube requires for a 4K60 stream

YouTube’s Help page, “Choose live encoder settings, bitrates, and resolutions,” lists 4K (2160p) at 60 frames per second. It recommends different bitrates by codec, so there is no single correct bitrate for every encoder or connection.

Setting YouTube guidance in the reviewed Help page How to apply it
Resolution and frame rate 2160p at 60 fps is listed. Set the encoder and source to the intended 4K60 format; verify the actual output rather than assuming an uploaded or incoming file is being sent unchanged.
Video bitrate For 4K60, 10–40 Mbps for AV1 or H.265; 35 Mbps recommended for H.264. Choose the codec-specific value that your upload path can sustain. These are YouTube encoder recommendations, not a quality guarantee under every network condition.
Rate control and scan CBR and progressive scan are recommended. Use constant bitrate and progressive video where your encoder exposes these controls.
Keyframes A two-second interval is recommended. Set the keyframe interval to two seconds. At 60 fps, that corresponds to a keyframe every 120 frames.
Ingest transport RTMPS is recommended for RTMP-based ingest. Use the protocol and endpoint supported by both your service and the current YouTube Live control room instructions.
Latency Low latency is unavailable at 2160p; 4K live streams use normal latency. Do not plan a 4K60 workflow around YouTube’s low-latency mode.

YouTube says it transcodes a submitted live stream into formats for different devices and network conditions. Its reviewed encoder guidance supports H.264, H.265/HEVC, and AV1 in RTMP/RTMPS workflows. For 4K HDR, YouTube recommends H.265 over RTMP(S), or HLS if the encoder lacks the required RTMP capabilities. Check the current YouTube guidance and your service’s current protocol support for the exact SDR/HDR and frame-rate combination before configuring a production stream.

Do not mix up YouTube and cloud-API bitrates

Google Cloud’s Live Stream API best-practices page recommends 50 Mbps for H.264 or 37.5 Mbps for H.265 at 2160p50/60 input, and prefers SRT_PUSH over RTMP_PUSH for capabilities that include packet-drop recovery. These figures describe input to Google Cloud’s API, not YouTube ingest. They should not be substituted into YouTube’s settings or treated as a direct provider comparison.

How to assess AWS Elemental MediaLive for this job

AWS documentation supports MediaLive as a cloud encoding candidate: AWS describes it as a broadcast-grade cloud video-processing service, and its documentation describes a 24/7 channel architecture using MediaLive for encoding. AWS also published a 4K/HDR YouTube walkthrough on April 14, 2021, using HLS ingest and a 59.94 fps configuration. That walkthrough establishes that AWS documented a route; it does not establish that every current 4K60 workflow must use HLS or that all historical console steps remain current.

  1. Define the source and continuity plan. Specify what supplies video continuously: a live contribution feed, a playout system, or another source. Decide how that source continues through interruptions. An always-on encoder cannot compensate for a source that stops.
  2. Choose the YouTube output format. Match resolution, frame rate, codec, HDR/SDR format, bitrate, keyframe interval, and ingest protocol to current YouTube guidance and the MediaLive capabilities available in your region and configuration. For an AWS-to-YouTube HLS route, validate the current endpoint and setup instructions rather than copying an older console walkthrough verbatim.
  3. Design for failure, not just normal operation. Decide whether the channel needs redundant inputs or encoding pipelines, what should trigger failover, who receives alarms, and who responds. AWS says MediaLive can manage resources across multiple Availability Zones and detect and resolve issues without disrupting live channels; that is a description of service capability, not an independently verified uptime result for your deployment.
  4. Test the complete path before scheduling a continuous run. Send representative motion and audio, check the received resolution, frame rate, codec, and stream health in YouTube, then verify that monitoring and recovery procedures work. YouTube’s instruction is direct: “Make sure to test before you start your live stream.”
  5. Estimate the actual deployment. Include encoder hours, any redundant pipelines, contribution transport, packaging if needed, and delivery only if viewers are served through your own player or another non-YouTube path. Recalculate for the AWS region, number of outputs, actual codec and bitrate, and redundancy design.

AWS’s 24/7 architecture material also discusses MediaPackage and CloudFront for packaging and delivery to viewers. Those components are not automatically required when the intended viewer destination is YouTube. AWS notes that customers are responsible for service costs, and availability varies by region; confirm current service availability and charges for your planned design.

Continuity and recovery: what “24/7” really requires

A continuous channel depends on more than the encoder. Treat the service’s recovery features as one layer of a system that also needs a stable source, a valid YouTube ingest configuration, health monitoring, and an operator response plan.

  • Source continuity: establish how playback or contribution resumes after a source or network interruption.
  • Encoding continuity: determine whether the selected service and configuration provide redundant processing, and what failover is automatic versus something you must configure.
  • YouTube health: monitor the live stream’s health and investigate warnings rather than assuming that an active encoder means a healthy broadcast.
  • Recovery ownership: name who responds to an alert, what they should check first, and how they confirm that viewers are receiving video and audio again.
  • Scope of delivery: for a YouTube-only channel, avoid paying for a separate viewer CDN without a specific need. If you also serve viewers through your own player, AWS documents MediaPackage with CloudFront as one delivery option.

AWS’s descriptions of multi-Availability-Zone resource management and issue resolution are useful capabilities to evaluate, but they are not an uptime guarantee for a particular source, configuration, or channel.

Cost: why there is no proven 24/7 4K60 price winner

The available AWS cost illustration is not a continuous 4K60 estimate. AWS’s Live Streaming on AWS planning page gives an example of approximately $69.74 for a one-hour SD-540p event, including approximately $2.50 for encoding and packaging and $67.24 to distribute 791 GB to approximately 1,000 viewers in US East (N. Virginia). Those figures describe that scenario only; they should not be extrapolated into a 4K60 monthly or annual quote.

For a cloud-encoding estimate, model 24 hours of operation per day, the number of encoder outputs, redundant capacity, contribution transport, any packaging, the deployment region, and whether delivery goes through the cloud provider or YouTube. Audience delivery can change the bill substantially when viewers are served directly through a provider’s CDN. Get a current estimate using the actual configuration and traffic assumptions; the reviewed sources do not provide comparable quotes for continuous 4K60 YouTube streaming across providers.
