There is no universal winner. For most growing small businesses, QuickBooks Online is the broadest starting point because budgeting sits alongside bills, inventory, project profitability, automation, reporting and user permissions. A solo service provider may get more value from FreshBooks, while a freelancer wanting free core bookkeeping can start with Wave. Xero suits feature-heavy, multi-user teams, Zoho Books is compelling for eligible micro-businesses and existing Zoho customers, and Quicken Business & Personal is designed for owners who want household and business planning together. Your location, tax regime, revenue, transaction volume and need for accountant access should decide the final choice.
This guide compares those six options, explains which plan constraints matter, and gives a practical selection and migration process. Feature availability, prices, promotions, payroll, tax support and free-tier eligibility change by country and date; check the current plan page before subscribing.
What budgeting software should do for a small business
A useful budget is more than a spreadsheet total. The software should connect your expected income and spending to the transactions that actually reach your bank account, then show where the plan is drifting. Look for these capabilities:
Recommended Free Tools
- Budget and forecast reporting: monthly or quarterly plans, budget-versus-actual reports, cash-flow views and the ability to compare periods.
- Reliable bookkeeping: a chart of accounts, bank feeds, reconciliation, sales-tax or VAT handling appropriate to your jurisdiction, and an audit trail.
- Sales and purchasing workflows: estimates, invoices, recurring billing, payment recording, bills, approvals and supplier records.
- Business-specific drivers: time and project tracking for agencies and contractors, inventory for product sellers, and payroll integrations where the product does not provide payroll itself.
- Collaboration: accountant invitations, role-based permissions, multiple users, mobile access and an export path if you change systems.
- Integration and geography: bank connectivity, payment gateways, tax integrations, supported currencies and local compliance features.
A low subscription price is not a low total cost if you must add payroll, payment processing, extra users, support or a separate forecasting tool. Compare the complete workflow you will use every month.

|---|---|---|---|---|---|---|
| QuickBooks Online | Growing firms wanting one broad platform | Deep accounting, reporting, automation and budgeting; exact budgeting tools depend on plan | Invoices, bills and project-profitability features available in the product family; verify plan level | Inventory and payroll options vary by plan and region | Permissions and accountant access are available on appropriate plans | Confirm the required tier for each feature before purchase |
| Xero | Multi-user, feature-heavy teams | Strong accounting and reporting with flexible collaboration | Invoices, bills and broader workflows; exact limits depend on tier | Capabilities and integrations vary by market and plan | Entry plan is limited to five invoices, five bills and 20 bank transactions | Those entry-plan caps can make a growing business upgrade quickly |
| Wave | Sole traders, freelancers and very small firms | Free core accounting, invoicing and receipt tools are aimed at simple books | Basic invoicing; payment services and support may cost extra | Payroll is an additional cost and availability is geographic | Best for a small number of users and straightforward transactions | Budget separately for payroll, payments and personal support; TechRadar reported more than two million users in 2026, a dated figure that may change |
| Zoho Books | Cost-conscious startups and Zoho customers | Free entry option for eligible solopreneurs, with paid tiers for broader accounting | Feature breadth increases by tier; check included workflows | Availability depends on edition, country and integrations | Free-plan revenue, user and feature eligibility must be confirmed for your location | Eligibility and limits are not universal |
| FreshBooks | Service businesses billing for time and projects | Accounting and reporting organized around client work and billable activity | Strong client invoicing, retainers, time and project tracking | Inventory is not its central use case; payroll generally relies on integrations | Team and accountant access depend on the selected plan | Best when labor and project billing drive the budget |
| Quicken Business & Personal | Self-employed owners combining household and business planning | Business and personal finances can be planned in one subscription | Useful for owner-level tracking; not positioned as a collaborative team accounting system | Inventory, payroll and advanced permissions are not its primary focus | More suitable for an individual owner than a growing finance team | Do not treat it as a substitute for a multi-user accounting platform when collaboration is required |
Detailed guidance by product
QuickBooks Online: the broadest default for a growing firm
QuickBooks Online is the safest general recommendation when your business is moving beyond a one-person ledger. Fit Small Business identifies it as the broadest option for companies that need budgeting alongside bills, inventory, project profitability, automation, reporting and permissions. That combination matters when the budget must explain not only whether you are profitable, but which jobs, products or departments create the result.
Before signing up, map each required capability to a plan. Budgeting, inventory, project-profitability reports, custom permissions and payroll may not all be included at the same level, and payroll or tax services can be region-specific. Ask your accountant which edition they support and whether they need an accountant invitation or a particular report format.
Choose it when you expect more users, more transaction types or more operational detail during the next 12–24 months. If you are a freelancer with a handful of invoices and no inventory, its breadth may cost more than you need; choose a simpler product unless the extra controls have a clear payoff.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Xero: collaborative features with a constrained entry tier
Xero is attractive when several people and an external accountant need access to the same books. Its feature-heavy approach can support a growing set of workflows without forcing the owner to become the only administrator. That makes it worth considering for agencies, online sellers and distributed teams that value shared access.
The critical check is the entry plan: TechRadar reports limits of five invoices, five bills and 20 bank transactions. Those are monthly workflow caps, not recommendations for how much a business should transact. A company that exceeds them will need a higher tier, so price the plan you will actually use rather than the introductory level shown first.

Wave: simple, low-cost core accounting for very small operations
Wave targets sole traders, freelancers and very small firms that can keep their books simple. Its free core accounting, invoicing and receipt functions can be enough when you have one legal entity, limited inventory and no complex approvals. TechRadar reported a user base of more than two million in 2026; treat that as a dated editorial figure rather than a guarantee of current scale.
The headline-free setup does not mean every service is free. Payroll, payment processing and personal support can add charges, and availability differs by geography. Build a monthly cost estimate that includes card or bank-payment fees, payroll if required, and the support level you expect to need.
Wave is a sensible first step for a freelancer who mainly needs invoices, expense capture and basic reports. Plan a migration path if you expect employees, inventory, multiple entities or detailed permissions, because those requirements can outgrow a simple setup.
Zoho Books: a compelling entry point for eligible micro-businesses
Zoho Books offers an official free entry point for eligible solopreneurs and micro-businesses, with paid tiers that add broader capabilities. The offer is especially logical if you already use other Zoho applications and want contacts, sales or operations to share data.
Rank #3
Eligibility is not universal. Confirm the country edition, revenue ceiling, included users, transaction allowances, tax functions and integration list on the current Zoho Books page. A free tier that fits a new business may become unsuitable after a revenue increase or a change in filing obligations.
For a startup, document the point at which you would move to a paid tier: for example, when you need additional users, automation, inventory, advanced reporting or a higher transaction allowance. Making that threshold explicit prevents an unexpected interruption at year-end.
FreshBooks: best when billable time and projects drive the budget
FreshBooks is particularly relevant to consultants, agencies, tradespeople and other service businesses whose forecast starts with hours, retainers, milestones and client invoices. Fit Small Business highlights it for budgets built around billable time and projects. You can therefore connect a staffing plan to the work expected to generate revenue instead of treating labor as an unexplained monthly expense.
Assess the complete cycle: capture time, assign it to a project, mark it billable or non-billable, create an invoice, record payment and compare project margin with the original estimate. Check whether your chosen plan includes the number of team members, clients, projects and accountant access you need.
FreshBooks is less natural for a retailer whose central question is stock valuation and purchase-order control. If inventory is fundamental, prioritize a platform with dedicated inventory features or an integration that your accountant already supports.

Quicken Business & Personal: one subscription for an owner’s two financial lives
Quicken Business & Personal is aimed at self-employed owners who explicitly want business and household finances together. That can simplify an owner’s cash planning when personal withdrawals, estimated taxes and business income must be viewed in one place.
Its positioning is different from a collaborative team accounting system. If employees, managers or an external accountant need simultaneous role-based access, shared workflows, inventory, payroll or project profitability, compare it with a small-business accounting platform instead of assuming the combined view provides those controls.
Choose it when the owner is the primary user and integrated personal planning is the decisive requirement. Keep clear business and personal categories so tax preparation remains defensible, even when the data lives in one subscription.

Retailer or product-based company
Inventory, purchase costs, stock adjustments and sales-tax treatment should be tested before you compare invoice layouts. QuickBooks Online is the broadest candidate in this group, but confirm that the selected plan and country edition contain the inventory and reporting depth you need. Xero can work for a collaborative team if its transaction tier fits your volume.
Owner mixing business and household cash
Quicken Business & Personal is designed for this combined planning perspective. If the business is becoming a team operation, use the growth criteria above and move to software with explicit shared access and permissions.
How to compare plans without being misled by an introductory price
- Count real activity. Estimate monthly invoices, bills, bank transactions, active clients, projects, users and entities for the next year, not only this month.
- List mandatory features. Mark budgeting reports, inventory, time tracking, payroll, tax support, currencies, recurring invoices, approvals and accountant access as must-have or optional.
- Price the steady-state tier. Use the plan that covers your expected volume after any introductory promotion ends. Include payroll, payments, extra users, integrations and support.
- Check geography. Confirm your country edition, bank connections, sales-tax or VAT support, payroll availability and currency handling. A feature advertised on a US page may not exist in another market.
- Test collaboration. Invite the accountant and one staff member, assign the least-privileged roles, and verify that reports, bank feeds and exports work as expected.
- Inspect the exit path. Download a chart of accounts, transaction export and key reports before committing. Ask how read-only access works after cancellation and how long data remains available.
Implementation: build a budget that stays connected to the books
- Define the fiscal year and reporting basis. Decide whether management reports will be cash or accrual based, and use the same convention consistently.
- Create a practical chart of accounts. Separate revenue streams, direct project costs, overhead, taxes, owner draws and financing. Avoid dozens of categories that nobody will maintain.
- Connect and reconcile bank feeds. Link every operating account and card, establish opening balances, and reconcile before importing a budget. An unreconciled starting point makes every variance suspect.
- Enter drivers, not guesses. For a service firm, enter expected billable hours, rates, utilization and contractor costs. For a retailer, enter units, selling price, purchase cost and reorder timing. For a freelancer, enter retainers, one-off projects and tax reserves.
- Set a review cadence. Review actual-versus-budget monthly; investigate material variances, update the remaining forecast and record why assumptions changed.
- Lock responsibilities. Give the accountant and staff only the permissions they need, require approval for bills or payments where the software supports it, and retain an export for year-end records.
Common pitfalls and fixes
- Choosing on free price alone: add payroll, payment fees, support and extra-user costs to the comparison.
- Hitting transaction caps: Xero’s five-invoice, five-bill and 20-bank-transaction entry limits can be exceeded quickly; move to the appropriate tier before the books are blocked.
- Assuming every country has the same features: verify tax, payroll, currencies and bank feeds in your local edition.
- Giving everyone administrator access: use role-based permissions and test an accountant login before going live.
- Mixing personal and business spending: keep separate categories and accounts where possible; if combined planning is the goal, document the separation for tax reporting.
- Ignoring migration quality: reconcile opening balances, map old categories to the new chart of accounts and preserve historical invoices and reports.
- Budgeting without operational drivers: tie revenue and costs to hours, projects, units or retainers so a variance explains what changed.
Recommendation by priority
Pick QuickBooks Online when you want the broadest path from a small operation to a more complex company and are prepared to select the plan that includes your required budgeting, inventory, project, permissions and payroll features. Pick Xero when multi-user collaboration and feature depth matter more than a low entry tier, after checking its transaction caps. Pick Wave for simple, very small operations that can pay separately for payroll, payments and support. Pick Zoho Books when you qualify for its free entry option or already rely on the Zoho ecosystem. Pick FreshBooks when billable time, projects and client billing are the core forecasting drivers. Pick Quicken Business & Personal only when one self-employed owner needs business and household planning together rather than a collaborative accounting hub.
Recheck plan pages on the day you subscribe: prices, promotions, limits, payroll, tax coverage and free-tier eligibility are volatile. The best budget is the one your team can reconcile, understand and update every month.
