Cloudflare AI Crawl Control is the best fit for most sites already using Cloudflare; AWS WAF Bot Control is the natural choice for AWS-centered applications; Fastly suits low-latency edge enforcement; DataDome is strongest for cross-platform behavioral detection; and Akamai is aimed at large publishers that need granular access rules for training crawlers, fetchers, and agents. All five go beyond a basic robots.txt file by identifying traffic at the edge or WAF, recording what happened, and allowing you to permit, throttle, challenge, charge, or block selected AI clients.
The right product depends less on a universal “best” score than on where your traffic runs, how deeply you need to classify bots, and whether you want to allow search and citation access while restricting model-training crawlers. The comparison and implementation guidance below uses vendor-documented capabilities current to 2026; detection accuracy, false-positive rates, pricing, plan gates, and regional availability are not independently benchmarked here and should be verified for your account.
What AI crawler management actually controls
AI-related requests are not one homogeneous category. A publisher may see crawlers collecting pages for model training, fetchers retrieving a page after a user asks an AI assistant a question, search-oriented bots building an index, and automated agents completing a task. Treating every automated request as identical either exposes content you intended to restrict or blocks useful discovery.

A modern bot-management service combines identity signals with policy actions. Identity can include a declared user-agent, verification of the network or crawler, browser and device characteristics, request behavior, and server-side context. Policy then determines whether a request is allowed, monitored, rate-limited, challenged, intercepted, deceived, charged, or blocked. The decision can be made before the request reaches your origin, reducing load as well as unwanted collection.

Cloudflare AI Crawl Control: the unified choice for Cloudflare sites
Cloudflare’s AI Crawl Control dashboard provides an inventory of observed crawlers, the operator or crawler name, category, request totals, trends, robots.txt violations, and the action currently configured. You can set an individual crawler to allow, charge, or block. This makes it possible to distinguish a crawler you want indexing your content from one you do not want reaching it.
How identification works
On Cloudflare’s free plan, identification is based on the user-agent string. That is useful for straightforward, self-identifying clients but can be evaded by a scraper that impersonates another browser or bot. Cloudflare says upgraded Bot Management can use a detection ID for more thorough identification, adding a deeper signal than the declared string alone.
The Bot Management API exposes settings for AI search, AI training, AI user, content-bot protection, crawler protection, and managed robots.txt. API access is useful when policy needs to be reviewed alongside deployment configuration or changed through infrastructure automation.
Actions and observability
The dashboard’s crawler totals and trends show how much traffic a category generates, while robots.txt-violation reporting highlights clients that request pages despite your published policy. The charge action is notable for publishers experimenting with paid access rather than an unconditional deny. Use allow for a trusted crawler, charge where your commercial policy supports it, and block when the traffic has no permitted purpose.

When Cloudflare is the right choice
- Your DNS, CDN, and security controls already run through Cloudflare.
- You want managed robots.txt and edge actions in the same administrative surface.
- You need a per-crawler inventory rather than only aggregate WAF events.
- You can accept user-agent-based identification on the free plan or have access to deeper Bot Management detection.
Important limitation
A user-agent match is a policy input, not proof of identity. Review high-impact blocks in logs and consider a challenge or rate limit when the business cost of a false positive is high.
AWS WAF Bot Control: compose bot policy with WAF rules
AWS WAF Bot Control is designed for teams that already express application security policy in AWS WAF. AWS documents support for monitoring, blocking, and rate-limiting scrapers, scanners, crawlers, status monitors, and search engines. Managed-rule labels can be sent to CloudWatch metrics and WAF logs, giving operations teams a measurable record of what the control classified and what subsequent rules did.
How to build a selective policy
- Enable the Bot Control managed rule group on the relevant web ACL.
- Start in monitoring mode so labels and request samples establish the normal mix of search, fetch, and automated traffic.
- Use the labels in WAF rules to separate a verified bot category from unclassified or suspicious automation.
- Add a rate-based rule for a category that should remain available but must not consume unlimited origin capacity.
- Move only well-understood categories to block, and keep logs and CloudWatch metrics enabled for review.
AWS specifically documents custom rate-based rules for selected verified bot categories. This lets you preserve access while controlling request volume, rather than choosing only “allow everything” or “deny everything.”
Best fit and trade-offs
Choose Bot Control when your application, logs, metrics, and deployment workflow are AWS-centered and your team wants WAF labels to feed existing CloudWatch dashboards or alerting. It is less of a standalone crawler-inventory product than Cloudflare’s AI Crawl Control; the strength is composable WAF logic and AWS-native observability.
Fastly AI Bot Management: edge decisions with verified and suspected signals
Fastly describes AI Bot Management as real-time, edge-native classification for AI crawler traffic. Its documented signals are intentionally split into four states: verified AI crawler, verified AI fetcher, suspected AI crawler, and suspected AI fetcher. The distinction between crawler and fetcher is useful when a publisher wants to treat broad collection differently from a request made to retrieve content for a specific user interaction.

Available controls
Fastly supports allow, throttle, monitor, block, and intercept-style controls. A policy can therefore keep a verified fetcher available, throttle a suspected crawler, monitor a new signal while collecting evidence, or block traffic that violates the site’s access terms. Intercept or deception-style responses can be considered when simply returning an HTTP denial would encourage repeated retries, but the exact behavior should be tested against your application and terms.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhere it fits
Fastly is a strong match for organizations already using its CDN or Next-Gen WAF and for APIs where a decision at the edge avoids a round trip to the origin. Its verified-versus-suspected taxonomy also gives security teams a clear way to stage enforcement: observe suspected traffic first, then apply a stronger action once the operational impact is understood.
DataDome Bot Protect: behavioral detection across stacks
DataDome Bot Protect combines behavioral analysis with client-side and server-side signals, fingerprinting, invisible challenges, device checks, and machine-learning models. The product is positioned for websites, mobile or other applications, APIs, and MCP servers, so it is intended for estates where AI traffic does not arrive only at one HTML origin.
DataDome says it analyzes more than 5 trillion signals per day. That is a vendor-reported processing figure, not an independent accuracy benchmark. Product materials describe more than 50 or 80 integrations depending on the page, and list compatibility alongside Cloudflare, Fastly, Akamai, CloudFront, NGINX, F5, HAProxy, and Envoy. Confirm the exact connector, deployment mode, and entitlement for your architecture before committing.
Why behavioral signals matter
A scraper can copy a legitimate user-agent, rotate IP addresses, or distribute requests across many hosts. Request timing, navigation sequence, JavaScript execution, device characteristics, and server-side context can reveal automation that a string match misses. DataDome’s layered approach is therefore most relevant when evasion resistance matters more than a simple named-crawler list.

- Plan an appeal or bypass path for legitimate clients affected by behavioral challenges.
- Validate how the service handles privacy, data retention, and regional processing for your environment.
Akamai Bot and Agent Control: separate training from trusted access
Akamai’s September 3, 2026 update distinguishes AI training crawlers from fetchers and agents. Training examples include GPTBot, ClaudeBot, and Meta-ExternalAgent. Fetcher or agent examples include ChatGPT-User, Claude-User, Perplexity-User, ChatGPT Agent, and GoogleAgent-Mariner. The distinction supports a policy in which broad model-data collection is restricted while a trusted assistant may retrieve content for a specific user request.
Akamai presents controls for identifying AI-driven bot traffic, allowing or blocking crawlers, and attaching content-access conditions. Its positioning also includes publisher access management and possible crawl monetization. That makes it relevant to large content organizations that want to define which automated clients may access which sections, under what terms, and potentially at what commercial rate.
Questions to resolve before rollout
- Which fetchers or agents are considered trusted for your editorial, licensing, and privacy policies?
- Do access conditions vary by section, geography, subscription status, or content license?
- Will monetization require a separate agreement, integration, or partner program?
- How will you handle an agent that changes behavior or identification over time?
The product is best suited to enterprise publishing environments with the staff and policy machinery to maintain these distinctions. Smaller sites may obtain simpler operations from a managed CDN or WAF control already in use.
Why robots.txt alone cannot enforce an AI-crawler policy
robots.txt is a published policy signal. A compliant crawler can read it and choose not to fetch disallowed paths, but the file does not authenticate the client, stop a hostile scraper, rate-limit requests, or prevent traffic from reaching the origin. A client that ignores the file can continue making HTTP requests unless another layer intervenes.
Use robots.txt to state your preferred policy, then enforce the consequences at the CDN, WAF, reverse proxy, or bot-management layer. The enforcement layer is where you can monitor, throttle, challenge, or block before origin processing. Cloudflare’s violation reporting, AWS WAF logs, Fastly’s edge controls, DataDome’s automated mitigation, and Akamai’s access rules all address that enforcement gap in different ways.

A practical rollout plan
1. Define categories before writing deny rules
List the access classes your organization actually needs: search indexing, citation or user-initiated fetching, model training, generic scraping, uptime monitoring, and internal automation. Decide whether each class is allowed, rate-limited, challenged, chargeable, or blocked. Do not begin with a blanket “all bots” rule if search visibility or accessibility depends on legitimate automation.
2. Inventory traffic in observe-only mode
Use the selected product’s inventory, labels, logs, or metrics to establish request volume and origin impact. Record the user-agent, source classification, requested paths, response codes, and whether the client appears verified or suspected. A week of normal and peak traffic is more informative than a single quiet day, but the exact observation period should match your traffic pattern.
3. Publish the intended robots.txt policy
State disallowed training or scraping paths using the crawler names you recognize, while documenting exceptions for search or fetch access. Keep the file under change control. A policy that is visible and internally approved reduces disputes even though it is not an enforcement mechanism.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →4. Apply the least disruptive control first
For a legitimate but excessive crawler, choose throttling or a rate-based rule. For an uncertain client, monitor or challenge. Reserve a hard block for traffic that is clearly outside policy or causing measurable harm. If your platform supports charging, treat it as a commercial decision with legal and licensing review, not merely a technical response.
5. Protect the origin and APIs
Verify that the control is applied before requests consume expensive origin work. Extend equivalent policy to JSON endpoints, feeds, image paths, search APIs, and MCP endpoints if they expose the same content. A rule that covers only HTML pages can leave a faster API path open to bulk extraction.
6. Review exceptions and false positives
Watch for search ranking changes, citation failures, customer reports, elevated challenge rates, and origin errors after enforcement. Keep an allowlist process for verified partners and internal tools, with an owner and expiration date. Remove exceptions that are no longer justified.
Choosing by environment and policy goals
| Your primary requirement | Most natural starting point | Why |
|---|---|---|
| Already on Cloudflare; need crawler inventory, managed robots.txt, and per-crawler allow/charge/block actions | Cloudflare AI Crawl Control | It unifies those controls at the Cloudflare edge and exposes related settings through the API. |
| AWS application; need WAF labels, CloudWatch metrics, logs, and custom rate rules | AWS WAF Bot Control | Bot classifications can feed native WAF composition and AWS observability. |
| Fast edge response with a clear verified-versus-suspected crawler/fetcher model | Fastly AI Bot Management | Its documented signals and edge actions map directly to staged enforcement. |
| Multiple CDNs, proxies, origins, apps, APIs, or MCP servers | DataDome Bot Protect | Behavioral and multi-layer detection is designed to operate across heterogeneous stacks. |
| Enterprise publishing with trusted-agent access rules and monetization discussions | Akamai Bot and Agent Control | It separates training crawlers from fetchers and agents and emphasizes granular publisher policy. |
Operational checks that prevent expensive mistakes
- Identity quality: A declared user-agent is easy to spoof. Prefer verified signals or layered behavioral evidence for irreversible blocks.
- Origin protection: Confirm that blocked and throttled requests do not still trigger costly origin computation through a secondary route.
- Observability: Retain enough logs to explain a decision: category, signal, action, path, timestamp, and response.
- Change management: Vendor taxonomies, integrations, plan gates, and partner programs change. Recheck current documentation, pricing, and regional support before rollout and at regular policy reviews.
- Legal and editorial alignment: Access rules can affect licensing, search discoverability, citations, accessibility, and contractual relationships. Have the owners of those concerns approve the categories.
- Recovery: Keep a tested path to disable a rule quickly, restore a verified crawler, or lower a challenge level if legitimate traffic is interrupted.
Bottom line: match the control plane to the traffic you own
There is no single universal winner. Cloudflare is the shortest path to per-crawler visibility and actions when the site already uses Cloudflare. AWS WAF Bot Control is the most coherent choice for an AWS-native WAF and metrics workflow. Fastly is compelling when real-time edge classification and verified-versus-suspected signals matter. DataDome is aimed at broad, behavioral protection across multiple platforms. Akamai is the enterprise-publisher option when training, fetch, and agent access must be governed separately and may be monetized.
