If a standard homeowners policy excludes wildfire, start by having an independent agent obtain written quotes from every suitable admitted carrier. Check the exact exclusion, deductible, limits and endorsements before assuming the whole market has declined the property. If no admitted insurer will write it, apply for your state’s FAIR or other residual-market plan, then fill documented gaps with a licensed surplus-lines or supplemental policy. Complete insurer-recognized mitigation, and treat FEMA aid, loans and savings as recovery backstops rather than insurance replacements.

The right solution depends on the state, property, mortgage requirements and policy wording. The options below explain what each can and cannot do, how to combine them and what to verify in writing.

First, identify what is actually missing

“Wildfire is not covered” can describe several different situations: a total peril exclusion, a high wildfire deductible, a sublimit, a non-renewal, an underwriting refusal or a smoke-loss dispute. These have different remedies. Obtain the declarations page, all endorsements, renewal or non-renewal notices and the complete policy form. Mark the sections for dwelling, other structures, personal property, personal liability, additional living expense, ordinance-or-law coverage, smoke and debris removal.

  • Exclusion: the policy removes wildfire, fire, smoke or a related cause from covered perils.
  • Deductible: the peril is covered, but you pay a specified dollar amount or percentage before insurance responds.
  • Sublimit: coverage exists but is capped below the normal dwelling limit for items such as landscaping, trees, debris or smoke remediation.
  • Non-renewal: the current insurer will end the policy at a stated date; this is not proof that every admitted carrier has rejected the risk.
  • Claim disagreement: the insurer may be disputing causation, valuation or documentation rather than applying a blanket exclusion.

Ask the agent or insurer to identify the controlling form and clause by section number. Request written answers to whether wildfire, embers, smoke, ash, evacuation expenses and fire-department charges are covered, and whether the limit is replacement cost, actual cash value or another valuation basis.

Option 1: Re-shop the admitted market through an independent agent

An independent agent can submit the property to multiple insurers instead of treating one cancellation as a market-wide decision. State underwriting rules, catastrophe models and availability can change quickly, so obtain current quotes rather than relying on last year’s assumptions.

What to request in every quote

  • Dwelling limit and the method used to calculate replacement cost, including any extended or guaranteed replacement-cost feature.
  • Coverage for other structures, contents, landscaping, debris removal and ordinance-or-law upgrades.
  • Personal liability and medical-payments limits.
  • Additional living expense or loss-of-use limits, waiting periods and duration caps.
  • Wildfire, fire, smoke and ash treatment, including any percentage or flat deductible.
  • Protection for firefighters’ fees, code upgrades and matching materials where applicable.
  • Exclusions for vacant homes, short-term rentals, older roofs, brush, outbuildings, animals or unpermitted work.
  • Inspection, vegetation-management or monitoring requirements that could affect eligibility.

Compare the quote, specimen policy and endorsements—not just the premium. A lower price can reflect a lower dwelling limit, actual-cash-value settlement, a large percentage deductible or missing liability and temporary-housing coverage. Keep the agent’s written explanation of every material difference.

When a non-renewal is approaching

  1. Ask the existing insurer for the precise reason, effective date and any steps that could reverse the action.
  2. Start applications early enough to allow inspections, underwriting questions and lender review.
  3. Do not cancel the old policy until replacement coverage is bound and the effective date is confirmed.
  4. Send the new declarations page to the mortgage servicer and verify that the lender accepts the policy and insurer.

Option 2: A FAIR or other residual-market plan

FAIR Plans are state-mandated residual-market programs for property owners who cannot obtain regular-market insurance. The National Association of Insurance Commissioners describes them as a last resort that keeps insurance available in high-risk areas. As of October 2024, 33 states had some form of residual-market plan.

These plans usually cost more than ordinary market coverage and generally provide limited catastrophic protection. NAIC says dwelling coverage is generally included, while contents and other structures may be optional; loss-of-use and personal liability are generally not offered. The exact application rules, limits, deductibles, inspections and covered causes vary by state.

The California FAIR Plan illustrates the role: it was established to provide basic fire insurance when traditional-market coverage is unavailable through no fault of the owner and identifies itself as an insurer of last resort. U.S. Treasury Financial Stability Oversight Council minutes reported 501,379 new and renewed California FAIR Plan policies in 2024. The residential limit there increased from $1.5 million to $3 million in 2019; that figure is California-specific and does not establish limits elsewhere.

NAIC summarizes the purpose this way: “The FAIR Plan, which is also known as residual market plan, serves as an important backstop for the public by making insurance available in all high-risk areas.”

How to use a FAIR Plan without leaving major gaps

  1. Confirm that the property meets your state’s eligibility rules, including proof that admitted insurers declined or non-renewed it.
  2. Read the FAIR Plan declarations page and forms to identify the dwelling limit, covered perils, deductible, contents and other-structures options.
  3. List missing protections such as liability, loss of use, broader smoke coverage, code upgrades or higher contents limits.
  4. Ask an agent or broker for a state-approved supplemental or difference-in-conditions policy that expressly fills those gaps.
  5. Give the mortgage lender both policies and obtain written confirmation that the combined limits satisfy its requirements.

Do not assume a supplemental policy automatically covers every FAIR Plan exclusion. The two policies may have different deductibles, valuation methods, claims procedures and expiration dates. Keep a schedule showing which policy responds first for each property and expense.

Option 3: Surplus-lines or excess-and-surplus insurance

A licensed surplus-lines broker may locate capacity for a wildfire-exposed home that admitted carriers will not write. Excess-and-surplus (E&S) insurers can design coverage for unusual or severe risks, but the trade-offs are substantial. U.S. Treasury FSOC minutes described residual markets as about 4% of the U.S. insurance market and E&S markets as about 1% in the cited 2025 discussion.

FSOC also notes that E&S coverage is typically more expensive and has fewer regulatory protections, including no state guarantee-fund protection. “Surplus” does not mean broader coverage; a policy can contain a wildfire exclusion, a narrow sublimit or an actual-cash-value settlement.

Broker and policy checks

  • Verify the broker’s surplus-lines license with your state insurance department.
  • Identify the insurer’s financial-strength information and the party responsible for claims administration.
  • Confirm whether the policy covers wildfire, ember damage, smoke, debris removal and ordinance-or-law costs.
  • Compare dwelling valuation, contents settlement, other structures, liability and additional living expense.
  • Calculate the deductible in dollars under the stated percentage and check any separate wildfire deductible.
  • Look for sublimits, protective-safeguard warranties, vacancy conditions, exclusions for retaining walls or landscaping and strict notice requirements.
  • Ask whether the mortgage lender accepts the insurer and the policy form before binding coverage.
  • Understand taxes, stamping fees, assessments, installment charges and the cancellation or non-renewal terms.

Have the broker explain differences between the quote and your prior policy in writing. Keep the signed application and every endorsement; an inaccurate application can create a coverage dispute after a loss.

Option 4: Coordinate a supplemental policy

Some homeowners combine a narrow FAIR Plan or primary fire policy with a supplemental policy that adds liability, contents, loss of use or broader causes of loss. The supplemental contract must be read as its own policy, not as an assumption that the primary policy will respond.

Build a coverage map

Exposure Questions to answer
Dwelling Which policy pays first, and is settlement replacement cost or actual cash value?
Other structures Are detached garages, fences, pools and retaining walls covered, and under what limit?
Contents Is personal property optional, scheduled or subject to a special sublimit?
Liability Which policy protects you if a visitor is injured or a fire spreads to neighboring property?
Additional living expense Is temporary housing covered during an evacuation or only after direct physical damage?
Smoke and ash Are cleaning, testing, odor removal and damaged contents covered without a separate cap?
Deductibles Could both policies apply separate deductibles to one event?
Claims Which carrier receives notice, and how are overlapping payments coordinated?

Ask for an example claim calculation using your home’s limits. That exercise can reveal a gap that a summary page hides.

Option 5: Mitigation that may improve eligibility or price

Mitigation can reduce risk, but no project guarantees acceptance or a discount. Before spending money, ask each insurer which actions it recognizes, what documentation is required and whether the credit applies to the whole premium or only the wildfire portion.

Commonly evaluated measures

  • Defensible space and vegetation clearance maintained to the insurer’s stated standard.
  • Roof, vents, windows, siding and decks upgraded with wildfire-resistant materials.
  • Removal of combustible debris, untreated wood piles and flammable attachments near the structure.
  • Addressing access, water supply, driveway clearance and visible property identification.
  • Prepared evacuation plans, household inventories and documented maintenance.

Oregon’s insurance regulator lists defensible space, home hardening and evacuation planning among community risk-reduction measures. Recognition remains insurer-specific.

Colorado’s dated example

Colorado Division of Insurance guidance says House Bill 25-1182 requires risk-score notices for admitted insurers and the Colorado FAIR Plan beginning October 1, 2026. The bulletin gives a CSAA example in which an IBHS Wildfire Prepared Home Enhanced or Essential designation may qualify for a 15% discount on the wildfire portion of premium when underwriting requirements are met. This is a Colorado example, not a national promise; obtain written confirmation before relying on it.

After completing work, retain invoices, permits, photographs, inspection reports and certification dates. Send them through the insurer’s specified channel and ask for the effective date of any eligibility change or credit. Recheck the policy at renewal because a discount can expire if the designation or maintenance requirement lapses.

Option 6: Parametric wildfire protection as supplemental liquidity

Parametric insurance pays a predefined amount when a stated trigger occurs, rather than reimbursing every documented dollar of physical loss. A trigger might be tied to a measured wildfire perimeter, intensity or proximity, but the trigger, geographic radius, payout schedule and proof requirements depend on the approved product.

NAIC has reported increasing interest in wildfire parametric products and describes them as possible complements to residual markets. Availability and approval are jurisdiction-specific. Use a parametric policy only after understanding whether its payout can be less than your actual loss, whether multiple triggers can pay, who verifies the event and how quickly funds arrive.

These products may help with a deductible, evacuation, hotel bills, debris advances or other immediate cash needs. They do not replace dwelling replacement-cost coverage, personal-property protection, liability insurance or mortgage requirements.

Federal aid, loans and savings: useful but not insurance

Federal assistance can reduce hardship after a declared disaster, but it does not make an uninsured home whole. The Congressional Budget Office reported that FEMA household grants were limited to $42,500 in fiscal year 2024, with annual inflation adjustments. Eligibility, application deadlines and the amount awarded depend on the disaster and the household’s documented needs.

Small Business Administration disaster loans are repayable financing and do not replicate insurance coverage. Savings, family assistance and charity can cover food, hotels or urgent repairs while claims are pending, but they leave rebuilding and liability risk with the homeowner.

If damage or an evacuation makes mortgage payments difficult, contact the servicer promptly. Oregon’s Division of Financial Regulation advises asking about forbearance or fee waivers; any arrangement should be documented, including whether interest accrues and how missed payments are repaid.

If the immediate dispute is smoke damage

A wildfire exclusion is not automatically a valid reason to reject every smoke claim. California Insurance Commissioner Ricardo Lara has said, “Wildfire survivors deserve fair treatment from their insurance companies.” The California Department of Insurance states that insurers cannot summarily deny smoke-damage claims without investigation and must fully and fairly investigate evidence of smoke damage. Rules in other states differ.

Preserve evidence before cleaning

  1. Photograph exterior and interior conditions, HVAC components, filters, ash, soot and odors; keep original files with dates.
  2. Create a room-by-room inventory of damaged contents, including purchase dates, model numbers, receipts and replacement estimates.
  3. Save the policy, declarations page, endorsements, claim number, adjuster communications and all inspection reports.
  4. Ask the insurer in writing what testing or sampling it requires before remediation, and keep chain-of-custody records for samples.
  5. Do not discard damaged property unless safety requires it; obtain written permission when possible.
  6. Request a written coverage position identifying the clause relied upon and the evidence considered.

If the investigation is incomplete or the denial conflicts with the policy wording, contact your state insurance regulator and consider a licensed claims professional or qualified attorney. Observe every proof-of-loss, appraisal and appeal deadline.

Compare alternatives on the same decision grid

Factor Admitted re-shop FAIR or residual plan Surplus-lines E&S Parametric supplement
Wildfire peril May be included, excluded or subject to a special deductible State-specific, usually limited catastrophic protection Entirely policy-specific; never assume inclusion Not traditional property indemnity; pays only on the trigger
Dwelling valuation Often replacement-cost options, subject to underwriting State limit and form; verify valuation Negotiated terms; replacement cost is not automatic No rebuilding valuation; fixed payout
Contents, liability, loss of use Often available, with stated limits Contents and other structures may be optional; liability and loss of use generally not offered Can be added, but terms and sublimits vary Does not replace these coverages
Consumer protections Admitted-market regulation and applicable state protections State residual-market rules Fewer protections and no state guarantee-fund protection, as described by FSOC Depends on the approved product and insurer
Premium Market-priced; changes with risk and availability Usually more expensive than regular-market insurance Typically more expensive than admitted coverage Separate premium for a predefined payout
Mortgage acceptance Confirm carrier and limits with the lender Often accepted only when required supplemental coverage is added Obtain lender approval before binding Usually supplemental and not a substitute for lender-required property insurance

A practical decision sequence

  1. Audit the current contract. Identify the exclusion, deductible, sublimit, valuation basis and deadlines.
  2. Use an independent agent. Obtain written admitted-market quotes and explanations from multiple carriers.
  3. Apply to the residual market if necessary. Follow the state’s proof-of-declination and inspection rules.
  4. Fill the gaps. Ask about supplemental coverage, then use a licensed surplus-lines broker if admitted capacity remains unavailable.
  5. Verify the lender’s requirements. Confirm acceptable insurers, limits, deductibles and evidence of insurance.
  6. Document mitigation. Complete recognized work, preserve certifications and obtain written credit or eligibility decisions.
  7. Add liquidity only if useful. Evaluate parametric coverage for immediate expenses after understanding its trigger and payout.
  8. Maintain a recovery file. Store policies, inventories, photos, receipts, mitigation records, broker licenses and regulator contacts in secure physical and cloud locations.

Common mistakes that leave homeowners exposed

  • Assuming a FAIR Plan is equivalent to a standard homeowners policy.
  • Buying a surplus-lines policy without checking wildfire language, valuation, exclusions or lender acceptance.
  • Paying for hardening work before asking whether the insurer recognizes it.
  • Comparing premiums without comparing deductibles, loss-of-use limits and replacement-cost adequacy.
  • Allowing a policy to lapse while waiting for a new quote.
  • Accepting a smoke denial without reading the exact clause and confirming that an investigation occurred.
  • Relying on FEMA, an SBA loan, savings or charity as if they covered rebuilding and liability.
  • Failing to update contents inventories, mitigation certifications and contact information at renewal.

For current eligibility rules, complaint procedures and broker licensing, use your state insurance department’s official guidance. State law and insurer availability can change, so obtain the controlling terms in writing for your property and policy period.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
