For a government tax agency, the strongest Salesforce alternatives are ServiceNow Public Sector Digital Services, Appian Government Case Management, Microsoft’s public-finance stack built around Dynamics 365 and Power Platform, and Pega for highly customized, rules-heavy operations. The right choice depends less on a generic CRM feature checklist than on tax-domain workflow, evidence and document controls, statutory deadlines, secure taxpayer access, legacy integration, authorization boundaries, and the cost of operating the platform for decades.
Salesforce remains the documented incumbent for IRS Appeals’ Appeals Case Management System (ACMS). The IRS says it contracted Salesforce to create ACMS with more automation and analytics. That makes Salesforce a useful baseline, but not an automatic fit for every revenue department, tax tribunal, audit division, or collections organization.
Why tax agencies are evaluating alternatives
Modernization pressure is often caused by fragmentation rather than by dissatisfaction with one product. The Treasury Inspector General for Tax Administration (TIGTA) reported in 2025 that the IRS had more than 60 case-management systems. TIGTA’s current management-challenges page separately describes 34 legacy case-management systems targeted for incorporation or decommissioning. Those counts have different scopes, so they should not be treated as contradictory totals; together they show the scale of the consolidation problem.

A replacement therefore has to support coexistence, staged migration, data-quality remediation, and measurable retirement criteria. A platform that looks excellent in a demonstration can still fail if it cannot preserve historical case evidence, synchronize identities, or run beside systems that will remain operational for years.

Tax appeals illustrate the distinction between a generic customer relationship system and a public-sector case platform. IRS guidance says Appeals is moving from the Appeals Case and Document System (ACDS) to ACMS, created with Salesforce, to improve automation and analytics. A tax agency considering another platform should ask whether it can reproduce the entire appeal record, not merely open a ticket: intake, jurisdiction checks, assignment, evidence exchange, conferences, statutory suspense dates, approvals, notices, redaction, retention, and a defensible audit trail.
Capabilities a government tax case platform must prove
Use the following capabilities as acceptance criteria in a solicitation, proof of concept, and contract performance plan.
Tax-domain workflow
- Support separate but connected processes for examinations, appeals, collections, taxpayer assistance, notices, fraud referrals, and litigation or tribunal matters.
- Model statutory deadlines, extensions, suspense dates, review levels, priority rules, and exception paths without forcing staff to maintain shadow spreadsheets.
- Keep taxpayer, representative, entity, filing-period, liability, payment, and issue data linked while enforcing least-privilege access.
- Handle evidence received through portals, correspondence, secure uploads, call centers, field staff, and system-to-system exchanges.
Case and document lifecycle
The platform should manage intake, deduplication, assignment, work queues, review, approvals, correspondence, redaction, records retention, closure, reopening, and disposition. Ask for an immutable history showing who changed a field, when, why, and under which authority. Versioned documents and legally meaningful timestamps matter more than a polished case screen.
Recommended Free Tools
Taxpayer and constituent experience
Secure self-service should show the status that a taxpayer is permitted to see, accept documents and structured data, support accessible design, and preserve a complete interaction history across web, phone, email, correspondence, and in-person channels. Status visibility must not leak protected information to an unauthorized representative or household member.
Integration and migration
Require documented APIs, identity integration, event or batch exchange, error handling, reconciliation, and a migration design for both active and closed cases. The agency should be able to run old and new systems in parallel, replay failed transactions, and prove that balances, deadlines, attachments, and correspondence were transferred correctly.
Security and procurement
Evaluate the authorization boundary that applies to the exact service and deployment, not a marketing statement about a product family. Confirm data residency, agency authorization, encryption and key management, privileged-access controls, subcontractor responsibilities, incident reporting, records obligations, continuity, and exit assistance. A government cloud designation does not by itself authorize every tax workload.

Analytics and operations
Management reporting should expose inventory, age, timeliness, routing, backlog, service-level performance, quality findings, rework, and workload by office or tax type. Analytics must use governed definitions; otherwise different divisions will report incompatible counts for the same case.

ServiceNow Public Sector Digital Services
Where it is strongest
ServiceNow positions Public Sector Digital Services as a government CRM for constituent relationships, cases, and service delivery. Its published scope includes investigative case management, benefits eligibility, licensing and permits, information and service requests, grants management, portals, configurable workflows, and cross-department data. That breadth is useful when a tax agency wants one service layer for taxpayer assistance, business licensing, grants, and investigative work rather than a tax-only application.
The product page says agencies can start with high-value use cases and expand incrementally. The same page reports 90+ core business processes modernized, 20 core workflows automated, and 70 government call centers powered. Because those figures are vendor-reported, request the definitions, customer populations, dates, and independently verifiable references behind them.
Tax use cases to test
- Taxpayer service requests that require routing across revenue, licensing, and identity teams.
- Investigative cases with controlled collaboration, evidence, and escalation.
- Portal submissions that create work items while exposing only an approved status view.
- Cross-department workflows in which a tax case triggers a permit, benefits, or compliance action.
Important validation points
Do not assume a broad government workflow catalog contains tax-specific semantics. Demonstrate assessment and appeal lifecycles with multiple tax periods, representatives, linked entities, extensions, redacted exhibits, and statutory clocks. Confirm how records schedules, legal holds, restricted cases, and data segregation are implemented. Verify the authorization boundary and contract vehicle available to the particular agency.
Appian Government Case Management
Where it is strongest
Appian emphasizes composable low-code case management. Its government materials describe complete automation, process mining, AI/ML, dashboards, constituent portals, real-time SLA monitoring, and workflows that can change as requirements evolve. This is attractive when policy changes frequently or when the agency must orchestrate several existing systems instead of replacing all of them.

The UK Government Digital Marketplace listing describes a modular case-management-as-a-service architecture from intake through resolution. It lists support for public, private, and hybrid cloud; REST, SOAP, TLS, OAuth, SAML, role-based access control, and BPMN; and prebuilt connectors for Salesforce, Microsoft, ServiceNow, Oracle, Google, and LDAP. Those capabilities can reduce integration effort, but the listing is not a substitute for a U.S. agency authorization decision.
Tax use cases to test
- Appeals that branch according to issue type, taxpayer representation, evidence completeness, and settlement authority.
- Audit programs where risk scores, review queues, field findings, and supervisory approvals change over time.
- Collections cases that coordinate notices, payment arrangements, hardship reviews, and enforcement holds.
- Migration waves in which the new case layer must call legacy tax, identity, imaging, and payment services.
Important validation points
Ask the supplier to build a representative tax case during the proof of concept rather than a generic service request. Measure configuration speed, testability, deployment controls, audit-log detail, document search, and performance under realistic attachment and concurrency loads. Validate the exact U.S. authorization, implementation references in tax or revenue agencies, retention behavior, and the skills the agency will need after the implementation partner leaves.
Microsoft’s public-finance stack
Where it is strongest
Microsoft’s public-finance offering covers revenue collection, modern taxpayer services, audit management with case management and virtual meetings, fraud protection, identity verification, Dynamics 365 extensions, and Power Platform. It is a broad platform route rather than one tax case-management package. Agencies already using Microsoft identity, data, analytics, collaboration, and low-code tools may gain operational consistency from that route.
Tax use cases to test
- Taxpayer portals and assisted service that connect identity verification with a case record.
- Audits combining appointments or virtual meetings, work items, documents, correspondence, and review decisions.
- Fraud operations that need identity signals, investigation queues, and controlled referrals.
- Revenue processes that require extensions around an existing Dynamics 365 data model.
Important validation points
Because the offering spans several products, establish the authoritative data model before configuring screens. Test licensing boundaries, environment management, records retention, audit evidence, integration monitoring, and the division of responsibility between agency staff, Microsoft, and implementation partners. A technically feasible design can still become difficult to govern if each department creates its own Power Platform application, definitions, and security roles.
Pega for highly customized operations
Where it is strongest
The 2025 IDC assessment places Pega and Appian among low-code and business-process-management platforms for governments that need customized automation of complex workflows and services. Pega is therefore a candidate for a large, rules-heavy tax operation with many decision tables, exceptions, approvals, and cross-channel service paths.
Tax use cases to test
- Complex examinations with extensive decision logic and multiple supervisory gates.
- Collections or compliance programs where policy rules, risk tiers, and exception handling change frequently.
- Enterprise service operations that must coordinate human work, automated decisions, correspondence, and legacy transactions.
Important validation points
Require current public-sector authorization information, tax-agency references, pricing, and available contract vehicles. Quantify the configuration and governance burden: highly customized BPM can produce an excellent fit, but it can also make upgrades, testing, and staff succession harder if the agency does not own its rules and documentation.

Can these platforms handle appeals and audits?
All four can be candidates, but capability must be demonstrated against the agency’s own process and legal controls. Use a scenario-based evaluation rather than asking whether a product supports “case management.”

| Scenario | Minimum demonstration | Evidence of a credible fit |
|---|---|---|
| Tax appeal | Intake, jurisdiction check, issue coding, representative authorization, evidence exchange, conference scheduling, settlement approval, notice generation, suspense dates, and closure | Every action and document is time-stamped, permissioned, searchable, retained, and reportable without spreadsheet workarounds |
| Field or desk audit | Risk-based assignment, requests for information, virtual or in-person meetings, findings, supervisory review, taxpayer correspondence, and assessment handoff | Rules can change under governance, exceptions are visible, and downstream tax systems reconcile results |
| Collections | Notices, payment arrangements, hardship review, holds, referrals, and enforcement decisions | Deadlines and legal constraints are enforced, with complete history across channels |
| Taxpayer service | Authenticated portal, call-center interaction, document upload, status inquiry, and escalation | Accessibility, identity proofing, representative permissions, and status disclosure are explicit and testable |
The Tax Court’s DAWSON system is a useful reminder that public-sector case management may be purpose-built around electronic filing and docket processing rather than generic CRM. A tax agency should be willing to combine a general case platform with specialized filing, tax-account, imaging, or docket services when that produces a safer architecture.
A migration plan for fragmented, IRS-style environments
- Inventory the estate. Catalog every case system, interface, document repository, identity source, report, retention rule, owner, and contractual dependency. Distinguish active, closed, archived, and legally held records.
- Define the canonical case model. Agree on taxpayer and entity identifiers, tax periods, issue types, representatives, statuses, deadlines, documents, correspondence, decisions, and audit events before building screens.
- Choose a bounded first release. Select a high-value process with measurable outcomes, such as one appeal type or one taxpayer-service queue. Keep interfaces to legacy systems explicit.
- Design coexistence. Specify which system is authoritative for each data element, how updates flow, how conflicts are resolved, and how failed messages are replayed. Do not promise immediate shutdown of legacy applications.
- Convert data in waves. Profile duplicates, missing identifiers, obsolete documents, and inconsistent statuses. Reconcile record counts, balances, attachments, and deadlines after every load.
- Test legally significant behavior. Include accessibility, security, redaction, retention, legal holds, representative permissions, deadline calculations, high-volume attachments, disaster recovery, and audit-log review.
- Train by role and process. Appeals officers, auditors, call-center staff, records officers, supervisors, administrators, and analytics teams need different exercises and permissions.
- Set decommissioning gates. Retire a legacy function only after data reconciliation, reporting continuity, records approval, user adoption, incident thresholds, and rollback procedures are documented.
Procurement and security questions that prevent surprises
- Which exact cloud service, region, environments, and subcontractors are inside the authorization boundary?
- What agency authorization, FedRAMP status, or equivalent evidence applies to the proposed configuration and data types?
- Can the agency export structured case data, documents, audit logs, rules, and configurations in usable formats at contract exit?
- How are privileged administrators monitored, separated from customer data access, and reviewed?
- What are the recovery objectives, continuity arrangements, incident-notification timelines, and customer participation rights?
- Which tax-domain accelerators, implementation references, and prebuilt integrations are included in the price rather than treated as future custom work?
- How are upgrades tested against custom rules, reports, interfaces, records schedules, and accessibility requirements?
- Which contract vehicle can the agency use, and what ordering, data-rights, and subcontracting terms apply?
How to compare lifecycle cost
Build a five- to ten-year total-cost model with the same workload assumptions for every platform. Include licenses or subscriptions, environments, implementation labor, data conversion, interfaces, identity and security work, accessibility remediation, testing, training, help desk, analytics, storage, upgrades, independent validation, and exit or archive costs.
Separate one-time migration expenses from recurring operations. Ask vendors to price additional agencies, case types, users, storage, integrations, and high-volume periods. A platform that is inexpensive for a pilot may cost more when every policy change, retention schedule, or statutory report requires specialized development.
Common failure modes and how to avoid them
Choosing by feature count
Marketing lists often show portals, dashboards, automation, and omnichannel support. Require a scripted tax scenario with evidence, deadlines, redaction, and retention so evaluators see whether those features work together.
Replacing the visible interface but not the fragmentation
A new front end does not consolidate duplicate identities, conflicting statuses, or disconnected document stores. Fund data governance and interface reconciliation as part of the program.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Assuming low-code means low-risk
Low-code can accelerate delivery, but unmanaged applications create inconsistent rules and permissions. Establish architecture review, reusable components, release controls, automated testing, and ownership for every decision rule.
Ignoring records and exit requirements
Tax cases can remain relevant for years. Contract for retention, legal holds, export, audit history, and retrieval before production deployment, not during a crisis or procurement renewal.
Overlooking the operating model
Agencies need product owners, tax-policy experts, security staff, records officers, data stewards, integration engineers, and trained administrators. Budget those roles even when a vendor supplies the initial implementation team.
