Temporal, AWS Step Functions Standard, Azure Durable Functions/Durable Task, and Google Cloud Workflows are the strongest alternatives when an AI agent must run for hours or days without losing its place. Kubernetes remains useful for running containers, but it does not by itself provide the durable workflow history, timers, retries, replay, resumability, or human-approval events that an agent loop needs. Put a workflow engine above your compute layer, and keep model calls and other side effects in carefully bounded activities or steps.
What you are replacing when Kubernetes is not enough
Kubernetes is a container scheduler and runtime. It can restart a crashed pod, spread workloads across nodes, expose services, and manage deployments. Those capabilities solve where code runs, not what a multi-step process has already completed.
A long-running agent may need to read documents, call several tools, wait for an external system, ask a person for approval, retry a failed API call, and then continue days later. If that sequence lives only in a process or pod, a crash can erase in-memory state. A restart policy may bring the container back, but it does not reconstruct the agent’s logical position, timer, approval request, or prior tool results.

The alternatives in this guide target that missing orchestration layer. They persist workflow state, make waiting a first-class operation, and provide a controlled way to resume after a process, network, or infrastructure failure. You can still run the worker code in containers; the workflow service becomes the durable coordinator.

Capabilities a reliable agent workflow must have
- Durable state: Every completed step and important input or output is recorded outside the worker’s memory.
- Crash recovery: A process or node failure resumes the execution from recorded history instead of starting from an unknown point.
- Retries with boundaries: Transient failures can be retried, while permanent errors go to a defined failure path.
- Timers and long waits: The workflow can sleep until a deadline or event without holding a worker process open.
- Signals and external events: A human approval, webhook, or another system can unblock a paused run.
- Replay or checkpointing: Operators can inspect what happened and the runtime can rebuild execution state.
- Parallelism: Independent tools can run in fan-out/fan-in patterns, with a clear rule for collecting results.
- Bounded side effects: Model calls, payments, emails, and mutations run in activities or steps with timeouts and idempotency protection.
- Operational visibility: Each execution has a status, history, error information, and a way to correlate logs and tool calls.
No platform eliminates the need to design idempotent activities or safe retry policies. The platform preserves orchestration state; your application still has to make each side effect safe to repeat or detect that it already happened.

Temporal: the portability-oriented choice
Temporal describes itself as a runtime for durable function executions called Temporal Workflow Executions. A workflow records an event history, and the runtime can replay that history to recover logical state after a network outage, server crash, or worker replacement. The result is a programming model that looks like ordinary application code while making waits, retries, signals, and timers durable.
Why it fits multi-step agents
- Long-lived orchestration: A workflow can pause for a timer or external signal without keeping a process busy.
- Activity isolation: Network calls and other side effects belong in activities, where timeout and retry policies can be applied independently of workflow logic.
- Replay-based recovery: On restart, the runtime uses recorded events to rebuild the workflow’s state and avoids rerunning completed activity results.
- Human gates: A workflow can wait for an approval signal before allowing a consequential tool call.
- Framework breadth: Temporal’s AI documentation lists integrations for the OpenAI Agents SDK, LangGraph, Google ADK, Google GenAI, Pydantic AI, Spring AI, Strands Agents, Mastra, and others.
- Deployment choice: You can self-host the service or use Temporal Cloud, while workers can run in your existing container platform.
Temporal’s non-negotiable constraint
Workflow code must be deterministic. A replay must make the same decisions from the same recorded history. Do not put an unrecorded random value, current wall-clock read, direct network request, or mutable process-global state in workflow code. Put those operations in activities and return their results to the workflow. This separation is what allows a crashed worker to reconstruct the same state safely.

A model provider or tool endpoint can hang even when the worker process is healthy; a timeout turns that hang into a known failure that the workflow can retry, compensate, or escalate. For non-idempotent operations, attach an idempotency key derived from the workflow and step identity so a retry does not create a duplicate side effect.

When to choose Temporal
Choose Temporal when the workflow itself is a primary software artifact, when you may move between clouds, or when the agent contains branching loops, approval gates, parallel tools, and long-lived state. It is also the strongest fit when you want one orchestration model across several agent frameworks. The trade-off is operational: self-hosting requires running the workflow service and its persistence, while the managed option adds a service dependency and its own commercial terms.
AWS Step Functions Standard Workflows: the AWS-native state machine
Standard Workflows are designed for long-running, durable, auditable executions of up to one year. AWS documents an exactly-once execution model: tasks and states are not run more than once unless you configure Retry behavior in Amazon States Language. Completed execution history remains retrievable for up to 90 days.
How an agent maps to a state machine
- A task state invokes a model gateway, a containerized tool, or another AWS service.
- A choice state routes on the model’s structured decision, validation result, or risk level.
- A wait state schedules a future continuation without holding a worker.
- A callback pattern pauses until an external worker or person reports completion.
- Parallel and map patterns run independent tools and join their results before the next decision.
- Catch and retry rules separate transient service failures from terminal agent errors.
This visual, declarative model makes an execution easy to audit: reviewers can see the path, input, output, and failure state. It also encourages you to define every branch explicitly instead of hiding control flow inside an opaque agent process.
Exactly-once does not make every side effect exactly-once
The documented exactly-once model applies to state-machine execution unless you configure retries. A downstream HTTP service, queue consumer, or database write can still time out after accepting a request. If the state machine retries because it cannot see the response, the downstream operation may occur twice. Use idempotency tokens, conditional writes, or a deduplication record for any side effect that cannot safely repeat.

When to choose Step Functions Standard
Choose this option when your data, permissions, and operational tooling are already centered on AWS, and when a visual state machine and audit trail matter more than cross-cloud portability. The one-year maximum covers most business processes, but you must design a continuation or archival strategy if an agent could remain active longer. The 90-day retrievable-history window also means long-term audit records need to be copied to your own storage before they age out.
Azure Durable Functions and Durable Task: checkpointed agent loops
Azure Durable Functions and the lower-level Durable Task model provide orchestration primitives for checkpointing, durable waits, fan-out/fan-in, external events, and human interaction. Microsoft describes an orchestration-based agent loop that combines eternal orchestrations (continue-as-new) to keep memory bounded, fan-out/fan-in for parallel tool execution, and external events for human-in-the-loop interactions.
Patterns that matter for agents
- Checkpointed steps: After an activity completes, the orchestrator records progress so a restart can continue from the checkpoint.
- Continue-as-new: An endless or frequently repeating agent can periodically start a fresh logical execution while carrying forward only the state it still needs. This prevents unbounded history growth.
- Fan-out/fan-in: Launch independent retrieval or tool activities in parallel, then wait for all results or apply a defined partial-failure policy.
- External events: Pause an orchestration until a person approves, rejects, edits, or supplies missing information.
- Durable timers: Schedule follow-ups, expiration windows, or delayed retries without a live process.
Hosting and portability
Durable Task can run on Azure, Kubernetes, virtual machines, or local processes. That gives Microsoft-oriented teams a path to keep the orchestration model while changing where workers execute. Azure Durable Functions adds the familiar serverless hosting experience, while Durable Task is a better fit when you need more direct control over hosting and runtime composition.

Orchestrator code has replay constraints similar to other durable runtimes: keep nondeterministic work and side effects in activities, and let the orchestrator coordinate them. Select a storage provider and hosting arrangement deliberately; checkpoint durability, throughput, retention, and operational ownership depend on those choices. Use explicit event names and correlation identifiers so a late approval cannot accidentally unblock the wrong agent run.

Google Cloud Workflows: service and HTTP composition
Google Cloud Workflows is strongest when the main job is sequencing Cloud Run, Google services, and HTTP APIs. Its official overview documents workflow steps, subworkflows, and management through the console and command-line tools. That makes it a practical coordinator for an agent whose work is mostly calls between managed Google services and well-defined HTTP endpoints.
Where it fits well
- Start a Cloud Run service that performs a model or retrieval operation.
- Call a Google API, inspect the response, and route to a follow-up step.
- Use subworkflows to keep repeated sequences understandable and reusable.
- Connect HTTP services without introducing a separate worker framework for simple orchestration.
Compared with Temporal or Durable Task, the available material is less explicit about agent-specific replay, framework integrations, and human approval patterns. If your agent needs a rich code-first loop, extensive signals, or many custom activities, validate those requirements in a small proof of concept before committing. If the workflow is primarily service composition with clear request/response boundaries, Workflows can be the simplest operational choice.
How to choose among the four
| Your priority | Most suitable starting point | Reason |
|---|---|---|
| Multi-cloud portability and complex code-driven loops | Temporal | Workflow history, replay, durable activities, and broad agent-framework integrations are central to the platform. |
| AWS services, visual review, and auditable state machines | AWS Step Functions Standard | It offers durable executions up to one year and documented exactly-once state-machine semantics unless retries are configured. |
| Microsoft tooling, human events, and parallel tool calls | Azure Durable Functions or Durable Task | Checkpointing, external events, fan-out/fan-in, and multiple hosting options match durable agent loops. |
| Cloud Run, Google APIs, and HTTP sequencing | Google Cloud Workflows | Subworkflows and managed service composition keep a service-centric flow straightforward. |
Do not choose solely by where the container runs. A Kubernetes cluster can host workers for any of these engines. Choose based on who owns workflow state, how you model waiting and approval, where execution history must live, and how much portability you need.
A reference architecture for a durable agent
- Workflow coordinator: The selected engine stores the execution state, timers, branch decisions, and completion history.
- Agent policy layer: A deterministic coordinator decides which tool or model activity is allowed next, based on recorded inputs and outputs.
- Activities or task workers: Containerized services perform model calls, retrieval, parsing, browser automation, database operations, and other side effects.
- Approval service: A user interface or ticket system sends an authenticated approval or rejection event back to the waiting workflow.
- State and artifacts: Large prompts, documents, tool outputs, and generated files live in durable object or database storage; the workflow history keeps references and decision data rather than unlimited blobs.
- Observability: Correlate workflow ID, step ID, activity attempt, model request, and external transaction ID in logs and traces.
This split lets you replace a worker image without losing an in-flight execution. It also keeps secrets and network permissions close to the activity that needs them instead of granting every orchestration component broad access.

Implementation playbook
1. Define the workflow contract
Write down the inputs, outputs, terminal states, approval points, maximum duration, and data-retention requirement before choosing a platform. Decide whether a run may be resumed after a human edits an intermediate result, and identify which steps are safe to repeat.
2. Classify every operation
- Pure decision: Deterministic validation or routing that can run in workflow code.
- Activity: A model call, HTTP request, database mutation, file operation, or other side effect.
- Wait: A timer, callback, webhook, or human decision that may take minutes or days.
- Compensation: A corrective action if a later step fails after an earlier mutation.
3. Set timeouts and retry policy per activity
Use short connection timeouts, a bounded execution timeout, and a finite retry count for transient faults. Do not blindly retry invalid requests, authentication failures, policy denials, or malformed model output. Route those cases to a repair or human-review branch.
4. Make side effects idempotent
Generate a stable key from the workflow execution and logical step. Store that key with the downstream transaction, or use a conditional operation that succeeds only once. Record the external transaction ID in workflow state so a recovery path can query the system before issuing another mutation.
5. Bound context and history
Store large artifacts outside the workflow record and pass references. For repeatedly looping agents, use a continuation mechanism such as Temporal’s history-management patterns or Durable Task’s continue-as-new approach. For Step Functions, account for the one-year execution limit and 90-day retrievable-history period when designing archival and continuation.
6. Add human approval as a real state
Pause the workflow with a unique approval token, show the reviewer the exact proposed action and evidence, and accept only an authenticated response tied to that execution. Add an expiration timer and a rejection path. Never rely on a worker process waiting in memory for a person.
7. Test recovery deliberately
- Terminate a worker during a model call and verify the retry or timeout path.
- Drop network access after a downstream service accepts a request and confirm idempotency prevents duplication.
- Restart the workflow service or hosting environment and confirm the execution resumes from durable state.
- Send duplicate, late, and malformed approval events.
- Run a fan-out branch with one permanent failure and verify the documented partial-result policy.
- Check that sensitive prompts, tokens, and tool outputs are retained only as long as required.
Common failure modes and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| The agent restarts from the beginning after a pod or worker crash | Control state exists only in process memory | Move orchestration to a durable workflow engine and persist step results. |
| A tool runs twice after a timeout | The request succeeded but the response was lost | Use an idempotency key and query-before-retry behavior. |
| Workflow replay produces a different branch | Nondeterministic code or an unrecorded external read is in the coordinator | Move the operation to an activity and record its result. |
| Approval unblocks the wrong execution | Events are not bound to a unique run and step | Use an unguessable execution identifier, authenticated event sender, and one-time approval token. |
| History or context grows without limit | Every loop appends full prompts and tool payloads | Store artifacts externally, retain references, and periodically continue as a new execution where supported. |
| Parallel tools leave the workflow hanging | One branch has no timeout or terminal error path | Give every branch a deadline and define whether the join requires all, any, or a minimum number of results. |
| An execution exceeds the platform’s lifetime | The workflow’s maximum duration was not included in design | For Step Functions Standard, plan around the documented one-year maximum; use a handoff or continuation for longer processes. |
Migrating an agent that currently runs on Kubernetes
- Freeze the current behavior: Document the agent’s states, tool calls, retries, and manual interventions from production logs.
- Extract side effects: Turn each external call into a separately deployable activity or task with a contract, timeout, and idempotency key.
- Choose one representative path: Migrate a workflow with a wait and one approval gate rather than the entire agent at once.
- Persist handoff metadata: Store the old run identifier, artifact references, and last completed logical step so an in-flight run can be resumed or intentionally restarted.
- Run in shadow mode: Compare decisions and tool outcomes without allowing the new workflow to perform duplicate mutations.
- Cut over by cohort: Route new executions to the durable engine, retain the Kubernetes workers for activities, and keep a rollback path until terminal states match expectations.
- Retire in-memory coordination: Once no new runs depend on it, remove pod-local queues and checkpoint files that can create conflicting sources of truth.
Bottom line
For the broadest portability and the most code-centric durable-agent model, start with Temporal. Use AWS Step Functions Standard when AWS integration, visual state machines, a one-year execution ceiling, and auditable exactly-once state-machine semantics are the deciding factors. Use Azure Durable Functions or Durable Task for Microsoft-centered systems that need checkpointed loops, parallel tools, and human events. Use Google Cloud Workflows when the agent is primarily a sequence of Cloud Run, Google, and HTTP operations. In every case, keep Kubernetes optional: it can remain the place your workers run, while the workflow engine becomes the durable record of what the agent has done and what it should do next.
