Do not expose RDP directly to the public internet. Keep TCP 3389 private and place an authenticated control in front of it: a managed bastion, a point-to-site VPN, an identity-aware application proxy, a provider-native session manager, or (when a public address cannot yet be removed) just-in-time access. Microsoft’s privileged-access guidance specifically discourages direct internet RDP and points administrators toward an Entra application-proxy gateway or Azure Bastion.
The right choice depends on whether administrators need one server or an entire private network, whether access must work in a browser, how much session auditing is required, and whether the workload can lose its public IP. The comparison and implementation guidance below show how to keep RDP enabled for legitimate administration without publishing a permanently reachable management port.
Why internet-facing RDP is the wrong default
RDP is a management protocol, not a public-facing application. A rule that permits inbound TCP 3389 from the internet makes every reachable address a continuous target for password attacks, protocol exploitation, and attempts to abuse a stolen administrator credential. Even when the operating system is patched, the exposure remains: an attacker can discover the address, identify the service, and keep trying until a control fails.

Moving RDP behind a private access path changes the attack surface. The server can continue accepting RDP from its private subnet, while the access service enforces identity, multifactor authentication, authorization, and (where available) logging or recording before brokering the session. This is a more useful security boundary than relying on a nonstandard port or a long allow-list of office addresses.

Microsoft’s Azure guidance states: “Never create an NSG rule that allows RDP (TCP 3389) or SSH (TCP 22) inbound from 0.0.0.0/0 (any source on the internet).” The same guidance describes secure remote access as a way to manage virtual machines without exposing management ports to the internet. A firewall rule limited to a trusted private subnet is materially different from a rule open to 0.0.0.0/0.
Compare the alternatives before choosing one
| Method | Exposure and network scope | Identity controls | Audit capability | Best fit | Main trade-off |
|---|---|---|---|---|---|
| Managed bastion | Targets remain off public management ports; usually focused on selected virtual machines | Cloud identity, RBAC, and conditional-access policies can be applied before connection | Tier-dependent logging; Premium supports session recording | RDP or SSH to cloud VMs without operating a jump host | Service cost and cloud-specific design; narrower reach than a VPN |
| Point-to-site VPN | Creates a private network path for an administrator; can reach multiple subnets and services | MFA, device policy, group membership, and least-privilege routing should be enforced | VPN authentication and network logs; individual RDP activity may need separate logging | Teams that administer servers plus databases, storage, and internal web applications | Broader reachability increases the impact of a compromised account |
| Identity-aware application proxy or Zero Trust gateway | Publishes selected administrative applications or browser-based RDP/SSH without granting a full network connection | Per-user identity, MFA, conditional access, and application-level policy | Gateway access logs; some offerings add session visibility | Contractors, browser-based access, and single-application administration | Protocol and feature compatibility must be checked for each gateway |
| Just-in-time (JIT) access | Temporarily opens a management rule for an approved source and time window; the VM may still have a public IP | Approval and role controls determine who can request access | Request and expiry records; session recording is not inherent | Short-term reduction of exposure while a public-IP dependency remains | It limits duration but does not make the endpoint private |
| Provider-native session manager | Uses the cloud provider’s management plane rather than an internet-reachable RDP or SSH listener | Provider identity and role controls | Depends on the provider and configuration; verify command or session logging | Standardized administration in a single cloud | Provider-specific prerequisites and less portability |
The National Cyber Security Centre (NCSC) names AWS Systems Manager Session Manager, Google Cloud Identity-Aware Proxy, and Azure Bastion as modern alternatives to exposing legacy administration protocols publicly. Bastions and application proxies are deliberately narrow. VPNs are deliberately broad. JIT is deliberately temporary rather than fully private.
Managed bastion: the narrowest replacement for public RDP
How a bastion changes the connection
A managed bastion is a provider-operated gateway. An administrator authenticates to the cloud portal or supported client, selects an authorized virtual machine, and the service brokers RDP or SSH to the VM’s private address. The target does not need a public management IP, and the administrator does not receive unrestricted access to the surrounding subnet merely to reach one server.
Azure Bastion is Microsoft’s managed option for Azure virtual machines. It is deployed in a secured hub network and provides RDP and SSH through the Azure portal. Microsoft positions it as a way to manage workloads without exposing management ports to the internet.

Azure Bastion tiers and the capabilities that matter
| Tier | What the available data establishes | Decision implication |
|---|---|---|
| Basic | Available Azure Bastion capability tier | Suitable when the required connection features fit the basic service; confirm current regional limits and supported features before deployment |
| Standard | Available Azure Bastion capability tier | Use when the standard feature set or scale is required; validate the exact configuration in the target subscription and region |
| Premium | Supports private-only deployment and session recording | Choose when eliminating public Bastion exposure and retaining recorded sessions are explicit requirements |
The tier names alone do not determine your security posture. The target VM’s network security rules, the Bastion subnet, identity policy, and administrator roles still need to be designed correctly. Premium’s private-only deployment and recording capabilities are useful only when the surrounding network and retention controls are configured to use them.
Deployment sequence for a bastion
- Remove the target VM’s public management path. Remove the public IP from the VM where the workload permits it. Keep RDP enabled on the private interface only, and ensure the network security rule allows it from the Bastion path rather than from the internet.
- Create a secured hub network. Place the Bastion resource in the provider-required Bastion subnet and keep that subnet dedicated to the gateway. Apply the organization’s routing, monitoring, and administrative controls to the hub.
- Choose the tier by requirement. Select Basic, Standard, or Premium after deciding whether private-only deployment and session recording are mandatory. Treat those as architectural requirements, not optional conveniences.
- Bind access to identity. Grant the smallest RBAC roles that allow a person to connect to the required VM. Require MFA and apply conditional-access rules for administrator sign-ins.
- Test the private path. From an authorized account, start an RDP session through the Azure portal and confirm that the VM’s public address is absent and that direct internet connections to TCP 3389 fail.
- Verify evidence. Check sign-in, Bastion, network, and (for Premium) session-recording logs. Define who can view, export, and retain those records.
When a bastion is preferable
- You need RDP or SSH to a limited set of cloud VMs rather than access to an entire private network.
- You want the cloud provider to operate the gateway instead of maintaining a jump server, patch schedule, and hardened proxy yourself.
- You need a browser-mediated workflow or recorded sessions for privileged operations.
- You can place the VMs and the Bastion resource in a controlled hub-and-spoke network.
Point-to-site VPN: private network access for a whole administration team
What it provides
A point-to-site VPN gives an individual administrator an authenticated tunnel into a private network. Once connected, the administrator can reach more than RDP: databases, storage, internal web applications, and other private services can be available according to routing and firewall policy. This breadth is the VPN’s strength and its principal risk.
A VPN is not a license to trust every device or every subnet. A stolen VPN credential can become a stepping stone to multiple systems if routing is flat. Use MFA, segment administrative traffic, and publish only the destinations and ports each role needs. A database administrator may need a database subnet but not the server-management subnet; a help-desk role may need neither.
Implementation steps
- Define the reachable address ranges. Document which private subnets and ports each administrator group requires. Start with the smallest set; do not route the whole virtual network by default.
- Integrate identity and MFA. Require the organization’s identity provider, MFA, and conditional-access or device-compliance policy for VPN sign-in. Avoid shared VPN credentials.
- Separate administrative roles. Use groups and route or firewall policy to distinguish server operators, database operators, developers, and support personnel.
- Restrict management protocols. Permit TCP 3389 or TCP 22 only from the VPN address pool or designated administrative subnets. Keep public-source rules absent.
- Log connection and network activity. Retain VPN authentication records and relevant firewall or flow logs. Correlate a user’s VPN session with the RDP or SSH logon on the target host.
- Revoke quickly. Make disabling a user, removing a group assignment, or blocking a device immediately terminate or prevent new tunnel access.
When VPN is the better choice
Choose point-to-site VPN when administrators genuinely need network-level access to several private resources and the organization can operate segmentation, identity, and logging well. If the requirement is simply “connect to one server,” a bastion or application proxy usually presents a smaller blast radius.

Identity-aware application proxies and Zero Trust gateways
Application-level access instead of a network tunnel
An identity-aware proxy authenticates the person before publishing a selected administrative application. The user receives access to that application, not an undifferentiated route to a subnet. Microsoft Entra application proxy is one path Microsoft recommends for replacing direct internet RDP with an application-proxy gateway. Cloudflare One is another example of a Zero Trust gateway that can publish selected administrative applications and provide browser-based RDP or SSH.
This model is useful when administrators or contractors need access from unmanaged or varied networks, when a browser workflow is desirable, or when policy must differ by application. It also avoids handing a user the broad reach that a VPN can create. Compatibility still matters: confirm that the gateway supports the required RDP or SSH mode, clipboard and file-transfer behavior, administrative tooling, and session timeout policy before migration.
Deployment and policy checklist
- Identify the exact application. Define the target host, protocol, port, and user groups. Do not publish an entire subnet when one administrative endpoint is sufficient.
- Place the connector or gateway on a private path. The service must reach the server privately; the server itself should not require a public RDP listener.
- Require strong identity. Enforce MFA, conditional access, device or location policy where appropriate, and separate privileged roles from ordinary user accounts.
- Apply per-application authorization. Authorize users for the specific server or administrative application. Review inherited group memberships and remove stale access.
- Set session controls. Establish idle timeouts, reauthentication requirements, clipboard and drive redirection rules, and restrictions on file transfer according to operational need.
- Review gateway logs. Confirm that sign-in, policy decisions, connection start and end times, and administrative changes are retained for the required period.
Browser-based access versus a full desktop client
Browser-based RDP or SSH is convenient for occasional administration and third-party support because it avoids distributing a VPN profile or client. It is not automatically safer: the gateway still needs MFA, least-privilege authorization, secure session settings, and logging. For heavy daily administration, test keyboard behavior, display performance, file transfer, and tooling before making a browser-only workflow mandatory.
Just-in-time access: a containment measure, not a private network
JIT access changes the duration of exposure. A management rule is opened only after an authorized request and only for a short window, often for a specified source address. When the window expires, the rule closes again. This is valuable for emergency work or environments that still retain public IPs.

JIT does not remove the public-IP dependency. During the approved window, the management endpoint is still internet-addressable, and a misconfigured source range or compromised administrator can still create risk. Treat JIT as a transitional or compensating control while moving to a private bastion, VPN, proxy, or session manager.
JIT operating procedure
- Require a reason and scope. The request should identify the VM, protocol, source, business reason, and requested duration.
- Use approval and role checks. Only authorized roles should approve or initiate access. Require MFA and conditional access before the request is accepted.
- Open the narrowest rule. Limit the source address, destination VM, port, and expiry. Never substitute 0.0.0.0/0 for convenience.
- Perform the work and close early. Administrators should end the session and revoke the rule when finished rather than waiting for expiration.
- Review the evidence. Correlate the request, approval, rule activation, host logon, and expiry. Investigate windows that have no corresponding approved work.
Provider-native session managers
Cloud providers also offer management-plane services that avoid exposing RDP or SSH to the internet. The NCSC specifically names AWS Systems Manager Session Manager, Google Cloud Identity-Aware Proxy, and Azure Bastion as alternatives to public legacy administration protocols.
These services are attractive when most workloads live in one cloud and the team wants a provider-integrated identity and audit model. Their exact prerequisites, supported operating systems, connection modes, and logging options differ. Before standardizing, verify how the service reaches the host, what permissions are needed, whether interactive RDP is supported or only shell access, and how session records are retained.

How to keep RDP enabled without opening TCP 3389 publicly
RDP can remain enabled on a Windows server while its public exposure is removed. The essential pattern is: private interface, private authorization path, and identity controls before the session.

- Inventory every current entry point. List public IPs, load balancers, NAT rules, security-group or NSG rules, VPN routes, bastions, and automation that may reach the host.
- Choose one primary access path. Select a managed bastion, point-to-site VPN, identity-aware proxy, or provider-native session manager. Use JIT only where a public-IP dependency remains temporarily.
- Remove the VM public IP where possible. Confirm that application traffic, monitoring, backup, and emergency access do not depend on the same address.
- Constrain the host firewall and network security group. Allow RDP only from the selected private source, such as the Bastion subnet or tightly controlled VPN pool. Remove broad inbound rules for TCP 3389 and TCP 22.
- Protect the identity layer. Require MFA, apply conditional access, and grant RBAC or application roles according to job function. Do not rely on network location as the only authorization factor.
- Test both success and failure. An authorized administrator should connect through the approved path. An internet host and an unauthorized account should fail. Test after every network or identity change.
- Monitor continuously. Alert on new public IP assignments, changes that allow 0.0.0.0/0, unexpected RDP logons, and access outside approved windows.
Identity, network, and audit controls that apply to every option
MFA and conditional access
Require MFA for VPN, bastion, proxy, and session-manager access. Conditional-access policy can add device, sign-in risk, location, or session requirements. A gateway that merely hides the port but accepts a single reusable password has not solved the identity problem.
Least privilege and role separation
Use RBAC and separate groups for connecting, approving JIT requests, changing network rules, and viewing session records. Avoid granting every administrator rights to every VM. Review membership on a schedule and immediately after role changes.
Segmentation and secured hub design
Place bastion resources in a secured hub network and keep production, development, and administrative segments distinct. Route only the required traffic. A VPN or proxy should not become a bridge between otherwise isolated environments.
Logging and recording
Collect identity sign-in records, gateway or VPN connection logs, network-flow or firewall events, and host RDP or SSH logs. Where session recording is required, Azure Bastion Premium supports it; define retention, access, privacy handling, and review procedures before enabling recording.
Public-IP governance
Remove VM public IPs where possible and alert when one is added. If a public address is unavoidable, pair JIT with strict source restrictions and a migration plan rather than treating the temporary exception as the final architecture.
Common failure modes and how to correct them
The administrator cannot connect through the approved path
- Confirm the target has a private route from the Bastion, VPN, proxy connector, or session manager.
- Check that the host firewall and network security rules allow the connection from that private source.
- Verify the user has both the identity role and the target-resource permission.
- Check MFA, conditional-access, device-compliance, and expired JIT approval conditions.
- Review gateway, VPN, and host logs in time order to locate the first rejected step.
Direct internet RDP still works
- Search all network security groups, firewall policies, NAT rules, and load balancer listeners for TCP 3389.
- Check for a second network interface or an inherited rule that still permits 0.0.0.0/0.
- Verify that DNS or an old public IP is not pointing to another management endpoint.
- Retest from an external network after the rule is removed; do not assume a console change propagated everywhere.
The VPN works but exposes too much
- Inspect routes and firewall policy for entire-subnet or full-network access.
- Replace broad routes with role-specific destinations and ports.
- Separate server, database, storage, and internal-web access into distinct groups.
- Require reauthentication and device policy for high-risk administrative segments.
Audit records are incomplete
- Confirm that identity, gateway or VPN, network, and host logs use synchronized time.
- Check whether the selected tier actually supports session recording; Azure Bastion Premium does, while recording is not inherent to JIT.
- Define retention and export permissions so an administrator cannot silently delete the evidence needed for an investigation.
Choosing by operating scenario
| Scenario | Recommended starting point | Why | Important caution |
|---|---|---|---|
| One team manages a small set of Azure VMs | Azure Bastion | Private RDP or SSH through a managed, identity-integrated gateway | Design the Bastion subnet, RBAC, and target rules; select Premium if private-only deployment or recording is required |
| Administrators need servers, databases, storage, and internal web apps | Point-to-site VPN | Provides network-level reachability across multiple private resources | Segment routes and enforce MFA so a stolen account cannot roam through the network |
| Contractors need one administrative application | Identity-aware proxy or browser-based gateway | Publishes the selected application without a full network connection | Validate protocol compatibility, file-transfer policy, and session logs |
| A legacy workload still has a public IP during migration | JIT access as a temporary control | Limits the management rule to an approved, short window | It does not eliminate public exposure; keep the migration toward a private path active |
| Most workloads are in one public cloud | Provider-native session manager | Uses the provider management plane and native identity model | Confirm host prerequisites, supported session types, availability, and portability |
A practical migration plan
- Measure the current exposure. Inventory public IPs, inbound management rules, RDP and SSH listeners, administrator groups, and existing logs.
- Classify access needs. Mark each team as single-resource, multi-resource, browser-based, or emergency-only. This classification usually reveals which groups need a bastion, VPN, proxy, or JIT.
- Pilot one noncritical workload. Build the chosen private path, remove its public management rule, and test normal, denied, expired, and revoked access cases.
- Establish operating procedures. Document who grants access, how MFA and conditional access are enforced, how incidents are investigated, and how emergency recovery works.
- Migrate in waves. Move production workloads after the pilot’s network, identity, and logging checks pass. Keep a controlled break-glass process that does not reintroduce a permanent 0.0.0.0/0 rule.
- Continuously enforce the baseline. Alert on public management ports, public VM addresses, excessive VPN routes, unapproved JIT windows, and missing audit records.
Bottom line for remote server management
The safest architecture keeps RDP on a private network and makes identity the front door. Use Azure Bastion or another managed bastion for narrow, brokered access; use a point-to-site VPN when administrators truly need several private services; use an Entra application proxy or Zero Trust gateway for selected applications and browser-based sessions; use a provider-native session manager where its capabilities fit; and use JIT only as a time-limited reduction of risk while a public-IP dependency remains. Whichever option you choose, require MFA, RBAC, conditional access, segmentation, and auditable logs, and never permit TCP 3389 or TCP 22 inbound from 0.0.0.0/0.
