The strongest alternatives are not limited to “build” or “buy.” An enterprise can build an internal AI product team, create an AI center of excellence, buy configurable cloud and model capabilities, hire a specialist for one bounded layer, or combine internal ownership with external platforms in a hybrid model.

For most enterprise projects, the practical default is hybrid: keep business ownership, data classification, architecture, evaluation, risk acceptance and post-launch accountability inside the company, while using platforms or specialists for commodity infrastructure and scarce skills. The right choice depends on differentiation, data exposure, time to production, total cost of ownership, internal capability, portability and the operating model after launch.

The five practical alternatives

A full-service AI firm is only one way to deliver an enterprise system. Each alternative moves a different set of responsibilities across the boundary between the company and outside providers.

1. Build an internal AI product and engineering team

An internal team owns the product from discovery through retirement. It normally combines a product manager, domain specialists, data engineering, software engineering, machine-learning or large-language-model engineering, security, legal and operations. The exact staffing mix depends on the workflow; there is no universal headcount ratio that applies to every enterprise.

  • Economical &Reusable: Built durable materials with a long-lasting battery, our CAGIWIRU air duster it's a sustainable alternative to disposable air cans.

This route is strongest when the workflow is strategically differentiating, depends on proprietary data or processes, or will become a long-lived product rather than a one-off experiment. Internal ownership also makes it easier to preserve institutional knowledge, change models and suppliers, and align the system with existing architecture.

  • Best fit: competitive workflows, sensitive data, complex integrations and products expected to evolve for years.
  • Advantages: direct control of code, data, evaluations, prompts, model choices and operating priorities.
  • Trade-offs: recruiting, training, management overhead and responsibility for on-call support, monitoring and model updates.
  • Risk to manage: a team can deliver a prototype without establishing production controls, user adoption processes or a sustainable support model.

2. Establish an AI center of excellence

An AI center of excellence (CoE) is a cross-functional capability that sets standards, provides reusable components and helps business units deliver use cases. It is different from a single project team: the CoE governs patterns and enables several products while individual business owners remain accountable for outcomes.

The OECD, BCG and INSEAD reported in 2025 that about every second enterprise had institutionalized AI by creating a senior management role or a team with AI responsibilities. The same research found that more than 70% of enterprises in manufacturing and information and communications technology reported conducting AI research and development for their own use. Those figures support a capability-building approach, but they do not imply that every company should create a large standalone department.

A CoE can start small and expand as demand becomes repeatable. Its charter should define which decisions it owns, which decisions stay with product teams and how funding is allocated.

  • Typical CoE services: reference architectures, approved model and platform patterns, evaluation methods, data and security reviews, training, reusable retrieval or orchestration components, and production-readiness checks.
  • Best fit: organizations with several use cases, inconsistent experimentation or a need to spread scarce expertise.
  • Trade-offs: a CoE can become a gatekeeping committee if it does not deliver reusable assets and practical enablement.
  • Required counterpart: every use case still needs a named business product owner who accepts the outcome and the risk.

3. Buy configurable cloud, model, API or packaged application capabilities

A platform-led approach buys one or more layers instead of commissioning a firm to build the entire solution. The purchased layer might be cloud infrastructure, a foundation-model API, orchestration, an application with configuration options, monitoring or a managed runtime. Internal teams integrate those capabilities into the company’s systems and processes.

OpenAI’s enterprise reporting describes organizations building on APIs to integrate models directly into products and systems while retaining control and customization. Use of custom GPTs and projects is also expanding as organizations move from experimentation toward production. The IDC/PwC 2025 assessment describes a modular ecosystem that includes cloud platforms, models, orchestration and API services, applications, implementation, governance and managed operations.

Buying a layer is sensible when the capability is common across companies, speed matters, or the enterprise does not want to operate every infrastructure and model-management component. It does not remove the need for architecture, security, evaluation or product ownership.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Best fit: commodity language or vision capabilities, standard workflow automation, and workloads where a proven service can meet requirements.
  • Advantages: faster access to capacity, security features, updates and operational tooling than building every layer internally.
  • Trade-offs: recurring usage and support costs, provider concentration, model changes outside the company’s release cycle and limits on portability.
  • Control requirement: document how prompts, evaluations, fine-tuning data, logs and outputs can be exported or reproduced if the provider changes terms or performance.

4. Hire a specialist or managed provider for a bounded layer

Instead of outsourcing the program, procure a narrowly defined capability such as data engineering, model operations, security testing, integration, evaluation, application maintenance or service-desk support. The enterprise retains product ownership and can use different providers for different layers.

ISG reports that many enterprises use managed service providers for generative AI, while organizations that do not tend to rely on in-house expertise. A bounded engagement can therefore fill a capability gap without transferring the entire architecture and operating model to one full-service firm.

  • Best fit: a clear deliverable with measurable service levels and an internal owner who can accept the work.
  • Advantages: access to scarce skills, flexible capacity and specialist tooling.
  • Trade-offs: coordination overhead, dependency on provider knowledge and the possibility that “temporary” support becomes permanent.
  • Procurement essentials: scope boundaries, interfaces, service metrics, knowledge transfer, exit rights, data handling rules and responsibility for incidents.

5. Use a hybrid model

Hybrid delivery combines internal product ownership and governance with external cloud or model services, specialist engineering and, where useful, managed operations. It is often the most balanced choice: the company keeps the decisions that affect strategy and risk while buying standardized layers that would be expensive or slow to recreate.

ServiceNow’s 2024 maturity index found that pacesetter organizations were more willing and able to build their own models while also using a mix of custom and pre-built large language models. The IDC/PwC ecosystem view likewise treats enterprise AI as a set of separable layers rather than a single supplier decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A hybrid contract must state which components remain portable and who owns prompts, evaluation sets, fine-tuning data, model-risk decisions, incident response and the production runbook. Without those details, “hybrid” can simply hide an unplanned dependency.

How the alternatives compare

Delivery route Primary internal responsibility What is commonly external Strongest use case Main exposure
Internal product team Product, architecture, data, engineering, risk and operations Infrastructure or model APIs when useful Strategically differentiating or highly sensitive workflows Talent and operating burden
AI center of excellence Standards, enablement, reusable assets and governance Specialist training or implementation capacity Several business units need a consistent delivery method Becoming a slow approval layer
Platform-led buy Integration, data decisions, evaluation, security and product outcomes Cloud, models, orchestration or packaged applications Common capability where speed is important Vendor concentration and recurring consumption cost
Bounded specialist or managed provider Scope, acceptance criteria, architecture and risk acceptance One defined engineering, operations or assurance layer A temporary or specialized capability gap Knowledge loss and unclear handoffs
Hybrid Business ownership, architecture, data policy, evaluation and accountability Selected platforms, specialist skills and managed operations Most mixed enterprise requirements Unclear ownership between parties

Use seven decision axes before choosing a route

1. Strategic differentiation

Ask whether the workflow creates an advantage that competitors cannot easily copy. A proprietary underwriting, engineering or service process usually merits internal product ownership. A generic document classification or meeting-summary function may be better purchased, provided it meets security and quality requirements.

2. Data and regulatory exposure

Classify the data before selecting a supplier. Determine whether sensitive information may leave the enterprise boundary, where it is processed, how long prompts and outputs are retained, which administrators can access it and what audit evidence is available. The answer may favor an internal deployment, a contracted private environment or a provider with suitable controls.

3. Time to production

Do not measure speed only from kickoff to a convincing demonstration. Include integration, representative evaluation data, security review, legal review, change management, user training, monitoring, incident procedures and operational readiness. A fast prototype that cannot pass those gates is not a fast production delivery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Total cost of ownership

Model the full lifecycle rather than comparing a project quote with an API price. Include model or API consumption, cloud resources, engineering and product staff, data preparation, monitoring, support, security testing, retraining or prompt revisions, provider management and eventual retirement. The available evidence does not establish a universal return-on-investment percentage or cost ranking, so use scenarios based on expected volume, quality targets and staffing needs.

5. Internal capability

Inventory product management, domain expertise, data engineering, software engineering, machine-learning or LLM engineering, security, legal, procurement and operations. A platform purchase does not substitute for these responsibilities; it changes which technical layers the team must operate.

6. Control and portability

Identify who owns source code, datasets, prompts, evaluation sets, model configurations, telemetry and generated artifacts. Test whether those assets can be exported in usable formats and whether another model or provider can be substituted without rebuilding the product.

7. Post-launch operation

Define on-call coverage, quality monitoring, abuse and security monitoring, model-update testing, incident response, user feedback, cost controls and adoption measurement. The owner after launch should be named before procurement, not assigned after the first incident.

A step-by-step sourcing method

  1. Choose one narrow workflow. Write the user, decision or task, input data, expected output and measurable business result. Avoid beginning with a general “AI transformation” mandate.
  2. Name an accountable product owner. This person owns the outcome, prioritization and acceptance decision even when implementation is external.
  3. Set a baseline. Record current processing time, error or rework rates, service volume, manual effort, risk events and user satisfaction. Select a small set of target metrics that can be observed in production.
  4. Classify data and obligations. Document personal, confidential, regulated and intellectual-property data; retention rules; residency needs; access controls; and required audit records.
  5. Map the capability layers. Separate application logic, data pipelines, model or API access, orchestration, evaluation, security, monitoring and support. Decide which layers are differentiating and which are commodity.
  6. Compare delivery routes against the seven axes. Use the same assumptions for internal build, platform purchase, specialist support and hybrid delivery. Include transition and retirement costs, not just initial implementation.
  7. Run a representative evaluation. Use realistic edge cases, sensitive examples where permitted, adversarial inputs and failure scenarios. Define pass criteria before selecting a supplier or approving a build.
  8. Make production readiness a gate. Require security, legal, privacy, reliability, observability, support and rollback evidence. A prototype should not be treated as a production commitment.
  9. Contract for portability and transfer. Specify exportable artifacts, documentation, interfaces, training for internal staff, access to logs and a tested exit procedure.
  10. Launch with operating metrics. Review quality, security events, adoption, latency, availability and operating cost at an agreed cadence. Expand only when the metrics hold under real usage.

Designing an AI center of excellence that helps rather than blocks

A useful CoE is a service organization with a clear charter. It should publish approved patterns, maintain reusable components, coach delivery teams and perform risk reviews proportional to the use case. It should not own every product backlog or force identical technology on unrelated workflows.

Core responsibilities

  • Maintain reference architectures for retrieval, tool use, model selection, access control and logging.
  • Provide evaluation templates, benchmark datasets and release criteria.
  • Coordinate employee training, hiring and external partnerships.
  • Operate a catalog of approved models, APIs and vendors with documented constraints.
  • Define minimum requirements for privacy, security, fairness, explainability and incident response.
  • Share post-launch findings so one team’s failure does not repeat elsewhere.

Business-unit responsibilities

  • Own the user problem, process change and measurable outcome.
  • Supply domain experts and representative test cases.
  • Accept residual risk within the enterprise’s approval framework.
  • Fund ongoing support and user adoption.

Separate funding for enablement from funding for individual products. Otherwise, the CoE may be judged on project delivery while business units assume it will provide indefinite free support.

What a platform-led architecture must preserve

Buying infrastructure or model access is most valuable when the surrounding architecture remains replaceable. Keep application logic, business rules and authorization in components the enterprise controls. Put provider-specific calls behind interfaces so a model, region or supplier can be changed without rewriting the product.

Artifacts to keep under enterprise control

  • Prompt and instruction versions, including approval history.
  • Evaluation datasets, expected answers, scoring code and regression results.
  • Retrieval indexes or source-document manifests where licensing permits.
  • Model and API configuration, safety settings and fallback rules.
  • Data-classification decisions and records of approved processing locations.
  • Operational dashboards, alert thresholds, incident records and rollback procedures.

Ask a platform provider how model updates are announced, tested and rolled back; how usage and retention are controlled; which logs are available; and whether the service supports the enterprise’s identity, network and audit requirements. If an answer is unavailable, record that limitation as a sourcing risk rather than assuming the feature exists.

How to scope a specialist or managed provider

A bounded provider engagement works when the boundary is observable. “Improve our AI capability” is not a bounded scope. “Build and document the evaluation pipeline for the claims-assistant service, integrate it with the existing CI system and train two internal engineers” is much easier to accept or reject.

Specify the handoff

  • List interfaces, environments, repositories, accounts and data sources.
  • Define acceptance tests and service-level measures such as evaluation coverage, incident response time, deployment frequency or monitoring availability.
  • Require runbooks, architecture diagrams, threat models and configuration inventories.
  • Set limits on subcontracting and administrator access.
  • Schedule knowledge-transfer sessions throughout the engagement, not only at the end.

Protect the exit

Include notice periods, data and code export, deletion certificates where applicable, transition assistance and rights to continue operating the delivered system. Conduct an exit test in a non-production environment: another internal team should be able to deploy, monitor and troubleshoot the service using the exported artifacts.

Making a hybrid model work in practice

Hybrid delivery fails when responsibility is divided by technology rather than by outcomes. A cloud provider may operate the model endpoint, a specialist may maintain the data pipeline and an internal team may own the user interface, but one internal product owner must still be accountable for the complete user experience.

Decision or artifact Recommended accountable owner External contribution
Business outcome and roadmap Internal product owner Domain or implementation advice
Data classification and permitted use Internal security, privacy and legal functions Provider control documentation
Architecture and integration boundaries Internal architecture lead Platform reference designs and specialist implementation
Evaluation criteria and release decision Internal product and risk owners Testing tools, benchmark execution and remediation
Model or API operations Named operations owner under the enterprise’s service model Provider uptime, support and update notices
Incident response Internal incident commander Provider escalation and forensic data
Runbook and knowledge transfer Internal service owner Documentation and training

Production readiness is the dividing line

ISG’s 2025 report found that 31% of studied AI use cases reached full production, twice the 2024 level. The figure is a reminder that experimentation and production are different stages, not evidence that any particular delivery route is superior.

Before expanding beyond a pilot, verify:

  • Quality: performance on representative cases, edge cases and known failure modes.
  • Safety and security: access control, prompt-injection defenses where relevant, abuse handling, secrets management and vulnerability remediation.
  • Reliability: latency, availability, capacity limits, dependency failure behavior and rollback.
  • Compliance: documented data use, retention, human review requirements and evidence for applicable regulations.
  • Operations: monitoring, alert ownership, on-call coverage, cost limits and model-update procedures.
  • Adoption: user training, workflow changes, feedback channels and evidence that people use the system correctly.

Deloitte’s 2026 reporting says worker access to AI rose 50% in 2025. As access spreads, governance cannot remain a one-time project review. Leading organizations monitor changing legal requirements and build systems that can demonstrate safety, fairness and compliance. Your operating model should therefore cover both the sponsored product and the unmanaged uses that appear around it.

Common failure modes and their fixes

Outsourcing the decision, not just the delivery

Symptom: a provider chooses the use case, data policy and success metric because no internal owner is available.

Fix: appoint the product owner and risk approver before issuing a request for proposal. The supplier can propose options, but the enterprise must make the decision.

Choosing a model before defining the workflow

Symptom: the project showcases a model but does not improve a measurable process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: start with the user task, baseline and acceptance test. Select the least complex technology that meets the target.

Counting a demonstration as production

Symptom: security, privacy, support and change management appear after users depend on the system.

Fix: make production readiness a funded milestone with explicit evidence and a go/no-go owner.

Ignoring portability until renewal

Symptom: prompts, evaluations and operational knowledge are trapped in a provider’s environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: require exportable artifacts and perform an exit test at the start of the engagement, then repeat it before a major renewal.

Underfunding the operating phase

Symptom: quality drifts, costs rise or incidents go unanswered after launch.

Fix: budget monitoring, support, evaluation refreshes, retraining or prompt changes, security reviews and retirement from the initial business case.

Creating a CoE with no delivery service

Symptom: teams receive policies and review queues but no reusable components or practical help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: measure the CoE on enablement outcomes such as time to complete reviews, reuse of approved patterns, training completion and reduction in repeated defects.

Build a scenario-based business case

Because no universal ROI percentage, cost ranking or staffing ratio is valid for all enterprise AI projects, compare scenarios rather than publishing a single payback claim.

Scenario A: internal ownership

Estimate product and engineering compensation, training, cloud and model consumption, security and legal review, support coverage, monitoring, evaluation maintenance and eventual retirement. Include the opportunity cost of assigning scarce specialists.

Scenario B: platform-led purchase

Estimate subscription or consumption charges, integration work, data preparation, security review, provider management, support tiers, migration risk and the cost of adapting to model changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scenario C: bounded specialist

Estimate implementation fees, internal coordination, acceptance testing, knowledge transfer, ongoing service levels and the cost of replacing the provider if the capability is needed longer than expected.

Scenario D: hybrid

Combine internal product and governance costs with selected platform and specialist costs. Add the engineering needed to keep interfaces portable and the management effort required to coordinate multiple parties.

For every scenario, show assumptions for volume, quality threshold, human review, latency, availability, data retention, adoption and support hours. Report a range and the conditions that move the result; do not present an unsupported universal saving.

Contract and governance checklist

  • Who owns the product outcome and who accepts residual risk?
  • Which data may be processed, in which locations and for how long?
  • Are prompts, code, evaluation sets, configurations and logs exportable?
  • How are model updates announced, evaluated and rolled back?
  • What quality, availability, latency, security and incident-response measures apply?
  • Who provides on-call support and who can declare an incident?
  • What documentation and training must be delivered to internal staff?
  • What subcontractors or subprocessors may be used?
  • What happens to data, credentials and access when the contract ends?
  • What test proves that the enterprise can operate the system after an exit?

The practical default for most enterprise projects

Keep the business problem, data decisions, architecture, evaluation, risk acceptance and product accountability inside the enterprise. Buy or outsource only the layers that are genuinely commodity, unusually specialized or faster to obtain externally. Start with one measurable workflow, pass a real production gate and expand only after quality, security, adoption and operating-cost metrics remain acceptable.
