If a construction stock looks expensive, the best value alternative is not automatically another contractor. A stronger shortlist spreads exposure across civil contracting, building products, drainage, e-infrastructure, infrastructure ownership and regulated utilities. Granite Construction (GVA), Builders FirstSource (BLDR), Advanced Drainage Systems (WMS), Sterling Infrastructure (STRL), Brookfield Infrastructure (BIP/BIPC) and Sempra (SRE) represent different ways to participate in construction and infrastructure demand. Compare each on normalized cash flow, leverage, backlog quality, cyclicality and sensitivity to interest rates or public spending before deciding whether its current price offers value.

What makes an alternative attractive to a value investor?

A high-priced construction stock can be expensive for several different reasons: unusually strong project margins, a temporary backlog surge, enthusiasm for infrastructure spending, or a durable competitive advantage that deserves a premium. A low share-price multiple does not by itself identify value. Earnings may be near a cyclical peak, debt may be high, or projects may carry execution and cancellation risk.

Start with a same-date comparison using forward and normalized price-to-earnings ratios, enterprise value to EBITDA, free-cash-flow yield, net debt to EBITDA, dividend or distribution coverage, backlog conversion and return on invested capital. Normalize earnings across a full cycle rather than relying on the next quarter. For contractors, examine whether backlog turns into cash at the expected margin. For manufacturers, test volume, price and raw-material assumptions. For asset owners and utilities, assess rate-base or contracted growth against financing costs and regulation.

Six alternatives and the exposure each provides

Candidate Primary exposure How it diversifies a high-priced construction holding Main checks
Granite Construction (GVA) Civil construction, aggregates and asphalt Combines project backlog with vertically integrated materials, reducing reliance on one contracting niche Bid discipline, margin conversion, working capital and public-funding timing
Builders FirstSource (BLDR) Structural products, value-added components and services Supplier economics differ from those of builders and general contractors Housing starts, mortgage rates, repair-and-remodel demand and debt
Advanced Drainage Systems (WMS) Water-management and drainage products Product demand spans infrastructure, residential, non-residential and agriculture Credit conditions, raw-material costs, volume and pricing
Sterling Infrastructure (STRL) E-infrastructure, transportation and building solutions Adds data and electrical infrastructure plus alternative-delivery work to a traditional construction mix Customer concentration, project execution, Texas exposure and backlog quality
Brookfield Infrastructure (BIP/BIPC) Utilities, transport, midstream and data infrastructure Asset ownership can provide more recurring cash flow than bidding for individual projects Leverage, refinancing costs, foreign exchange and regulation
Sempra (SRE) Regulated utilities and energy infrastructure Broadens construction exposure toward utility cash flows and long-lived modernization projects Rate-base growth, regulation, financing and execution

The operating descriptions are based on company annual reports, investor materials and filings available through 2026. Business-model diversification does not remove equity risk; it changes which risks dominate the investment.

Granite Construction: civil work plus materials integration

Granite Construction is the closest substitute for a conventional infrastructure contractor, but its materials operations add a second earnings stream. The company describes itself as “America’s Infrastructure Company™.” Its work is tied to public and private civil projects, while aggregates and asphalt can participate in demand even when Granite is not the prime contractor.

What the backlog says

Granite reported a $7.0 billion committed-and-awarded project portfolio at year-end 2025. Approximately $3.0 billion was expected to be completed during 2026, according to its 2025 Annual Report. The distinction between committed-and-awarded work and recognized revenue matters: a portfolio is an indication of future activity, not a guarantee of profit or cash collection.

Backlog quality should be tested by contract type, expected gross margin, schedule, customer and remaining procurement obligations. Ask how much work is fixed-price, how much can be repriced, and whether change orders are being approved fast enough to protect margin. Working-capital investment can rise before revenue is collected, so compare operating cash flow with reported earnings.

Materials as a diversifier

Granite’s materials segment generated $1.177 billion of revenue in 2025, up from $916 million in 2024. Materials integration may support purchasing, logistics and utilization, but it also exposes the company to aggregate and asphalt demand, energy costs and local market pricing. A value case is stronger when segment growth converts into cash and returns on invested capital rather than simply expanding revenue.

When Granite fits a portfolio

  • Use it when you want direct public-works and civil-construction exposure but prefer some product and materials participation.
  • Monitor bid-win rates alongside margin estimates; winning more work is not positive if pricing is undisciplined.
  • Track public funding and project starts by geography because a large awarded portfolio can still face timing changes.
  • Compare backlog burn with the company’s expected 2026 completion level instead of treating the entire $7.0 billion as near-term revenue.

Builders FirstSource: a building-products supplier rather than a builder

Builders FirstSource says it is “a leading U.S. supplier of structural building products, value-added components and services.” It serves professional customers involved in new residential construction as well as repair and remodeling. That supplier position changes the economics compared with owning homes or bidding as a general contractor.

Demand drivers

New-home demand is influenced by housing starts, mortgage rates, lot availability and builder incentives. Repair and remodeling can provide a different cycle, although it is still affected by household income, home-equity access and credit conditions. Value-added components and installation services may carry different margins from commodity lumber or basic distribution, so review mix rather than relying on a single company-wide margin.

Value-investing checks

  • Separate volume changes from price changes; a revenue increase driven only by product inflation may not persist.
  • Examine debt maturities and interest expense alongside normalized housing demand.
  • Check whether acquisitions or capacity additions are earning above their cost of capital.
  • Stress-test earnings against lower housing starts and higher mortgage rates, then compare the resulting free-cash-flow yield with the share price.

Builders FirstSource can diversify a contractor-heavy portfolio because its revenue comes from supplying many professional customers. It remains cyclical, however, and a low multiple during a housing downturn may signal expected earnings pressure rather than a bargain.

Advanced Drainage Systems: infrastructure products with several end markets

Advanced Drainage Systems makes water-management and drainage products. Its addressable demand spans infrastructure, residential and non-residential construction, and agriculture, giving it a broader end-market mix than a company tied to one project category.

Why the product model matters

Product manufacturers can earn revenue when their components are specified into many projects, without carrying every risk of a prime contractor. The trade-off is sensitivity to resin and other raw-material prices, plant utilization, freight and distributor inventories. Pricing power should be evaluated by whether price increases hold after input costs stabilize.

Variables identified in the annual report

Advanced Drainage Systems identifies economic strength, residential and non-residential construction, infrastructure funding, credit availability, interest rates, unemployment, lot inventories and raw-material prices as factors affecting results. These variables should be built into a downside case rather than treated as footnotes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to analyze WMS

  1. Estimate normalized unit volume across construction and agricultural channels.
  2. Model resin and other raw-material costs separately from selling prices to see whether gross margin is merely recovering from an input shock.
  3. Review receivables and distributor inventories for signs that reported shipments are ahead of end demand.
  4. Compare maintenance and growth capital spending with operating cash flow before calculating a free-cash-flow yield.

WMS may suit investors seeking infrastructure exposure with less dependence on any single public contract. Its multiple should still be judged against normalized demand and balance-sheet resilience.

Sterling Infrastructure: e-infrastructure and alternative delivery

Sterling Infrastructure operates across E-Infrastructure, Transportation and Building Solutions. Its 2025 Form 10-K describes a transportation mix that has shifted toward alternative delivery, airports, commercial work, piling and rail. E-infrastructure adds data and electrical infrastructure demand to the traditional transportation and building portfolio.

Why the mix can diversify

Data-center, electrical and other e-infrastructure projects can have different customers, schedules and margin profiles from highways or commercial buildings. Alternative-delivery methods may give the contractor earlier involvement in design and procurement, but they do not eliminate execution risk. Building Solutions adds another demand stream, while transportation remains exposed to public budgets and project timing.

Checks before buying

  • Measure customer concentration and identify whether one or two programs drive the backlog.
  • Review project-level gross-margin changes, claims, delays and liquidated damages.
  • Assess geographic concentration, including the company’s Texas exposure, against local economic and public-spending conditions.
  • Reconcile backlog growth with awarded margins and expected cash conversion; backlog without profitable execution is not value.

Sterling is a higher-growth way to broaden construction exposure, but the valuation must compensate for concentration and execution uncertainty. Use normalized cash flow rather than extrapolating a strong e-infrastructure cycle indefinitely.

Brookfield Infrastructure: own the assets instead of bidding every project

Brookfield Infrastructure states that it is “a leading global infrastructure company” owning and operating assets in utilities, transport, midstream and data. This ownership model can produce contracted or regulated cash flows that are less dependent on winning each new construction bid, although capital markets and regulation remain important.

Distribution and cash-flow lens

Brookfield Infrastructure increased its quarterly distribution by 6% year over year to $0.455 per unit, or $1.82 annualized, beginning in March 2026, according to its first-quarter 2026 results. Treat that figure as a distribution reference for the stated period, not as a promise of future growth. Evaluate distributable cash flow, payout coverage, asset-level debt and refinancing schedules together.

Risks specific to an owner

  • Higher interest rates can raise refinancing costs and reduce the value investors assign to long-duration assets.
  • Foreign-exchange movements can change reported results and distribution capacity for globally diversified assets.
  • Regulators may alter allowed returns, tariffs or concession terms.
  • Acquisitions and asset recycling can create value, but only when sale prices, purchase multiples and leverage are disciplined.

BIP or BIPC can be considered when the goal is recurring infrastructure cash flow rather than direct exposure to contractor margins. Compare the security’s cash-flow yield and leverage with the durability of its contracts and regulated frameworks.

Sempra: regulated utility and energy-infrastructure exposure

Sempra shifts the portfolio furthest from construction contracting toward regulated utilities and energy infrastructure. Its 2026 value-creation plan calls for nearly $13 billion of investment to modernize energy infrastructure within its 2025–2029 capital plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How modernization spending becomes earnings

Utility investment generally creates value through approved rate-base growth or contracted infrastructure returns, subject to regulatory decisions and construction execution. The headline capital program is therefore an opportunity, not automatic earnings. Review the jurisdictions involved, approval milestones, allowed returns, construction schedule and financing plan.

Value-investor questions

  • What portion of planned spending is supported by approved projects versus proposals still awaiting regulatory action?
  • How will the company fund the program, and what does that imply for interest expense, share issuance or credit metrics?
  • Are customer bills and political conditions consistent with the projected rate-base growth?
  • Does the dividend remain covered after maintenance capital, interest and required equity investment?

Sempra may reduce exposure to construction bidding cycles, but it introduces rate sensitivity, regulatory risk and long-duration financing risk. It belongs in a value comparison only after those risks are priced into the expected return.

How to compare valuation without calling a stock cheap

Use a consistent worksheet dated to the same trading session and fiscal period. A useful comparison includes:

Metric What it answers Common misreading
Forward P/E What investors pay for the next year’s forecast earnings Forecast earnings may represent a cyclical peak
Normalized P/E Price relative to mid-cycle earnings Normalization can be subjective if the business has changed
EV/EBITDA Value of operations before financing and non-cash charges It ignores maintenance capital and working-capital needs
Free-cash-flow yield Cash generated after capital spending relative to equity value One year of unusually low or high investment can distort it
Net debt/EBITDA Balance-sheet leverage against operating earnings EBITDA can fall quickly in a downturn
Distribution or dividend coverage Whether recurring cash flow supports shareholder payouts Asset sales or debt can temporarily support a payout
Backlog conversion How much awarded work should become revenue and cash Backlog can be cancelled, delayed or less profitable than expected
Return on invested capital Whether growth earns more than the cost of capital Acquisition accounting and cycle timing can skew the measure

A 2026 materials-sector review by Kiplinger listed CRH at a 17.8 forward P/E and a 1.5% dividend yield in its comparison table. That is a dated secondary snapshot, not a current valuation for every construction alternative and not a substitute for company filings and same-date market prices. Use it only to understand how quickly sector comparisons become stale.

A practical screening process

  1. Define the exposure you want. Choose among contractor earnings, building-product volumes, specialized infrastructure products, infrastructure ownership or regulated utility growth.
  2. Set a normalized base. Use several years of revenue, margins, capital spending and working capital. Remove one-time gains, unusually favorable weather and obvious peak pricing.
  3. Score balance-sheet risk. Record net debt, maturities, floating-rate exposure, lease obligations and any need for equity funding.
  4. Test the demand cycle. Model weaker housing starts, delayed public awards, lower industrial activity or slower data-infrastructure growth, depending on the company.
  5. Examine cash conversion. Compare operating cash flow with net income and identify whether receivables, inventory or contract assets are absorbing cash.
  6. Check the valuation against the downside. A lower multiple is useful only if the stressed free-cash-flow yield and leverage remain acceptable.
  7. Choose position sizes by risk. A regulated owner may deserve a different weight from a concentrated contractor even when both appear similarly valued.

Which alternative fits which investor objective?

Objective Most relevant candidates Reason Risk to emphasize
Stay close to public construction Granite Construction Civil backlog and materials operations Bid quality, working capital and public-project timing
Gain residential supply-chain exposure Builders FirstSource Structural products, components and services for professional customers Housing and mortgage cycles
Own a diversified product manufacturer Advanced Drainage Systems Water and drainage demand across several end markets Raw materials, volume and credit
Add e-infrastructure growth Sterling Infrastructure Data/electrical infrastructure plus transportation and building solutions Concentration and execution
Prioritize recurring infrastructure cash flow Brookfield Infrastructure Utilities, transport, midstream and data assets Leverage, refinancing, currency and regulation
Seek regulated modernization spending Sempra Utility and energy-infrastructure investment program Rate decisions, financing and execution

Risks common to the entire shortlist

Cyclicality and false precision

Construction and materials demand can fall when rates rise, credit tightens, unemployment increases or customers delay projects. A spreadsheet that uses one year of strong margins can make a cyclical stock appear permanently inexpensive.

Backlog is not cash

Committed work can be delayed, repriced, cancelled or executed below the original margin estimate. Read contract assets, claims, change orders, bonding requirements and customer concentration before assigning value to backlog.

Public funding and regulation

Contractors depend on public awards and appropriations, while utilities and infrastructure owners depend on regulators and concession frameworks. Delays may shift revenue without destroying long-term demand, but they can still create financing pressure.

Leverage and refinancing

Asset owners often use more debt because contracted cash flows are predictable. That leverage can magnify returns when financing is available and magnify losses when maturities reset at higher rates. Compare debt service with conservative cash flow, not management’s most optimistic case.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Raw-material and labor inflation

Manufacturers and contractors face resin, asphalt, aggregates, fuel, freight and labor costs. Determine whether contracts or customer relationships allow timely price recovery. If not, a revenue increase may conceal margin compression.

Bottom line for a value-investing shortlist

There is no single best replacement for a high-priced construction stock. Granite is the most direct civil-construction alternative and adds materials integration; Builders FirstSource and Advanced Drainage Systems offer supplier and product economics; Sterling adds e-infrastructure and alternative-delivery exposure; Brookfield Infrastructure emphasizes owned assets and recurring distributions; Sempra emphasizes regulated utility and energy-infrastructure investment.

Select only after a same-date valuation review and a downside case for earnings, cash flow and leverage. The strongest value candidate is the one whose normalized cash flows remain attractive after you account for the risk that matters most to its business model.
