The most practical alternatives are Qcells residential crystalline-silicon modules assembled in Georgia, domestic suppliers such as Heliene and Bila Solar, and First Solar’s cadmium telluride (CdTe) thin-film modules when an installer can obtain them. None of those options should be described as completely China-free without current, model-specific traceability for cells, wafers, polysilicon, glass, frames and other components.
For a home project, compare complete installed bids rather than module names alone. A domestic-content choice affects module availability, roof area, installer support, documentation and possibly incentive eligibility. The U.S. Department of Energy’s 2025 modeled residential-system range was $3.20–$4.20 per watt direct current (Wdc), but a particular domestic-sourcing decision can move your quote above or below that benchmark.
What “not made in China” means for a solar installation
Solar modules are assembled from a chain of materials and components: polysilicon, ingots, wafers, cells, glass, encapsulant, backsheets, junction boxes, frames and electronics. A label such as “assembled in the USA” normally identifies the final assembly location; it does not, by itself, establish where every upstream component was produced.
Ask for the exact module model and a written country-of-origin statement covering at least the cells, wafers, polysilicon, glass, frame and junction box. If the manufacturer will not provide that level of detail, describe the module as U.S.-assembled or domestically supplied—not as China-free.

The distinction matters because the U.S. solar supply chain remains global. DOE says the current chain is dominated by products from China or companies with close ties to China. In 2020, 75% of silicon solar cells in U.S.-installed modules came from Chinese subsidiaries operating in Vietnam, Malaysia and Thailand. DOE also estimated that U.S. silicon-module manufacturing cost 30–40% more than manufacturing in China in 2020. Those figures are historical, but they explain why a domestic assembly label does not automatically mean an independent upstream supply chain.
Best alternatives for a homeowner
| Option | Technology | U.S. manufacturing fact established in current public information | Best fit | Important qualification |
|---|---|---|---|---|
| Qcells residential AC modules | Crystalline silicon | Residential AC modules are assembled in Georgia. Qcells announced domestic-frame products intended to help projects meet a 55% domestic-content requirement for projects beginning construction in 2027. | Homeowners who want a widely supported crystalline-silicon product through a residential installer | Georgia assembly does not prove that cells, wafers or polysilicon are U.S.-made. Verify the exact model and bill of materials. |
| Heliene | Crystalline silicon | Heliene submitted a DOE-hosted Build America, Buy America (BABA) solar-PV attestation. | Projects whose procurement rules require a documented domestic-supply declaration | An attestation is not a blanket guarantee for every model or every incentive program. Confirm SKU-level origin and availability. |
| Bila Solar | Crystalline silicon | Bila Solar submitted a DOE-hosted BABA solar-PV attestation. | Installers able to source its specific models for a residential job | Confirm the model, production location, component origins and delivery date with the installer. |
| First Solar | CdTe thin film | DOE describes U.S. CdTe production as not relying on Chinese companies. First Solar expanded Ohio capacity to 6.3 GW, according to DOE’s 2024 manufacturing update. | Large roofs, ground mounts or homeowners whose installer can source thin-film modules | These modules are commonly installer-sourced rather than sold as ordinary residential retail products. CdTe has different dimensions, mounting and electrical characteristics from crystalline silicon. |
| Monument Solar or ZRC Worldwide | Technology and model dependent | Both submitted DOE-hosted BABA solar-PV attestations. | Federal or publicly funded projects requiring BABA documentation | Do not infer that every residential SKU is domestic or available in your region without current paperwork. |
The strongest practical shortlist is therefore Qcells for mainstream residential crystalline silicon, Heliene or Bila Solar when your installer can document a suitable model, and First Solar when a specialist installer designs around CdTe. Monument Solar and ZRC Worldwide are additional procurement leads, particularly where BABA rules apply.
Qcells: the most straightforward residential route
Qcells’ residential AC modules are assembled in Georgia, making them one of the easiest U.S.-assembled options for a conventional home installation. The AC designation refers to a module paired with an integrated microinverter or AC architecture; your installer must still design the complete system, including racking, monitoring, service disconnects and permitting.
What the Georgia label does and does not establish
- It establishes the stated final assembly location for the applicable residential AC product.
- It does not, without further documentation, establish U.S. origin for the cells, wafers, polysilicon, glass, frame or electronics.
- Different Qcells models can have different component origins and availability.
Qcells has also announced domestic-frame products aimed at helping projects satisfy a 55% domestic-content requirement for projects beginning construction in 2027. That statement concerns a project-level requirement and a particular product configuration; it is not a promise that every Qcells module is eligible for every federal, state or utility incentive.
Questions to put in a Qcells quote
- Which exact model number will be installed, and is it an AC module or a DC module paired with separate inverters?
- Where were the cells and wafers produced for that model and production batch?
- Which frame and glass configuration is being quoted, and does it match the announced domestic-frame product?
- What documentation will the installer provide if an incentive administrator requests domestic-content evidence?
- Who handles warranty claims—the installer, distributor or manufacturer—and what happens if the quoted model is substituted?
First Solar CdTe: a different technology, not just a different country
First Solar uses cadmium telluride (CdTe) thin-film technology rather than the crystalline-silicon cells used in most residential modules. DOE describes U.S. CdTe production as not relying on Chinese companies. This makes CdTe a meaningful technology and supply-chain alternative, not merely a different assembly location.

Roof-area and design trade-offs
Crystalline-silicon modules generally deliver more watts per square metre than thin-film modules, so a CdTe design may need more roof or ground area for the same system capacity. Exact power density depends on the model and installation geometry. CdTe can be attractive where space is ample, temperature behavior, shading patterns or project procurement rules favor it, but it is not automatically the best choice for a small, obstruction-heavy roof.
Why homeowners may have difficulty obtaining it
First Solar modules are commonly sold through utility-scale and commercial channels. A residential installer may need to source them through an authorized distribution relationship and redesign the electrical layout, racking and permitting package. Do not assume that a retail marketplace listing, if one appears, represents normal residential supply, current warranty support or a complete code-compliant system.

Heliene, Bila Solar and other documented domestic suppliers
DOE-hosted BABA attestations from Heliene, Bila Solar, First Solar, Monument Solar and ZRC Worldwide can help an installer identify suppliers that have submitted domestic-supply documentation. BABA is a procurement rule for applicable federally funded infrastructure; it is not a universal label for all private residential systems.
How to interpret an attestation
- It is a supplier’s submission for the products and conditions described in that document.
- It may not cover every model, factory, component or future production batch.
- It does not automatically establish eligibility for a homeowner tax credit, state incentive or utility rebate.
- Your project may need additional invoices, certifications or chain-of-custody records.
Have the installer match the attestation to the exact module model, manufacturing site and purchase order. If the installer proposes a substitution, require the same review again rather than treating the original paperwork as transferable.

Compare the technologies before comparing countries
| Decision factor | Crystalline silicon (for example, Qcells, Heliene or Bila Solar) | CdTe thin film (for example, First Solar) |
|---|---|---|
| Cell technology | Silicon wafers and cells | Cadmium telluride thin-film semiconductor |
| Typical roof-area efficiency | Generally higher power density, which helps on small roofs; exact efficiency is model-specific. | Generally lower power density than leading crystalline silicon, so more area may be required; exact efficiency is model-specific. |
| Physical size and mounting | Residential formats are familiar to most installers; dimensions and weight vary by model. | Different dimensions, mounting details and electrical behavior; installer engineering is especially important. |
| Availability for detached homes | Usually easier to source through residential distributors. | Often installer-sourced and more common in commercial or utility projects. |
| Warranty and service | Confirm the specific product warranty, installer workmanship warranty and local service path. | Confirm the specific product warranty and whether the residential installer is authorized to support it. |
| Component-origin documentation | “Assembled in the USA” may still include imported cells or wafers; request a complete origin statement. | U.S. CdTe production is described by DOE as not relying on Chinese companies, but verify the quoted model and production site. |
| Domestic-content incentive eligibility | Depends on the project, construction date, component classification and documentation. | Depends on the same project-specific rules; technology alone does not guarantee eligibility. |
| Total installed price | Use the installer’s complete bid; module price alone is not meaningful. | Use a complete engineered bid because design, freight, racking and labor may differ. |
How to verify a module’s origin before signing
- Write your requirement precisely. Decide whether you need U.S. final assembly, U.S.-made cells, a BABA-compliant product, eligibility for a particular domestic-content incentive, or simply a supply chain with fewer China-linked inputs. These are different requirements.
- Record the exact model. Put the manufacturer, model number, wattage, factory and quantity in the proposal. “Domestic panel” is too vague to enforce.
- Request a component-origin schedule. Ask for the countries of origin for polysilicon, ingot, wafer, cell, glass, encapsulant, backsheet, frame, junction box and inverter. If a component is confidential, ask for a signed manufacturer declaration stating whether it meets your project rule.
- Check the production date and substitution clause. Supply conditions change. Require written approval before the installer substitutes a model, factory or component origin.
- Match documents to the incentive. Ask the tax-credit administrator, state agency or utility which records it accepts. A BABA attestation may be irrelevant to a privately financed home project, while a tax-credit domestic-content calculation may require different evidence.
- Keep the records. Save the signed quote, serial-number list, invoices, manufacturer declarations, certificates and final inspection documents with your tax and warranty files.
Installed cost: why a module price is not a system price
DOE’s 2025 modeled residential-system price was $3.20–$4.20/Wdc. An illustrative 8 kWdc system at that benchmark would be approximately $25,600–$33,600 before incentives, financing costs, electrical upgrades or unusual site work. This is a dated modeling range, not a quote for your home.
Recommended Free Tools
DOE reported a U.S. module price of $0.27/Wdc in the third quarter of 2025. That number covers the module, not design, permitting, racking, inverter equipment, labor, interconnection, sales overhead or warranty administration. A lower module price can still produce a higher installed price if the system requires difficult roof work or special procurement.
Domestic silicon manufacturing was estimated to cost 30–40% more than Chinese manufacturing in 2020. Current costs, tariffs and production volumes differ, but domestic sourcing can still affect your bid. Compare the final price per installed Wdc, annual production estimate, equipment included, workmanship coverage and cancellation terms—not just the panel line item.
Domestic-content incentives and policy rules change by date
State the project location and planned construction-start date before relying on any domestic-content bonus. Eligibility can depend on the project type, component classification, percentage test, placed-in-service date and documentation. A manufacturer’s marketing statement is not a tax determination; ask a qualified tax professional or the administering agency.
DOE reports that more than 60 GW of U.S. solar manufacturing capacity was added after the Inflation Reduction Act. Its 2024 update cited Qcells’ Georgia expansion to 5.1 GW and First Solar’s Ohio expansion to 6.3 GW. DOE also reported 15.7 GWdc of U.S.-manufactured PV panels in the first half of 2025, a 126% year-over-year increase. Capacity growth improves the odds of domestic sourcing, but it does not make every component domestic or every model available to homeowners.

Trade measures affecting crystalline silicon
As of the policy record described by DOE and the 2025 Federal Register notice, the United States has used antidumping and countervailing-duty orders on certain Chinese crystalline-silicon cells and modules, Section 201 safeguards and Section 301 tariffs. Federal findings also addressed circumvention involving some Southeast Asian products. These measures can change prices, factory choices and delivery schedules.
The 2025 Federal Register notice distinguishes covered crystalline-silicon products from excluded thin-film products such as CdTe and CIGS. “Excluded” in a particular trade notice does not mean a product is exempt from every tariff, procurement rule or incentive calculation. Have your importer or installer confirm the rule that applies to the exact product and entry date.
How to compare installer bids
- Normalize system size. Compare bids by Wdc and expected annual kilowatt-hours, not by panel count. A larger-wattage module can change the count without changing the intended system size.
- Separate equipment from services. Require line items for modules, inverters, racking, electrical work, permits, interconnection, monitoring, labor and sales tax.
- Check roof constraints. Confirm usable area after setbacks, vents, skylights, fire-access paths and shading. A lower-power-density module may require a larger array.
- Verify warranty responsibility. Identify the manufacturer product warranty, performance warranty, installer workmanship warranty and the party responsible if the installer closes.
- Ask about lead time. Domestic-content documentation is useful only if the specified model will arrive before your utility, financing or incentive deadlines.
- Require origin language in the contract. State the minimum country-of-origin requirements and the approval process for substitutions.
Common mistakes and how to avoid them
Assuming U.S. assembly means a China-free panel
It does not. Treat assembly as one data point and obtain upstream component information.
Treating a supplier attestation as universal proof
A BABA attestation applies to the described products and procurement conditions. Match it to your model and project rule.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesChoosing thin film solely for its domestic story
Technology, roof area, electrical design, installer capability and service support still determine whether CdTe is practical.

Comparing panel prices instead of installed bids
Domestic sourcing can affect freight, labor, inventory and engineering. Compare complete systems at the same capacity and scope.
Ignoring project dates
Tariffs, trade exclusions and incentive requirements change. Put the expected construction-start and placed-in-service dates in your decision record.
Accepting an undocumented substitution
Require a new origin statement and incentive review whenever the model, factory or component configuration changes.
A practical decision framework
- Small or space-constrained roof: Start with residential crystalline silicon, then verify the highest suitable power density and the component origins you require.
- Typical detached-home project: Obtain a Qcells residential AC quote and at least one quote using another documented supplier such as Heliene or Bila Solar. Compare the complete systems.
- Large roof, ground mount or specialist design: Ask whether First Solar CdTe is available and request a full engineering package before comparing it with silicon.
- Federally funded or BABA-covered work: Begin with suppliers that submitted DOE-hosted attestations, then obtain model-level confirmation and project-specific compliance records.
- Strict China-avoidance requirement: Do not sign on the basis of a country-of-assembly label. Make a written, component-by-component traceability schedule a contract condition.
Bottom line for homeowners
Qcells assembled in Georgia is the most accessible starting point for a conventional residential system, but it is not automatically a completely China-free product. Heliene and Bila Solar may fit projects requiring documented domestic procurement, while First Solar’s CdTe modules offer a distinct U.S.-manufactured technology when a capable installer can source and design around them. The winning choice is the bid that proves the origin you actually require, fits your roof, includes credible warranty support and remains compliant with the rules in force when your project begins.
