The strongest alternative is not one replacement product. Separate identity proofing (establishing that a person has a claimed identity or attribute), authentication (securely recognizing a returning user), and the trust, revocation, recovery, and compliance services around them. For most organizations, that means using issuer-signed verifiable credentials with interoperable decentralized identifiers, adding European Digital Identity Wallet support for EU-facing services, considering MOSIP and Inji when infrastructure sovereignty matters, and using FIDO passkeys for phishing-resistant login. A decentralized identifier alone does not prove who someone is, and passkeys do not replace identity proofing.
This architecture can reduce dependence on a single identity-verification provider and limit unnecessary sharing of identity documents. It does not remove governance: you still need trusted issuers, accepted schemas, status and revocation checks, fraud controls, recovery procedures, accessibility options, and evidence that your process meets the rules of each market.
What you are replacing—and what you are not
A centralized verification platform commonly receives an identity document and biometric or database information, performs checks in its own service, and returns a pass/fail result or a verified profile. Replacing it requires deciding which parts your organization will operate, which parts issuers will operate, and what evidence your verifier actually needs.

Identity proofing
Proofing establishes a relationship between a real person and an identity or attribute. Examples include a government-issued name and date of birth, a professional licence, employment status, residency, or an age threshold. Proofing may happen once at an issuer such as a government, employer, school, or bank. The resulting claim can then be presented to multiple relying parties.

Authentication
Authentication recognizes a returning account holder. A passkey, for example, proves control of a cryptographic credential protected by a device biometric or PIN. It does not, by itself, prove the holder’s legal name, age, address, or citizenship. Keeping authentication separate from proofing prevents a common design error: treating a secure login as evidence of real-world identity.
Trust and policy
Your organization must decide which issuers it trusts, which credential schemas and assurance levels it accepts, how status is checked, how long evidence is retained, and what happens when a key or device is lost. These policy decisions remain necessary whether your implementation uses a public wallet, an open-source stack, or a commercial service.
How a decentralized credential model works
The issuer–holder–verifier model is the most useful mental model for evaluating alternatives.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Issuer: A trusted authority signs a credential containing specific claims. The authority might be a government, school, employer, bank, or regulated professional body.
- Holder: The person or organization stores the credential in a wallet or another protected device and chooses when to present it.
- Verifier: Your service checks the credential’s cryptographic signature, issuer trust, status, presentation integrity, and your own policy before granting access or completing onboarding.
W3C decentralized identifiers (DIDs) provide an identifier and verification-method framework for decentralized digital identity. A DID can be bound to a person or organization through a trusted authority and verifiable credentials, but the DID itself is not proof of a real-world identity. DID registries are designed to operate independently of a particular service provider, which can reduce dependence on one identity provider without eliminating trusted authorities.
Verifiable credentials are issuer-signed claims that a holder presents to a verifier. OpenID for Verifiable Credential Issuance (OpenID4VCI) defines an API-based issuance flow and supports formats including mobile documents (mdoc), SD-JWT VC, and W3C Verifiable Credentials. For presentation, evaluate OpenID4VP and the relevant high-assurance profiles alongside the credential format.

| Approach | Best fit | What it proves | Relevant standards or formats | Main advantages | Main constraints |
|---|---|---|---|---|---|
| W3C DIDs plus verifiable credentials | Cross-issuer, portable claims and selective disclosure | Issuer-backed attributes; a DID alone proves nothing about a person’s civil identity | W3C DID and VC specifications; OpenID4VCI/OpenID4VP; SD-JWT VC; mdoc | Open interoperability, cryptographic verification, less reliance on one provider | Issuer governance, wallet recovery, schema and revocation operations, ecosystem fragmentation, uneven regulatory acceptance |
| European Digital Identity Wallet (EUDI Wallet) | Services for EU citizens, residents, businesses, and regulated relying parties | Government-backed identity and documents made available through Member State wallets | Common European open-source specifications and eIDAS 2.0-related interoperability | Regional public framework, common specifications, support for public and private services | Primarily a European ecosystem; issuance coverage, rollout timing, and national implementation differ |
| MOSIP and Inji | Governments, regulated institutions, and large organizations requiring infrastructure control | Credentials issued and verified under the deploying authority’s policies | W3C VC, OpenID4VCI/OpenID4VP, ISO/IEC 18013-5; API-first lifecycle services | Open-source control, online and offline sharing, selective disclosure, consent, and tailored deployment | The operator owns hosting, security, integrations, support, trust governance, and compliance evidence |
| FIDO passkeys plus verifiable credentials | Strong sign-in combined with separate proof of attributes | Passkey: control of an authenticator. Credential: issuer-signed attributes | FIDO standards; credential presentations such as SD-JWT VC or ISO mdoc | Phishing-resistant authentication without making a login credential carry identity claims | Passkeys do not perform identity proofing; you still need issuers, credentials, and recovery |
| Subscriber-controlled wallets and mobile-driver-licence flows | Organizations accepting government, education, or attribute credentials | Evidence carried by the subscriber and presented through an approved protocol | NIST 800-63C-aligned protocols, ISO/IEC 18013-5/-7, or OpenID high-assurance profiles | Holder control, selective disclosure, and potential offline operation | Device, jurisdiction, issuer-coverage, offline, and verifier-certification requirements must be validated |
1. W3C DIDs and verifiable credentials
When this is the right choice
Choose this foundation when users need to reuse claims from multiple issuers across multiple relying parties. A university could issue an education credential, an employer an employment credential, and a government an identity credential. A verifier can request only the claims required for a transaction instead of collecting an entire identity document.
What your organization must operate
- A trust list or registry describing accepted issuers and credential types.
- Schema governance, including versioning and rules for handling changed claims.
- Status and revocation checks, with a defined response when a status service is unavailable.
- Presentation policy: required claims, acceptable assurance, freshness, audience binding, and replay protection.
- Wallet recovery and key-rotation procedures that do not silently transfer control to an untrusted party.
Limitations to plan for
Interoperability is improving but not automatic. Two systems can both claim support for verifiable credentials while differing in format, presentation protocol, status mechanism, or trust model. Test the exact issuer, wallet, and verifier combination you intend to deploy. Regulatory acceptance also depends on the jurisdiction and use case; a technically valid credential is not automatically sufficient for every KYC, AML, employment, or age-assurance obligation.

Who should prioritize it
Organizations serving people or businesses in the European Union should treat EUDI Wallet compatibility as a regional interoperability requirement or opportunity, especially where public-sector or regulated private services are involved. The European Commission describes wallets that identify users to public and private services and store documents such as mobile driving licences and education credentials.
What the framework provides
Each Member State is expected to provide at least one wallet built to common open-source specifications. This creates a public framework rather than a single global wallet vendor. A relying party still needs to understand the national issuer, credential type, assurance level, consent screen, presentation protocol, and evidence-retention rules applicable to its transaction.
Implementation questions
- Which Member States issue the credentials your customers need today?
- Can your verifier accept the required wallet and presentation formats on supported browsers and devices?
- Does your transaction work when a user has no compatible phone, has limited connectivity, or needs an assisted flow?
- How will you record consent and the minimum evidence required for an audit?
The Commission has reported that 63% of users want a secure single digital ID for all online services. The accessed fact page does not state the survey year, so treat the figure as a Commission-reported survey result rather than a current global adoption rate.

3. MOSIP and Inji
Why organizations choose this path
MOSIP documents API-first identity issuance, verification, and lifecycle management. Inji adds credential issuance, holding in a wallet or on a physical medium, online and offline sharing, and instant verification. Its documented support includes W3C Verifiable Credentials, OpenID4VCI, OpenID4VP, and ISO/IEC 18013-5.

Where it fits best
This option suits governments, regulated institutions, and large enterprises that need sovereignty over infrastructure, data flows, and policy. It can support a national or enterprise issuer, a dedicated verifier network, or a program that must continue operating when connectivity is intermittent.
The ownership trade-off
Open source changes who carries the work; it does not remove the work. Your team or an implementation partner must secure the deployment, operate trust registries and status services, integrate authoritative data sources, monitor fraud, provide user support, test upgrades, and produce compliance evidence. Establish service-level objectives for issuance, verification, revocation, and recovery before selecting the stack.
4. FIDO passkeys paired with credentials
Use passkeys for login
FIDO describes a passkey as a phishing-resistant credential based on FIDO standards. Users sign in with the same simple process used to unlock their device, such as a biometric or PIN. The private key remains protected by the authenticator, and the service receives a cryptographic assertion rather than a reusable password.
Use verifiable credentials for attributes
FIDO’s guidance distinguishes authentication from identity claims. A verifiable credential can present age, licence, employment, or residency, with selective disclosure using formats such as SD-JWT VC or ISO mdoc. Pairing the two lets a service require a passkey for account access and request a credential only when a transaction needs an attribute.

Recovery remains essential
Define how users regain access after losing a device, replacing a phone, changing an authenticator, or suspecting compromise. Recovery that falls back to weak knowledge questions can undermine the phishing resistance you gained. Offer documented, auditable alternatives and provide a route for people whose devices do not support passkeys.
5. Subscriber-controlled wallets and mobile-driver-licence flows
NIST describes subscriber-controlled wallets that can hold government, education, and attribute credentials. Under NIST 800-63A-4, a wallet can be used as identity evidence when paired with approved presentation protocols aligned with NIST 800-63C, ISO/IEC 18013-7, or OpenID Foundation high-assurance profiles.
This approach is useful when your service expects mobile driver’s licences or other government-issued credentials. Confirm the issuing jurisdictions, supported device operating systems, online and offline behavior, verifier certification, and the exact claims available before making it a mandatory path. A wallet flow should have a fallback for users without a supported device or credential.
How to choose an architecture

- Regulatory fit: Map the assurance and evidence requirements for KYC/AML, age assurance, employment, benefits, or sector-specific rules in every target geography.
- Privacy: Require selective disclosure, purpose limitation, correlation resistance where feasible, explicit consent, and minimum retention.
- Interoperability: List the precise formats and protocols you need: W3C VC, SD-JWT VC, mdoc, OpenID4VCI, OpenID4VP, and ISO/IEC 18013-5/-7.
- Recovery and portability: Test phone loss, key compromise, account lockout, wallet-provider changes, credential expiry, and issuer migration.
- Issuer coverage: Verify that trusted issuers exist for the population and claims your service needs, not merely that a specification supports them.
- Operations and cost: Assign responsibility for wallet support, trust lists, revocation, fraud analytics, uptime, incident response, and compliance records.
- Accessibility and inclusion: Support people without modern smartphones, stable connectivity, standard identity documents, or the ability to complete a self-service flow.

A practical implementation sequence
- Define the transaction: Write down the decision you need to make, the minimum claims required, the assurance level, and how long evidence must be retained.
- Separate proofing from authentication: Decide whether the user needs a credential, a passkey, or both. Do not ask a passkey to carry civil-identity claims.
- Select issuers and formats: Name accepted issuers, credential schemas, presentation protocols, status mechanisms, and required assurance levels.
- Build the verifier policy: Enforce signature validity, issuer trust, expiry, status, audience binding, nonce or replay protection, consent, and claim minimization.
- Design wallet and key recovery: Cover device loss, backup, key rotation, suspected compromise, credential replacement, and assisted support.
- Run a proof of concept: Test at least one issuer, wallet, and verifier for successful issuance, selective disclosure, revocation, offline or degraded connectivity, and audit logging.
- Test failure and inclusion paths: Deliberately test unavailable status services, expired credentials, clock skew, unsupported devices, duplicate accounts, forged presentations, and users who need an alternative channel.
- Prepare compliance evidence: Document consent, data flows, retention, policy decisions, incident response, accessibility testing, and the reason each requested claim is necessary.
- Roll out incrementally: Start with an optional credential or passkey path, measure completion and support rates, then expand only after issuer coverage and recovery performance are proven.
Costs, staffing, and commercial expectations
No comparable current published plan prices were established for W3C standards, EUDI Wallet, MOSIP/Inji, NIST wallet guidance, or FIDO specifications. Budgeting is implementation-specific. Include engineering and integration, secure hosting, trust-list and status operations, issuer onboarding, wallet support, fraud monitoring, accessibility work, certification, legal review, and ongoing incident response. Open-source licensing can reduce software-licence dependence while increasing deployment and support responsibility; a public wallet framework can reduce interoperability risk in its region while leaving national integration work to the relying party.

Common failure modes and fixes
Treating a DID as identity proof
Symptom: The system accepts possession of a DID as evidence of a person’s legal identity. Fix: Require an issuer-backed credential or another documented assurance process and validate the issuer’s trust status.
Using a passkey as KYC evidence
Symptom: Account enrollment is considered verified because the user registered a passkey. Fix: Use the passkey for authentication and request a credential or approved proofing flow for the attributes your policy requires.
Ignoring revocation and recovery
Symptom: The happy path works, but a lost phone or revoked licence leaves support staff improvising. Fix: Specify status checks, replacement credentials, account suspension, key rotation, and an auditable recovery process before launch.
Assuming interoperability from a logo
Symptom: A wallet advertises a standard but cannot complete your chosen presentation flow. Fix: Test exact formats, protocol versions, trust metadata, selective-disclosure behavior, and error handling with real issuer and wallet combinations.
Designing only for ideal devices and connectivity
Symptom: Users without a modern smartphone, reliable network, or standard documents are blocked. Fix: Offer an accessible assisted or alternate channel and document how its assurance compares with the digital path.
Bottom line for decision-makers
Use W3C credential infrastructure when portable, selectively disclosed claims across issuers are the priority. Add EUDI Wallet support for EU-facing interoperability. Evaluate MOSIP and Inji when control of issuance and verification infrastructure outweighs turnkey convenience. Pair FIDO passkeys with credentials when secure login and proof of attributes are separate needs. Whichever route you choose, validate issuer coverage, trust governance, revocation, recovery, accessibility, audit evidence, and failure handling in a proof of concept before making it the only way to transact.
