For most Indian startups, Belfast is the safer first-office choice. It offers the broadest hiring market, denser international-company and professional-services networks, and the strongest default for customer meetings and senior recruitment. Choose Derry~Londonderry instead when your product is digital, AI, robotics, creative technology or health-led and you can turn its university links, specialist talent pipeline or regional funding into a specific operating advantage.
A practical compromise is to put the commercial and leadership hub in Belfast, then build a Derry delivery or research team after you have validated hiring demand and a university or innovation partner. Whichever city you choose, confirm current rents, grants, immigration rules, payroll obligations and travel schedules with Invest NI and the two councils before signing a lease.
The decision in one sentence
Use Belfast as the default unless you can name a Derry-specific advantage that will change your economics or product execution: a committed university or R&D collaboration, a materially lower-cost delivery model, a regional grant package, or a concentrated pool of people who match your technology. A Derry-first plan is viable, but it needs a deliberate approach to senior hiring, customer travel and partner development.

Why Belfast is the normal first-office choice
A larger, lower-risk hiring market
Belfast gives a new employer access to Northern Ireland’s largest concentration of technology, financial, professional and advanced-engineering activity. Belfast City Council identifies creative and digital businesses, financial and professional services, cyber technology, and advanced engineering and manufacturing as established clusters. That mix matters when your first office needs more than software developers: you may also need an account executive, implementation lead, finance manager, recruiter, compliance specialist or operations director.

The council reports that Northern Ireland has about 900 international companies employing more than 100,000 people, and that 71% of new investors reinvest. Those are Northern Ireland-wide figures, not a count of Belfast offices, but they indicate the depth of the market in which Belfast operates. A startup can recruit people who already understand multinational processes while also hiring from local scale-ups, universities and smaller product companies.
For an Indian founder building a first UK team, this breadth reduces key-person risk. If one candidate declines, or a role changes from customer success to solutions engineering, the probability of finding a nearby replacement is generally better than in a smaller labour market. It also makes it easier to hire a mixed team in the same city rather than splitting functions across several locations.
Denser commercial and professional networks
Belfast’s concentration of international employers, banks, accountants, lawyers, recruitment firms and technology suppliers creates a useful support layer for an overseas entrant. You can test a product with local businesses, find advisers familiar with UK and cross-border operations, and meet potential channel partners without making every relationship a regional travel project.
This is especially valuable for a startup selling to regulated or enterprise customers. A fintech, cybersecurity vendor, business-software company or data-service provider may need introductions to procurement, risk, legal and information-security contacts before a sale progresses. Belfast’s established professional-services base does not guarantee a contract, but it makes the relationship-building work more repeatable.
Connectivity for customers, investors and an India leadership team
The UK Government describes Northern Ireland as having access to both the UK internal market and the EU Single Market. It also cites more than 1,500 international companies, three airports and four public ports, using 2025 data from the Northern Ireland Statistics and Research Agency for the company count. Invest NI highlights two universities, a population of about 1.9 million, strong full-fibre coverage, three international airports and region-wide research-and-development support.
Those are regional advantages rather than a promise of a particular direct flight. Belfast is the stronger default when your sales team expects frequent customer visits, when investors travel in, or when senior staff need to move between Northern Ireland, Great Britain, continental Europe and India through connecting hubs. Check current routes and schedules for the dates you actually expect to travel; route frequency changes and should not be inferred from a city’s airport count.

Published cost signals, with an important qualification
Belfast City Council says office rents are about half those in Dublin and one third those in London, and that salary costs are one third lower than in other major Western European capitals. Treat these as directional promotional benchmarks, not a quotation or a like-for-like total-cost model. The comparison may vary by building grade, lease term, neighbourhood, role, seniority, benefits and exchange rates.
Before choosing a site, request current quotes for rent, service charge, fit-out, broadband, utilities, insurance and local taxes. Build a separate salary model for Indian transfers, local hires and contractors. A cheaper headline rent can disappear if you need a large fit-out, pay for frequent travel to customers, or offer a premium to attract a scarce specialist.
Where Derry can be the better strategic base
A concentrated digital and creative-technology pipeline
Invest Derry Strabane identifies 95 digital and creative-technology companies and more than 5,900 graduates in the area. Its cluster covers EdTech, software, healthtech, e-commerce, social networks, cybersecurity and digital media. The breadth is narrower than Belfast’s overall market, but the concentration can be an advantage when your roles and product sit squarely inside those fields.
The local education network includes Ulster University, North West Regional College and Letterkenny Institute of Technology. A startup that works with those institutions can create a repeatable graduate pipeline, project placements or applied research briefs instead of competing for every hire in a national market. Ask each institution what courses, placement calendars, laboratories and partnership mechanisms are active for your exact skills requirement; a named institution alone is not a guarantee of available candidates.
Research infrastructure for AI, robotics and industrial digitalisation
Ulster University’s Cognitive Analytics and Digital Robotics Innovation Centre (CADRIC) is a £39 million research-led facility focused on cognitive analytics, machine learning, digital robotics and industrial digitalisation. Completion is anticipated in 2028, so treat the future facility as a pipeline opportunity rather than capacity you can automatically use today.

For an AI or robotics startup, the relevant question is not simply whether CADRIC exists. Determine which researchers and equipment are currently accessible, what collaboration agreements are offered, how intellectual property is handled, and whether your project timetable matches the facility’s build and commissioning schedule. If those answers line up, Derry can provide a university-linked R&D identity that would be more expensive or harder to establish elsewhere.

Large public investment creates partnership opportunities
The Derry~Londonderry and Strabane City Deal and Inclusive Future Fund combine £210 million of government funding with £83 million from partners. The programme forecasts 6,300 additional jobs by 2033. A council release describes the overall programme as exceeding £290 million and focuses on digital, health and innovation.
These figures describe planned public investment and forecast employment, not a grant awarded to your company. They do indicate a policy environment that is actively seeking technology, health and innovation projects. Ask Invest Derry Strabane and Invest NI which calls, sites, procurement opportunities or partnership programmes are open now, their eligibility rules, the required match funding and the decision timetable.
Evidence that a campus-linked delivery model can work
PwC has opened an R&D centre on the Ulster University campus and planned to expand a North-West team. This is a practical example of locating applied work beside a university rather than treating the institution as a distant source of graduates. An Indian startup can use the same principle for a small engineering, analytics or testing group while keeping sales and senior leadership elsewhere.
Costs are promising but not yet comparable
Derry is repeatedly presented as a cost-competitive regional location, which may help a delivery centre or early R&D team. However, a current, like-for-like rent comparison with Belfast was not established. Obtain quotes for equivalent space, fit-out and services, then include the cost of travel to customers, recruiting senior managers and maintaining a second location if your commercial team remains in Belfast.

A decision process that produces an answer you can defend
1. Define the first office’s job
Write a one-page operating brief before looking at property. List the functions to be hired in the first 12, 24 and 36 months; the share of work that is customer-facing; the roles that must be local; the number of India-based transfers; laboratory or data requirements; and the maximum acceptable travel time to priority customers.
Separate “must be in Northern Ireland” from “can remain in India or remote.” A five-person sales and partnerships office has a different location need from a 30-person engineering centre with university projects. The city that fits the second model may be wasteful for the first.

2. Turn each city’s promise into a test
- Hiring: ask recruiters and university careers teams for realistic candidate counts, salary ranges, notice periods and time-to-fill for every critical role.
- Customers: map the first 20 target accounts and estimate door-to-door travel from each city, including evening returns and overnight requirements.
- Partners: request named contacts, meeting dates and draft scopes from universities, accelerators, hospitals, manufacturers or channel partners rather than relying on general ecosystem descriptions.
- Economics: collect at least three office quotes and build a five-year model that includes fit-out, service charges, travel, recruitment and management overhead.
- Support: obtain written confirmation of any grant or assistance programme, eligible costs, application sequence, match funding and clawback terms.
3. Score the risks, not just the attractions
Use a simple 1-to-5 score for talent availability, customer access, partner fit, total cost, hiring speed and execution risk. Record the evidence behind every score and mark assumptions separately. Derry should not win because its headline rent is lower if the model assumes unproven recruitment or ignores weekly travel to Belfast and Great Britain. Belfast should not win by default if a signed research collaboration would materially accelerate your product.

- Interview at least three recruiters or hiring managers about the hardest roles.
- Hold meetings with Invest NI, Belfast City Council investment support and Invest Derry Strabane to identify current programmes and eligibility.
- Speak with the relevant university department, not only a general business-development mailbox.
- Visit candidate neighbourhoods at the times employees would commute and inspect broadband, transport, parking and expansion options.
- Ask prospective customers whether Belfast or Derry changes meeting frequency, procurement confidence or onboarding requirements.
- Update the financial model with written quotes and a conservative hiring timetable.
Support available to an overseas startup
Invest NI’s regional-business information says its support includes “information and advice; business support setup and growth; tailored support for businesses.” That is a useful starting point, not an automatic entitlement. Confirm whether your ownership structure, activity, job creation, R&D spend and location qualify for a particular service or financial programme.
Use Belfast City Council for city-specific investment support and Invest Derry Strabane for local cluster, property and City Deal contacts. Ask who owns the next step and what evidence is required. Programmes, budgets and eligibility can change, so do not include a grant in your base case until you have written confirmation.
For an Indian parent company, have advisers check incorporation, tax residence, intercompany pricing, data protection, employment contracts, right-to-work and any sponsor or immigration obligations. UK rules change; verify the current position with the relevant government authorities before transferring employees or promising start dates. Keep the Northern Ireland office’s legal, payroll and banking responsibilities distinct from the India entity in your operating plan.

If you choose Belfast
- Hire the country manager, first sales or partnerships lead and operations owner locally or make relocation a core part of the offer.
- Use Belfast’s wider employer base to recruit adjacent skills such as compliance, implementation and finance, not only developers.
- Locate near the customers and advisers you expect to meet; the best building is the one that supports recruiting and meetings, not merely the lowest quoted rent.
- Keep a formal relationship with universities and regional programmes so the office continues to access graduate and R&D talent.
If you choose Derry
- Appoint a local leader who can build relationships with Ulster University, North West Regional College and other cluster partners.
- Make senior hiring and customer travel explicit budget lines from day one.
- Start with roles that benefit from the digital, AI, health or creative-technology pipeline, then expand only after measuring time-to-fill and retention.
- Use a flexible lease or serviced space until the City Deal and CADRIC-related opportunities are concrete for your project.
- Schedule regular Belfast and Great Britain customer days rather than treating travel as an occasional exception.
A staged Belfast–Derry model
A two-location plan can capture both ecosystems without paying for two full offices immediately. Put the commercial hub, country leadership and customer-facing functions in Belfast. After the first product and hiring milestones, create a small Derry team for engineering, analytics, testing or university-linked R&D.

Common failure modes and how to prevent them
Choosing on rent alone
Rent is only one line in the total cost. Add fit-out, service charges, utilities, travel, recruitment agency fees, management time and the cost of bringing India-based staff to Northern Ireland. Compare equivalent space and lease terms, and model an expansion option before signing.
Assuming a cluster equals available talent
A list of companies or graduates does not reveal how many people are available for your roles now. Test specific skills, salary expectations, notice periods and competition. Secure a university contact and a recruiting channel before announcing headcount targets.
Planning customer access after the lease
If your buyers are in Belfast, Dublin, London or elsewhere, calculate the real journey from each proposed office. Include early meetings, late returns, public-transport gaps and weather disruption. For a Derry-first company, put a Belfast travel rhythm and budget in the operating plan.
Treating announced investment as guaranteed capacity
City Deal funding, forecast jobs and a facility scheduled for 2028 are signals of direction, not delivered services. Confirm what is open, when it will be usable and whether your company can participate. Base-case projections should work without an unconfirmed grant or laboratory slot.
Leaving immigration and payroll until after incorporation
Check right-to-work, sponsorship, employment status, payroll registration, tax, benefits and data-handling requirements before promising a start date. A delayed transfer can disrupt a small startup more severely than a delayed lease.
A practical 90-day launch plan
Days 1–30: establish the facts
- Write the role, customer and facility brief for the first office.
- Meet both city investment teams and Invest NI; request current programmes in writing.
- Interview recruiters and university contacts in Belfast and Derry.
- Map customer travel and collect initial property quotes.
Days 31–60: test execution
- Run a small hiring campaign for the hardest two or three roles in each city.
- Hold technical and commercial meetings with proposed university or R&D partners.
- Validate broadband, commute, office expansion and meeting requirements at shortlisted sites.
- Build a five-year cost model with conservative hiring and travel assumptions.
Days 61–90: commit with safeguards
- Select the city using documented scores and evidence, not a single promotional benchmark.
- Obtain legal, immigration, payroll and tax advice for the India–UK structure.
- Negotiate a lease with break, expansion or flexible-space options where possible.
- Define hiring, customer and partner milestones that trigger a second location or a move.
Verdict
Choose Belfast for a first Northern Ireland office when uncertainty is the main risk. Its breadth of talent, international-company density, professional network and customer connectivity make it the most resilient base for a new overseas entrant. Choose Derry~Londonderry when your strategy is deliberately specialist and you can document a university, R&D, regional-funding or cost advantage that Belfast cannot match. For many Indian startups, the strongest long-term answer is Belfast for commercial execution followed by a measured Derry team for delivery or research.
