In 2022, Amazon Web Services (AWS) said it expected to spend more than £1.8 billion over the following two years building and operating data centres in the UK. The company said the planned investment was intended to meet customer demand and strengthen the country’s digital infrastructure. It was a forward-looking commitment—not confirmation that the full amount was ultimately spent.
What AWS announced in 2022
AWS’s announcement described expected expenditure of more than £1.8 billion during the two years after the 2022 announcement. The spending was for building and operating UK data centres, rather than a general Amazon investment across all its UK activities. AWS gave two reasons: responding to growing customer needs and helping strengthen the UK’s digital infrastructure. AWS’s 2022 announcement presented the amount as the company’s expectation.
The wording matters: “the next two years” referred to the period following the 2022 announcement, not the two years following today. The statement set out a plan; it did not report a completed spend or provide a final accounting of the amount ultimately invested.
What the announcement said about UK infrastructure
In the same announcement, AWS described its London Region as having three Availability Zones and referred to UK edge locations connected through the AWS network backbone. These details describe the infrastructure as AWS characterized it in 2022; they should not be read as a current inventory of AWS facilities or locations.

The accompanying civil-service skills initiative
AWS also described a digital skills fund, agreed with the UK government, intended to train more than 6,000 civil servants in cloud computing at no cost to government. This was a related skills initiative, not part of the stated data-centre spending figure or a measure of how much AWS spent on infrastructure. How the 2022 plan differs from later UK investment announcements
Later figures refer to different periods and scopes. AWS announced a separate £8 billion UK data-centre investment plan for 2024–2028 in September 2024. In June 2025, Amazon announced a broader £40 billion UK investment plan for 2025–2027, saying it included part of the previously announced AWS data-centre plan. The figures should not be added together as if each represented entirely separate spending.

Was the £1.8 billion actually spent?
The 2022 announcement establishes what AWS expected to spend, but it does not establish how much of that plan was ultimately spent. The cited announcement provides no independent final accounting of the original two-year commitment. The later plans are distinct announcements and do not, by themselves, verify completion of the 2022 spending plan.
