Use AWS Local Zones when your users are concentrated in a supported metro and need low single-digit-millisecond access to selected AWS services without you operating a facility. Use AWS Outposts when workloads must run in your own data center or a chosen colocation site, beside on-premises systems, or inside a residency boundary that no suitable Local Zone can satisfy. The decision turns on placement, end-to-end latency, residency, service availability, operational responsibility, network dependency, and the full cost of running the environment—not on EC2 list prices alone.

Both options extend AWS beyond a conventional Regional deployment, but they solve different placement problems. Local Zones are AWS-operated facilities near population and industry centers. Outposts is AWS-managed infrastructure installed at a customer-controlled site and connected to a parent AWS Region.

Local Zones and Outposts at a glance

Decision axis AWS Local Zones AWS Outposts
Physical location AWS-operated facility in a selected metropolitan area Your data center or an approved colocation facility
Typical latency objective Low single-digit milliseconds for users in the same metro Under 1 millisecond is cited by AWS when the Outpost is deployed close to the workload
Facility responsibility AWS operates power, networking, and capacity You provide space, power, cooling, and redundant networking; AWS manages the Outpost service
Residency model Available only where a suitable Local Zone exists Can be installed at a selected site, subject to AWS approval and regulatory constraints
Regional connectivity Private AWS connection to the parent Region; Direct Connect is supported Persistent service link to the parent Region plus local LAN or WAN connectivity
Service coverage Selected services and resource types vary by Zone Depends on the Outposts form factor, configuration, and Regional support
Pricing shape Pay for resources deployed; prices may differ from the parent Region Configured capacity, term commitment, support, installation, connectivity, power, and site operations

The latency figures are AWS design guidance, not universal guarantees or an end-to-end service-level agreement. Distance, packet path, application behavior, and the location of dependent systems determine the result you experience.

What each deployment option actually is

AWS Local Zones

A Local Zone is an AWS-operated infrastructure location in a metropolitan area that is separate from, but connected to, an AWS Region. It places selected compute, storage, databases, and other resources closer to users. AWS describes Local Zones as a way to provide low-latency access to applications, and lists media content creation, real-time gaming, live video streaming, and machine-learning inference as representative uses.

You still use AWS APIs, accounts, identity controls, and Regional services. The important difference is the resource placement: a subnet in the Local Zone keeps the latency-sensitive portion of an application near the metro audience while other components can remain in the parent Region. The exact instance families, storage types, databases, and other services are determined per Zone, so availability must be checked before architecture approval.

AWS Outposts

AWS defines Outposts as a fully managed extension of AWS infrastructure, services, APIs, and tools to customer premises. AWS supplies and manages the Outpost hardware and service, but the physical environment is yours to provide. The system is intended for applications that must remain in a data center or colocation facility, process data next to on-premises equipment, or operate inside a site-specific residency boundary.

An Outpost extends a Regional virtual private cloud to subnets at the local site. That gives application teams familiar AWS deployment patterns while keeping selected compute and storage physically near factory systems, hospital equipment, trading infrastructure, or other local data sources. The parent Region remains part of the design: Outposts guidance calls for a constant, consistent connection to that Region.

Latency and network behavior

What the published latency guidance means

An AWS technical blog published in 2022 describes Local Zones as delivering low single-digit millisecond latency within the same metro and says Outposts can achieve less than 1 millisecond when deployed close to workloads. Treat those values as planning targets. They do not promise that every user request, database transaction, or hybrid call will meet that number.

For a Local Zone, the relevant distance is generally between users and the metro facility. For Outposts, the strongest result occurs when the Outpost and the systems it talks to are on the same campus or in the same facility. A request that leaves the site for a Regional database, identity service, object store, or third-party dependency includes the additional network path even if the local compute hop is sub-millisecond.

Local Zone connectivity

Each Local Zone has its own internet connectivity and can use AWS Direct Connect. Resources in the Zone communicate with the parent Region over AWS’s private network. This arrangement is useful when users need a short path to the application but the control plane, shared services, or durable data remain Regional.

  1. Enable the candidate Local Zone for the account and Region.
  2. Create a subnet in that Zone.
  3. Launch only resource types supported there, using the Zone-specific capacity and networking options.
  4. Measure the path from representative clients to the Zone and from the Zone to every Regional or on-premises dependency.

Public internet, VPN, and Direct Connect paths can have materially different jitter, congestion, and routing. A metro label alone is not a performance test.

Outposts connectivity

Outposts requires a WAN connection to its parent Region and LAN or WAN connectivity to local applications. For Outposts racks, AWS networking documentation describes a local gateway for routing to on-premises networks. The Regional service link is a prerequisite rather than an optional optimization; the design should account for its bandwidth, redundancy, monitoring, and change process.

Benchmark the complete transaction, not just an ICMP or TCP handshake. Include the on-premises database, storage, authentication, message broker, and any Regional call in the test path. If a workload cannot tolerate the Regional dependency for a critical operation, design that operation and its data stores to remain local or reconsider whether Outposts is appropriate.

Data residency and compliance

Local Zones can support geographic residency when AWS offers a Zone inside the required boundary and the services you need are available there. AWS lists data residency as a Local Zones use case and allows selected resources to be placed in a specific geographic location. “Near” a city is not the same as being inside a legal jurisdiction, so map the actual Zone location against the policy, contract, or law that applies to your data.

Outposts offers more control over physical placement because it can be installed at a chosen customer or colocation site. That can help when the permitted boundary excludes every available Local Zone or when data must remain beside a regulated facility. Placement alone does not establish compliance: reviewers still need to verify the exact service, hardware location, encryption model, support access, backups, logs, and every data flow to the parent Region.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before selecting either option, document which data is allowed to leave the site, whether metadata may be Regional, where keys are held, and what happens during maintenance or a connectivity interruption. Obtain a service-specific compliance statement for the target geography rather than treating the deployment label as certification.

Service coverage and workload fit

Local Zones are usually the better fit when

  • Most users are in a metro with an available Local Zone.
  • The application is sensitive to user-to-application delay, such as real-time gaming, live video, media rendering, augmented or virtual reality, virtual workstations, or machine-learning inference.
  • You want AWS to run the facility instead of procuring power, cooling, racks, and local networking.
  • The required compute, storage, database, and networking services are supported in that specific Zone.
  • A Zone inside the required residency boundary is available and its Regional data flows are acceptable.

A Local Zone is not a general-purpose copy of every Regional service. Confirm supported instance types, storage, load balancing, databases, quotas, and availability-zone behavior for the exact Zone. A design that depends on an unsupported service may need a split architecture or a different placement.

Outposts are usually the better fit when

  • The application must remain in your data center or a selected colocation facility.
  • Processing must occur beside on-premises machines or data sources to avoid a WAN round trip.
  • A site-specific residency rule cannot be met by any suitable Local Zone.
  • You need a local extension of an existing VPC while retaining AWS APIs and deployment tools.
  • Your organization can provide the physical environment and a reliable Regional service link for the lifetime of the deployment.

Outposts is a poor fit when the team cannot guarantee power, cooling, redundant networking, physical access, or the ongoing Regional connection. It is also risky when the application assumes every Regional service is available locally; service availability depends on the selected Outposts configuration and the parent Region.

Operational prerequisites

What you must operate for a Local Zone

AWS owns, manages, and operates the Local Zone facility. You do not run its power, cooling, physical network, or capacity planning. Your responsibilities are architectural and account-level: selecting the Zone, enabling it, creating subnets, configuring routing and security, placing supported resources, and monitoring the application path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capacity and service support remain practical constraints. Check quotas and resource availability before promising a launch date, and keep a Regional fallback if the application’s recovery objectives require one.

What you must provide for Outposts

Outposts site preparation is a project, not a subnet setting. Plan for:

  • Approved floor or rack space with the environmental conditions required by the selected configuration.
  • Electrical capacity and resilient power, including the facility’s maintenance and outage procedures.
  • Redundant network paths between the Outpost, local systems, and the parent Region.
  • Physical security, access control, and a process for AWS installation and service visits.
  • Addressing, routing, firewall, DNS, monitoring, and change-management integration with the existing LAN or WAN.
  • A persistent Regional service link with enough bandwidth and operational monitoring.
  • The support subscription required by the current AWS offering. AWS guidance has identified Enterprise Support or an eligible On-Ramp Support subscription; verify the requirement in the current quote because offerings and terms change.

AWS manages the Outpost service, but that does not transfer responsibility for your building. Assign owners for facilities, network operations, security approvals, incident response, and capacity expansion before ordering.

How the cost models differ

Local Zone economics

AWS states that enabling a Local Zone has no separate charge. You pay for the resources deployed there, and their prices may differ from equivalent resources in the parent Region. Include data transfer, load balancing, storage, databases, Direct Connect, observability, backup, and any Regional resources supporting the application. A cheaper per-instance rate in one location does not guarantee a lower application bill if traffic crosses locations frequently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Outposts economics

Outposts pricing is configuration-specific. A realistic estimate includes the selected capacity and term commitment, installation, site readiness, support, network circuits, power, space, cooling, physical security, monitoring, and staff time. Model expansion and replacement as well as the initial purchase or commitment. Ask AWS for a current quote tied to the exact form factor, Region, capacity, and term; do not compare only EC2 list prices.

For a fair comparison, calculate a multi-year total cost of ownership using the same workload demand, availability target, data-transfer pattern, support level, and recovery design. Local Zones externalize facility operations to AWS; Outposts places those costs on your site even though AWS manages the equipment.

A practical decision procedure

  1. Measure the required path. Record user locations, on-premises system locations, target percentile latency, jitter tolerance, throughput, and availability objectives. Separate user-to-application latency from application-to-database latency.
  2. Draw the residency boundary. Identify where primary data, replicas, logs, backups, keys, and operational metadata may exist. Mark any flow that must stay inside a country, state, facility, or customer-controlled network.
  3. Check exact service support. For each candidate Local Zone or Outposts configuration, verify instance and storage choices, databases, load balancing, networking, quotas, and Regional dependencies. Record unsupported components rather than assuming parity with the Region.
  4. Validate the physical site. For Outposts, confirm space, power, cooling, redundant links, physical security, installation access, and the persistent Regional connection. If any requirement is unowned, the site is not ready for a commitment.
  5. Build comparable cost models. Include resource charges, transfer, support, connectivity, commitments, facilities, staffing, backup, and growth. Use a current AWS quote for Outposts and Zone-specific prices for Local Zones.
  6. Run a representative proof of concept. Test normal and peak traffic, failover, maintenance procedures, Regional calls, and data movement. Approve the placement only after measured results satisfy the latency, residency, service, and cost thresholds.

Proof-of-concept test plan

Use production-like clients and payloads rather than a synthetic request from a nearby workstation. Test at least three client locations when the audience spans a metro, and include the on-premises systems that make the workload hybrid.

  • Measure median and tail latency, jitter, packet loss, throughput, and connection setup time.
  • Compare public internet, VPN, and Direct Connect paths where those are candidates.
  • Trace every call to a Regional API, database, object store, identity service, or external dependency.
  • Exercise local and Regional failure scenarios, including loss of one network path and planned maintenance.
  • Verify that logs, backups, replicas, and support telemetry remain within the approved residency model.
  • Record resource availability, quota limits, scaling time, and the cost of the exact test configuration.

Set an acceptance threshold for each metric before testing. A result such as “under 1 millisecond” is meaningful only when the test states which endpoints were measured, at what percentile, over which network, and under what load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and fixes

The required Local Zone is unavailable

There may be no Zone in the needed metro, or the available Zone may sit outside the legal boundary. Recheck the actual facility location and consider a different metro, a Regional design with caching, or an Outpost at an approved site. Do not treat a nearby Region as equivalent without measuring it.

A required service is missing

Local Zones and Outposts expose selected services, not automatic Regional parity. Replace the unsupported component, keep it in the parent Region with an intentional network path, or select a configuration that supports it. Document the resulting latency and data-flow change.

Outposts site readiness slips

Power, cooling, rack space, circuits, firewall approval, or physical access can delay installation. Use a readiness checklist with named owners and evidence for each item before the order is finalized. Include the Regional service link in the same schedule; local connectivity alone is insufficient.

Measured latency misses the target

Locate the slow hop with distributed tracing. Check whether traffic is crossing a VPN, public internet, overloaded firewall, Regional database, or distant dependency. Move the dependency closer, use an appropriate private connection, reduce cross-site calls, or revisit the placement decision. Never advertise the AWS design target as a guaranteed application result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The cost model looks unexpectedly high

Separate compute charges from transfer, support, facilities, and committed capacity. For Local Zones, inspect cross-location traffic and Zone-specific rates. For Outposts, add power, networking, space, staffing, and term commitments. Recalculate using the same utilization and recovery assumptions for both options.

Bottom line

Choose a Local Zone when AWS already operates a suitable metro location, its supported services meet the design, and you want low-latency access without owning a facility. Choose Outposts when physical placement beside your systems or inside a specific residency boundary matters more than facility simplicity—and only after confirming the site, persistent Regional link, service set, support, and total cost. A measured proof of concept should make the final choice, because neither published latency target applies universally to the full application path.
