Short answer: AWS European Sovereign Cloud is the most explicitly separated model of the three when the requirement is EU-only provider operations and an independently operated European cloud. Azure takes a layered-control approach inside Microsoft-operated datacenters, while Google Cloud applies sovereignty policies to individual workloads through Assured Workloads, with optional partner-operated boundaries in selected countries.
That does not make AWS universally “more compliant.” Residency, operator geography, encryption, metadata handling, support access, service coverage, and customer configuration are separate questions. The right choice depends on which controls your regulator, contract, and threat model require.
What sovereign cloud controls—and what it does not
A sovereign cloud is not simply a region with a European name. A region can keep application data in Europe while provider personnel, support processes, control-plane metadata, or encryption systems remain subject to operations elsewhere. Sovereignty therefore has several dimensions:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →- Data residency: where customer content is stored and processed.
- Operational control: which legal entity and personnel can administer infrastructure, provide support, or enter facilities.
- Jurisdictional independence: whether the environment can be operated without routine control from outside the required geography.
- Technical isolation: network, identity, key-management, and infrastructure boundaries that prevent unauthorized access.
- Transparency and approval: whether administrative access is logged, justified, and subject to customer or policy approval.
- Service scope: which individual services, regions, support tiers, and metadata fields are covered.
These controls also have a shared-responsibility boundary. A provider can enforce a selected location or personnel policy, but the customer must place regulated workloads in the correct scope, configure identity permissions, choose encryption settings, and verify that every required service is covered.

How AWS European Sovereign Cloud is designed
Independent European operating model
AWS describes the European Sovereign Cloud as an independent European cloud rather than merely another AWS region. Its stated operating promise is “zero operational control outside of EU borders; only AWS employees, residing in the EU, will control day-to-day operations, including access to data centers, technical support, and customer service for the AWS European Sovereign Cloud.”
That language addresses the personnel and support question directly. The same EU-only operating boundary is intended to cover physical data-center access, technical support, and customer service, not just the location of stored objects.
Reference framework
AWS organizes its sovereignty design around four ideas: governance independence, operational control, data residency, and technical isolation. The combination is important. Residency tells you where data is held; operational control identifies who can administer the environment; isolation describes how the cloud is separated from the rest of the provider’s estate; governance independence addresses the ability to run the environment under European control.
Isolation and autonomy
AWS’s design material presents isolation and autonomy as mechanisms that enable additional access controls. The claim is architectural rather than a published cross-provider benchmark: AWS does not provide an independent score showing that its isolation is quantitatively stronger than Azure or Google Cloud. Buyers should therefore map the architecture to their own legal and technical requirements instead of treating “independent” as a universal compliance conclusion.
Audit and service qualification
AWS cites compliance programs and independent-audit validation for its European Sovereign Cloud. Certification scope, covered services, and the exact target region still need to be checked before a workload is approved. A certification attached to the cloud does not automatically cover every service combination, support path, or customer configuration.
How Azure approaches sovereignty
Three foundational controls
Microsoft describes three foundational sovereign controls: data residency, encryption at rest, in transit, and in use, and confidential computing. This framing treats sovereignty as a stack of protections rather than a separate provider entity.

EU Data Boundary
The EU Data Boundary is intended to help keep in-scope data within EU jurisdiction. Azure’s Sovereign Public Cloud remains hosted in Microsoft-operated datacenters inside defined geopolitical boundaries. The model is therefore a regional, Microsoft-operated cloud with policy and cryptographic controls layered over the infrastructure.
Encryption and confidential computing
Azure’s control set includes customer-managed keys, hardware security module integration, and confidential-computing capabilities. Encryption at rest protects stored data, encryption in transit protects communications, and encryption in use is intended to protect data while it is processed. Confidential computing can reduce exposure during processing by isolating workloads in hardware-based trusted execution environments, but availability and configuration differ by service.
What the model does not establish by itself
A European hosting boundary does not, on its own, prove that every operator, support interaction, control-plane field, or management dependency is EU-only. Those questions must be answered by the specific Sovereign Public Cloud scope, service terms, support arrangement, identity design, and key-management configuration. The cited Azure material does not describe an EU-only provider entity equivalent to AWS’s separately operated European cloud.
How Google Cloud applies sovereignty to workloads
Assured Workloads folders and control packages
Google Cloud uses Assured Workloads folders and control packages to create a sovereignty boundary around selected workloads. Organization policies enforce resource locations, personnel access, regulatory boundaries, and monitoring requirements. This is a workload-scoped model: the controls apply where the customer creates and configures the protected folder, rather than automatically covering every project in an account.
EU personnel and support controls
EU control packages can route first- and second-level support to EU personnel, expose information about administrative access, and support policy-driven access approvals. These features give customers more visibility into who accessed an environment and why, but they require the appropriate package and correct organization-policy configuration.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCustomer-controlled encryption choices
Assured Workloads supports customer-controlled encryption choices. Customers remain responsible for selecting and managing the required key strategy, granting the right identities access, and ensuring that regulated data is placed in the correct folder.

Partner-operated sovereignty
Google’s Sovereign Controls by Partners extends local operation to selected countries, including France, Germany, and Italy. Google lists five generally available partner-operated sovereignty boundaries in its overview: France, Germany, Italy, and two Saudi Arabia variants. That is a product-list count, not a quality ranking or a measure of isolation strength.

Residency: content is not the same as metadata
Google’s documentation makes an especially important distinction: Customer Data used by a configured service is processed within the selected EU region or EU multi-region, but resource identifiers, attributes, and labels are not included in the Customer Data commitment. A workload can therefore satisfy a content-residency requirement while still requiring separate review of project names, resource metadata, labels, and control-plane records.
The same discipline applies to the other providers. “EU region” should be decomposed into stored content, processing location, backups, logs, support artifacts, telemetry, identifiers, and management-plane records. Ask the provider which fields are covered, for which services, and under which contractual definition of customer data.

Operational control and support geography
For organizations concerned about foreign personnel or government access, operational control can matter as much as storage location. AWS gives the clearest answer in the cited material by limiting day-to-day control, facility access, technical support, and customer service to EU-resident AWS employees.
Azure’s model requires a more granular review of operator roles, support channels, and management dependencies. Microsoft-operated datacenters inside an EU boundary answer the physical-hosting question but do not by themselves answer every personnel or support question.
Google provides a configurable answer. An EU Assured Workloads package can route first- and second-level support to EU personnel and expose administrative-access information, but the customer must select the package and configure the workload correctly. Partner-operated boundaries add a local-operator option in supported countries, with their own service and contractual scope.

Technical isolation, keys, and access approval
Infrastructure separation
AWS emphasizes provider-operated separation and autonomy. Azure emphasizes regional hosting plus encryption, confidential computing, HSM integration, and policy enforcement. Google emphasizes organization policies and control packages that constrain where resources are created and who can access them. These are different isolation mechanisms, so a simple “most isolated” ranking would conceal meaningful trade-offs.

Customer-managed keys can reduce dependence on provider-controlled key material, but they do not automatically make a workload sovereign. Verify where key-management services run, which personnel can administer them, whether external key managers are supported, how key rotation works, and what happens if the key service is unavailable.
Privileged access
Google’s access-justification and administrative-access visibility are explicit features of relevant Assured Workloads packages. Azure’s confidential-computing and encryption controls protect data technically, while its exact privileged-access approval workflow depends on the service and configuration. AWS’s architecture describes isolation that enables additional access controls, but the approval and audit features must be confirmed per service.
Service scope and shared responsibility
Sovereignty claims are never broader than their covered services. A database, object store, analytics engine, identity service, monitoring system, backup target, and support case can each have different location and personnel rules.
Google states the customer’s responsibilities plainly: place regulated data in the correct Assured Workloads folders and configure IAM, while Google enforces selected residency and personnel controls. Equivalent checks are necessary on AWS and Azure even when the provider presents a broad sovereign-cloud label.
- List every production and non-production service, including logging, backup, identity, security, and observability tools.
- Map each service to its approved region, support model, and metadata treatment.
- Confirm that encryption keys, HSMs, secrets, and recovery systems remain within the required boundary.
- Document which provider personnel can access infrastructure and which customer administrators can approve access.
- Check whether the control applies to previews, managed add-ons, APIs, and third-party integrations.
Resilience and loss of external control
A sovereign cloud may be expected to continue operating if external connectivity, corporate systems, or non-EU administrative dependencies become unavailable. AWS explicitly presents autonomy as a design objective for its European Sovereign Cloud. However, the cited sources publish no independent test comparing recovery time, control-plane availability, or behavior during loss of external connectivity across AWS, Azure, and Google Cloud.

For a procurement decision, turn that uncertainty into testable requirements: identify which management operations remain available, how credentials are validated, how support is reached, how keys are recovered, and whether workloads can continue serving traffic during a provider-wide or cross-border dependency failure.
Which model fits which requirement?
Choose AWS when EU-only provider operations are the primary requirement
AWS is the clearest fit when the contract requires an independently described European cloud and EU-resident personnel for day-to-day operations, facility access, technical support, and customer service. Validate the target region, certification scope, and service list before relying on that boundary.
Choose Azure when layered technical controls fit an existing Microsoft estate
Azure is suited to organizations that need an EU hosting boundary combined with customer-managed keys, HSM integration, encryption in use, and confidential computing. The procurement process must separately verify operator geography, support paths, and metadata treatment.

Choose Google Cloud when policy-scoped governance and access transparency are central
Google Cloud is suited to organizations that want sovereignty enforced per workload through Assured Workloads folders, organization policies, EU personnel routing, administrative-access information, and policy-driven approvals. Confirm that every required service supports the selected package and that metadata requirements are addressed.
A practical evaluation procedure
- Write the boundary in legal terms. Specify the countries or geopolitical area, the personnel residence requirement, permitted subprocessors, and the data categories covered.
- Separate content from metadata. Define whether logs, identifiers, labels, telemetry, support tickets, backups, and encryption keys count as regulated data.
- Inventory services. Include control-plane services and recovery dependencies, not just the main application.
- Map controls to evidence. Request architecture documents, service-specific terms, audit reports, personnel controls, and key-management details for the exact region.
- Configure the boundary. Use AWS’s sovereign environment, Azure’s applicable regional and cryptographic controls, or Google’s Assured Workloads folder and organization policies as appropriate.
- Test privileged access. Verify approval, justification, logging, emergency access, and post-incident review procedures.
- Test failure modes. Simulate key unavailability, loss of cross-border connectivity, support escalation, and regional service failure.
- Revalidate on change. New services, preview features, support-plan changes, and partner arrangements can alter the effective sovereignty boundary.
Is AWS more isolated than Azure or Google Cloud?
AWS is more explicitly isolated in the narrow sense of an independently operated European cloud with EU-only operational control as described by AWS. Azure and Google Cloud provide substantial sovereignty controls, but their cited models are respectively a Microsoft-operated regional cloud with layered protections and a Google-managed, workload-scoped policy boundary.
That distinction is not a universal compliance ranking. No authoritative independent statistic or cross-provider isolation benchmark is published in the cited official material. The defensible conclusion is conditional: AWS leads on stated provider-operational independence; Azure offers a broad technical-control portfolio; Google offers granular policy enforcement and access transparency. The winning platform is the one whose documented service scope, personnel controls, metadata treatment, key custody, and operational evidence match the workload’s obligations.
