AWS’s second cloud Region in Germany is in Brandenburg, not Frankfurt. It is the first Region of the AWS European Sovereign Cloud, a distinct cloud environment that became generally available on January 15, 2026. Frankfurt remains AWS’s earlier German Region; the new announcement is not simply a second conventional Region built on the Frankfurt model.
What AWS has added in Germany
AWS now lists two cloud Regions in Germany: Europe (Frankfurt), code eu-central-1, and the first AWS European Sovereign Cloud Region, located in Brandenburg. AWS announced general availability for the Brandenburg Region on January 15, 2026. The company says the new Region operates independently from existing AWS Regions.
The word “second” refers to Germany’s current count of AWS Regions, not the European Union’s historical count. Frankfurt opened on October 23, 2014, and AWS then called it the company’s second Region in the EU, after Ireland. The Brandenburg Region is the second one located in Germany and the first in AWS’s European Sovereign Cloud. AWS’s Region documentation lists three Availability Zones for Frankfurt; the company’s German overview lists two AWS Regions in Germany, including the European Sovereign Cloud.
How the European Sovereign Cloud differs from Frankfurt
AWS describes the European Sovereign Cloud as a separate environment designed for organizations with especially demanding sovereignty and operational-autonomy requirements. AWS says it is physically and logically separate from other AWS Regions and will be operated exclusively by EU residents located in the EU. The company also says it is designed to continue operating if communications with the rest of the world are disrupted. These are AWS’s stated design and operating characteristics, not an independent certification of a customer’s compliance.

AWS’s launch announcement described the sovereign environment as offering more than 90 services initially. Service availability changes, so verify the current service list and required features for the chosen Region before designing or moving a workload.
Does a German Region guarantee data sovereignty?
No. A Region’s location is one part of a sovereignty analysis, not a guarantee that a customer meets every legal, regulatory, contractual, or security requirement. AWS describes specific residency and operating controls for the European Sovereign Cloud, including EU residency for customer-created metadata and dedicated sovereign identity, billing, and metering systems. Those statements do not settle every question about data access, applicable law, configuration, or the customer’s own responsibilities.

Organizations should map the rules that apply to their data and operations, identify which data and metadata must remain in a jurisdiction, and assess their own access controls, encryption, retention, and supplier obligations. They should also validate the services and controls they intend to use against the relevant requirements rather than treating the Region choice itself as proof of compliance.
Which workloads should consider Brandenburg?
The European Sovereign Cloud is most relevant to public-sector and regulated organizations whose requirements call for stronger EU-based operational governance or greater autonomy than they can obtain from a standard Region. The appropriate choice depends on the workload, not just the organization’s industry.

- Consider it when documented requirements call for the sovereign environment’s stated separation, EU-based operations, or metadata-residency characteristics.
- Compare it with Frankfurt when the workload already runs in AWS and the key questions are service coverage, latency, architecture, or migration effort. Frankfurt is an existing EU Region; AWS says its six existing EU Regions are sovereign-by-design, while positioning the separate cloud for more stringent requirements.
- Check other deployment options if the requirement calls for a particular location or isolation arrangement. AWS identifies Dedicated Local Zones, AI Factories, and Outposts as options for more stringent location or isolation needs; match each option to the actual requirement and its current availability.
Do not assume Brandenburg is cheaper, has every service available in Frankfurt, or is the better fit for every German workload. The cited launch materials do not establish a universal price advantage or complete workload-by-workload service comparison. A sound choice requires checking current service availability, pricing, latency needs, architecture, and migration costs against the workload’s requirements.

At launch, AWS announced plans for sovereign Local Zones in Belgium, the Netherlands, and Portugal. These were announced expansion locations, not proof of current delivery; confirm their status in AWS’s live materials before relying on them for a deployment.
Amazon also announced plans to invest more than €7.8 billion in the AWS European Sovereign Cloud in Germany. Amazon estimated that the investment would support an average of 2,800 full-time-equivalent jobs annually and add approximately €17.2 billion to German GDP. These are company estimates associated with the project, not reported realized outcomes. Amazon’s announcement provides the investment and economic estimates.
