The terms describe different things, so an uncrewed aircraft may be remotely piloted, partly autonomous, or capable of autonomous weapon functions. The key question is what the system can do without a human—especially whether it can select and engage a target.
What do “uncrewed” and “autonomous” mean?
Uncrewed describes who is aboard
An uncrewed aircraft has no human pilot onboard. “Drone” is common usage; formal terms include unmanned or uncrewed aircraft system (UAS) and remotely piloted aircraft system (RPAS). A UAS can mean more than the aircraft itself, encompassing the components needed to operate it. The UN Office of Counter-Terrorism notes that ICAO and other organizations use RPAS for remotely piloted systems; in that glossary, RPAS excludes autonomous UAS. Autonomous describes how a system behaves
Autonomy is the ability of a system, once activated, to carry out tasks or functions without human input or control. A system can therefore be uncrewed without being autonomous: a person may pilot it remotely. Conversely, automation can handle some tasks on an uncrewed aircraft while a human remains responsible for others. How much control does a human have?
Labels such as “in the loop” help describe human involvement, but they are explanatory categories, not a universally agreed technical scale. A 2024 UN paper on military AI governance says there is no internationally agreed definition of levels of autonomy. UN military AI governance paper

- Human in the loop: A human provides input during execution, such as making or confirming a decision.
- Human on the loop: The system acts while a human supervises and can intervene.
- Human out of the loop: A human is absent from execution and supervision for the relevant function.
These labels need context: a person might be out of the loop for navigation but still make decisions about an attack. Describing a system accurately means naming the function and the human’s role in it.
Why flight autonomy is different from weapon autonomy
An aircraft can use automation or autonomy to navigate, sense its surroundings, analyze information, or coordinate with other systems. That does not, by itself, establish that it can attack a target autonomously. The pivotal distinction is whether autonomy extends to critical attack functions, including target selection and firing. UN reporting distinguishes navigation autonomy from attack functions: under the general understanding it summarizes, a human performing the attack functions means navigation autonomy alone would not generally make a system an autonomous weapon. In practical terms, the relevant question is not simply whether the aircraft can fly without a pilot. Ask whether it can identify, select, and engage a target without further human intervention, and what limits apply. The answer may depend on the system’s operating conditions and the specific function being discussed.
Compare aircraft by function, not by label

- Is a human pilot onboard? If not, the aircraft is uncrewed.
- Who controls its flight? A human may pilot it remotely, supervise automated flight, or assign a goal for it to pursue.
- What functions operate without human input? Separate navigation, sensing, data analysis, coordination, and attack functions instead of calling the entire aircraft “autonomous.”
- Can a human intervene during execution? Establish whether a person can change course, pause an action, or stop the system.
- Can it select or engage a target without further human intervention? If so, identify the limits and operating conditions; do not infer this capability from autonomous flight alone.
Are all military drones autonomous?
No. Uncrewed status alone says only that there is no onboard pilot. It does not show whether the aircraft is remotely piloted, automates flight tasks, or performs any weapon function autonomously. To characterize a specific aircraft, look for dated, platform-specific evidence about its capabilities and the human’s role; general definitions do not establish how a named platform operates in practice.
Is there an agreed definition of an autonomous weapon?
Not a universally agreed one. The definition of autonomous weapon systems remains under international deliberation. At a 2025 UN Group of Governmental Experts meeting, a speaker stated: “In our view, a lethal autonomous weapon system is a system that, once activated, can identify, select, and engage targets without further human intervention.” That is the speaker’s delegation’s view, not an agreed UN definition. 2025 UN Group of Governmental Experts meeting statement

What public information can establish
UN sources describe autonomy across military functions, but the cited material does not provide a current inventory of autonomous combat aircraft, verify which named platforms are operationally autonomous, or establish national deployment status. Such claims require platform-specific, dated sourcing. NATO Review’s 2017 article can inform terminology and background, but its age makes it unsuitable as evidence of current operational status.
