Yes—Citrix says attackers have exploited CVE-2026-88772 on unpatched NetScaler deployments, and Google’s threat-intelligence team and Mandiant report that attackers used custom PHP web shells, including one called WHIPSHOT. The vulnerability has a specific prerequisite: DTLS must be enabled. Check whether your appliance meets that condition, upgrade to a fixed build for its software track, and investigate for signs of prior access if compromise is possible. Citrix’s security bulletin is the authority for affected configurations and fixes.

What CVE-2026-88772 does—and what must be enabled

Citrix describes CVE-2026-88772 as a memory-overflow vulnerability in customer-managed NetScaler ADC and NetScaler Gateway. Successful exploitation can result in remote code execution (RCE) or denial of service. For this vulnerability, DTLS must be enabled on the appliance’s relevant virtual server. Citrix says DTLS is enabled by default on VPN virtual servers, so a default VPN configuration may meet the condition unless DTLS has been explicitly disabled. Other virtual servers meet the stated precondition when configured with type DTLS. See the vendor bulletin for the product-specific details.

This condition matters: do not treat CVE-2026-88772 as affecting every NetScaler deployment regardless of configuration. It is also distinct from CVE-2026-88771, a separate NetScaler vulnerability that Citrix says does not have the same additional feature requirement. CISA added both CVEs to its Known Exploited Vulnerabilities catalog. The CISA notice covers the two flaws together.

What attackers did in reported intrusions

Citrix’s bulletin, initially published on September 27, 2026, says it observed exploitation of CVE-2026-88772 on unmitigated deployments. Google Threat Intelligence Group (GTIG) and Mandiant also reported active exploitation in the wild in late September. Their analysis says attackers bypassed authentication and obtained root-level initial access. Their report describes custom PHP web shells, including WHIPSHOT, which can conceal Base64-encoded command-and-control payloads in native HTTP headers.

These are observed tools and behaviors, not a guaranteed sequence on every compromised appliance. Unit 42 separately reported possible zero-day activity and web-shell delivery, while noting that its post-compromise analysis was ongoing at the time of its September 30, 2026 update. The available reports establish active exploitation, but not the total number of victims or the full scope of activity. Unit 42’s threat brief provides its account.

How to check exposure and choose a fixed build

Start by identifying the appliance’s product and software track, then inspect the virtual-server configuration for DTLS. Citrix says VPN virtual servers are vulnerable to CVE-2026-88772 when DTLS is not explicitly disabled; other virtual servers meet the precondition when configured with type DTLS. If the condition applies, upgrade to a release that contains the fix. Citrix’s bulletin lists these fixed targets:

These are the targets specified in the Citrix bulletin published September 27, 2026. Confirm the exact supported target for your appliance and track in the live bulletin before upgrading; do not assume that a build number from another track is interchangeable. Citrix says its managed cloud services and Citrix-managed Adaptive Authentication are updated by Cloud Software Group. The advisory’s upgrade guidance applies to customer-managed appliances, including NetScaler instances used in Secure Private Access Hybrid deployments.

Citrix’s stated urgency is to install the relevant updated versions “as soon as possible.” Disabling DTLS may affect services that rely on it; the vendor’s specified remediation is to upgrade affected instances to a release containing the fix. Review the current vendor guidance before changing a production configuration.

What to investigate if an appliance may already be compromised

Installing a fixed build closes the vulnerability, but it does not establish whether an attacker accessed the appliance earlier or remove any persistence already placed there. If exploitation is suspected, treat patching and incident investigation as separate work. The Canadian Centre for Cyber Security’s September 2026 advisory recommends examining:

  • Startup scripts
  • Scheduled tasks
  • Web application directories
  • Crash dump locations

Google’s description of WHIPSHOT offers additional context for reviewing unusual custom PHP code and Base64-encoded command-and-control material concealed in HTTP headers. Finding—or not finding—those specific indicators does not by itself establish whether an appliance was compromised: WHIPSHOT was one reported tool, not a confirmed component of every intrusion. The checks above are investigation leads, not a complete forensic procedure; escalate to your incident-response process when evidence or operational risk warrants it.

How to interpret the reported exposure estimate

Unit 42 reported that Palo Alto Networks Cortex Xpanse telemetry identified 50,277 exposed instances that could potentially be vulnerable as of September 27, 2026. This is an estimate of exposed, potentially vulnerable instances—not a count of confirmed compromises or affected organizations. The figure does not establish how many systems met the DTLS condition or were successfully exploited. Unit 42’s report describes the telemetry figure.
