Neither name alone tells you whether a particular game will run well: check the game’s status for the emulator and build you plan to use.
What is the difference between ARMSX3 and RPCS3?
ARMSX3 is an Android port of RPCS3 for ARM64 devices. Its project repository says it uses RPCS3 upstream code and includes ARM64 improvements; its build instructions identify arm64-v8a and armv8.2 targets. RPCS3 is the upstream project. Its current download page lists Windows, Linux, macOS, FreeBSD, and Android. That makes the device you intend to use the clearest starting point: ARMSX3 is aimed at Android ARM64, while RPCS3 is the appropriate project to consider for its other listed platforms. How should you check game compatibility?
Compatibility is title-specific. RPCS3’s FAQ directs users to its compatibility list, which describes games tested with the emulator; it also notes that some commercial titles work while others still need development. The list is useful for RPCS3, but it is not an ARMSX3 compatibility guarantee. The ARMSX3 repository reviewed here does not provide a comparable title-by-title status list. Do not assume that a result for RPCS3 predicts performance or compatibility on an Android build.

What do you need to set up either emulator?
ARMSX3
The ARMSX3 repository says PS3 firmware is required and is not bundled with the emulator. Obtain system software through Sony’s official channel, then follow ARMSX3’s setup instructions. The repository’s ARM64 build targets are not a substitute for checking whether your specific device and game are suitable. ARMSX3 project repository
RPCS3
RPCS3’s FAQ points new users to its quickstart guide. The FAQ also says, in a statement edited April 29, 2020, that requirements were “still not fully known” and could change during development. That is a historical caveat, not a current system-requirements specification; consult current project documentation for setup. RPCS3 FAQ

What about controllers and input?
RPCS3’s FAQ documents gamepad and keyboard input, as well as local multiplayer with up to seven controllers. A controller is optional, not a requirement established by the cited setup information. Those RPCS3 details do not verify that a particular Android controller model works with ARMSX3, so check the relevant device and app guidance before buying or configuring one. Choose based first on your device: ARMSX3 is the Android ARM64 port, while RPCS3 is the upstream project with broader platform availability on its current download page. If your deciding factor is a particular game, check its current RPCS3 compatibility entry and avoid treating that status as a prediction for ARMSX3. Before setting up either option, follow its current instructions and account for the required PS3 firmware on ARMSX3.
