No. An ordinary consumer or commercial buyer cannot order a Starshield terminal through a normal retail checkout. SpaceX presents Starshield as a government and national-security offering. Businesses, schools, hospitals, NGOs and other civilian organizations should use the separate commercial Starlink services instead. Government departments and military organizations can pursue Starshield through procurement and direct engagement with SpaceX, but there is no public self-service store, universal price list or published global eligibility table for Starshield.
The direct answer for each type of buyer
“Available” means different things depending on who is asking. A private individual cannot sign up for Starshield as a higher-performance version of a consumer satellite-internet plan. A normal company cannot add a Starshield terminal to a shopping cart or obtain one through the ordinary commercial Starlink ordering flow. SpaceX’s public description places Starshield in government and national-security work, not in the retail market.
Government customers are different. A department, military organization or another qualifying public-sector customer can approach Starlink’s government channel and discuss a Starshield requirement. That is a procurement process rather than an online purchase. Eligibility, security conditions, hardware configuration, territory, pricing and delivery timing are handled as part of that engagement.

A civilian Starlink dish does not acquire Starshield capabilities, credentials or access simply because both products use the same satellite constellation or related ground equipment.

What Starshield is
A government-focused system
SpaceX describes Starshield as designed for government use, with an initial focus on government and national-security requirements. The Associated Press characterizes it as SpaceX’s satellite program for governments and the military. That positioning explains why a Starshield terminal is not marketed like a household broadband device.
Starlink technology with mission-specific additions
Starshield is built on Starlink technology but can include dedicated satellites, specialized sensors, secure communications and additional security measures. Those additions are selected for a mission and customer rather than offered as a standard consumer tier. The product should therefore be understood as a managed government capability, not simply “Starlink with more speed.”
Why descriptions can sound similar
Both names refer to satellite connectivity associated with SpaceX, and public discussion sometimes treats Starshield as a premium Starlink plan. That interpretation is misleading. Starlink is the commercial service; Starshield is a separate government-oriented offering whose requirements, equipment and contractual controls can be tailored to the customer.

“Commercial organization” is a broad label. A company that merely wants reliable connectivity is treated differently from a government entity buying a capability for a national-security mission. Public pages do not publish a complete list of private-sector exceptions, so a business should not assume that its industry, size or government contract automatically qualifies it for Starshield.

Why civilians cannot simply buy a terminal
It is designed around a mission, not a retail SKU
Consumer equipment is sold with standardized plans, published coverage information and a self-service order flow. Starshield can involve dedicated satellites, special sensors, secure communications and additional security controls. Those elements require a customer-specific design, authorization and support arrangement, which is inconsistent with anonymous retail checkout.
Government procurement controls access
SpaceX’s public support material places Starshield in a government-purchasing context. U.S. government entities are directed to contact starshield@spacex.com for CSCO PLEO information. That contact route is an invitation to begin an official discussion, not a guarantee that every organization or project will be accepted.
No public retail data to rely on
The public Starshield pages reviewed do not provide a universal price list, standard lead times or a complete worldwide eligibility table. They also do not present a general-purpose checkout for civilians. Any quote, delivery estimate or geographic approval obtained through a private discussion should be treated as specific to that proposal and date.

The table is not a claim that every Starshield deployment has every listed feature, or that every Starlink plan has identical hardware. It shows the products’ positions and purchasing models. The Associated Press has reported that the services are not interchangeable, and a civilian Starlink terminal does not unlock Starshield’s protected functions.

Can a company purchase Starshield?
For ordinary business connectivity, use Starlink’s commercial products
If a company wants connectivity for an office, construction site, vehicle, vessel or remote worksite, the relevant question is which commercial Starlink service is offered in its region. SpaceX directs commercial buyers to its business and mobility channels. Starlink’s terms describe off-the-shelf use by businesses and by organizations such as schools, hospitals, humanitarian groups and NGOs.
A contractor’s status does not create automatic access
A private company may work for a government, but that fact alone is not public proof of Starshield eligibility. A contractor should ask the sponsoring agency or contracting authority whether the requirement is being procured as a Starshield capability. SpaceX’s public material does not publish a universal rule that lets every defense supplier, integrator or subcontractor order a terminal independently.
Do not treat Starshield as a premium business plan
Requests for higher throughput, stronger resilience or protected communications do not automatically turn a commercial Starlink subscription into Starshield. Those requirements may be relevant to a government proposal, but they must be evaluated through the appropriate procurement and security process.

How an eligible government customer should proceed
- Define the mission. Document the operating location, users, mobility needs, connectivity objectives, security requirements, integration constraints and the government authority responsible for the purchase.
- Confirm the purchasing authority. Decide whether the requirement belongs to a national government, military organization, civil agency or another qualifying public-sector body. A reseller or contractor should identify the public customer sponsoring the requirement.
- Use the government route. Start with the relevant procurement office and SpaceX’s Starshield government contact channel. U.S. government entities are directed to starshield@spacex.com for CSCO PLEO information.
- Ask for a mission-specific scope. Request confirmation of available terminal configurations, satellites or sensors involved, security controls, network services, support responsibilities, geographic coverage and any required approvals.
- Validate commercial and legal terms. Obtain the written price, recurring charges, one-time equipment costs, delivery schedule, service-level commitments, data-handling terms and restrictions that apply to the proposed deployment. Public pages do not establish these values in advance.
- Complete authorization and deployment. Follow the government customer’s security, export-control, site-access and operational procedures before installing or activating equipment. The final configuration should match the approved mission rather than a consumer Starlink account.
This sequence is a procurement framework, not a promise of acceptance. SpaceX and the government customer determine whether a proposed mission, location and configuration can be supported.

What civilians and businesses can buy instead
Choose the commercial service that matches the use case
For a home or small office, investigate the consumer Starlink offering available at the address. For a company, compare the business service. For vehicles, vessels or other mobile operations, review the mobility option. Coverage, hardware, data policies and performance depend on the region and plan, so the current commercial ordering page is the place to check availability.
Match requirements to the right decision
- Remote fixed site: Check whether a commercial residential or business plan is offered at the installation address.
- Enterprise locations: Ask the commercial sales channel about business support, installation and the service commitments available for the region.
- Moving vehicles or vessels: Use the mobility channel and verify that the intended movement area is covered and permitted.
- Humanitarian or nonprofit deployment: Review the commercial terms and any organization-specific program directly; civilian status does not convert the service into Starshield.
Do not purchase a used or resold Starlink terminal expecting Starshield access. The terminal, account, service authorization and network features are separate matters, and a civilian account remains a commercial Starlink account.
Common misconceptions and how to avoid them
“Starshield is just a faster dish.”
Public reporting may describe higher speeds or better connectivity in particular Starshield contexts, including a statement from Olena Tregub of Ukraine’s Independent Anti-Corruption Commission that Starshield is “the version where you have much higher speeds, you have better connectivity and it’s not available for civilians; it’s available only for the military.” That comment describes the restricted positioning; it is not a retail specification or a guarantee of a particular throughput.

Commercial status points toward Starlink’s business or mobility products, not Starshield. Unless a government procurement authority and SpaceX establish an eligible Starshield arrangement, there is no public company checkout to use.

“A Starlink terminal can be upgraded with software.”
Starshield is not presented as a downloadable software tier. It can involve dedicated satellites, specialized sensors, secure communications and additional security measures, all tied to a government mission and contract. Installing a different application or changing a commercial plan does not create those capabilities.
“A reseller can guarantee Starshield availability.”
Public sources do not publish a universal reseller program, global eligibility chart, standard price or lead time for Starshield. Treat unsolicited claims of guaranteed civilian access as unverified until the government customer and SpaceX confirm the arrangement in writing.
What is and is not publicly established
- Starshield is designed for government and national-security use.
- It is built on Starlink technology and may add dedicated satellites, specialized sensors, secure communications and other security measures.
- Ordinary civilians cannot order it as a normal retail product.
- Commercial organizations have commercial Starlink options, but public pages do not establish a general Starshield purchase right for businesses.

For a civilian buyer, the practical conclusion is straightforward: select the appropriate commercial Starlink service. For a government customer, prepare a mission and procurement requirement and use the official Starshield contact route rather than looking for a retail terminal listing.
