No. Stablecoins themselves are not FDIC-insured. The FDIC insures qualifying deposit accounts at insured banks, not crypto tokens. Its consumer materials list crypto assets among products it does not insure. The GENIUS Act also says payment stablecoins are not subject to federal deposit insurance or a U.S. government guarantee, and the FDIC’s April 2026 proposed rule would not give stablecoin holders pass-through insurance for an issuer’s reserve deposits.
Stablecoin holders may still benefit from issuer regulation, reserve requirements, redemption rights and custody standards. Those protections can reduce risk, but they are not the same as an FDIC payout if a token issuer or its bank fails.
The five points to remember
- A stablecoin balance is a crypto asset, not an FDIC-insured deposit.
- The ordinary FDIC limit is $250,000 per depositor, per insured bank, per ownership category, and applies to covered deposit products.
- The GENIUS Act states that payment stablecoins are not subject to federal deposit insurance and are not guaranteed by the U.S. government.
- The FDIC’s April 2026 proposal would not insure reserve deposits to payment-stablecoin holders on a pass-through basis.
- Proposed safeguards include identifiable reserves, generally two-business-day redemption, capital and risk-management standards, and custody and safekeeping requirements. These are regulatory protections, not FDIC insurance.
What FDIC insurance actually covers
Coverage attaches to a qualifying bank deposit
FDIC insurance protects money held in qualifying deposit accounts at an FDIC-insured bank. The FDIC describes the standard amount as “$250,000 per depositor, per insured bank, for each account ownership category.” Coverage is automatic when an account is an eligible deposit at a participating bank; a customer does not buy a separate insurance policy.
The limit is applied by depositor, bank and ownership category. For example, changing the name of a token or holding it through a crypto platform does not create another insured deposit category. The product must first be a covered deposit account at an insured institution.

Crypto assets are outside ordinary deposit coverage
FDIC consumer information excludes crypto assets and other non-deposit investment products from deposit insurance. The agency also does not cover the default or bankruptcy of an institution that is not FDIC-insured. That distinction matters when a platform, issuer, broker or custodian holds your assets: the platform’s status is not automatically transferred to the customer’s token balance.
Why a reserve account does not make the token insured
There are two separate legal relationships
A stablecoin issuer can hold cash or other permitted reserve assets in an account at a bank. The bank and issuer have the deposit relationship. A person who owns the token has a separate contractual and property relationship with the issuer, custodian or trading platform. Owning the token does not make the holder a named depositor in the issuer’s bank account.
That separation is why a reserve account can be an insured bank deposit for the bank’s customer while the token remains an uninsured crypto asset for the public. The insurance status of the bank account does not automatically “flow through” to every wallet address holding the token.
The FDIC’s proposed pass-through treatment
In its April 2026 proposed rule, the FDIC expressly said deposits held as reserves backing a payment stablecoin would not be insured to payment-stablecoin holders on a pass-through basis. The proposal treats the reserve-deposit question separately from the token holder’s claim and would exclude holder pass-through coverage.

The FDIC has explained that pass-through insurance can, in some eligible arrangements, insure an intermediary’s deposit according to the interests of underlying customers. It also said the GENIUS Act is silent on whether that mechanism can apply to payment stablecoins. The proposed rule resolves that uncertainty by not extending pass-through insurance to those holders. Because the document is a proposed rule, it should not be described as a final regulation.
Is USDC insured by the FDIC?
A USDC token balance is not FDIC-insured. The same conclusion applies to a payment stablecoin held in a personal wallet, exchange account or other platform account: the token is a crypto asset rather than an insured bank deposit.
An issuer may maintain reserves in bank accounts, and those accounts can be subject to the bank’s own deposit-insurance rules. That fact does not give the USDC holder a direct FDIC claim on the reserve account. Under the FDIC’s April 2026 proposal, a payment-stablecoin holder would not receive pass-through insurance for the reserve deposit.

What the GENIUS Act changes—and what it does not
The statutory boundary
The GENIUS Act was enacted on July 18, 2025, according to the FDIC. It makes clear that payment stablecoins are not “subject to deposit insurance” or guaranteed by the U.S. government. The law also restricts representations that a payment stablecoin is backed by the full faith and credit of the United States or covered by federal deposit insurance.
That language prevents an issuer or marketer from presenting a payment stablecoin as if it were a government-insured bank balance. It does not mean the law provides no protections. Instead, it places those protections in issuer supervision, reserve, redemption, capital, risk and custody requirements rather than in the FDIC’s deposit-insurance fund.
Who the FDIC proposal would cover
The FDIC’s April 7, 2026 approval concerns a proposed requirements-and-standards rule for FDIC-supervised permitted payment-stablecoin issuers. A token’s label alone does not establish that its issuer falls within that framework. Check the issuer’s legal classification, regulator and geographic availability before assuming that any proposed standard applies.
Protections proposed for permitted payment-stablecoin issuers
The proposed framework is designed to make reserves and redemptions more orderly. It does not promise that every holder will recover dollar-for-dollar in every failure scenario.

| Proposed safeguard | What it is intended to do | What it does not promise |
|---|---|---|
| Identifiable reserve assets | Make the assets backing the payment stablecoin identifiable and subject to supervisory review. | It does not turn the token into an FDIC-insured deposit or eliminate reserve-value disputes. |
| Redemption generally within two business days | Set a defined target for converting eligible tokens back to the reference currency under ordinary conditions. | It does not guarantee immediate payment during insolvency, outages, legal restrictions or a run. |
| Capital standards | Provide financial capacity to absorb losses and support operations. | Capital is not a government guarantee and can be insufficient in a severe failure. |
| Risk-management standards | Require controls for liquidity, operational and other identified risks. | Controls cannot prevent every cyberattack, fraud, valuation error or service interruption. |
| Custody and safekeeping requirements | Improve segregation, control and protection of reserve assets and customer-related property. | They do not give a wallet holder an FDIC-insured claim or remove every bankruptcy and custody risk. |
These requirements can improve transparency, liquidity planning and the chance of an orderly redemption. They are regulatory safeguards, not a promise that the FDIC will reimburse token holders.
What can happen if the issuer or its bank fails?
| Event | Why the result is uncertain | Protection to look for |
|---|---|---|
| Issuer insolvency | Your claim may be handled through the issuer’s contracts and insolvency process, not through FDIC deposit insurance. | Clear redemption rights, reserve segregation, priority language and an identified bankruptcy remedy. |
| Issuer’s reserve bank fails | The reserve account may be subject to the failed bank’s deposit rules, but the token holder is not automatically the insured depositor. | Information about the reserve bank, account structure and how losses or delays are allocated. |
| Redemption queue or delay | Demand can exceed available liquidity, or operational, legal and verification checks can slow payments. | A stated redemption period, eligibility conditions, fees and procedures for delayed requests. |
| Reserve valuation or custody problem | Assets may be misvalued, pledged, unavailable or affected by a custodian failure. | Frequent reserve disclosures, independent controls, segregation and named custodians. |
| Operational outage or cyber incident | Transfers, redemptions or access to private keys can be interrupted even when reserves exist. | Business-continuity plans, recovery procedures and a custody model that explains who controls keys. |
| Market price below one dollar | Exchange liquidity, confidence and trading conditions can move the token away from its target. | Contractual redemption at the reference value, subject to the issuer’s terms and eligibility rules. |
FDIC insurance does not cover a non-FDIC-insured institution’s default or bankruptcy, and ordinary deposit insurance does not cover crypto assets. A holder therefore needs to assess both the issuer’s legal promise and the practical ability to carry it out.
Does the $250,000 FDIC limit apply to crypto?
Not to a stablecoin token balance. The $250,000 figure applies after an asset qualifies as a covered deposit at an FDIC-insured bank. It is not a cap on the amount of crypto a person may own, nor is it a reimbursement limit for losses in a stablecoin, exchange account or nonbank wallet.
If you separately keep money in a qualifying deposit account at an insured bank, that deposit can be evaluated under the normal $250,000-per-depositor, per-bank, per-ownership-category rules. That separate account does not make a stablecoin held elsewhere insured, and splitting tokens among platforms does not create additional FDIC coverage.

How to compare stablecoin protection
Compare the legal and operational details, not just the token’s target price or a claim that reserves are “safe.” Use these questions for each issuer and platform:
- Legal classification and regulator: Is the product a payment stablecoin, another crypto asset or an actual bank deposit? Which regulator supervises the issuer, and in which jurisdiction?
- Reserve composition: What assets back the token? Are they identifiable, segregated and disclosed, and can their value or custody be independently checked?
- Redemption contract: Who may redeem, at what price, with which fees, eligibility checks and timing? Does the issuer state a two-business-day target or a different period?
- Custody and private keys: Who controls the keys and reserve assets? What happens if an exchange, wallet provider or custodian becomes unavailable?
- Bankruptcy and remedies: Does the contract explain whether holders have a direct claim, a trust interest, a general unsecured claim or another remedy if the issuer fails?
- Geographic availability: Are the token, redemption service and legal protections available in your country and to your account type?
- Deposit status: Is the product genuinely a deposit account at an FDIC-insured bank, or is it a token whose reserves happen to be held at a bank?
A practical checklist before holding a stablecoin
- Identify the legal issuer and read its current terms, not only the exchange’s description.
- Confirm whether the issuer is a permitted payment-stablecoin issuer under an applicable framework or falls outside it.
- Find the reserve disclosure and determine what is held, where it is held and whether assets are segregated.
- Read the redemption section for timing, fees, minimums, identity checks, geographic limits and suspension rights.
- Check who controls your private keys. A custodial platform may expose you to the platform’s failure in addition to issuer risk.
- Look for bankruptcy, creditor-priority and dispute-resolution language. Do not assume “one dollar” is a guaranteed recovery value in insolvency.
- Keep any money that must have FDIC protection in a separate, qualifying deposit account at an insured bank.
- Monitor regulatory status and terms. The FDIC’s 2026 materials are proposed rules, and implementation details or product terms can change.
What protection holders actually have
Stablecoin protection is layered. The first layer is the issuer’s contractual duty to redeem. The second is the quality, segregation and liquidity of reserves. The third is supervision, including capital, risk-management, custody and safekeeping standards where the issuer is covered by the applicable framework. The fourth is the legal process available if the issuer, custodian or bank fails.
None of these layers is equivalent to FDIC insurance. FDIC coverage is a specific statutory protection for qualifying deposits at insured banks. A stablecoin may be designed to track a dollar and may be subject to stronger issuer rules, yet still leave the holder exposed to insolvency, delays, operational failures, fraud, custody problems and a market price below one dollar.

The Bottom Line
Stablecoins are not FDIC-insured, including the token balance represented as USDC. Bank-held reserves do not automatically confer insurance on token holders, and the FDIC’s April 2026 proposal would exclude pass-through coverage. Evaluate the issuer’s reserves, redemption terms, custody structure, regulator and bankruptcy remedies separately from the $250,000 deposit-insurance rules.
