No—not in the absolute sense. Rugged phones may resist water under defined test conditions, but an IP rating does not mean a phone can safely handle every kind of water, pressure, depth, or length of exposure. Check the exact model’s stated limits before getting it wet.
What an IP rating tells you
In an IP code, the first digit rates protection against solid objects and the second rates protection against water ingress. The water digit refers to a classification based on defined exposure tests; it is not a blanket promise of waterproofing. The IEC overview describes water tests ranging from drops to immersion and high-pressure jets. Read the code alongside the phone maker’s model-specific conditions.
Why IP68 does not give one universal depth
IP68 does not, by itself, tell you a single depth or duration that applies to every phone. Manufacturers specify the conditions for their own devices. For example, Motorola says the ThinkPhone may be submerged in still, fresh water up to 1.5 metres for up to 30 minutes. Samsung gives the Galaxy XCover7 Pro the same maximum freshwater immersion conditions. These are separate manufacturer specifications, not a general guarantee for all IP68 phones. What an IP rating does not promise
Protection from every kind of liquid
A rating should not be treated as permission to expose a phone to salt water, pool water, soap, oil, or other liquids. Motorola says not to expose the ThinkPhone to salt water or liquids other than fresh water. Samsung says the XCover7 Pro is not advised for beach or pool use, and its wider guidance warns against salt water, pool water, soapy water, oils, and other non-clean liquids. Pressure or normal operation underwater
An immersion rating is not a recommendation to use the phone underwater or spray it with a pressure washer. Motorola says the ThinkPhone is not designed to work while submerged and warns against pressurised water. Samsung also cautions against high water pressure. A water-resistance test condition should not be extended to a different kind of exposure.
Permanent protection over the phone’s lifetime
Water resistance can diminish with normal wear. Motorola says the ThinkPhone’s resistance decreases over time, and Samsung says Galaxy water resistance is not permanent and may decline with wear and tear. A drop, scratch, repair, or worn seal can make the original rating less reassuring; the cited guidance does not establish a universal rate of decline.

Example: Samsung Galaxy XCover7 Pro
The Galaxy XCover7 Pro shows why it is useful to read the individual ratings and test conditions rather than rely on the word “rugged.” Samsung lists both IP65 and IP68 protection for this model. Its product page states the following conditions:

What to do after a phone gets wet
- Follow the model’s instructions. Dry the device and ports as directed by its manufacturer; guidance can differ between models.
- Do not charge it while wet. Motorola says not to charge a wet ThinkPhone and recommends drying the phone and ports. Samsung tells XCover7 Pro users to make sure the charging port is dry before charging.
- Check for exposure outside the stated conditions. If the phone contacted salt water, pool water, chemicals, or high-pressure water, do not assume its rating covers the incident. Consult the manufacturer’s support guidance for that model.
Will water damage be covered by warranty?
Do not assume it will be. Motorola’s IP68 support page says liquid damage is not covered for the phone described there; its ThinkPhone guidance says exposure beyond the rating is not covered. Warranty terms can differ by model, market, and policy. Read the terms for the exact phone and region rather than relying on its IP rating to establish coverage. - The complete IP code, not just the water digit.
- The manufacturer’s stated immersion depth, duration, and water type.
- Any separate spray or jet rating and its test conditions.
- Instructions for charging ports, SIM trays, and covers.
- Whether the maker permits operation while the phone is wet or submerged.
- How the local warranty treats liquid damage.
Motorola’s ThinkPhone support documentation describes the phone as “Not waterproof,” alongside its controlled-lab IP68 description and stated immersion limit. That wording captures the practical distinction: a phone can have a defined water-resistance rating without being waterproof in every situation.
