Neoclouds can be reliable for defined GPU and AI workloads, but reliability is never a property of the category alone. It depends on the provider, region, hardware topology, operating model, and contract. A neocloud is a provider built specifically for GPU compute and AI workloads rather than general-purpose enterprise applications. You may gain faster access to specialized accelerators, but you must verify capacity, failure handling, support, data movement, and exit rights yourself.

The practical test is simple: treat a published uptime percentage as a hypothesis until the provider explains what it measures, which failures are excluded, how credits work, and what evidence exists for your exact region and service. Then test a representative export, restore, and failed-node replacement before putting production traffic on the platform.

What “reliable” means for a neocloud

Reliability has several independent dimensions. A provider can keep its control plane available while your reserved GPUs are not delivered, or maintain a high node-uptime figure while a single-zone outage takes out every instance you use. Evaluate at least these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Capacity: Are the promised GPU model, quantity, topology, region, and delivery date guaranteed?
  • Availability: What service is measured by the uptime percentage, over what period, and across which failure domains?
  • Operations: How quickly are failed GPUs, hosts, storage systems, and network paths replaced?
  • Support: Are severity definitions, response targets, restoration targets, escalation routes, and maintenance notices written down?
  • Data resilience: What durability, backup, and restore commitments apply to datasets, checkpoints, logs, and metadata?
  • Portability: Can you export and re-import data, identities, configurations, and artifacts at a predictable cost and within a usable time?

These dimensions are related but not interchangeable. A financially backed control-plane SLA does not guarantee accelerator capacity, and a node-level uptime promise does not describe a multi-zone application.

Capacity: the first reliability promise

GPU scarcity makes capacity a contractual and operational issue rather than a simple purchase. Ask the provider to identify the exact accelerator model, memory size, interconnect and topology, quantity, region, reservation term, and delivery date in the order or service description. “Equivalent GPU” language can leave you with a different performance profile or a topology that cannot run your distributed job efficiently.

What must be ready before delivery

NVIDIA’s AI-cloud requirements describe a staged onboarding model. The provider should have API readiness and network transport established before GPU delivery, developer capacity available before the cluster is delivered, and a data-mover environment in place before GPU capacity so data can be staged. Ask for a written milestone plan that names the owner and acceptance test for each stage.

Questions for reserved capacity

  • Is the reservation dedicated to you, or can it be reallocated during shortages?
  • Is the commitment for a specific GPU SKU and interconnect topology, or only for an aggregate amount of compute?
  • What happens if the promised delivery date slips: automatic credits, a replacement region, or termination without penalty?
  • How are failed nodes replaced, and does replacement preserve the same GPU model, fabric placement, and local-storage characteristics?
  • Can you see capacity-health or allocation evidence, rather than only a sales forecast?

For production, require a test allocation before the full cluster arrives. Run your image, drivers, communication libraries, checkpointing, and representative workload on that allocation. A cluster that exists but cannot run your software stack is not usable capacity.

How to read neocloud uptime numbers

An uptime percentage has meaning only when its scope, measurement window, exclusions, and remedy are explicit. The following published figures illustrate why percentages cannot be compared without context.

Capacity type and delivery evidence GPU model/topology Zone and region redundancy Uptime scope and exclusions Support severity, response, and restore targets Credit or remedy Storage durability and backup Egress price and export mechanism API/container/Kubernetes/Slurm portability Incident evidence and termination rights
NVIDIA AI-cloud requirements; API, transport, developer capacity, and data-mover readiness required before delivery Not stated; requirements are service-level oriented Not stated; evaluate the provider’s failure domains Financially backed target of 99.95% or higher for production control-plane uptime Provider severity levels must map to a common model; NVIDIA’s critical-resolution target is 24 hours after it determines an issue is critical, and the target may not always be achieved Financial backing is required for the control-plane target; exact credit schedule is provider-specific Over 99.99% durability for home-directory filesystems below 1 PB; 99.99% high-speed-storage availability over a rolling 30-day SLO; over 99.5% end-to-end availability per PB Provider-specific; external-cloud data movement, shared GPU-mounted storage access, and stable egress IPs are required capabilities Provider-specific; verify API, container, Kubernetes, and Slurm interfaces Request incident history, service description, and contract termination language from the provider
National Compute Base Load Capacity SLA; per-GPU-node commitment Not stated in the cited SLA; confirm SKU and topology in your order Per-node scope; zone and region redundancy not stated 99% uptime per GPU node; replacement-provisioning time counts as downtime Severity, response, and restore targets not stated in the cited figure; obtain the current support schedule Credits apply below the target; amount and claim process are contract-specific Not stated in the cited SLA Not stated; obtain prices, limits, and transfer procedure Not stated; test the interfaces you need Ask for recent incident records and an explicit termination and export process
Nebul 2025 SLA pages; service-level figures for IaaS and PaaS Not stated; confirm the accelerator and interconnect Redundant multi-zone IaaS and single-zone PaaS are measured separately 99.9% combined monthly uptime for redundant multi-zone IaaS; 99.5% for single-zone PaaS Not stated in the cited figures; require severity, response, and restoration targets Remedy and credit schedule not stated in the cited figures Not stated in the cited figures Not stated; request the current egress schedule and export mechanism Not stated; verify API and orchestration compatibility Request incident evidence and end-of-service rights for the exact service and region

The figures above measure different services and failure domains. For example, National Compute’s 99% figure is per GPU node and includes the time needed to provision a replacement. Nebul’s 99.9% figure applies to combined monthly uptime for redundant multi-zone IaaS, while its 99.5% figure applies to single-zone PaaS. NVIDIA’s 99.95% or higher target covers the production control plane, not automatically the GPUs running your workload.

Calculate what the percentage means for your workload

Convert the monthly target into an allowed outage budget and then check the exclusions. A 99.9% monthly target allows roughly 43 minutes of downtime in a 30-day month; 99.5% allows roughly 3 hours 36 minutes. Those calculations are useful only if the provider counts the same events you care about. Planned maintenance, customer-caused configuration errors, upstream failures, replacement provisioning, and capacity unavailability may be excluded or counted differently. Ask for the exact “service downtime” formula and the monitoring source.

Redundancy: single zone, multi-zone, or multi-region

Redundancy changes the answer to “Are neoclouds reliable?” more than a headline percentage does. A high score from one zone cannot protect an application whose database, object store, control plane, and GPU workers all fail together in that zone.

Single-zone design

Single-zone capacity is simpler and may offer the best locality for tightly coupled training, but a power, cooling, network, or facility incident can remove every worker at once. Use it only when your workload can pause, restart from checkpoints, or tolerate a prolonged regional interruption.

Multi-zone design

Separate zones reduce the chance that one facility event stops the service. Confirm that zones have independent power, networking, storage systems, and control-plane dependencies. Test whether your scheduler can resubmit jobs in another zone and whether data replication is synchronous, asynchronous, or your responsibility.

Multi-region design

Multi-region deployment offers the strongest geographic isolation but introduces data-transfer cost, replication lag, identity synchronization, and potentially different GPU availability. Define which region is authoritative, how checkpoints are copied, and how traffic is redirected when a region is unavailable.

Dedicated versus shared capacity

Dedicated nodes reduce noisy-neighbor and allocation risks, but you still need a replacement plan for hardware and fabric failures. Shared capacity can be reliable for interruptible or elastic jobs if the scheduler, preemption policy, and restart behavior are explicit. Ask whether a “reservation” guarantees physical devices or only a quota in the control plane.

Support is part of reliability

When a training run fails, the difference between a usable platform and an unusable one is often the support path. Require a severity matrix that defines business impact, acknowledgement time, restoration target, escalation contacts, maintenance notice, incident updates, and the process for claiming credits.

Severity and restoration targets

NVIDIA’s requirements call for mapping each provider’s severity levels to a common model. Its published critical-resolution target is 24 hours after NVIDIA determines that an incident is critical, while explicitly warning that the target may not always be achieved. That distinction matters: a response target is not a restoration guarantee, and the clock may not start when your alert fires.

Evidence to request

  • A current support schedule for your plan and region.
  • Examples of incident reports showing timelines, scope, root cause, and corrective action.
  • The maintenance-notice period and rules for emergency maintenance.
  • Escalation channels for a failed fabric, repeated node loss, or capacity shortfall.
  • Credit eligibility, claim deadlines, required evidence, and whether credits are your sole remedy.

Do not assume a free trial or pre-release service receives enterprise support. NVIDIA’s cloud agreement states that pre-release and free cloud offerings are provided “AS-IS,” “WITH ALL FAULTS,” and “AS-AVAILABLE,” and are excluded from the SLA and enterprise support unless applicable service terms say otherwise. Put production workloads only on a service whose support and SLA terms explicitly apply to your account.

Storage durability, backups, and recovery

GPU uptime does not protect your data. Separate the durability of a filesystem or object store from its availability, and separate both from backup and restore objectives. NVIDIA’s AI-cloud requirements cite over 99.99% durability for home-directory filesystems below 1 PB, 99.99% high-speed-storage availability over a rolling 30-day SLO, and over 99.5% end-to-end availability per PB. These are distinct measures, not a promise that every dataset can be recovered instantly.

Define recovery responsibilities

  • Who creates backups, how often, and where the copies are stored?
  • Are checkpoints immutable or protected from accidental deletion and ransomware?
  • What are the recovery-point objective and recovery-time objective for datasets, model weights, logs, and metadata?
  • Are backup restores tested, and will the provider supply evidence?
  • Who controls encryption keys, and what happens to encrypted backups when service ends?

A production design should keep at least one usable copy outside the provider’s failure domain. Verify that your export process preserves file permissions, object metadata, checksums, symlinks where relevant, and the exact software environment needed to read the data.

Data portability and exit rights

Portability is a reliability control because it limits the damage from a prolonged outage, price change, capacity shortfall, or contract termination. Before production, list every asset that must leave: raw datasets, processed data, model checkpoints, container images, package locks, job definitions, logs, metrics, identities, access policies, encryption keys, and infrastructure configuration.

Run a real export and restore

  1. Choose a representative dataset and checkpoint, including the largest files and metadata that your pipeline uses.
  2. Export them through the provider’s documented mechanism. NVIDIA documents scp and sftp transfer workflows and requires AI-cloud partners to support movement to external clouds.
  3. Record throughput, interruption behavior, egress charges, rate limits, and the time required to obtain credentials or stable egress IP access.
  4. Restore the export in another environment and verify checksums, permissions, model loading, and a representative inference or training step.
  5. Delete the test copy according to the provider’s process, then request evidence of deletion and retention handling.

Ask whether GPU-mounted storage can be shared with external systems and whether egress IPs remain stable enough for allowlists. A nominal export feature is not portable if it requires a proprietary filesystem, undocumented metadata, or an unaffordable transfer window.

Put exit terms in the contract

Require written responsibilities for backup and restore, export formats, deletion behavior, evidence retention, support access, key custody, and end-of-service timelines. A draft NeoCloud security baseline recommends publishing these responsibilities; use that checklist to turn informal assurances into named obligations. Specify how long you have to export after suspension or termination, whether read-only access remains available, and who pays for emergency data transfer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A production-readiness test you can run before signing

  1. Request the current SLA, service description, support schedule, acceptable-use terms, and order form for the exact region and service.
  2. Ask the provider to define downtime, exclusions, measurement source, maintenance treatment, and the credit-claim procedure in writing.
  3. Obtain recent capacity and incident evidence for the GPU model, topology, and region you plan to use.
  4. Validate a small allocation with your drivers, container images, distributed-communication stack, scheduler, checkpointing, and monitoring.
  5. Run a failed-node replacement exercise, if the provider permits one, and measure how your job restarts and how long replacement provisioning takes.
  6. Export a representative dataset and checkpoint, restore them elsewhere, and verify checksums and application behavior.
  7. Document who controls keys, logs, backups, identities, network allowlists, and deletion certificates.
  8. Model a zone outage and a provider exit: identify the surviving copy of each asset, the person who can authorize transfer, and the time and budget required.

If the provider will not disclose these details, classify the service as unproven for production rather than assuming the marketing uptime applies to your workload.

When a neocloud is a good fit

A neocloud is often a practical choice when you need a specific GPU configuration, rapid scale for training or inference, or direct access to bare-metal, virtual-machine, Kubernetes, or Slurm environments and can operate the surrounding data and recovery controls. It is a riskier fit when you require globally uniform managed services, extensive compliance evidence, or a single vendor to provide application, database, identity, networking, and disaster-recovery guarantees across many regions.

The market is expanding: Synergy Research Group, as reported by Microsoft for Startups, estimated more than $25 billion in 2025 and projected the sector to approach $400 billion by 2031, near a 58% compound annual growth rate. Growth does not establish reliability. Published provider SLAs show what is promised, not an independent cross-provider outage rate, and no comparable public historical dataset covers neocloud providers as a group. SLA versions, regional capacity, and support policies can change, so re-check the documents immediately before purchase.
