Usually, yes. A genuinely offline dumb TV has no connected television platform or automatic content-recognition (ACR) service available to send viewing telemetry to its manufacturer. A smart TV can approach that privacy level only if it stays offline or you disable ACR, viewing-history, personalised-advertising and related optional services—and verify those choices. Merely using a smart TV as an HDMI monitor is not a guarantee: independent 2024 measurements found ACR network traffic from Samsung and LG sets during HDMI use.

What makes a dumb TV more private?

In this context, a dumb TV is a display without a connected TV operating system, built-in app store or internet-dependent recommendation and advertising platform. It can show an antenna signal, a cable or set-top-box feed, a DVD player, a game console or another HDMI source, but the display itself has no network connection to report what is on screen.

That architectural difference matters. If the television cannot reach the internet, its manufacturer cannot receive the TV’s viewing telemetry through the television platform. There is no ACR client generating fingerprints of programmes, no built-in advertising identifier exchanging data, and no connected account recording searches or viewing history on the set.

The most private practical arrangement is therefore a non-smart display that remains off the internet, paired with an indoor HDTV antenna for over-the-air broadcasts. The antenna receives local broadcasts without sending a return signal to the broadcaster or television maker.

Privacy is not absolute, however. A cable box, streaming stick, game console, voice assistant, router and individual apps can each collect information under their own policies. A dumb display prevents the television manufacturer from observing through the TV platform; it does not make every device in the room anonymous.

What a smart TV can learn

Automatic content recognition (ACR)

ACR is software that analyses the audio or images shown on a television and creates a signature that can be matched with a programme, advert or other content. It can identify more than video played inside the TV’s own apps. Current Samsung and LG descriptions say ACR can cover live or linear television and HDMI-connected sources, depending on the model, market and software.

Samsung says that, when a viewer opts in to its Viewing Information Services, ACR generates unique signatures to capture information about viewership. Its support material says the resulting data can include programmes watched, time spent, Smart TV identifiers and IP address. Samsung also describes recommendation inputs such as content that was watched, purchased, downloaded, streamed, searched or clicked, along with device and IP information. Separate interactive-marketing providers may receive device and interaction data for those features.

LG describes ACR as audio fingerprinting. Its statement says the feature is optional and can operate on live TV and HDMI-connected sources. LG also says optional services may share information with LG Ad Solutions for audience segmentation and viewing trends, and for advertising where a separate consent applies.

Does this mean a smart TV records everything?

No single statement applies to every model or every activity. ACR is one data stream, while a streaming app, voice assistant or account can create others. The 2024 measurement study discussed below found no ACR traffic during its Netflix and YouTube app tests, even though those services can still have their own data practices. Conversely, the same study observed ACR traffic while the televisions were being used as ordinary displays for linear TV and HDMI inputs.

Think of the privacy question as several separate questions: can the set reach the internet, is ACR enabled, are advertising and recommendation services enabled, what does the manufacturer say it collects, and what other devices or accounts are connected?

What regulators and measurements show

The VIZIO enforcement case

In 2017, the US Federal Trade Commission (FTC) announced that VIZIO agreed to pay $2.2 million and provide prominent disclosure and affirmative express consent after allegations that it collected second-by-second viewing information from 11 million televisions without adequate consent. The FTC said the televisions captured content from cable and set-top boxes, DVDs, over-the-air broadcasts and streaming devices—not just VIZIO’s built-in services.

The case is a documented example of why consent and clear controls matter. It does not prove that every current television behaves like the alleged VIZIO system, but it establishes that detailed viewing-history collection can attract regulatory action when consumers are not properly informed or asked.

The 2024 Samsung and LG network study

An Internet Measurement Conference study in 2024 tested Samsung and LG televisions in several realistic situations. Its results make the HDMI issue especially important:

Test situation ACR traffic observed? What it means
Linear or live television Yes ACR can operate while watching a conventional broadcast signal.
HDMI external display Yes Using a console, box or player through HDMI does not by itself remove ACR exposure.
Netflix and YouTube app tests No ACR traffic in the study’s tests Platform ACR was not seen in those tests; the apps remain separate data-collection systems.
Opted-out television No ACR traffic in the study’s tests Disabling the relevant service stopped the measured ACR connections.
United States versus United Kingdom Behaviour differed Country, model, firmware and service configuration can change results.

Because the tests were measurements of particular Samsung and LG sets under specified conditions, they are not a universal guarantee for every brand or software release. They do establish a practical warning: “I only use HDMI” is not equivalent to “the TV cannot identify what I watch.”

Dumb TV versus smart TV: a privacy comparison

Question Offline dumb TV Smart TV
Can the television platform reach the internet? No, if it has no network hardware or is kept disconnected. Yes, unless Wi-Fi or wired networking is never configured or is subsequently blocked.
Is platform ACR available? Not on a truly non-connected display. Often available as an optional service; capability and naming vary by model and market.
Can HDMI viewing be analysed? No TV-platform ACR path exists on the display. 2024 Samsung/LG measurements found ACR traffic during HDMI use.
What manufacturer data is possible? Little or none from the display itself. Depending on consent and services: viewing history, time spent, identifiers, IP address, recommendations and advertising interactions.
How easy is verification? Simple: keep it offline and use physical inputs. Requires reviewing setup choices, Settings controls, account services and sometimes network traffic.
Other data sources Connected boxes, apps and routers still have their own policies. Built-in apps, accounts, voice features, boxes and routers can all add collection.

How to watch television without connecting it to the internet

Option 1: an offline antenna setup

  1. Choose a non-smart display, or a smart TV that you are willing to leave permanently offline.
  2. Connect an indoor HDTV antenna to the television’s antenna input.
  3. Run the channel scan using the TV’s broadcast-tuning menu.
  4. Do not enter Wi-Fi credentials, connect an Ethernet cable or sign in to a TV account during setup.
  5. Use the television’s physical tuner and remote for over-the-air channels. Keep streaming sticks, voice assistants and other networked accessories separate if you want the smallest possible data trail.

This arrangement provides local broadcast reception without enabling a TV-platform account or ACR connection. Reception quality still depends on antenna placement, building materials and local transmitter coverage; privacy does not guarantee every channel will be available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Option 2: an offline external source

A DVD player, game console or set-top box can feed a display over HDMI while the display remains offline. With a dumb display, there is no TV operating system to fingerprint the picture. With a smart display, the 2024 findings mean you must disable ACR rather than assuming HDMI is private.

How to reduce tracking on a smart TV

  1. Read the initial consent screens. Do not accept optional Viewing Information Services, ACR, personalised advertising or interactive-marketing features simply to complete basic display setup. Keep a record of which optional services you declined.
  2. Open Settings and locate the viewing-data controls. Samsung identifies its control as Viewing Information Services and says ACR can be turned off in Settings. LG describes controls for disabling ACR and withdrawing consent. The exact menu wording and path vary by model, country and software version, so use the TV’s Settings search or the privacy section rather than relying on an old universal path.
  3. Disable related advertising and recommendation options. Turning off ACR does not automatically erase every account, app, voice or advertising data stream. Review each optional service separately.
  4. Avoid unnecessary sign-in. A manufacturer account can connect app activity, searches, purchases and downloads to an identifiable profile. Use only the account features you actually need.
  5. Keep the firmware current. Privacy controls and consent handling can change with software updates. Recheck the settings after an update or factory reset.
  6. Verify when privacy is critical. The 2024 study found that opting out stopped ACR traffic in its tests. A technically confident household can also monitor the TV’s network connections at the router; absence of measured ACR traffic is stronger evidence than relying on the HDMI input alone.
  7. Control the rest of the ecosystem. A streaming stick, app, voice assistant, router or logged-in service may continue collecting data even when the television’s own ACR is disabled.

Samsung says viewers retain the right to opt out of ACR and viewing-history collection at any time. LG says ACR collection stops when a user disables ACR, withdraws consent or exercises an applicable opt-out right, including a “Do Not Sell” request. Those statements describe the companies’ current policies; the controls visible on your set remain the final practical check.

Can you use a smart TV as a private monitor?

Only conditionally. Connecting a laptop, console or set-top box by HDMI avoids using the television’s built-in streaming apps, but it does not necessarily stop the TV from analysing the picture. The 2024 Samsung/LG study recorded ACR network traffic during HDMI external-display scenarios.

For a privacy-sensitive monitor, first disable ACR and viewing-information services, then keep the TV off the internet if its features allow that. If you need online apps on the same television, treat the display as a connected computer: separate accounts, review permissions and verify that the opt-out remains active after updates. A non-smart monitor or dumb TV is simpler because the ACR capability is absent rather than merely switched off.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why model, country and software version matter

Samsung and LG both describe ACR and viewing-data controls, but names, defaults and consent screens can differ by model, market and firmware. The measurement study also found different behaviour in the United States and United Kingdom. A setting documented for one regional edition may not appear in another, and a factory reset can present the consent request again.

When comparing televisions, check the documentation for the exact model number and country. Look for the current privacy notice, the ACR or viewing-information setting, advertising-personalisation controls and instructions for withdrawing consent. Do not infer privacy from the brand name, the presence of an HDMI port or the fact that you never open the built-in apps.

A practical decision checklist

  • Choose a dumb display if your priority is the lowest TV-platform telemetry and you can supply content through an antenna, physical media or another device.
  • Choose a smart TV and keep it offline if you need a modern panel but not built-in apps. Confirm that no network is configured.
  • Choose a configured smart TV if you need its apps, but decline optional ACR, disable viewing-information services and advertising personalisation, minimise account sign-in and recheck after updates.
  • Do not treat HDMI as a privacy switch. The display’s network capability and ACR setting matter even when the source is external.
  • Audit the whole chain. The television, streaming device, apps, accounts, voice assistant and router can each observe different parts of your viewing behaviour.

What “more private” really means

A dumb TV is more private by design because it removes the connected TV platform that performs ACR, recommendations and advertising exchanges. A smart TV can be configured responsibly, and the available evidence shows that opting out can stop measured ACR traffic. That is a conditional result: it depends on selecting the right controls, the model and region, and the other devices attached to the screen.

If you want the clearest, easiest-to-audit answer, keep a non-smart display offline and use an antenna or physical input. If you need smart features, regard privacy as an ongoing configuration task—not something guaranteed by choosing HDMI, skipping the built-in apps or assuming that “smart” means the TV only sees what happens inside its own software.
