There is no universal yes-or-no answer. A vessel’s right to aim a water jet at a drone depends on the flag state, port state, waters, nearby airspace, local aviation rules and any required authorization. The cited maritime guidance does not establish a water jet as a tested counter-drone system. Around people or other vessels, pressure, spray, falling debris, visibility loss and navigation hazards must be assessed for the complete installation. Treat claims that a generic marine nozzle or pressure washer is a proven solution as unverified until the exact system has passed independent, at-sea testing and regulators or legal advisers have confirmed that its use is allowed.
What “legal” means for a water jet aimed at a drone
Using water to interfere with an aircraft is still an intentional act against an aircraft. The fact that the effector is non-kinetic does not create an international permission for a yacht, ship or port operator. Maritime counter-drone guidance from the UK Government says legal implications can change between international waters, international airspace, territorial waters, ports and military facilities. It warns that operators may be liable for breaches and advises obtaining legal advice before operation.
Flag state, port state and operating area
Three authorities can matter at once:
- Flag state: the country in which the vessel is registered may regulate equipment, weapons, safety management and interference with aircraft.
- Port state: a port or coastal state can impose additional rules while the vessel is in its waters, alongside or inside a controlled facility.
- Operating area: airspace restrictions, military zones, protected infrastructure and temporary flight restrictions can apply even when a vessel is offshore.
Ask the relevant maritime authority, port authority and aviation regulator for a written interpretation of the proposed operation. The UK guidance’s practical warning is direct: “It is therefore advisable to seek legal advice in advance.”
Canada: an example of a specific prohibition
Canada’s Aeronautics Act states that, except as authorized under the Act, no person may intentionally interfere with the operation of a remotely piloted aircraft system. The Act provides exceptions for authorized defence activity and allows the Minister to authorize interference in the public interest or when necessary for aviation safety or security. A ship operator cannot assume that a water jet qualifies for an exception; authorization and the facts of the incident would determine the outcome.

Europe: UAS safety rules are not permission to use a jet
EASA guidance requires risk-based procedures for drone operations and says a remote pilot must adjust or discontinue an operation when the safety of an uninvolved person cannot be ensured. Its A2 guidance describes a five-metre minimum distance only under specific low-speed conditions, while A3 operations require at least 150 metres from residential, commercial, industrial or recreational areas. Those are flight-operation distances for UAS pilots, not a safe-distance rule or legal authorization for a vessel to spray a drone. They illustrate the level of separation and risk control expected around people.
Is a water jet safe around people?
No cited authority publishes a universal pressure limit, nozzle distance or injury threshold for anti-drone water jets. Safety therefore has to be demonstrated for the particular pump, hose, nozzle, mount, vessel and operating procedure.

Hazards to crew, passengers and bystanders
- Pressure and impact: a concentrated stream can injure a person directly or knock someone off balance on a wet deck.
- Spray and visibility: mist can obscure the bridge, lookout, landing area or another vessel at the moment precise navigation is needed.
- Falling or redirected debris: a damaged drone, battery or propeller can fall unpredictably, and a stream can deflect fragments toward people, windows or equipment.
- Slip and electrical hazards: water on decks, connectors and exposed equipment can create secondary risks.
- Navigation consequences: crew attention may shift from collision avoidance, and spray can interfere with radar, cameras, communications or signals.
- Escalation and liability: an attempted intervention could damage the drone, another vessel or port property and create a claim even if the original flight was unlawful.
These are engineering inferences from the maritime guidance’s requirements to assess collateral damage, system compatibility and in-situ performance. They are not published test results for a particular water cannon.

A crew member operating the system may be trained and assigned to the task, but passengers, dock workers, neighboring crews and people ashore are generally not under the operator’s control. The risk assessment must account for them, not just the person at the nozzle. If a safe separation cannot be maintained, the operation should be stopped or changed.

Would a high-pressure jet reliably stop a drone?
Effectiveness is not established by the available evidence. The cited sources contain no independent water-jet trial, success rate, engagement range, pressure specification or injury threshold. A jet’s result would depend on the target aircraft, distance, stream pressure and flow, aim stability, wind, rain, temperature, sea state, vessel motion, battery state and the drone’s ability to continue flight after wetting.
Why the phrase “water jet” is not a performance specification
Two systems both described as water jets may have radically different nozzle patterns, flow rates, pump response, elevation limits and tracking accuracy. A broad fire monitor may produce a large volume but be difficult to aim at a small moving aircraft. A narrow stream may reach farther yet miss when the vessel rolls. Spray can reduce visibility without disabling the aircraft. Some drones may tolerate water exposure; others may fail only after a delay, leaving debris and a still-moving aircraft.

Conditions that must be tested
Maritime guidance recommends asking vendors for evidence against the specific drone types, operational ranges, deployment times and multi-drone capacity, and recommends independent testing rather than relying solely on manufacturer claims. Testing should reproduce:

- Detection-to-engagement time and the operator’s line of sight.
- Pressure, flow, nozzle pattern, elevation and traverse limits.
- Wind, rain, temperature, glare and visibility.
- Vessel pitch, roll, yaw, speed and representative sea state.
- Whether the drone remains controllable, crashes, drifts or creates a hazardous battery event.
- Debris trajectory and a safe backstop that does not endanger people, other craft or infrastructure.
How to evaluate a proposed system before installation
- Define the threat. Record the drone classes, likely launch points, approach routes, operating altitude, swarm possibility and the consequence of a missed engagement.
- Confirm authority. Obtain advice covering the flag state, port state, coastal waters, airspace, military facilities and any authorization required for intentional interference.
- Set safety boundaries. Map crew, passenger, public, neighboring-vessel and shore exclusion areas. Specify when the jet must remain disabled because a safe backstop is unavailable.
- Demand evidence. Require documented results for the exact target types and environmental conditions. Treat demonstrations performed in calm water with a stationary target as preliminary only.
- Arrange independent or in-situ trials. Use a qualified test organization or authority-approved exercise. Record misses, false engagements, time to effect, debris behavior and abort performance.
- Check vessel integration. Verify structural loading, pump power, water supply, weight and center-of-gravity changes, corrosion protection, waterproofing, stabilization, bridge visibility and control-system isolation.
- Validate navigation and communications. Test radar, cameras, AIS, radio, satellite links, alarms and emergency systems while the pump and nozzle operate at maximum load.
- Write operating procedures. Include identification confirmation, authorization to engage, minimum separation, prohibited arcs, lookout duties, communications, stop conditions, post-incident reporting and maintenance.
- Train and refresh operators. Training should cover aviation awareness, maritime collision rules, the legal limits of interference, pressure hazards, misidentification and recovery after a failed engagement.
- Review after every event. Preserve video, weather, vessel-motion data, nozzle settings and flight information so the risk assessment can be corrected rather than assuming the first test predicts future performance.
Vessel-integration issues that can invalidate a promising test
A system that works on a pier may be unsuitable at sea. The UK maritime guidance specifically calls for checks on waterproofing, stabilization, power, weight, mounting, vessel stability, navigation and communications interference. A pump’s electrical demand can compete with propulsion or emergency loads. A high mounting point can alter stability. A fixed nozzle may sweep across a bridge wing or lifeboat station during a roll. A rotating monitor can obstruct a lookout’s view or strike nearby structures.

Integration also includes maintenance. Salt water, corrosion, blocked strainers, frozen valves, contaminated tanks and degraded seals can change pressure and spray pattern. Procedures should define inspection intervals, flushing, isolation, winterization where relevant and a safe state after a power or control failure.
How a water jet compares with other counter-drone layers
No single layer is universally suitable. Selection should follow a threat and vulnerability assessment using the same legal, safety and integration criteria.

The maritime guidance names netting, ballistic protection, protected crew areas and sensor-led counter-UAS systems as possible layers; it does not declare any one of them, or a water jet, universally effective or lawful.

What to do when a drone approaches now
- Maintain navigation, collision avoidance and a continuous lookout; do not let the response create a greater maritime hazard.
- Record time, position, altitude, direction, appearance and any apparent control link without attempting interference.
- Notify the master, port control, coast guard, harbor authority or police according to the vessel’s emergency plan.
- Move uninvolved people away from exposed decks and keep them clear of any proposed line of fire or spray.
- Use only a system and procedure already authorized for that location and scenario. Do not improvise with a pressure washer, hose or fire monitor.
- Preserve video, radio traffic and logs for the authority’s investigation, and report damage or injury promptly.
Questions to put to a supplier or integrator
- Which exact drone models and flight profiles have been tested?
- Who performed the tests, under what sea state and vessel-motion conditions, and can the raw results be reviewed?
- What pressure, flow, range, traverse speed and engagement time are specified?
- What happens when the stream misses, the drone is only partially wetted or the target is part of a multi-drone event?
- What exclusion zones, backstops, alarms and abort controls are required?
- How does the installation affect stability, power reserves, navigation, radar, cameras and communications?
- What approvals, operator qualifications, inspections and recurring tests apply in the intended jurisdiction?
Bottom line
A water jet is not automatically legal because it is non-kinetic, and it is not automatically safe because it uses water. Canada’s prohibition on intentional interference, EASA’s risk-based separation principles and UK maritime guidance on authorization, liability, testing and vessel integration show why the answer is jurisdiction- and system-specific. No cited source proves that a consumer or generic marine water jet can reliably disable a drone around people or vessels. Obtain regulator and maritime legal advice, require independent at-sea testing against the real threat, and deploy only with documented exclusion zones, trained operators and a vessel-specific safety case.
