Apple began storing mainland China iCloud accounts and their cryptographic keys in China in February 2018. The change made it easier for Chinese authorities to seek data through Chinese legal processes, according to contemporaneous Reuters reporting; it does not establish that authorities have unrestricted access or that Apple created a backdoor. Apple’s current support documentation still identifies a local operator for mainland China iCloud.
What changed in 2018
In February 2018, Apple began hosting mainland China iCloud accounts locally, including their cryptographic keys, Reuters reported. The move followed Chinese requirements that cloud services for Chinese citizens be operated by Chinese companies and that data be stored in China. Reuters reporting republished by Investing.com described the resulting concern: Chinese authorities could seek data using domestic legal channels rather than first going through the U.S. legal system.
That is a change in the practical legal route for seeking data, not proof of unrestricted government access. The cited reporting does not establish that Apple built a backdoor or that a particular person’s data was handed over.
Who operates mainland China iCloud now
Apple’s support page, published April 22, 2025, says mainland China iCloud is operated by GCBD (AIPO Cloud (Guizhou) Technology Co. Ltd). It also says iCloud service and stored data there are subject to GCBD-operated iCloud terms. Apple: Find out more about iCloud in China mainland

Apple says a non-Chinese citizen who is not residing in mainland China can change their Apple Account country or region to reflect their current location and continue using iCloud under Apple’s current terms. This guidance is limited to the group Apple describes; it does not say that every account holder can switch arrangements freely.
Apple’s response to the legal requirements
Apple said it had opposed the requirements but was unsuccessful. Its statement, quoted by Reuters in 2018, said: “While we advocated against iCloud being subject to these laws, we were ultimately unsuccessful.” Apple argued that continuing to provide iCloud under the new arrangement was better for users than withdrawing the service.

Reuters also reported Apple’s statement that more than 99.9 percent of existing users had agreed to updated terms by the time of its 2018 report. That figure describes then-current users at that point; it is not a current adoption or consent statistic.

Apple distinguishes its standard data protection from optional Advanced Data Protection (ADP). Apple says ADP extends end-to-end encryption to additional data categories; for most categories it protects, keys remain on a user’s trusted devices. Apple warns that ADP may not be offered in every country or region. The cited Apple materials do not establish whether mainland China accounts operated by GCBD can use it, so it should not be treated as a confirmed workaround for those accounts.

What this means for users
- If your iCloud account is under the mainland China arrangement, Apple identifies GCBD as the operator and says GCBD-operated terms apply.
- The documented privacy concern is that domestic legal processes may make it easier for Chinese authorities to seek data. The available reporting does not prove direct or unrestricted access.
- Do not assume Advanced Data Protection is available for a GCBD-operated account; Apple’s documentation says regional availability varies, and the cited sources do not resolve availability for mainland China accounts.
