For Google Play target API compliance, update targetSdk, not just compileSdk. The compile SDK controls which Android APIs are available to your compiler; the target SDK declares the behavior level your app is designed for and is the value relevant to Play’s target API requirement. You can set them to different API levels.
As of October 4, 2026, ordinary new apps and app updates generally must target Android 16 (API 36) or higher. Existing apps generally need Android 15 (API 35) or higher to remain available to new users on devices running Android above the app’s target API. The applicable threshold depends on release type and form factor.
What compileSdk, targetSdk, and minSdk mean

Android Developers summarizes the distinction this way: “compileSdk gives you access to new APIs” and “targetSdk sets the runtime behavior of your app.” The build guide also states that the value of targetSdk is not connected to the value of compileSdk. (Android Developers: Configure your build)
Google Play target API requirements as of October 4, 2026
Google Play’s requirements differ by release type and device category. The general thresholds below take effect August 31, 2026; use the current Play policy for the precise rule that applies to your app. (Android Developers: Meet Google Play’s target API level requirement)

Do not apply the new-app and update threshold to an existing listing’s availability rule: they are separate checks. Google Play’s policy page says developers who need more time can request an extension to November 1, 2026; check Play Console and the current policy for whether the extension is available and how to request it.
What to update in your project
- Find the target API setting. Check the app module’s Gradle configuration for
targetSdk, and confirm the target API level in the built artifact. Google’s policy documentation also identifies the manifest attributeandroid:targetSdkVersionas a way to configure it. - Set targetSdk to the applicable Play threshold. Choose the value for your release type and form factor from the current policy. Changing only
compileSdkdoes not satisfy this requirement. - Set compileSdk for the APIs you need to compile against. Update it as needed to use newer APIs, and check compatibility with your Android Gradle Plugin, Android Studio, and libraries. Android’s build guide allows
compileSdkto be greater than, equal to, or less thantargetSdk. - Keep minSdk as a separate decision. Raise it only if you intentionally want to stop supporting older Android versions, not as a substitute for raising
targetSdk.
Why a targetSdk update needs testing
A successful build is not enough. Android can apply compatibility behavior based on the target level, and targeting a newer Android release can opt the app into that release’s behavior changes. Review the changes for the target version, including relevant permission and privacy changes, before shipping. (Android Developers: Device compatibility overview)

- Exercise important user flows on current Android versions using devices or emulators.
- Check permissions, privacy-sensitive features, and any behavior affected by the new target level.
- Test third-party SDKs and libraries that participate in those flows.
- Investigate regressions as runtime behavior changes, rather than assuming that a clean compile proves compatibility.
