Short answer: The Ryzen AI Max+ PRO 495 is a modest processor refresh, not a new core design. Both chips have 16 Zen 5 cores, 32 threads and 40-core integrated Radeon graphics. The 495 raises maximum CPU boost from 5.1 to 5.2 GHz, graphics throughput from up to 60 to 61 FP16 TFLOPS, graphics frequency by 100 MHz, and NPU capability from 50 to 55 TOPS. Its decisive advantage is platform memory: systems can provide up to 192GB of LPDDR5X, with as much as 160GB assigned to the GPU, compared with 128GB on the 395. That extra unified memory is important for local AI models and large creative workloads. It does not, by itself, prove lower power use or better battery life.

What actually changes between the Ryzen AI Max+ 495 and 395?

AMD’s Ryzen AI Max+ PRO 495 refreshes the Ryzen AI Max+ 395 platform while retaining its central architecture. Both processors use 16 AMD Zen 5 CPU cores and 32 threads, so the 495 does not increase core count. The meaningful changes are a slightly higher boost clock, a small graphics-frequency and throughput increase, a faster NPU specification, and support for substantially more unified memory in 495 systems.

Specification Ryzen AI Max+ PRO 495 Ryzen AI Max+ 395

CPU performance: a refresh, not a generational leap

Same Zen 5 resources

Because both chips contain 16 Zen 5 cores and 32 threads, workloads that scale across all cores start from essentially the same CPU resource. Rendering, code compilation, software builds, CPU-based video encoding and multi-threaded scientific workloads will depend heavily on the system’s sustained power limit and cooling rather than the model name alone.

The 100 MHz boost difference

AMD lists a maximum boost of 5.2 GHz for the 495 and 5.1 GHz for the 395. That is a 100 MHz headline increase. Maximum boost is opportunistic: it applies when temperature, current, firmware and workload conditions allow it. It is not a promise that all 16 cores will run at that speed continuously. In lightly threaded tasks, the difference may produce a small uplift when both systems are otherwise configured identically. In long, all-core workloads, cooling and the configured wattage can matter more than the extra 100 MHz.

What is not established

No controlled, independent 495-versus-395 benchmark is established here for application throughput, gaming frame rates or sustained all-core clocks. It would be inaccurate to turn the clock specification into a universal percentage faster claim. A 495 in a well-cooled 120W chassis could outperform a lower-power 395 system by a larger margin, while two machines with the same limits may be much closer.

Integrated graphics: small throughput gains, same 40-core concept

Radeon 8065S versus Radeon 8060S

The 495 uses Radeon 8065S integrated graphics and the 395 uses Radeon 8060S. Both are listed with 40 graphics cores, so the refresh does not add shader-core count. AMD rates the 495 at up to 61 FP16 TFLOPS and the 395 at up to 60 FP16 TFLOPS.

TechRadar reported a 3.0 GHz graphics frequency for 495 systems, a 100 MHz increase over the earlier platform’s reported frequency. These figures indicate an incremental graphics refresh. They do not establish a fixed gaming or compute-performance percentage because actual results also depend on memory speed, how much unified memory is reserved for graphics, the chassis thermal solution, drivers, game settings and whether the workload uses FP16 efficiently.

Why unified memory still matters to graphics

Integrated graphics share system memory with the CPU rather than using a separate pool of dedicated VRAM. More capacity can prevent large projects, high-resolution textures or AI workloads from exhausting the available pool. Higher memory transfer rates can also help bandwidth-sensitive graphics tasks. The 495 platform’s reported 8,533 MT/s ceiling is above the 395’s LPDDR5X-8000 specification, but an individual product may use a lower speed or a different validated configuration.

NPU and AI features

50 TOPS versus 55 TOPS

AMD rates the 495’s NPU at up to 55 TOPS and the 395’s at up to 50 TOPS. TOPS means trillions of operations per second under an optimal maximum; AMD explicitly warns that the result can vary with system configuration, AI model and software version. The specification is therefore useful for identifying the newer accelerator, but it is not a direct prediction of chatbot latency, image-generation speed or battery life.

When the NPU helps

An NPU is designed for supported low-power AI operations such as compatible video effects, camera features, speech processing and on-device model components. Applications must be written to use the NPU, and some models or operations will continue to run on the CPU or integrated GPU. A five-TOPS increase may improve supported workloads, but software support and model quantization can dominate the user-visible result.

Memory is the major practical difference

Capacity comparison

AMD lists the 395 with up to 128GB of 256-bit LPDDR5X-8000 memory. TechRadar reported 495 systems supporting up to 192GB of LPDDR5X, with up to 160GB assignable to the integrated GPU and memory speeds up to 8,533 MT/s. Memory is unified, so the CPU, GPU and other accelerators draw from the same physical pool.

Use case Why 192GB on a 495 system can matter Where 128GB on a 395 remains sufficient
Local language models Leaves more room for larger quantized models, runtime overhead, context and GPU allocation. Many smaller and medium-size models fit comfortably, depending on quantization and context length.
GPU compute Up to 160GB can reportedly be assigned to the GPU, reducing capacity pressure for large datasets or models. Suitable when the working set is below the available GPU share and performance, rather than capacity, is the limit.
Video and 3D work More room for high-resolution timelines, effects caches, geometry and simultaneous applications. Enough for many conventional editing and design projects when media is managed efficiently.
Virtual machines and development More headroom for several VMs, containers, compilers and browser sessions at once. Usually adequate for a single development environment or a modest VM workload.

Memory is normally soldered in this class of system. If you need 192GB, it must be selected when buying a 495 machine; a 128GB 395 configuration cannot generally be upgraded later to the 495 platform’s ceiling.

Local-model capacity claims

AMD’s Ryzen AI Halo page advertises support for models of up to 300 billion parameters on the 495 platform. AMD’s 2026 portfolio announcement described the earlier Halo platform as supporting up to 200-billion-parameter models locally. These are vendor capability claims, not independent benchmarks. “Support” does not mean a model will generate tokens quickly, fit unquantized, or leave enough memory for a long context and other applications. Quantization format, runtime overhead, context length and memory allocation all affect whether a particular model is practical.

Power, thermals and efficiency

Do not assume the 495 uses less power

The 495 name does not establish lower wall power. The Ryzen AI Max+ 395 product page specifies a 55W default TDP and a configurable 45–120W range. AMD’s Ryzen AI Halo developer-platform table lists both 495 and 395 configurations at a 120W default. These figures describe different layers of the product ecosystem, so they should not be treated as a guaranteed setting for every retail system.

Why two systems can behave differently

  • Chassis and cooling: A thicker mini PC or workstation can sustain higher clocks than a thin portable design.
  • Firmware: The OEM can choose sustained and short-term power limits, fan curves and boost behavior.
  • Memory configuration: Capacity and speed affect both performance and energy use.
  • Workload: A brief single-core task, a long CPU render, GPU inference and mixed CPU/GPU work stress different parts of the package.
  • Battery and display: In a laptop, panel brightness, storage, wireless radios and background software can outweigh the processor difference.

No independent, controlled 495-versus-395 efficiency test is established for battery runtime, sustained performance per watt or wall power. The defensible conclusion is a specification comparison, not a definitive efficiency ranking.

How to compare power when shopping

  1. Identify the machine’s advertised sustained or default power limit, not only the processor name.
  2. Check whether the cooling design uses active fans, heat pipes and a power adapter sized for the configured limit.
  3. Confirm the exact memory capacity and speed; an entry configuration may not match the platform maximum.
  4. Look for measured battery or wall-power results from the exact chassis and workload you care about.
  5. Compare noise and temperature targets as well as peak performance if the system will run long jobs.

How much faster is the Ryzen AI Max+ 495?

There is no single reliable percentage. On paper, the CPU maximum boost rises by about 100 MHz, graphics throughput rises from 60 to 61 FP16 TFLOPS, graphics frequency rises by 100 MHz in the reported 495 configuration, and NPU rating rises from 50 to 55 TOPS. Those are incremental changes in compute specifications.

The largest real-world advantage can instead come from memory capacity. A 495 machine with 192GB may complete a workload that a 128GB 395 system cannot run without spilling to slower storage or reducing the model. In that situation the 495 feels dramatically faster because it avoids a capacity bottleneck. If both systems have enough memory for the same task and identical power and cooling, the expected advantage is much more modest and must be measured application by application.

Which chip is better for local LLMs?

Choose the 495 for capacity-first inference

The 495 is the stronger choice when you plan to run large local models, keep long context windows, load multiple models, or share memory between an LLM and other GPU workloads. Up to 192GB of unified memory, with up to 160GB reportedly assignable to the GPU, provides substantially more headroom than the 395’s 128GB ceiling. The 55-TOPS NPU is also the newer specification, although many LLM runtimes may rely primarily on the GPU or CPU rather than the NPU.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the 395 when your models already fit

A 395 system is sensible when your chosen models fit within 128GB, you are buying a lower-cost or more widely available configuration, or your workload is dominated by CPU tasks rather than memory capacity. It retains the same 16-core/32-thread Zen 5 CPU layout and 40-core integrated-graphics concept.

Check the model before buying

  1. Determine the model’s required memory in your intended quantization format.
  2. Add runtime overhead, operating-system use, context-window storage and any second model you will keep loaded.
  3. Reserve capacity for the GPU and for other applications; total physical memory is not all available to one process.
  4. Check that your chosen inference framework supports the intended GPU, NPU or CPU path.
  5. Prioritize measured tokens-per-second results for the exact software stack rather than relying on TOPS or parameter-count marketing.

Buying guidance and price context

When the 495 premium is justified

  • You specifically need more than 128GB of unified memory.
  • You want to experiment with larger local AI models and accept that vendor capacity claims are not speed guarantees.
  • Your workload is constrained by memory capacity rather than by CPU or GPU arithmetic.
  • You want the newest AI Halo platform and are willing to pay for an early configuration.

When the 395 is the better value

  • 128GB is enough for your models, media and virtual machines.
  • You can buy a 395 system at a substantially lower total system price.
  • Your applications benefit mainly from sustained cooling, storage or software optimization, where the chip refresh alone adds little.
  • You prefer a broader range of established products over an early 495 configuration.

Example of current 495 pricing

TechRadar reported on 14 October 2026 that Minisforum’s MS-S1 MAX-P495 was available for preorder at $7,399 with 192GB of unified memory and a 2TB SSD, with mid-October 2026 shipping expected. That is one high-capacity system, not a universal processor price. Pricing, stock and delivery dates are volatile, so verify the exact configuration and current listing before purchase.

Upgrade decision: 395 owner versus new buyer

If you already own a 395 system

Do not upgrade solely for the 5.2 GHz versus 5.1 GHz specification, the one-TFLOP FP16 difference or the 5-TOPS NPU increase. Those changes are unlikely to transform a workload that already fits in memory and runs within its existing power and thermal limits. Upgrade when your current system is blocked by the 128GB ceiling, cannot hold the models or projects you need, or lacks the capacity for simultaneous workloads.

If you are buying new

Start with memory capacity and the complete machine, then use the processor differences as a tie-breaker. Compare the exact RAM amount, LPDDR5X speed, GPU memory allocation, power limit, cooling, storage, display and warranty. A well-designed 395 system can be a better purchase than a thermally constrained 495 system if your workload fits in 128GB.

A practical checklist before ordering

  • Confirm whether the listing is Ryzen AI Max+ PRO 495 or Ryzen AI Max+ 395; model names can be shortened in retailer titles.
  • Record installed memory, not only the platform maximum.
  • Ask how much unified memory the firmware can assign to graphics or reserve for AI workloads.
  • Check the machine’s default and configurable power limits.
  • Verify the cooling system and expected fan behavior during sustained loads.
  • Confirm that the operating system, drivers and AI framework support your intended accelerator path.
  • For local LLM use, test a representative quantized model and context length rather than extrapolating from parameter-count claims.
  • Compare the complete system price, including storage and power adapter, because the processor specification does not determine total value.

Bottom line

The Ryzen AI Max+ PRO 495 is best understood as a memory-capacity upgrade wrapped around a small compute refresh. Its 16-core Zen 5 CPU remains the same class as the 395, while maximum boost, graphics throughput and NPU rating move up modestly. The practical reason to choose it is access to up to 192GB of unified LPDDR5X memory and the resulting ability to run larger local models or heavier combined workloads. The 395 remains the rational value choice when 128GB is sufficient and the system costs less. Neither chip should be declared more power-efficient from its name alone; chassis design, firmware, cooling and workload determine that outcome.
