Yes. AMD describes the Ryzen 9 9950X3D and Ryzen 9 9900X3D as its first line of 3D V-Cache processors that is fully overclockable. The 9950X3D is officially unlocked and supports Ryzen Master, Precision Boost Overdrive (PBO), Curve Optimizer voltage offsets, and DDR5 EXPO memory tuning. “First” applies to AMD’s 3D V-Cache lineup—not to Ryzen processors generally, which have long offered tuning options.
What AMD means by “fully overclockable”
AMD’s 2025 product brief calls the 9950X3D and 9900X3D the “first line of AMD 3D V-Cache processors that are fully overclockable.” AMD’s product listing confirms that the 9950X3D is unlocked for overclocking. This marks a change in how AMD positions these X3D models; it does not mean that they are the first Ryzen processors with overclocking or memory-tuning options. AMD says every Ryzen processor is multiplier-unlocked from the factory.

Overclocking here covers several different controls rather than one guaranteed method of raising the CPU’s clock. You can adjust boost behavior and voltage/frequency margins, or tune supported DDR5 memory. The available settings and results depend on the processor, motherboard firmware, cooling, and workload.

AMD’s published product materials give these headline specifications. The 9950X3D figures below are also listed in AMD’s Ryzen 9000 overview; “up to” boost clocks are maximum specifications, not a promise that every core will sustain that speed.

The models differ in core count, maximum boost specification, cache capacity, and stated power rating. These specifications do not establish which model will be faster in a particular game or creator workload, or how much either will gain from manual tuning.
Which tuning controls are available?
Precision Boost Overdrive
PBO adjusts the processor’s power, current, and boost behavior within the limits allowed by the system. It is a way to influence the CPU’s automatic boost operation, not a fixed all-core clock setting.

Curve Optimizer
Curve Optimizer applies voltage offsets that can alter the processor’s operating margins. A setting that works on one chip may not be stable on another, so validate changes on your own system rather than copying a universal value.
DDR5 EXPO
EXPO applies supported memory overclocking profiles for DDR5. It tunes memory parameters; it is distinct from changing CPU boost behavior with PBO or Curve Optimizer.

Ryzen Master or BIOS
AMD’s Ryzen Master utility provides automatic and manual controls, real-time clock, temperature, and voltage monitoring, profile storage, PBO, Curve Optimizer, and DDR5 memory controls. PBO and Curve Optimizer changes can also be made in the motherboard BIOS. Ryzen Master offers basic and advanced modes, including per-core telemetry.
What motherboard and cooling do you need?
Both processors use AMD’s AM5 platform. AMD lists support for X870E, X870, B850, B840, B650E, B650, X670E, and X670 chipsets. A chipset match alone is not enough: confirm that the specific motherboard has BIOS support for the CPU before building or changing hardware.

For tuning, choose a board with power delivery and firmware controls appropriate to your intended use, and use CPU cooling capable of handling the processor under your sustained workloads. The cited specifications do not establish one required cooler, motherboard model, safe voltage, or temperature target for every system. Cooling and power delivery can affect boost behavior, but no single hardware configuration guarantees a particular overclock.
What to expect from manual tuning
AMD’s cited specifications establish that the tuning features are available; they do not establish a universal performance gain from manual overclocking. The outcome depends on silicon variation, firmware, motherboard, cooling, memory configuration, and whether the workload benefits from the changed CPU or memory behavior. A game, a rendering task, and a heavily threaded application may respond differently.

- Use the motherboard’s current CPU-support information and firmware before applying settings.
- Check clocks, temperatures, and voltages while testing, then verify stability with the workloads you actually use.
- Keep a known-good BIOS profile or note your original settings so you can revert if a change causes crashes or failed boots.
