Personalized ads use information about a person or audience—such as Amazon products viewed, added to a basket, or purchased—to select likely relevant advertising. Contextual ads use the content being viewed at that moment, such as a page’s text, images, video, category, or keywords, without relying on ad IDs or past behavior.
On Amazon, the choice affects relevance, privacy, reach, measurement, and campaign control. Personalized targeting is useful when a campaign depends on shopping or entertainment interests. Contextual targeting is useful when the message should match what someone is reading or watching now, including environments where usable ad identifiers are unavailable.
Personalized and contextual ads at a glance
| Axis | Personalized or interest-based ads | Contextual ads |
|---|---|---|
| Primary signal | Past or inferred customer behavior and interests, including products viewed, added to a basket, or purchased. | The current page, app, video, or other content, analyzed for themes, products, categories, or keywords. |
| Identity dependence | Amazon says it pseudonymizes information before creating audiences. Privacy controls and applicable consent rules affect whether and how signals can be used. | Amazon says contextual targeting does not rely on ad IDs or past behavior. |
| Timing | Can reflect an earlier action or an inferred, longer-term interest. | Reflects the content the person is consuming now. |
| Reach | Depends on available audience signals, permissions, platform eligibility, and the campaign’s market. | Can extend to previously difficult-to-address browsers and devices, including iOS, Firefox, and Safari environments. |
| Main strength | Audience-specific relevance based on shopping or entertainment interests. | Relevance to the surrounding content with less dependence on historical behavioral data. |
| Main limitation | Requires appropriate audience data, controls, and compliance with regional privacy requirements. | Performance depends on accurate analysis and classification of the content where the ad appears. |
The terms are not interchangeable. A personalized campaign asks, “Which people or audience segments are likely to care?” A contextual campaign asks, “What is this person reading or watching right now, and does the advertisement fit that subject?”
What Amazon personalized ads use
Signals from earlier activity
Amazon’s 2025 profiling summary says it can create audiences from engagement with Amazon services. Examples include products a customer has viewed, added to a basket, or purchased. Those actions can indicate an interest in a product or service category even when the person is no longer looking at that category.

This is why a person may see an advertisement related to a product viewed earlier, a complementary item, or a broader category associated with a purchase. The signal is historical or inferred rather than limited to the page currently open.
Rules-based and model-based profiling
Amazon describes two approaches for selecting product and service categories of likely interest: rules-based profiling and model-based profiling. Rules-based profiling applies defined conditions to activity. Model-based profiling uses analytical models to infer likely interests from available engagement data. The result is an audience category, not a public label that directly identifies a person.
Pseudonymization and audience creation
Amazon says it pseudonymizes personal information before using it to create audiences. In practical terms, ad selection can use an audience signal without directly connecting that audience to a name, email address, or postal address. Pseudonymization is not the same as making data anonymous: the advertising system can still use an eligible signal for ad delivery, subject to the applicable controls and permissions.

Amazon’s consumer notice says personalized, also called interest-based, ads can appear in the Amazon Store, on other Amazon services, and on third-party sites. The appearance of an ad outside Amazon does not by itself mean the third-party publisher gave Amazon the person’s name or contact details. It means an eligible advertising system selected an ad using the permitted audience signal.
How contextual advertising works
Analyzing the current environment
Contextual targeting examines the supply where an impression is available. Automated systems can analyze text, images, video, and other media to identify subjects, themes, products, categories, or keywords. An ad is then selected because it fits that environment.

For example, an article about home-network troubleshooting may be classified as relevant to networking equipment or connectivity services. A video about meal preparation may be classified around cooking or kitchen topics. The person does not need to have previously searched for or purchased those products for a contextual match to occur.
No dependence on past behavior
Amazon’s contextual advertising guide states that this approach relies on the content of the current page and does not require ad identifiers or past behavior. The relevant question is the subject matter being consumed at the time of the impression, not a profile built from earlier shopping activity.

Amazon announced worldwide general availability of Contextual Targeting for Amazon DSP on October 25, 2023. The product uses real-time content consumption rather than ad IDs and lets advertisers choose Amazon products or categories from a retail taxonomy containing more than 40,000 product categories.
That contextual capability supports Amazon.com and third-party supply. The announcement lists standard display, mobile display, and online video line items. The taxonomy gives an advertiser more structure than simply entering a few broad keywords: a campaign can be aligned with a selected retail category while the system evaluates the surrounding content.
Why classification quality matters
Contextual targeting is only as useful as the system’s interpretation of the content. A page can mention a product while actually discussing a recall, a competitor, a safety problem, or an unrelated technical meaning. Advertisers therefore need brand-safety controls, exclusions, category review, and monitoring for placements that are technically related but unsuitable for the message.

Does Amazon target you based on what you viewed or bought?
It can use eligible activity such as viewed products, basket additions, and purchases to create interest-based audiences, according to Amazon’s 2025 profiling summary. That does not mean every ad is selected from one individual action, that every viewed item produces an audience, or that every person receives the same treatment. Audience availability, permissions, account settings, market, and campaign eligibility all affect delivery.
An ad can also be shown because of the page or video being consumed at that moment. Seeing an advertisement related to a current topic therefore does not prove that Amazon used a previous purchase or browsing event. The two selection methods can produce similar-looking ads for different reasons.
Privacy: are contextual ads more private?
What the distinction establishes
Contextual targeting reduces dependence on ad IDs and historical behavior. Amazon describes it as a way to reach relevant environments without using those signals. That can make contextual targeting a better fit when an advertiser wants to limit reliance on behavioral audiences or reach browsers and devices where addressable identifiers are unavailable.
Personalized advertising uses pseudonymized information and is subject to Amazon’s privacy choices and applicable requirements. Amazon says advertising data is not kept longer than required for service delivery and applicable law.
What the distinction does not establish
“Privacy-preserving” does not mean that a contextual campaign has no compliance obligations. The inventory, geography, consent framework, measurement setup, and publisher rules still determine what is required. A contextual ad request can also involve ordinary delivery, fraud prevention, frequency management, reporting, and measurement systems. Those operational details should be reviewed for the specific campaign rather than assumed from the word “contextual.”

Consumer controls
Amazon’s consumer notice describes controls for advertising cookies and for deleting or managing advertising preferences. The available control and its effect can vary by service, browser, device, and region. A person who wants fewer interest-based ads should use the advertising-preference and cookie controls presented by Amazon and review relevant browser or device settings.
Which approach is better for an Amazon DSP campaign?
Neither method is universally better. Select the signal that matches the campaign’s objective, the data that is lawfully available, and the environments the campaign must reach.
Choose personalized or interest-based targeting when:
- The offer depends on a known or inferred shopping, entertainment, or product-category interest.
- You need to reach people whose relevant action may have happened days or weeks before the impression.
- The required audience signals, permissions, and platform eligibility are available in the target market.
- Retargeting or a sequence based on prior engagement is central to the campaign.
Choose contextual targeting when:
- The creative should match what people are reading, watching, or researching now.
- You need reach in environments without a usable ad ID or dependable third-party cookie signal.
- You want to reduce dependence on historical behavioral data.
- The product has a clear relationship to identifiable subjects, themes, or retail categories.
Use a combined strategy when both signals matter
A combined strategy can be reasonable when the campaign needs audience relevance and contextual fit. For example, an advertiser might value an interest in a category while also requiring the ad to appear beside content about that category. The exact controls, reporting, audience overlap, and availability depend on the Amazon Ads product, campaign type, market, and current account eligibility. Confirm those details in the campaign interface and current Amazon documentation before launch.
| Campaign question | More suitable starting point | Reason |
|---|---|---|
| Do we need to reconnect with people who showed an earlier shopping interest? | Personalized | The key signal is prior behavior rather than the current page. |
| Do we need the ad beside content about a specific subject? | Contextual | The placement environment is the central qualification. |
| Must the campaign reach browsers where ad IDs are unavailable? | Contextual | Amazon says contextual targeting does not depend on ad IDs and can reach such environments. |
| Is the offer sensitive to consent or audience-data availability? | Contextual, subject to implementation review | It can reduce reliance on historical audience signals, but delivery and measurement obligations still need review. |
| Do we need both previous interest and a suitable editorial environment? | Combined test, if supported | Using both dimensions may improve control, but product-specific capabilities and reporting vary. |
A practical planning process
- Define the decision signal. Write down whether success depends on a previous product action, an inferred interest, the subject of the current content, or a combination. Do not begin with a targeting label before defining this requirement.
- Check data and permission availability. For personalized targeting, verify that the intended audience signal is available for the market, service, and campaign type and that required privacy choices and consent conditions are satisfied.
- Map the contextual subject. For contextual targeting, identify the product categories, themes, keywords, and content types that should qualify an impression. Include subjects that should be excluded, such as unsuitable or misleading contexts.
- Choose inventory deliberately. Decide whether the campaign needs Amazon.com supply, third-party supply, standard display, mobile display, online video, or a permitted combination. Reach and classification behavior can differ across these environments.
- Separate signal from placement quality. A strong audience or contextual category does not guarantee a suitable placement. Apply brand-safety, exclusion, frequency, and supply-quality controls independently.
- Plan measurement before launch. Decide which outcomes will be compared: reach, qualified impressions, engagement, conversions, incremental sales, or another approved metric. Keep personalized and contextual activity distinguishable where the reporting tools allow it.
- Review results by environment. Investigate performance by device, browser, supply type, content category, and audience approach. A blended result can hide whether the signal or the placement caused a change.
- Adjust one major variable at a time. Changing audience, category, bid, creative, inventory, and measurement simultaneously makes it difficult to identify the cause of an improvement or decline.
Common mistakes and how to avoid them
Assuming a related ad proves behavioral tracking
A person may see a relevant ad because of an earlier action, because the current page was classified as relevant, or because both signals were eligible. Treat the ad itself as evidence of relevance, not proof of one particular targeting method.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteCalling pseudonymized data anonymous
Pseudonymization separates an audience record from directly identifying details, but it does not mean that the system has no usable signal. Describe the distinction accurately when explaining privacy to customers or stakeholders.

Treating contextual as universally identifier-free
Amazon describes the contextual targeting signal as independent of ad IDs and past behavior. That statement concerns the targeting method; it does not remove every identifier, consent, measurement, or publisher obligation that may apply to the broader ad transaction.
Using broad categories without checking content
A category match can still produce an unsuitable placement. Review category definitions, exclusions, brand-safety settings, and actual delivery rather than assuming that a taxonomy label describes every page perfectly.
Comparing campaigns with different reach
Personalized campaigns and contextual campaigns may access different browsers, devices, and supply. Compare delivery volume and composition before drawing a performance conclusion. A lower conversion count can reflect less eligible reach rather than weaker relevance.
Assuming controls are identical everywhere
Amazon’s available settings depend on the advertising product, campaign type, market, and account eligibility. Avoid promising a specific control, report, or audience combination unless it is visible for the campaign being configured.
How Amazon Associates describes the distinction
Amazon Associates help documentation describes both page-context and interest-based approaches. It says the system can combine page context with Amazon purchase data to recommend products that are relevant and popular for visitors. It distinguishes interest-based ads, which use information about visitors’ activity, from ads based on page content.
This is the same conceptual split used in advertising strategy: activity-based recommendations answer what a visitor may be interested in, while page-based recommendations answer what fits the content being viewed. Associates terms, eligibility, ad formats, commission rules, cookie behavior, and geographic availability are separate program details and should not be assumed from the targeting distinction alone.
Bottom line for advertisers and users
Amazon personalized ads use historical or inferred audience signals, including eligible product views, basket additions, and purchases. Contextual ads use the current content environment and can operate without ad IDs or past behavior. Personalized targeting is the stronger fit for a campaign built around known interests or earlier shopping actions; contextual targeting is the stronger fit for content alignment, privacy-oriented reach, and browsers or devices where addressable identifiers are unavailable.
For an Amazon DSP campaign, make the decision from the signal you actually need, verify privacy and eligibility requirements for the market, and evaluate placement quality separately from audience quality. The two approaches can complement each other, but their controls and reporting are product-specific.
