Use Bedrock Agents when the model must interpret an open-ended goal, choose among approved tools, ask for missing information, and replan as results arrive. Use Lambda-centered code or AWS Step Functions when the sequence, retries, approvals, waits, and business rules must be predictable. They are complementary rather than mutually exclusive: a Bedrock agent can decide which tool is appropriate, while Lambda performs the API call. Step Functions is usually the better control plane for deterministic, long-running or irreversible work.
There is an important lifecycle qualification. AWS documentation says Amazon Bedrock Agents, now called Amazon Bedrock Agents Classic, is no longer open to new customers. New projects should evaluate AgentCore or a custom orchestration design before committing to the Classic runtime.
Should I use Bedrock Agents or Lambda for tool calling?
Start with the shape of the workload, not the product name. If a user can express a goal in several ways and the system must decide which information to collect, which tool to call, and whether another step is needed, managed Bedrock orchestration removes a large amount of planning code. If the workflow is a known transaction—such as checking eligibility, reserving inventory, charging a payment method, and sending a confirmation—explicit application code or Step Functions gives you safer and more testable control.
Recommended Free Tools
The practical choices are:
- Managed agent: the model plans and selects tools; Bedrock manages prompt stages, invocation flow, memory options, traces, permissions and related runtime concerns.
- Lambda-first orchestration: your code owns state, tool selection, argument validation, authorization, retries and termination.
- Step Functions: a visible state machine coordinates Lambda and other services when transitions, waits, callbacks, retries or compensation must be deterministic.
- Hybrid: an agent interprets intent and chooses from safe capabilities, then Lambda or Step Functions executes the controlled business operation.
For a new customer, do not treat Bedrock Agents Classic as the default starting point. Compare AgentCore and a custom design against the same requirements, and confirm regional availability and current documentation before implementation.

What Bedrock Agents Classic actually does
Bedrock Agents Classic is a managed agent runtime. It can interpret a natural-language request, decompose it into steps, ask the user for missing parameters, invoke APIs through action groups, query a knowledge base and use the results in a subsequent orchestration step. AWS also manages prompt stages and exposes facilities for memory, monitoring, encryption, permissions and API invocation.
The model-driven loop is deliberately flexible. A request such as “Find a replacement laptop under the department budget and order it for the employee” may require clarification, a catalog search, a policy lookup and an approval check. The agent can choose the next operation based on the previous result instead of following a fixed sequence that you wrote in advance.
That flexibility is not the same as business-process control. A model can select an allowed action, but you still need to constrain what that action can do, validate every argument and protect irreversible operations with authorization and idempotency checks.
How action groups connect tools
An action group describes callable operations to the agent. You provide either an OpenAPI schema or function details, and a Lambda fulfillment function receives the selected operation and its parameters. One action group can contain up to 11 API operations. A single Lambda function can serve those operations, so the handler must inspect the operation name, validate the supplied fields and return the operation-specific response contract.
During orchestration, the model predicts an action. Bedrock sends the selected parameters to Lambda—or returns control to your caller if you chose that pattern. The result is fed back into orchestration, where the model can answer, request clarification or select another action. Keep fulfillment handlers narrow: translate the validated request into one service call, normalize errors and return structured data rather than prose intended for a human.
What a Lambda-first design requires you to build
Lambda is an execution environment, not an agent planner. In a Lambda-centered architecture, your application decides how to call the model, represent conversation and workflow state, select tools, validate arguments, authorize operations, retry failures and decide whether the run is finished.

A custom-orchestrator design can be contract-driven. AWS guidance describes events such as START, MODEL_INVOKED and TOOL_INVOKED, with outcomes such as INVOKE_MODEL, INVOKE_TOOL and FINISHED. That contract makes each transition explicit and testable. It also means your team owns the details that a managed agent would otherwise provide: prompt assembly, tool schemas, state persistence, trace correlation, guardrail ordering and recovery behavior.

Bedrock Agents vs. Lambda vs. Step Functions: the decision table
| Decision axis | Bedrock Agents Classic | Lambda-centered orchestration | Step Functions with Lambda tasks |
|---|---|---|---|
| Autonomy versus control | Model-driven planning and tool selection; the agent can ask for missing information and replan. | Your code chooses every transition and can enforce a contract-controlled state machine. | Transitions are declared in a state machine; model calls can be individual tasks but do not control the whole process unless you explicitly allow that. |
| Workflow duration and reliability | Suitable for conversational, bounded orchestration; long waits and complex recovery need an external control pattern. | Each function has a maximum timeout of 15 minutes. Waiting or retrying inside a function consumes that invocation. | Designed for waits, callbacks, retries, error branches and multi-step execution without holding a Lambda invocation open. |
| Tool integration effort | Action groups supply an OpenAPI or function schema and an invocation contract; each group supports up to 11 API operations. | Broadest freedom, but you implement schemas, dispatch, validation, error normalization and tests. | Tools are represented as explicit tasks and branches; the state-machine definition adds setup but improves visibility. |
| Governance and observability | Managed prompt stages, traces, permissions, encryption and optional guardrails are available in the runtime. | You assemble logging, traces, policy checks, encryption and guardrails, then maintain them. | Execution history and retry behavior are explicit; model and tool controls still belong to your tasks and services. |
| Throughput and cost | Runtime quotas depend on model and AWS Region; token-per-minute and sometimes request-per-minute limits apply. | Cost depends on Lambda memory, duration and invocations, plus model usage and supporting services. | Adds state-transition and service costs to Lambda and model usage; topology determines the total. |
| Lifecycle direction | AWS says Bedrock Agents, now Bedrock Agents Classic, is no longer open to new customers. | No agent-product lifecycle dependency; you own the orchestration code and its maintenance. | No agent-product lifecycle dependency, although model integrations and service APIs still evolve. |
None of these architectures is universally cheaper, faster or more accurate. The total depends on the model, token volume, Lambda memory and duration, number of orchestration turns, retries, state transitions, Region and account quotas. Official sources reviewed for this comparison do not establish an independent benchmark or named customer-performance statistic.
When a Bedrock agent is the right fit
Open-ended requests with safe read and write tools
Use an agent when users describe outcomes rather than procedures and the set of allowed operations is reasonably small. Examples include looking up an order, checking several internal systems, assembling a travel-policy answer or opening a service ticket after collecting the required fields. The agent can select a search operation, notice that a required identifier is missing, ask for it and continue.
Knowledge plus actions
An agent is useful when a response combines retrieved policy or product information with an API call. The knowledge-base result can establish what is permitted, while an action group performs the approved lookup or update. Keep authorization in the fulfillment path; a retrieved sentence should never be treated as proof that a user may perform an operation.
A bounded assistant with clear limits
Define the tools narrowly, return structured results and set an explicit policy for operations that change data. A conversational assistant should not expose a generic “run arbitrary URL” tool or pass unvalidated model text to an internal API. The managed planner reduces orchestration code, but it does not remove the need for least-privilege IAM, input validation and audit logging.

How to connect tools to a Bedrock agent
- Define the user outcome and tool boundary. List the operations the assistant may perform, the required parameters, read versus write risk, authorization rule and expected response fields. Split unrelated capabilities into separate action groups so each group remains understandable.
- Write the schema. Use an OpenAPI schema or function details with precise parameter types, required fields, enum values and descriptions. Document units, time zones, pagination and error conditions. Do not rely on the model to infer formats from an ambiguous description.
- Implement the Lambda fulfillment function. Dispatch on the operation name, validate types and business constraints, authorize the caller, call the downstream service and return the response shape required by the action-group contract. Handle unknown operations as errors rather than attempting a best effort.
- Configure the agent and action group. Attach the schema and fulfillment Lambda, provide instructions that explain when each operation is appropriate, and configure the relevant knowledge base, memory, encryption and guardrail settings for your environment.
- Test clarification and failure paths. Test missing fields, malformed identifiers, unauthorized users, empty search results, downstream timeouts, duplicate requests and a tool result that should trigger a second action. Verify that the agent stops when it cannot safely continue.
- Observe production turns. Capture correlation IDs, selected operation, validated arguments, downstream status and latency. Redact secrets and personal data. Review traces for accidental tool selection and for prompts that cause unnecessary orchestration turns.
For a write operation, make the Lambda handler idempotent. Derive or accept an idempotency key, record the outcome and return the existing result when the same request is retried. This protects against duplicate actions when a model turn or network request is repeated.
When Lambda or Step Functions should replace agent planning
Deterministic business transactions
If every valid request follows the same order, encode that order. A fixed sequence is easier to approve, test and audit than a model-selected plan. Use application code for a short transaction and Step Functions when the process contains multiple services, human approval, delayed callbacks or compensating actions.
Long waits and callbacks
Lambda functions can run for no more than 15 minutes. Do not keep a function open while waiting for a payment provider, a human approval or an asynchronous job. Step Functions can pause and resume with an explicit wait or callback pattern, then retry or route errors without consuming a continuously running function.
Strict retry and compensation policy
Business systems often distinguish a safe retry from a duplicate charge or an irreversible shipment. In Step Functions, define retry counts, backoff, catch branches and compensation tasks per state. In application code, make the same policy explicit and persist enough state to resume after a process crash. A model should not be responsible for deciding whether a failed financial operation is safe to repeat.
Provider or model abstraction
Choose a custom Lambda orchestrator when the same workflow must switch among model providers, use a specialized guardrail sequence or expose a stable internal contract independent of a particular agent runtime. The trade-off is that your team must maintain adapters, evaluation tests and observability as models change.
The hybrid pattern: agent for intent, code for execution
A strong default for mixed workloads is to let the model interpret the request and choose from a small set of safe capabilities, then hand the selected intent to deterministic code. For example, the agent can identify that a customer wants to change a delivery date and gather the order number. Lambda then verifies identity, checks the order system, applies policy and writes the change. If the change requires approval or a delayed carrier callback, Step Functions owns those states.

- The caller authenticates and supplies a correlation and idempotency context.
- The agent gathers missing, non-sensitive parameters and selects an allowed operation.
- A validation layer converts the model output into a typed command and rejects unknown fields or operations.
- Lambda performs authorization and a read-only eligibility check.
- Step Functions, or explicit application code, executes the irreversible steps with retries, waits and compensation.
- The final status is returned to the user and stored with an audit record that separates model reasoning from business decisions.
This separation limits the blast radius of an incorrect model choice. The model may suggest a command, but only code with the caller’s identity, policy context and idempotency safeguards can execute it.

Validate at every boundary
Validate the schema before invocation, again in the Lambda handler and again at the downstream service boundary where practical. Check ranges, ownership, tenant identifiers, date formats and allowed enumerations. Never use a model-generated identifier to bypass an access-control query.
Keep prompts and tools aligned
Tool descriptions should state when an operation must not be used, what a successful response means and which fields are authoritative. If the prompt says an operation is read-only while the API performs a write, the model and the operator will both have an unsafe mental model.
Design for partial failure
Return machine-readable error categories such as validation, authorization, not-found, throttling and transient dependency failure. A managed agent can use a structured result to ask a useful follow-up or stop. A custom orchestrator or Step Functions state machine can route each category to a different retry or compensation path.
Plan for quotas
Bedrock runtime quotas are model- and Region-dependent. Token-per-minute limits and, for some models, request-per-minute limits apply; account-specific values can differ, and adjustable quotas require a request. Load-test with your intended model, prompt size, concurrency and number of tool turns. Add backpressure and a user-visible status path rather than assuming every request can run immediately.

Protect sensitive data
Use least-privilege IAM for the agent and fulfillment functions, encrypt state and logs, and redact secrets before sending prompts or recording traces. Decide whether conversation memory is required; retaining less data reduces exposure and simplifies deletion obligations. Guardrails can help, but they are not a substitute for authorization and service-side validation.

Cost and throughput planning
There is no architecture-independent price answer. Model charges depend on input and output tokens and the selected model. Bedrock orchestration adds turns when the agent reasons, asks a question or calls another tool. Lambda cost depends on memory allocation, execution duration and invocation count. Step Functions adds state-transition or execution charges according to the workflow type and number of states. Logging, knowledge-base retrieval, networking and downstream APIs can also contribute.
Measure a representative distribution rather than one successful request. Record tokens per turn, number of tool calls, clarification rate, average and tail latency, retries, Lambda duration and state transitions. A deterministic workflow may use more explicit states but fewer model turns; an agent may reduce application code while spending extra tokens on planning. The workload, not a product label, determines the result.
AgentCore’s current developer guidance describes consumption-based pricing with no upfront commitment or minimum fee. Verify the current regional price and service availability before launch; pricing and quotas can change independently of your orchestration code.

A new customer should not build a long-lived dependency on Agents Classic without an explicit transition plan. Inventory your action-group schemas, Lambda contracts, prompts, knowledge-base integrations, memory behavior, IAM policies, traces and evaluation cases. Keep those artifacts in version control rather than relying only on console configuration.
Evaluate AgentCore as AWS’s current platform direction. Its documented capabilities include a serverless agent runtime, memory, observability and tool gateways. Confirm that the specific features, Regions, quotas and integrations you need are available in your target account. If they are not, a custom Lambda and Step Functions architecture may provide a more portable path.
For an existing Classic deployment, isolate fulfillment functions from the runtime-specific event wrapper. Put business logic behind typed interfaces, then add an adapter for the current action-group contract and a separate adapter for the next runtime or custom orchestrator. Replay representative conversations in a staging environment and compare selected tools, authorization outcomes, latency and failure handling before switching traffic.
A practical decision checklist
- Choose a managed agent when the request is open-ended, tool choices are limited and clarification or replanning is a core user experience.
- Choose Lambda-first orchestration when you need a custom model/tool loop, provider abstraction, strict transition contracts or specialized guardrail ordering.
- Choose Step Functions when the workflow has waits, callbacks, approvals, long-running tasks, explicit retries or compensation.
- Use a hybrid when the model can safely interpret intent but code must control authorization, idempotency and irreversible effects.
- Reject an agent-only design if a mistaken tool choice could cause an unreviewed financial, legal, security or production change.
- Check model and Region quotas before promising concurrency or response-time targets.
- Version schemas, prompts, policies and Lambda handlers together, and test malformed arguments and duplicate delivery as first-class cases.
Bottom line
Bedrock Agents and Lambda solve different layers of a tool-using workflow. Bedrock supplies managed, model-driven orchestration; Lambda executes tools or implements the orchestration contract; Step Functions supplies deterministic control over durable business processes. For new AWS customers, evaluate AgentCore or a custom design because Bedrock Agents Classic is closed to new customers. In most production systems, the safest architecture is selective autonomy: let the model interpret and propose, then let typed, authorized code decide what can actually happen.
