The strongest alternative to a traditional exam is usually not one replacement. A purpose-led assessment system combines unseen, time-limited tasks with portfolios, projects, practical performances, and continuous assessment. Exams provide controlled evidence of what a student can do independently on demand; portfolios and projects reveal development, reasoning, communication, creativity, and applied performance. Continuous assessment adds feedback while learning is still in progress. The right mix depends on the learning outcomes, and it must be supported by published criteria, moderation, accessibility measures, and clear rules for collaboration and AI assistance.

What a traditional exam measures—and what it leaves unseen

A traditional exam presents an unseen question or task with limited advance knowledge. Students normally work alone, under time limits and supervised conditions. This design makes exams comparatively straightforward to standardise: everyone receives a defined prompt, similar time constraints, and a controlled opportunity to respond.

That control is useful when a qualification needs evidence of individual, time-constrained performance. A written paper can sample knowledge across a syllabus without requiring weeks of teacher observation, and results can be compared more readily when marking schemes and procedures are common.

The same design narrows what can be observed. A short response under pressure may show recall and some application, but it gives little evidence about how a learner develops an idea, revises a design, collaborates, documents decisions, performs a practical procedure, or transfers knowledge to an unfamiliar real-world setting. One sitting also provides limited opportunity to diagnose a misconception and let the learner address it before the final judgement.

Those are measurement trade-offs, not proof that exams are inherently bad. The useful question is: which form of evidence best matches the skill being claimed?

Four assessment approaches that can complement or replace parts of an exam

Portfolios: a curated record over time

A portfolio is a selected collection of evidence assembled during a course or programme. It can contain early drafts, finished products, photographs or recordings of performance, teacher or peer feedback, annotations, and the learner’s own reflection. Selection matters: a portfolio is not simply an unfiltered folder of everything produced.

Because the evidence spans time, a portfolio can show progress, consistency, revision, and achievement of several outcomes. The University of New Hampshire describes ePortfolios as useful for reflection and for tracking progress toward academic goals because students collect work over a period of time. A portfolio is particularly well suited to design, writing, laboratory work, art, technical builds, clinical practice, and other domains where the process and the final result both matter.

Portfolios need an explicit evidence map. For each learning outcome, specify which artefact, observation, explanation, or reflection demonstrates it. Otherwise, attractive or lengthy work can crowd out less visible competencies.

Project-based assessment: investigate, create, and explain

A project is an extended investigation or design task that produces an artefact, report, presentation, performance, or solution. The learner may define a question, gather and evaluate information, make design choices, test an approach, revise it, and explain the result. Assessment can therefore cover both the process and the product.

Projects provide richer evidence of problem-solving, design strategies, communication, creativity, and transfer than most short tests. They also introduce variables that an exam controls tightly: the amount of preparation time, access to the internet or specialist equipment, help from other people, and the boundaries around generative AI. A project specification must state these conditions, what collaboration is allowed, which sources must be acknowledged, and what work must be demonstrably individual.

Group projects require a deliberate split between the quality of the shared product and each person’s contribution. Individual logs, checkpoints, oral explanations, or practical demonstrations can supply evidence that a group mark alone cannot.

Continuous assessment: evidence and feedback throughout the course

Continuous assessment distributes assessment across units or learning outcomes instead of concentrating all judgement at the end. It may include short quizzes, drafts, laboratory observations, problem sets, presentations, practical demonstrations, conferences, and reassessment after feedback.

Its educational value is timing. Evidence can reveal a gap while there is still time to teach, practise, and check whether the gap has closed. Ofqual states that spreading the burden across a course makes pragmatic sense and can keep students and teachers or trainers engaged.

“Continuous” does not mean grading every activity. A programme can identify a small number of purposeful checkpoints, record evidence against outcomes, and use low-stakes practice where a score would add little value. The assessment calendar should show when evidence is collected, when feedback is returned, and when a learner can improve or demonstrate a standard again.

Practical and performance tasks

Some outcomes are observable only when a learner performs: operating equipment, conducting a procedure, delivering a presentation, producing a musical or dramatic performance, or completing a professional simulation. A practical task can be assessed live, through a recording, or with naturally occurring evidence gathered during supervised work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Performance criteria should identify safety, process, accuracy, judgement, and communication separately where those distinctions matter. A polished end product should not conceal an unsafe method, and a minor presentation error should not erase competent technical work unless communication is itself the outcome.

Self-evaluation as an additional evidence source

Self-evaluation asks learners to judge their work against published criteria, explain decisions, identify weaknesses, and set a next step. It connects assessment of learning with assessment for learning. The OECD reports self-evaluation being used alongside portfolios, projects, naturally occurring evidence, and written exams.

Self-evaluation is most defensible when the learner cites concrete evidence and the teacher verifies the claim. It should add insight into reflection and metacognition, not become the sole basis for a high-stakes result.

How the options compare

Assessment form Best evidence for Main strength Main risk or cost
Unseen exam Recall, rapid application, individual performance under common conditions High standardisation and relatively easy comparison Limited view of development, authentic transfer, practical performance, and revision
Portfolio Progress, curation, reflection, sustained competence, process and product Longitudinal evidence with room for feedback and improvement Selection and marking require clear criteria, an audit trail, and moderation
Project Investigation, design, problem-solving, communication, creativity, transfer Authentic performance in a complex task Time, unequal support or resources, and uncertainty about outside assistance
Continuous assessment Mastery progression and timely identification of gaps Feedback arrives while teaching and learning can still respond Sustained teacher workload and the need to coordinate many decisions
Practical or performance task Observable procedures, demonstrations, performances, and professional behaviours Direct evidence of doing rather than only describing Equipment, scheduling, accessibility, observer consistency, and recording requirements
Self-evaluation Reflection, judgement, goal-setting, and explanation of choices Makes the learner’s reasoning visible Self-report is not sufficiently independent for a high-stakes decision on its own

Every option should be tested against eight questions: Does it have validity for the intended skill? Is the performance authentic and transferable? How broadly does it sample content? Does it create a useful opportunity for feedback? Can different assessors reach consistent judgements? Is it accessible and equitable? What student and teacher time does it require? Can the work be authenticated and moderated?

Choose the assessment from the learning outcome

Begin with the verb in the outcome, not with a favourite assessment format. The following mapping is a starting point; a real programme may combine several forms for one outcome.

If learners must… Useful primary evidence Evidence to add when needed
Recall a wide body of knowledge or apply it quickly and independently Unseen written or digital exam Short, low-stakes checks during the course to locate misconceptions
Investigate a question, design a solution, or solve an open problem Project with proposal, process record, product, and explanation Individual viva, demonstration, or unseen transfer task
Show development, revision, and sustained quality Curated portfolio with drafts and commentary Teacher observation or a common task to check independent performance
Perform a procedure safely and accurately Observed practical or recorded performance using a checklist or rubric Brief written rationale or unseen scenario
Communicate to a real audience Presentation, performance, or client-style deliverable Individual questioning and an accessible alternative format where required
Reflect on choices and set a next step Evidence-based self-evaluation attached to the work Assessor verification and a follow-up target

Use an unseen component when a claim specifically requires standardised, individual performance with limited preparation. Use a project or portfolio when the claim includes complex process, authentic application, or growth. Use continuous checkpoints when mastery is expected to develop in stages.

How to design and run an alternative assessment

  1. Define the claim. Write what a successful learner will know, do, create, explain, or reflect on. Separate knowledge recall from application, process, product, communication, creativity, and practical performance instead of hiding them under one broad outcome.
  2. Select the minimum sufficient evidence. Decide whether an exam item, observation, artefact, explanation, or combination can support the claim. Avoid collecting large volumes of work that no assessor can review carefully.
  3. Publish the task and criteria before work begins. Give learners the purpose, permitted resources, collaboration rules, accessibility arrangements, submission format, deadlines, and rubric. Include annotated exemplars at different performance levels when possible.
  4. Stage extended work. For a project, require a proposal, a plan or research question, one or more checkpoints, a draft, feedback, the final product, and an individual reflection or explanation. For a portfolio, set selection dates and require a short rationale for each item.
  5. Build feedback into the timetable. Return actionable feedback early enough for learners to use it. Distinguish feedback on a draft from the final judgement, and state whether and how reassessment works.
  6. Capture individual evidence in collaborative work. Keep contribution logs, version histories, individual conferences, oral questioning, or separate demonstrations. Grade the group product and individual achievement against different criteria when both matter.
  7. Authenticate the submission. Require process evidence, source acknowledgement, drafts, or a short discussion of decisions. State whether generative AI is prohibited, permitted for defined purposes, or required to be disclosed, and provide an equivalent route for learners who cannot access a tool.
  8. Moderate before releasing high-stakes results. Train assessors on the rubric, mark common samples, compare borderline and unusual cases, and review a sample of work across classes or centres. Record the reasons for adjustments.
  9. Review the assessment after the cycle. Check whether the evidence actually represented the outcome, whether any group was disadvantaged, how much time marking took, and which criteria produced disagreement. Revise the task or rubric rather than quietly changing standards for the next cohort.

How to make scoring reliable and comparable

Use analytic criteria for important distinctions

An analytic rubric scores separate dimensions such as accuracy, reasoning, process, communication, and reflection. Descriptors should describe observable qualities at each level, not personality labels such as “excellent” or “weak.” Weight a dimension only when it reflects the learning outcome; otherwise, fluent writing or attractive presentation can overwhelm technical competence.

Moderate judgements across assessors

Internally assessed qualifications need more hands-on quality assurance than classical qualifications because evidence is produced and judged in varied settings. Moderation can include assessor training, blind second marking of a sample, cross-class meetings, statistical checks used cautiously, and an appeal route. Keep the original evidence, rubric, feedback, and any adjustment so a result can be audited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sample strategically

Moderation does not require every piece of work to be re-marked, but a tiny convenience sample will miss problems. Include work from each assessor, performance level, task option, and relevant centre or class. Recheck borderline cases and any work whose evidence trail is incomplete.

Keep comparability claims proportionate

A common exam score is not automatically a more valid measure, and a detailed portfolio is not automatically more reliable. Report what the assessment supports. If tasks differ between learners, explain how common criteria, anchor exemplars, moderation, and sampling make results comparable—and where comparability remains limited.

Equity, accessibility, and assessment integrity

Extended and open-resource tasks can be more authentic, but unsupervised conditions can also expose differences in devices, connectivity, quiet workspace, paid tutoring, language support, and family time. A fair design asks whether those resources are part of the intended outcome. If they are not, provide equipment, scheduled work time, accessible formats, and support that does not supply the answer.

  • Offer approved accommodations such as extra time, assistive technology, breaks, captioning, large print, or an alternative way to demonstrate a skill.
  • State which collaboration is allowed, how sources must be cited, and what counts as unauthorised assistance.
  • For AI-enabled tools, define permitted uses, require disclosure where relevant, and assess the learner’s reasoning through drafts, process notes, or an oral check.
  • Protect sensitive portfolio content, obtain consent for recordings, and set retention and access rules.
  • Make sure an accommodation changes access, not the standard being assessed, unless the qualification explicitly defines a modified outcome.

Integrity is not achieved by assuming every unsupervised product is dishonest. It is achieved by designing evidence that is difficult to outsource, documenting the conditions, and giving assessors a way to verify authorship and understanding.

What large-scale evidence says about replacement versus combination

The OECD’s 2025 mapping covered 71 upper-secondary certificates across 38 education systems. It found that 59 of the 71 certificates included unseen questions or tasks. Thirty-two included a project and/or portfolio for all or some students. The pattern points to combination rather than wholesale replacement: systems retain unseen tasks where controlled sampling matters while adding projects, portfolios, practical work, naturally occurring evidence, or other teacher-developed tasks for outcomes those exams cannot show well.

“This chapter discusses the types of assessment tasks that students undertake for upper secondary certification, including activities with unseen tasks (often referred to as exams), practical activities and performances, projects and portfolios, naturally occurring evidence and tasks where the nature of the assessment is not defined and is typically developed by teachers.”

— OECD, 2025

The available evidence does not establish a universal score advantage, fixed grade increase, or quantified reduction in anxiety for portfolios, projects, or continuous assessment. Their value depends on alignment, implementation, moderation, resources, and the purpose of the decision.

Common failure modes and practical fixes

Replacing an exam with an unstructured project

Symptom: Learners submit very different products and assessors reward polish inconsistently. Fix: define common outcomes, minimum evidence, process checkpoints, individual verification, and performance-level descriptors before launch.

Marking the product while ignoring the process

Symptom: A lucky idea or extensive outside help produces a high mark even though the learner cannot explain the work. Fix: assess planning, decisions, testing, revision, and an individual explanation alongside the final artefact.

Calling every classroom activity “continuous assessment”

Symptom: Students receive many scores but little useful feedback, and teachers cannot explain how the final result was derived. Fix: map a limited set of checkpoints to outcomes, label practice separately from evidence for certification, and publish the weighting and reassessment rules.

Using self-assessment as the final grade

Symptom: Confidence, familiarity with academic language, or optimism influences the result more than demonstrated competence. Fix: use self-evaluation to explain evidence and set goals, then verify it against the work and assessor judgement.

Ignoring unequal conditions

Symptom: A project appears to measure home equipment, mentoring, or uninterrupted time. Fix: provide supervised work periods and required resources, offer accommodations, and remove optional requirements that are not part of the intended skill.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adding moderation after results are disputed

Symptom: Centres apply different standards and there is no defensible record of why marks changed. Fix: schedule calibration, sampling, record-keeping, and an appeal process before assessment begins.

A decision rule for schools and programme designers

Retain an unseen exam when the decision requires a common, individual, time-constrained sample of knowledge or application. Add a portfolio when development, curation, reflection, or sustained competence is central. Add a project when learners must investigate, design, solve, create, and communicate. Add practical or performance evidence when doing the task is the outcome. Use continuous checkpoints whenever feedback can still change learning. Then limit each component to the evidence it is uniquely able to provide.

This purpose-led mix is more defensible than declaring one format universally superior. It gives decision-makers controlled evidence where control is essential and richer, more authentic evidence where complex performance is the claim—provided the system invests in criteria, moderation, accessibility, and a verifiable evidence trail.
