Motorola Solutions Vigilant, Rekor Edge with Rekor Scout, Genetec AutoVu, Axon-connected public-safety offerings, and open-architecture ALPR software are the strongest alternatives to Flock Safety. They solve different problems: Vigilant is a broad fixed and mobile portfolio, Rekor combines dedicated edge cameras with software for cameras you already own, Genetec and Axon are enterprise candidates that require product-level verification, and open deployments separate recognition software from camera hardware.

The right replacement depends on where cameras will operate, who owns the hardware, whether recognition runs at the edge or in a central service, how agencies share data, and what your complete installed cost will be. No alternative is interchangeable with every part of Flock’s bundled network and vehicle-intelligence platform.

What Flock Safety sets as the baseline

Flock Safety describes its license plate recognition (LPR) product as a combination of cameras, vehicle characteristics, investigative search, audit logging, agency-controlled sharing, and a connected network. Its product page says the system supported more than 1 million cases in 2025, supported 20% of cleared cases, and connected agencies across 49 states. Those figures are vendor-reported and should be treated as marketing claims rather than independently audited benchmarks.

The platform’s own description is useful because it shows what a buyer must match when evaluating another system. A camera that merely reads a plate is not a complete replacement if your investigators also need vehicle attributes, searchable records, alerts, controlled cross-agency access, and an auditable history of every query.

“A license plate recognition (LPR) camera captures license plates and key vehicle characteristics, such as make, color, and body type, to help generate investigative leads.”

Flock also states that every search is logged and that it is strengthening safeguards. Ask each competing vendor to demonstrate the equivalent controls with your administrators, not just describe them in a proposal.

Option Deployment Camera approach Processing and data flow Search, alerts and operations Governance and integration focus Best fit
Motorola Solutions Vigilant Fixed roadside, mobile, trailer and quick-deploy systems; video-based integration and mobile-app capture are also documented. Dedicated LPR cameras plus integrations with other video sources. Plate localization and optical character recognition create searchable plate text; analytics can use large detection datasets. Hot-list management, automatic alerts, search and analytics. Agency-defined retention, controlled sharing and public-safety integrations. Agencies wanting a mature portfolio across fixed and mobile operations.
Rekor Edge with Rekor Scout Edge Pro and Edge Max dedicated ALPR cameras, or Scout software on existing cameras. Purpose-built Edge hardware or nearly any compatible IP, traffic or security camera. Edge Max processes plate and vehicle data on-device before sending recognition data to Scout; Scout supplies the software layer. License-plate and vehicle recognition, investigative search and configurable workflows through Scout. Open-camera strategy, software updates included in the product pricing description, and buyer-controlled choices about retention, export, audit and sharing. Organizations that want edge processing, mixed camera fleets or less hardware lock-in.
Genetec AutoVu Enterprise ALPR candidate; the exact current architecture should be confirmed in an RFP. Verify supported fixed, mobile and existing-camera configurations with Genetec or an authorized integrator. Current model names, processing split and defaults require direct verification. Confirm search, alerts, hot-list and parking-enforcement capabilities for the proposed edition. Request documented retention, audit, sharing and integration terms. Organizations already standardizing on Genetec video or security operations.
Axon-connected offerings Enterprise public-safety ecosystem option; the exact ALPR package is proposal-specific. Have Axon identify the camera hardware and any supported third-party sources. Confirm whether each proposed component processes at the edge, in a hosted service or both. Ask for the exact search, alert, evidence and mobile workflows included. Clarify how the package connects to Axon evidence and other public-safety systems, plus retention and sharing rules. Agencies that already operate a substantial Axon-connected environment.
Open-architecture ALPR software Software deployed on existing roadside, traffic or security cameras. Buyer supplies or reuses cameras that meet the software’s compatibility and imaging requirements. Depends on the selected software and hardware; edge processing is possible when the camera or appliance supports it. Recognition and search features depend on the software license and integrations. Buyer is responsible for camera placement, illumination, connectivity, cybersecurity, calibration and integrator support. Teams prioritizing reuse of infrastructure and control over hardware selection.

Motorola Solutions Vigilant

Motorola’s Vigilant portfolio is the closest fit for a buyer that wants a full fixed-and-mobile LPR program rather than a single camera type. Its documented options include L5F fixed cameras, mobile and trailer systems, quick-deploy cameras, video integration and mobile-app capture.

What the platform covers

  • Fixed deployments: L5F systems can be installed at permanent roadside locations.
  • Mobile and trailer operations: Agencies can move coverage between locations or collect reads from vehicles.
  • Quick deployment: Temporary or rapidly installed cameras support events, investigations and changing priorities.
  • Video integration: Plate reads can be connected to other video sources rather than isolated in a camera-only silo.
  • Operations: Hot-list management, alerts, search and analytics are part of the documented PlateSearch capability.

Motorola explains that plate localization and optical character recognition convert an image into searchable plate text. Its Vigilant VehicleManager materials also describe analytics that can use large detection datasets while allowing agency-defined retention and controlled sharing.

When Vigilant is a strong choice

Choose Vigilant when your program needs several deployment modes, a common operating model for fixed and mobile teams, or integration with an existing Motorola public-safety environment. A broad portfolio can reduce the number of separate systems administrators must support, although it can also make the initial design and contract more complex.

Questions to put in the quote

  • Which fixed, mobile, trailer, quick-deploy and video sources are included?
  • Which camera, cellular, mounting and installation expenses are one-time charges, and which recur?
  • What retention period will be configured, and can administrators change it by data source or purpose?
  • Which agencies can share or search your data, and how are permissions reviewed?
  • Are hot-list alerts, analytics, mobile capture and evidence integrations included or separately licensed?

Rekor Edge and Rekor Scout

Rekor offers two complementary paths. Edge Pro and Edge Max are dedicated ALPR systems. Scout is the software layer designed to provide accurate license-plate and vehicle recognition on nearly any IP, traffic or security camera.

Edge Max and on-device processing

Rekor says Edge Max captures and processes plate and vehicle data on-device before forwarding recognition data to Scout. That architecture can reduce the amount of raw video that must travel over a network and can keep recognition available at locations with constrained connectivity. Confirm exactly what is stored locally, what is transmitted, and how the system behaves during an outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scout with cameras you already own

Scout’s camera-agnostic positioning supports a replacement strategy in which an organization reuses suitable cameras and purchases recognition software instead of replacing every camera. This can preserve existing mounts, cabling and video coverage, but it shifts more responsibility to the buyer. Camera angle, shutter speed, infrared or visible illumination, weather protection, network capacity and calibration directly affect read quality.

Questions for a Rekor deployment

  • Which camera models, resolutions, frame rates and lighting conditions are supported?
  • How are uncertain reads, partial plates, obscured characters and vehicle attributes represented?
  • Which recognition functions run on Edge hardware, and which require Scout connectivity?
  • How are retention, export, audit records and cross-agency sharing configured?
  • Are software updates included for the selected Scout package, and what support is included?

Genetec AutoVu

Genetec AutoVu is a credible enterprise candidate, especially for organizations that already operate Genetec video or security-management systems. Current alternative lists identify AutoVu as a major option, but the available first-party material does not establish a single current model list, public price, retention default or standard deployment architecture.

How to evaluate it responsibly

Treat AutoVu as a second-stage request-for-proposal candidate rather than assuming that a product name answers your design questions. Require Genetec or an authorized integrator to identify the exact fixed, mobile, parking-enforcement and integration components proposed for your jurisdiction.

Axon-connected public-safety offerings

Axon is another enterprise alternative, particularly for agencies already using its connected evidence and public-safety ecosystem. The available material does not establish one current Axon ALPR model or a public price, so the name alone is not enough to compare capabilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the proposed package

Ask Axon to list every camera, software service, mobile application, evidence connection, data-sharing feature and retention setting in the offer. Confirm whether the ALPR function is native, delivered through an integrated partner, or dependent on another service. The contract should state where recognition data is processed, how long it is retained, who can search it, and how records are exported if you change suppliers.

Open-architecture ALPR with existing cameras

Open architecture separates recognition software from camera ownership. Rekor Scout demonstrates this model by supporting nearly any IP, traffic or security camera. Other software-led proposals may use a similar pattern, but compatibility must be tested rather than assumed.

Potential advantages

  • Reuse of cameras, poles, conduit, power and network links that are already in place.
  • Freedom to select camera hardware for different roads, lighting conditions and budgets.
  • Less dependence on a single proprietary camera family.
  • A staged migration in which software is piloted on a few existing locations before hardware is replaced.

Responsibilities that move to the buyer

  • Position cameras so plates occupy enough pixels and remain readable at the expected speed and angle.
  • Provide consistent illumination and weather protection across day, night and seasonal conditions.
  • Maintain network connectivity, cybersecurity controls, firmware and time synchronization.
  • Calibrate each location and monitor read quality after road, lane or lighting changes.
  • Coordinate support among the camera manufacturer, ALPR software vendor and installation integrator.

Compare the complete installed cost with a bundled system. A low software license can be outweighed by cameras, edge appliances, cellular service, electrical work, integration, testing and ongoing maintenance.

Compare alternatives by the decisions that matter

1. Deployment model

Start by mapping locations and operating modes. Permanent roadside coverage favors fixed systems. Patrol vehicles and temporary investigations need mobile, trailer or quick-deploy equipment. Parking programs may require a different workflow from investigative roadside monitoring. A platform that supports every mode can simplify administration, while a focused system may cost less for a single use case.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

2. Processing location

Edge processing performs recognition near the camera; centralized processing sends data to a service or shared platform. Edge designs can reduce bandwidth and continue recognition through intermittent connectivity, but they introduce local hardware that must be secured and maintained. Central services can simplify updates and cross-location search, but require dependable connectivity and clear rules for transmitting and storing data. Ask vendors to identify the processing path for plate images, recognized text, vehicle attributes and video clips separately.

3. Camera ownership and compatibility

Dedicated cameras provide a known imaging configuration and a single support path. Existing-camera software can reduce replacement work and lock-in, but only if your cameras produce usable images. Obtain a compatibility list, then run a site test at representative speeds, angles, weather and nighttime conditions before committing to a fleet-wide rollout.

4. Search and alert functions

Verify whether investigators can search full and partial plates, vehicle make, model, color and body type, and whether they can review associated video. Test hot-list creation, alert routing, duplicate suppression and alert acknowledgement. A written feature list is less useful than a supervised demonstration using your own policy scenarios.

5. Governance and privacy

Compare configurable retention, immutable or tamper-evident audit logs, agency ownership, sharing permissions, cross-agency access and periodic access reviews. Require separate answers for raw images, plate text, vehicle attributes, alerts and exported evidence. Ask how a supervisor can investigate inappropriate searches and how quickly access can be revoked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Integrations

List the systems your officers and investigators already use: evidence management, computer-aided dispatch, records, video management, mobile applications and notification channels. Confirm which integrations are native, which require professional services and which carry recurring fees. A technically compatible connector is not necessarily included in the base subscription.

7. Procurement and exit terms

Compare subscription and capital options over the full contract term. Include installation, cellular or other connectivity, storage, support, training, software updates, replacement hardware and renewal increases. Specify how your agency receives data and audit logs at termination, how long the vendor keeps copies, and whether cameras can continue operating with another software provider.

A practical replacement and pilot plan

  1. Inventory the current program. Record every camera location, mounting height, lane coverage, power source, network path, cellular plan, retention rule, user role and sharing relationship.
  2. Write the mission before choosing equipment. Separate investigative leads, stolen-vehicle alerts, parking enforcement, traffic operations and temporary event coverage. Each mission has different camera placement and response requirements.
  3. Choose two or three architecture patterns. For example, compare a full Vigilant deployment, Rekor Edge at difficult sites plus Scout on existing cameras, and an enterprise proposal from Genetec or Axon.
  4. Run a controlled site pilot. Select locations representing daylight, darkness, rain, glare, multiple lanes and different vehicle speeds. Measure read quality, false alerts, network behavior, operator workload and administrative effort.
  5. Test governance functions with real roles. Have an investigator search, a supervisor review the audit record, an administrator change retention, and a partner agency request access. Confirm that each action is logged and that permissions behave as written.
  6. Model the five-year total cost. Add hardware, software, connectivity, installation, integration, training, support, storage, replacements and renewal terms. Include labor for camera maintenance and policy reviews.
  7. Plan migration and exit. Define data export formats, overlapping operation during cutover, deletion responsibilities, user training and the process for removing the outgoing vendor’s access.

Privacy and data-governance checklist

License plate data can reveal travel patterns even when no criminal investigation is underway. Procurement should therefore include policy and technical controls, not just recognition accuracy.

  • Publish the permitted purposes for collection and searching.
  • Set the shortest retention period that meets documented investigative and legal needs.
  • Use role-based access and review accounts on a scheduled basis.
  • Log every search, export, alert acknowledgement and permission change.
  • Require approval for cross-agency sharing and document the receiving agency.
  • Separate hot-list alerts from broad historical searches so urgent notifications do not create unrestricted access.
  • Define procedures for correcting a misread plate, suppressing an invalid alert and documenting a false match.
  • Encrypt data in transit and at rest, patch edge devices, and monitor connectivity and device health.
  • Specify breach notification, subcontractor access and data-deletion duties in the contract.
  • Make public-records, disclosure, audit and oversight responsibilities explicit for your jurisdiction.

What pricing information is actually available

No comparable public price sheet, standard contract term or retention default is established for these alternatives. Vendors generally require a customized quote because costs depend on camera count, deployment type, connectivity, integrations, installation and service levels.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request an itemized quote with separate lines for:

  • Camera or edge-appliance purchase and replacement coverage.
  • ALPR software, user seats, sites, data volume and analytics.
  • Cloud or centralized storage, if applicable.
  • Cellular, wired or other connectivity.
  • Pole, power, mounting, permitting and installation work.
  • Integration with video, records, dispatch, evidence and mobile systems.
  • Training, implementation services, support and software updates.
  • Renewal pricing, escalation limits, minimum terms and termination assistance.

Evaluate the total installed and operated cost, not the camera license alone. An existing-camera strategy can be economical when infrastructure is sound; it can be more expensive when cameras need replacement or every location requires custom engineering.

Which alternative should you shortlist?

  • Shortlist Motorola Vigilant when you need fixed, mobile, trailer and quick-deploy options under one broad public-safety portfolio.
  • Shortlist Rekor Edge and Scout when edge processing, mixed camera fleets or reuse of existing IP and traffic cameras are central requirements.
  • Shortlist Genetec AutoVu when enterprise video integration is important, but require a current product and retention specification before comparing it.
  • Shortlist Axon when your agency already depends on its connected evidence and public-safety environment, and insist on a complete ALPR component list.
  • Shortlist open-architecture software when avoiding proprietary camera lock-in matters more than receiving a single bundled support contract.

The strongest procurement process evaluates at least one bundled portfolio and one open-architecture design at the same representative sites. That exposes the real trade-off between turnkey deployment and control over cameras, processing and data governance.
