The strongest alternatives to Flock Safety are Axon, Genetec AutoVu, Motorola Solutions/Vigilant Solutions, and Rekor. The right choice depends less on a vendor label than on architecture and contract terms: who owns plate images and metadata, how long records remain searchable, which agencies can query them, whether every search is logged, how systems share alerts, and how easily a city can export its data and leave.

What a community should compare before replacing Flock Safety

A license-plate reader (LPR or ALPR) program is a combination of cameras, recognition software, databases, alert rules, user permissions, hosting, and policies. Replacing one supplier with another without changing those controls can reproduce the same surveillance, lock-in, and oversight problems under a different name.

Berkeley’s Police Accountability Board reported that a June 2025 U.S. Department of Homeland Security market survey evaluated 16 commercially available ALPR systems. Its competitive landscape names Axon, Rekor, Genetec AutoVu, and Motorola Vigilant Solutions as alternatives worth evaluating. That list is a starting point, not a finding that any one system is safer, more accurate, or less expensive.

The central architectural decision is whether a community wants a unified proprietary platform or an open, interoperable design. Berkeley describes FlockOS as concentrating data and permissions in one vendor. An open architecture can distribute cameras, analytics, video management, computer-aided dispatch (CAD), storage, and access control across components that can be replaced or audited independently. The trade-off is that the agency, integrator, or managed-service provider must take responsibility for making those components work together.

Decision area Questions to answer in the solicitation
Data ownership Does the city own raw images, plate reads, timestamps, location metadata, watch-list matches, and derived alerts? Can the vendor use them for product improvement, analytics, or any purpose outside the city’s instructions?
Retention and deletion What is the default retention period for identifiable reads, non-matches, alerts, exports, backups, and audit logs? How is deletion verified and documented?
Access Which employees and outside agencies may search? Are permissions role-based, time-limited, and reviewed periodically? Are every search, export, and watch-list change logged?
Sharing Can another agency query the database automatically? Who approves interstate, regional, or federal sharing? Can the city disable sharing without vendor intervention?
Interoperability Will the system use existing cameras, parking-enforcement equipment, video-management systems, CAD, and hot-list feeds? Which models and interfaces are supported?
Exit rights Can the city export complete records in documented formats, obtain migration assistance, and terminate without losing historical data or paying an unbounded extraction fee?
Public oversight Does the contract support public reporting on searches, sharing, retention exceptions, complaints, incidents, and audits?

Leading alternatives to Flock Safety

Axon

Axon appears in Berkeley’s competitive landscape and was selected by Denver after the city’s Flock contract expired. Denver’s reported one-year contract value was $150,000. The arrangement included 21-day storage, search access limited to Denver safety personnel, and city ownership and control of collected data.

Those are Denver contract provisions, not universal Axon defaults. A different customer could receive different retention, user, hosting, sharing, pricing, or support terms. A buyer should put each desired protection directly into the agreement and its statement of work rather than relying on a product name or a sales presentation.

Axon’s broader public-safety platform can be evaluated as part of an integrated architecture. Ask whether the proposed deployment requires the agency to adopt additional proprietary modules, which APIs are included in the quoted price, and whether the city can retain the LPR component if it later changes its records, CAD, or video systems.

Genetec AutoVu

Berkeley’s integrator described AutoVu as manufacturer-agnostic: it can integrate license-plate recognition from multiple camera types. That makes it relevant to communities that already own cameras, parking-enforcement equipment, or a Genetec environment and want to avoid replacing every device.

“Manufacturer-agnostic” does not mean every camera will work with every feature. Require a written compatibility matrix naming the exact camera models, firmware, plate-recognition functions, mobile equipment, storage method, and supported video-management integrations. Confirm whether a proposed connector is native, requires an additional license, or is maintained by a third party.

The statement of work should also identify who hosts the data, who administers the database, how retention rules apply to images and metadata, and how a city exports records if it changes integrators. An interoperable front end can still create lock-in if the underlying data is held in a proprietary format or the city cannot obtain the configuration and audit history.

Motorola Solutions/Vigilant Solutions

Berkeley identifies Motorola Vigilant as a competitive alternative. San Bernardino County’s 2026 solicitation lists Motorola Solutions/Vigilant as one of three approved software platforms for fixed and mobile ALPR.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That solicitation seeks 10 fixed and four mobile ALPR systems and requires real-time hot-list integration and alerting. It also allows compatible third-party hardware integrated with an approved software platform. This illustrates a procurement model in which the software platform and camera hardware do not have to come from one manufacturer.

Before selecting this option, obtain the exact product configuration and database-sharing terms for your jurisdiction. Ask whether the quoted system connects to regional or national data sources by default, who can change those connections, what retention schedule applies to each source, and whether alerts are retained even when the underlying image is deleted.

Rekor

Berkeley identifies Rekor as an alternative and specifically notes an open API architecture for integration with existing video-management and computer-aided-dispatch systems. This can suit a community that wants to preserve an existing camera estate or build a multi-vendor control plane.

Open APIs are useful only when the contract makes them usable. Test the API with representative image and metadata records, document rate limits and uptime commitments, and verify that the city can retrieve historical data, audit logs, watch lists, and system configuration—not just a limited set of current reads. Define who operates the surrounding infrastructure, including cameras, network links, storage, identity management, and alert delivery.

Architecture: unified platform or open components?

Unified proprietary deployment

A unified platform can simplify installation, support, user management, and alert delivery. One supplier may be responsible for cameras, recognition, cloud hosting, updates, and integrations. The downside is concentration: the same vendor may control the data model, permissions, retention settings, and interfaces. Changing one component can require renegotiating the whole stack.

Open-architecture deployment

An open design separates functions so a city can replace a camera, analytics engine, storage provider, or integration without discarding everything else. Berkeley’s memorandum characterizes the choice between a unified proprietary real-time crime-center platform such as FlockOS and an open-architecture integration approach such as Genetec Security Center or Axon Fusus as a consequential decision affecting vendor dependence, data governance, and long-term flexibility.

Open architecture shifts work to the buyer. Someone must test interfaces, maintain certificates and credentials, monitor failed data transfers, reconcile clock and location settings, and coordinate security updates across suppliers. Include those operating costs in the total-cost model; otherwise an apparently cheaper modular system may become expensive to run.

Use a requirements-based pilot

No source establishes a controlled, cross-vendor accuracy benchmark, a universal crime-reduction effect, or a reliable total-cost comparison. A requirements-based request for proposals (RFP) or pilot is therefore more defensible than choosing by marketing claims.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define representative fixed locations, mobile routes, lighting conditions, weather, traffic speeds, plate formats, and privacy masking requirements.
  2. Specify the workflows to test: locating a vehicle, handling a hot-list hit, correcting a misread, approving a search, exporting evidence, and deleting a record.
  3. Measure the contractual requirements, not just recognition results: alert latency, uptime, API behavior, search logging, retention enforcement, export completeness, and administrative effort.
  4. Publish the pilot configuration, results, limitations, proposed retention, sharing rules, and draft contract before a final award.

Data governance requirements that should be in the contract

Ownership and permitted use

Define ownership separately for raw camera images, normalized plate reads, vehicle and location metadata, confidence scores, hot-list matches, analyst notes, and derived alerts. State that the city controls those records and that the vendor may process them only to provide the contracted service. Prohibit secondary uses, advertising, model training, resale, and disclosure outside named agencies unless the city gives documented authorization.

Retention and verified deletion

Retention should be short and tied to a stated public-safety purpose. Denver’s reported Axon arrangement used 21-day storage, but that number is a local contract choice rather than a universal standard. Your policy may require different periods for non-match reads, confirmed investigative evidence, alerts, exports, and audit logs; each category should be explicit.

Require automatic deletion at the end of each period, a documented legal-hold process, deletion from backups within a defined schedule, and periodic reports showing that deletion occurred. Specify whether a deleted image can still be reconstructed from thumbnails, exports, caches, or vendor support systems.

Every search should record the user, time, purpose, identifiers used, records viewed, exports made, and any watch-list changes. Require periodic independent review of those logs and a process for investigating unusual searches. Renton’s described controls include access limits, auditable searches, and automatic deletion under law and policy; use that kind of control as a baseline for your own policy rather than assuming a product supplies it automatically.

Sharing and hot lists

List every agency, database, hot list, and automated feed that may send or receive information. Require an approval path for adding a new partner, a written purpose for each shared dataset, and a way for the city to suspend a connection immediately. Real-time hot-list alerting, such as the requirement in San Bernardino County’s solicitation, should include procedures for stale, conflicting, or revoked entries.

Security and incident response

Specify encryption in transit and at rest, key-management responsibilities, vulnerability notification, breach response deadlines, log preservation, backup controls, and independent security assessments. Require notice before material architecture changes and prohibit silent movement of data to a new region or subprocessor.

How to write an ALPR procurement

  1. Set mandatory and preferred requirements first. Separate legal and policy must-haves from convenience features. Include privacy, accessibility, uptime, integration, evidence handling, and public-reporting requirements.
  2. Request itemized pricing. Require separate lines for cameras, mounts, mobile equipment, software licenses, implementation, training, migration, support, cloud storage, API access, integrations, and platform fees. Ask for one-time, recurring, usage-based, and renewal charges.
  3. Describe the existing environment. List camera models, network constraints, video-management and CAD systems, identity provider, evidence storage, and hot-list sources. Ask bidders to identify what can be reused and what must be replaced.
  4. Attach a data schedule. Enumerate every data type, owner, location, retention period, permitted user, sharing destination, export format, and deletion event.
  5. Require migration and termination assistance. The vendor should provide complete exports, schemas, media, metadata, audit logs, watch lists, configuration, and reasonable technical support at termination. State deadlines and fees in advance.
  6. Make performance testable. Define acceptance tests for recognition, alert latency, camera failover, offline operation, API limits, search logging, deletion, and report generation. Do not accept “industry standard” as a substitute for a measurable requirement.
  7. Build oversight into operations. Require annual policy review, periodic access audits, public statistics, complaint handling, incident reporting, and a process to pause the program when material information is missing.

Existing-camera and deployment questions

If the goal is to avoid buying a complete replacement system, ask each bidder to classify every existing camera as supported, supported with an adapter, or unsupported. Confirm plate angle, shutter speed, infrared performance, frame rate, edge processing, network bandwidth, clock synchronization, and weather protection. A camera that produces usable video for ordinary surveillance may not produce reliable plate reads.

What recent deployments show—and what they do not

Denver

Denver’s reported one-year Axon contract was $150,000. The reported terms—21-day storage, Denver-only search access for safety personnel, and city ownership and control of collected data—show that a buyer can negotiate concrete limits. They do not establish Axon’s price or defaults for another city, nor do they prove a particular public-safety outcome.

San Bernardino County

The county’s 2026 procurement seeks 10 fixed and four mobile systems, requires real-time hot-list alerting, and permits compatible third-party hardware with an approved software platform. This is evidence that an RFP can preserve hardware choice while standardizing software and alert behavior. It is not a recommendation that another jurisdiction copy the same quantities or platform list.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Renton

Renton says its mixed deployment—Flock Falcon, Axon in-car, and Genetec vehicle ALPR—produced investigative leads in hundreds of crimes. The city council paused all ALPR use on May 4, 2026 while seeking more information. The example demonstrates both the potential operational value of combining systems and the importance of governance, documentation, and public confidence. It does not provide a controlled comparison of accuracy or causation.

Common failure modes and fixes

  • Changing brands without changing policy: Write ownership, retention, sharing, and audit requirements before evaluating products.
  • Assuming interoperability: Demand a model-by-model compatibility matrix and test the exact integrations in a pilot.
  • Accepting vague retention language: Separate images, metadata, alerts, exports, backups, and logs, then require verifiable deletion.
  • Ignoring indirect costs: Price staffing, connectivity, camera maintenance, storage growth, integration work, training, and migration—not just the subscription.
  • Allowing invisible regional sharing: Inventory every automated connection and require approval and an emergency disable function.
  • Underestimating exit risk: Make export formats, schemas, configuration, audit history, and migration assistance contractual deliverables.
  • Publishing only success stories: Report false alerts, unavailable cameras, rejected searches, complaints, and policy exceptions alongside investigative leads.

A practical decision framework

If your priority is… Start by evaluating… Questions that decide the outcome
City control over data and a defined short retention period Axon-style contract terms, regardless of vendor Is ownership explicit? Are searches limited to named personnel? Can the city verify deletion?
Reuse of multiple camera manufacturers or an existing Genetec environment Genetec AutoVu Are your exact cameras supported, and who pays for connectors, hosting, and integration maintenance?
Fixed and mobile operations with real-time hot-list alerts Motorola Solutions/Vigilant or other approved platforms Which hot lists are connected, who controls sharing, and how are stale hits handled?
Integration with existing video management and CAD through APIs Rekor Are APIs complete, documented, rate-limited, and included? Can all data and logs be exported?
Maximum flexibility over time Open architecture with independently replaceable components Who operates the integrations, and are the staffing and support costs funded?

The defensible choice is the proposal that satisfies the community’s written requirements, passes the acceptance tests, and gives the public a clear account of data flows and controls. A familiar brand is not a substitute for those conditions.

Frequently Asked Questions

Can a city keep its existing cameras when replacing Flock Safety?

Sometimes. Genetec AutoVu is described as able to integrate LPR from multiple camera types, and San Bernardino County’s solicitation allows compatible third-party hardware. The city still needs a model-specific compatibility test covering image quality, firmware, networking, licensing, and support.

Is 21 days the recommended ALPR retention period?

No. Twenty-one days was reported for Denver’s one-year Axon contract. Each community should set a purpose-limited period through policy, distinguish routine reads from evidence and audit logs, and require verifiable deletion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an open API guarantee that a city can leave the vendor?

No. Confirm that the API exposes complete images, metadata, watch lists, configuration, and audit logs; check rate limits and export formats; and place migration assistance and termination deadlines in the contract.

Are any of these alternatives proven to reduce crime more than the others?

The available evidence does not establish a controlled cross-vendor accuracy benchmark, a universal crime-reduction effect, or a reliable total-cost comparison. A requirements-based pilot is needed for a local decision.
