Yes. A local police department can replace Flock while continuing to use automated license plate recognition (ALPR). The principal alternatives to evaluate are Axon ALPR, Motorola Solutions Vigilant, Genetec AutoVu, Rekor, and Leonardo ELSAG. None is automatically “best”: the right choice depends on fixed versus mobile coverage, existing cameras and software, investigative goals, data ownership, retention, sharing, auditability, procurement route, and community governance.

What replacing Flock actually involves

Replacing a camera vendor is not just a hardware swap. An ALPR program has at least four connected parts: cameras and readers, recognition software, investigative and alert functions, and the rules governing who may search or share the resulting data. A replacement must preserve the functions the department genuinely needs while correcting gaps in integration, privacy, cost, or public accountability.

Most departments use ALPR for a mix of stolen-vehicle recovery, missing-person response, alerts against hot lists, investigative leads, and broader vehicle intelligence. A system may also include fixed roadside cameras, mobile readers mounted in patrol vehicles, trailers or temporary deployments, and software that works with cameras the department already owns. Those choices affect installation, connectivity, maintenance, training, and the amount of data the agency controls directly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The first procurement question is therefore not “Which vendor has the most cameras?” It is “Which operating model fits our mission and governance requirements?” A small department with a few fixed approaches to town may need a very different system from a countywide agency seeking mobile coverage and regional sharing.

What Flock provides as the baseline

Flock describes its license-plate-recognition offering as a combination of purpose-built cameras, vehicle intelligence, a connected network, alerts, investigative search, and accountability controls. Its advertised functions include vehicle-description searches, partial-plate searches, hot-list alerts, cross-jurisdiction evidence, open APIs, and per-search audit logging.

Flock also reports a network connected across 49 states, more than 1 million cases supported in 2025, and involvement in 20% of cleared cases. Those figures are vendor-reported for 2025 and were not independently validated in the available evidence. They should be treated as marketing claims to verify, not as a neutral performance benchmark.

Use this baseline to write requirements before looking at proposals. If investigators depend on partial-plate or vehicle-description searches, require a demonstration using realistic local scenarios. If the department needs evidence to move between agencies, specify the permitted jurisdictions, approval process, export format, and audit trail rather than assuming that every “network” provides the same sharing model.

Leading alternatives to evaluate

Axon ALPR

Axon is the clearest documented replacement example in the available evidence. On September 1, 2026, the Durango Police Department announced that it would not renew Flock in 2027 and would transition its ALPR program to Axon. Durango said it evaluated investigative effectiveness, integration, privacy safeguards, data governance, auditing, data sharing, accountability, administrative efficiency, cost, and long-term operational needs.

The department emphasized local control of data, strong privacy protections, meaningful auditing, controlled and transparent sharing, integration with its broader public-safety technology, and community trust. Chief of Police Brice Current said: “We will transition to Axon, a long-standing technology partner whose ALPR platform meets our standards while balancing safety and privacy in our public-safety technology.”

Durango also adopted specific operating limits. Every query must have a specific case or legitimate investigative connection. A search of data older than seven days requires reasonable suspicion, supervisor approval, and documentation. Routine data is generally not retained beyond 21 days unless it is preserved as evidence or required by law. Those are Durango’s policy choices, not a universal Axon default; a different department must negotiate and adopt its own rules.

Axon deserves close attention when a department already uses Axon products and wants one public-safety technology environment. The procurement still needs to verify camera compatibility, hosting, data ownership, retention settings, role-based permissions, export and deletion procedures, and the exact cost of connecting existing systems.

Motorola Solutions Vigilant

Vigilant is an established law-enforcement ALPR alternative associated with Motorola Solutions. It is relevant for agencies that already operate Motorola public-safety systems or need to assess fixed and mobile readers alongside a broader regional network. Virginia’s 2024 official annual report records engagement with Motorola on ALPR, demonstrating that the product is part of current public-sector discussions.

A Vigilant evaluation should document which fixed roadside and patrol-vehicle hardware is available, how the system reaches neighboring jurisdictions, and how it integrates with the department’s CAD, records-management, video, and evidence systems. Require written answers on retention, access logging, query justification, supervisor controls, and cross-jurisdiction sharing under the department’s own policy. Do not infer those settings from the product name or from another agency’s contract.

Genetec AutoVu

AutoVu is best considered where centralized deployment and integration with a wider security or video-management environment are priorities. It may fit a department, city, campus, or regional operation that wants ALPR managed alongside existing video infrastructure rather than as an isolated investigative tool.

Before comparing AutoVu on price, verify the supported cameras and readers, whether processing occurs at the edge, on local servers, or in a hosted environment, and what happens when connectivity is interrupted. Confirm audit-log detail, retention controls, user and administrator roles, data export, deletion, and sharing. Also identify the local-government purchasing route, installation partner, recurring licenses, and support obligations; these commercial details are not established by the product name alone.

Rekor

Rekor is relevant when an agency wants vehicle-recognition and ALPR software that can operate with compatible third-party traffic, tolling, or existing cameras. That model can reduce replacement of hardware, but only if the department’s cameras, lighting, mounting, network, and edge-computing environment meet the system’s requirements.

A Rekor proposal should state the exact camera models and firmware supported, expected recognition workflow, edge-versus-cloud processing, hosting location, outage behavior, retention, auditability, and the role of a local integrator. Ask for a responsibility matrix identifying who installs equipment, tunes cameras, responds to failures, applies software updates, and exports evidence for court. Compatibility must be demonstrated with the department’s actual sites rather than assumed from a generic list.

Leonardo ELSAG

Leonardo ELSAG is another ALPR supplier to consider, particularly when mobile or patrol-vehicle readers are important. A mobile-first requirement can differ substantially from a fixed-camera program: vehicle power, mounting, wireless connectivity, officer workflow, safety, and maintenance all become part of the operating model.

Verify the current U.S. municipal product line, supported integrations, data controls, procurement channel, and availability of local service. The department should also test how officers receive alerts, how false or stale alerts are cleared, how observations are attached to a case, and how supervisors review searches. Those details determine whether a technically capable reader produces a usable investigative record.

Integration with records and evidence systems, alert handling, data controls, supervisor review, and procurement channel. Current U.S. municipal lineup, local availability, price, and retention defaults.

How to choose among the alternatives

1. Define the mission and success measures

List the calls and investigations for which ALPR is authorized. Separate stolen-vehicle recovery, missing-person response, hot-list alerting, investigative searches, and traffic or public-safety analysis. For each use, define a measurable outcome: alert delivery time, time to retrieve evidence, number of investigators supported, or percentage of searches with complete case documentation.

Do not let a vendor demonstration substitute for a mission statement. A platform optimized for broad vehicle intelligence may be unnecessary for a department that needs a small number of fixed readers and rapid stolen-vehicle alerts. Conversely, a low-cost fixed deployment may not meet a county’s need for mobile coverage and controlled regional sharing.

2. Map the physical deployment

Inventory existing poles, power, backhaul, wireless coverage, patrol vehicles, trailers, cameras, and video-management systems. Mark locations where plate angle, speed, lighting, weather, or road geometry could affect recognition. Require each bidder to identify equipment that can be reused and equipment that must be replaced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask how the system behaves during a network outage. A proposal should explain whether observations are buffered locally, whether alerts are delayed, how clocks are synchronized, and how duplicate or incomplete records are reconciled when service returns.

3. Specify integration before issuing a price comparison

Write the interfaces the department needs: CAD, records-management system, body-worn and in-car video, evidence management, video-management system, dispatch notifications, and identity or single-sign-on services. Request API documentation, supported export formats, implementation fees, test environments, and responsibility for future interface changes.

If a department already owns cameras, require a compatibility test using representative hardware and typical scenes. A software license that technically accepts a camera but requires new edge computers, special firmware, or a third-party integrator may not be cheaper than a complete replacement.

4. Put governance terms into the contract

Policy cannot be left to an informal administrator setting. The solicitation and contract should specify:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Who owns raw observations, derived vehicle data, alerts, and exported evidence.
  • Permitted purposes for a query and the information a user must enter before searching.
  • When a supervisor must approve a search, including searches of older data.
  • Default retention, evidence-preservation exceptions, legal holds, and deletion verification.
  • Role-based access, administrator privileges, multifactor authentication, and account suspension.
  • Immutable or otherwise reviewable logs showing the user, time, search terms, purpose, records viewed, exports, and sharing.
  • Rules for sharing with other agencies, task forces, vendors, and outside jurisdictions.
  • Public transparency, complaint handling, training, disciplinary consequences, and independent oversight.
  • Data breach notification, subcontractor controls, location of hosting, and return or destruction of data at contract end.

Durango’s 2026 policy provides a concrete example of how specific these rules can be: every query needs a case or legitimate investigative connection; searches older than seven days require reasonable suspicion, supervisor approval, and documentation; and routine data is generally not retained beyond 21 days unless preserved as evidence or required by law. A different jurisdiction may choose different limits, but it should make them equally explicit.

5. Evaluate the network model

Ask whether observations remain local, are shared through a regional federation, or enter a vendor-managed network. Determine who can search another agency’s data, whether the source agency approves access, what audit records are visible to each participant, and how a department can withdraw from sharing.

A large connected network can increase the chance of finding an investigative lead, but it also expands the number of organizations whose policies, accounts, and retention practices affect local residents. Network reach should therefore be weighed alongside governance, not treated as a standalone benefit.

6. Compare total lifecycle cost

Request a jurisdiction-specific quote covering cameras or readers, mounts, poles, installation, cellular or wired connectivity, cloud or server hosting, software licenses, API access, integration, training, warranties, replacement cycles, maintenance, support, and contract termination. Separate one-time implementation charges from recurring costs and identify annual escalation clauses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The available evidence does not establish comparable prices for Axon, Vigilant, AutoVu, Rekor, or ELSAG. Any ranking based on a generic advertised price would be unreliable. Require each vendor to price the same number of sites, vehicles, users, retention period, integrations, and support hours.

A practical replacement and migration plan

  1. Approve the mission and policy first. Adopt authorized uses, prohibited uses, retention, query justification, supervisor review, sharing, audit, training, and complaint procedures before selecting equipment.
  2. Build an inventory. Record every camera, reader, pole, vehicle, network link, software interface, user account, data store, and evidence workflow connected to the current program.
  3. Issue a requirements-based request. Ask Axon, Motorola Solutions Vigilant, Genetec, Rekor, and Leonardo ELSAG—or qualified local integrators representing them—to answer the same functional, technical, governance, security, and lifecycle questions.
  4. Run a controlled proof of concept. Test representative fixed and mobile locations, day and night conditions, weather, partial plates, vehicle descriptions, alert latency, offline behavior, search speed, exports, and audit logs. Use the department’s own policy scenarios and synthetic or lawfully obtained test data.
  5. Test integration and permissions. Confirm CAD/RMS, video, evidence, identity, API, role, supervisor-approval, retention, deletion, and sharing workflows with production-like accounts.
  6. Conduct legal and community review. Have counsel, records officers, information-security staff, command personnel, and community oversight bodies review the policy, contract, public notice, and complaint process.
  7. Stage the cutover. Keep the existing system available only as long as policy and contract allow, define the authoritative system during transition, preserve evidence under legal hold, and document the disposition of routine historical data.
  8. Measure after launch. Review alert quality, investigative turnaround, false matches, access logs, retention compliance, uptime, training completion, complaints, and sharing activity at scheduled intervals.

Common failure modes and how to prevent them

Choosing by network size alone

A broad network may not help if nearby agencies do not participate, sharing is legally restricted, or investigators cannot explain why a search was run. Require a documented sharing map and access workflow instead of accepting a coverage number without context.

Assuming existing cameras will work

Recognition depends on camera position, shutter speed, lighting, plate angle, weather, compression, network reliability, and maintenance. Make compatibility and site testing contractual acceptance criteria.

Leaving retention to a default setting

Retention affects privacy, storage cost, public-records obligations, and investigative value. Set the period in policy and contract, define evidence exceptions, and test automated deletion and legal holds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring audit usability

An audit log that exists but cannot be reviewed is weak accountability. Require searchable reports that show the user, purpose, time, records accessed, exports, and sharing, with regular supervisory review.

Underpricing integration and support

Licenses are only one part of the budget. Installation, connectivity, API work, training, camera replacement, vehicle downtime, software upgrades, and local support can determine the real cost. Compare complete lifecycle proposals on identical assumptions.

Launching without a public explanation

Residents need to know what the system does, what it cannot do, how long routine data remains, who may search it, and how to complain. Publish the policy and a plain-language explanation, and identify the body responsible for independent oversight.

Which alternative fits which department?

Department already invested in a public-safety technology ecosystem

Start with Axon and Vigilant if integration with an existing public-safety stack is a major requirement, but test non-vendor interfaces and governance on equal terms. Durango’s decision shows that an agency can change providers while retaining ALPR; it does not establish that the same choice is optimal everywhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

City or regional operation centered on video management

Include Genetec AutoVu when centralized security or video-management integration is important. Confirm the deployment architecture, supported cameras, hosting, and local purchasing path before treating it as a fit.

Agency with substantial existing camera infrastructure

Evaluate Rekor when reusing compatible third-party traffic, tolling, or municipal cameras could reduce hardware replacement. Make the proof of concept and integrator responsibility explicit, because nominal compatibility does not guarantee acceptable recognition at every site.

Patrol-led or mobile-first program

Include Leonardo ELSAG when patrol-vehicle readers are central to the mission. Compare officer workflow, vehicle installation, wireless reliability, alert handling, and maintenance—not just recognition software.

Small department with limited staff

Favor the proposal that minimizes administrative burden while meeting policy requirements. Ask who handles camera health, account administration, updates, training, audit reviews, and public-records requests. A system with fewer components may be preferable if it still supports the department’s required searches and retention controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for procurement teams

Replacing Flock does not require abandoning ALPR. Axon, Motorola Solutions Vigilant, Genetec AutoVu, Rekor, and Leonardo ELSAG represent different combinations of hardware, software, network reach, integration, and governance. Select among them only after documenting the department’s mission, testing its actual sites and systems, and writing privacy, retention, approval, audit, sharing, and lifecycle terms into the policy and contract. Obtain a jurisdiction-specific quote and compatibility review; the available evidence does not support a universal price or performance winner.
